Rytenskild Traffic Group (RTG) has been engaged by Brisbane Valley Protein to carry out a Traffic

Impact Assessment of its proposal to develop an agricultural industry at Coominya.

This report forms part of a Development Application for a Preliminary Approval to be lodged with the

Lockyer Valley Regional Council.

The following have been assessed during the study:

• The adequacy of the surrounding road network to accommodate the proposed development; • Any road upgrade works that may be required as a consequence of the proposal; • The required form of access intersections with adjoining roads.

As part of the assessment RTG has also reviewed the potential impact of heavy vehicle traffic generated by the proposal upon the surrounding pavement. It is noted that this report is intended to provide a preliminary assessment of impacts. Where appropriate, a more detailed assessment should be required at the Development Application for a Development Permit stage, when more accurate development characteristics will be known.

As shown in Figure 2.1, the subject site is located on the south east corner of the Coominya

Connection Road / Brisbane Valley Highway intersection. The site is identified as 390 West Road and

29 Coominya Connection Road and has a total site are of approximately 317.9 hectares.

The site provides connection to the Brisbane Valley Highway to the north and also connects to the

Warrego Highway via the Foresthill - Fernvale Road connection to the east of the site. It is expected

that traffic to and from the subject site will distribute through the local road network to access the

highway in the shortest route possible.

The Brisbane Valley Highway / Coominya Connection Road intersection comprises of a type CHR right

turn treatment and AUL left turn treatment. The Coominya Connection Road / West Road

intersection comprises of a basic priority controlled junction, with the Coominya Connection Road

forming the major road.

Images of key intersections in the region are shown in Figures 2.2 to 2.5.

Traffic volumes along the major travel routes in the vicinity of the site have been obtained from the

Department of Transport and Main Roads (DTMR) and traffic survey undertaken by RTG. The DTMR

data was collected in 2015 and presents the Annual Average Traffic Volumes (AADT) in both

directions along the respective roads.

Traffic volumes for the following roadways and intersection have been obtained from DTMR for the

purposes of this assessment:

- Forest Hill Fernvale Road

o Between Warrego Highway and Coominya Connection Road;

o Between Coominya Connection Road and Prospect Street;

o Between Prospect Street and the Brisbane Valley Highway.

- Coominya Connection Road

o Between Brisbane Valley Highway and Forest Hill Fernvale Road

- Forest Hill Fernvale Road / Warrego Highway intersection

- Coominya Connection Road / Brisbane Valley Highway

Traffic counts for the Forest Hill Fernvale Road / Warrego Highway intersection, and the Coominya

Connection Road / Brisbane Valley Highway intersection are shown in Figures 2.6 to 2.8. Detailed

traffic surveys for both intersections and also the Coominya Connection Road / West Road

intersection are provided in Appendix B.

Future traffic volumes have been estimated through the application a 3% annual growth factor from

the survey year. The future traffic volumes have been estimated for ten years following the expected

completion date of the development.

Full development of the subject land is anticipated in 6 years. In order to estimate future background

traffic volumes in 2028 (10 years from completion date of STAGE 1), a 3% p.a. growth rate has been

applied to the existing traffic volumes.

The resultant future (year 2028) traffic volumes for the respective roadways are shown below, with

the future intersection volumes shown in Figures 2.8 to 2.11.

The proposed master plan is shown Figure 3.1. As shown, the master plan comprises of the following ten precincts: Precinct 1 - Hospitality Precinct The first attachment is the intended facilities for the Hospitality Precinct situated in the far south-west corner of the property. The central facilities are likely to include the following: Restaurant / hospitality area Function/Reception area Hospitality Training Facility Cabins and campground Precinct 2 - Main Abattoir This Precinct will be used for the abattoir. At this stage it is assumed to have a capacity of 600,000 birds per week. However, we intend to seek flexibility in this Precinct to also allow an abattoir that can process other meat should markets change. Precinct 3 - Service Station The intent for this Precinct is to retain the current service station approval and to include the self storage facility. This will also include a secure shed structure for parking of boats and trucks etc. Duncan will provide detail on the scale of this facility early next week. Precinct 4 - Quail Farm Precinct 4 is part of the Stage 1 of the development. Traffic and noise reports have been prepared for this use. Precinct 5 - Poultry Farm This Precinct will include the second stage of the poultry farm. It is expected to contain a further 8 sheds. Cattle grazing will also be a core use of this area. Precinct 6 - Poultry Farm (Stage 1) This Precinct is part of Stage 1 of the development and incorporates the 6 sheds previously reported on. No additional uses or expansion anticipated at this point. Precinct 7 - Grazing There are no specific uses planned for this Precinct at this stage. Expected to remain as an area for grazing of cattle. Precinct 8 - Tourist Cabins This Precinct is intended to be used for small scale tourist cabins. Cabins will be setback a minimum of 80 metres from the highway. Likely scale is a maximum of 4. To be established in proximity to the dam.

Precinct 9 - Future Education & industry This Precinct will be kept for future uses and may include training and education facilities and/or industry uses associated with the protein precinct concept. The likely scale of development in this Precinct is not known at this point. Development of Precinct 9 will be subject to Impact Assessment in the future. Precinct 10 There is one allotment on the southern side of West Road that will be included in the Masterplan. The intent is to allow a light industry on this site with a GFA of 200m² to allow the assembly and manufacturing of vertical gardens and similar horticultural products. Like other uses, this will be subject to a further application and planning approval.

A compacted gravel area will be provided around each shed, suitable for the parking of vehicles and

for use as loading areas.

As shown in Figure 3.1, it is proposed that access be gained via two locations on Coominya

Connection Road, and three locations on West Road. The northern most access intersection on

Coominya Connection Road will provide access to all activities on the northern side of Spring Creek,

with the southern intersection providing access to the proposed produce market and tourist

accommodation. Access to the quail farm and cattle grazing areas will be gained off West Road,

together with the future light industry precinct.

The traffic generation of each individual precinct will be determined at each respect Development

Application, however, the following trip generation rates and considered to be indicative and suitable

for this preliminary assessment:

Training facility - 20 vehicles per hour during peak trading periods

The above trip generation estimates are considered to be conservative (high) and it is likely that the

various uses will generate peak traffic demands at different times, and therefore, the traffic

generation of the overall development will be less than the above volume.

The majority of traffic generated by the development will travel south via the Brisbane Valley

highway. A minor proportion of traffic will use the Forest Hill Road to the Warrego Highway.

Estimated traffic volumes for each precinct and the overall development are provided as Appendix B.

The traffic generation of the proposed poultry farm component has been based on the recorded

traffic generation of a similar use located in the Ipswich Boonah area. The development at which the

records were kept had capacity for 400,000 birds.

The estimated traffic generation have been based on the estimates derived from the recorded

poultry facility in Ipswich. As shown in Table 4.1, it is estimated that the proposal will generate in the

order of 12 and 5 daily heavy vehicle movements at the chicken and quail farm facilities respectively.

For the purposes of this assessment it has been assumed that the proposal will generate similar

traffic at each of the poultry facilities.

In general, it is considered that the proposed development will have a relatively low traffic

generation and in keeping with the surrounding rural area. A number of the various uses will only

generate significant traffic volumes at infrequent periods and often at different times to the other

uses.

It is considered that the proposed development will not result in any need for an upgrade to the

Brisbane Valley Highway / Coominya Connection Road intersection or other surrounding

intersections, however such has been reviewed in the following pages. The required geometrical

layout of the proposed access intersections have also been assessed against Austroads guidelines.

These are based on the traffic generation of the overall development.

A SIDRA analysis has been carried out for the Brisbane Valley Highway / Coominya Connection Road

and Coominya Connection Road / West Road intersections. Such is not considered to be warranted

for the proposed access intersections as the turning volumes will be very low.

With the proposed development traffic under year 2028 traffic conditions, the ‘QM’ and ‘QR’ values at

the northern access intersection on the Coominya Connection Road will be as follows:

QM = 236 Veh/h (Approx. 10% of AADT)

QR = 9 Veh/h

As shown in Figure 5.1, this yields a requirement for an Austroads Type BAR treatment at the

proposed northern access intersection on Coominya Connection Road.

A SIDRA analysis has been carried out for the Brisbane Valley Highway / Coominya Connection Road

intersection assuming the full development of the site and background traffic growth to the year

2028. As indicated by Figure 5.5, the analysis indicates that the intersection will function

satisfactorily under the projected traffic conditions.

A similar analysis (refer to Figure 5.6) indicates that the Coominya Connection Road / West Road

intersection will function satisfactorily under projected future traffic conditions (year 2028) with the

full development.

An analysis of pavement impacts has been undertaken along the Brisbane Valley Highway and

Coominya Connection Road. The pavement impact assessment has been undertaken in accordance

with the Department of Transport and Main Road’s (DTMR) Guidelines for Assessment of Road

Impacts of Development.

In accordance with the DTMR requirements a pavement impact assessment is required for any road

sections where the development traffic (during construction of operation) exceeds or equals 5% of

the background equivalent standard axles (ESAs) year for year.

The current and future traffic loads have been estimated from the surveys collected by the DTMR for

the respective roadways. It is assumed that all heavy vehicles generated by the development will

travel to and from the Brisbane Valley Highway with a 20/80 distribution to the north and south.

As shown in Appendix B, traffic counts carried out on the Coominya Connection Road (by RTG)

indicate a heavy vehicle percentage of approximately 13%. Vehicle classification data has not been

provided by the TMR and so the same percentage has been assumed. A summary of the current

(year 2016) daily heavy vehicle traffic volumes for the Brisbane Valley Highway and Coominya

Connection Road are shown in Table 6.1.

A standard axle is defined as a dual tyred axle transmitting a load of 80kN (or 8.2 tonnes) to the road

pavement. Equivalent Standard Axles are the number of Standard Axles that are equivalent in the

damaging effect on a pavement for a given vehicle. In accordance with the DTMR requirements, 3.2

Equivalent Standard Axles (ESA’s) per Heavy Vehicle (HV) are applicable on all State controlled roads

other than the Bruce Highway. Light vehicles (cars) have a negligible impact upon the pavement life,

and therefore have not been considered in this assessment.

traffic loading is approximately as follows:

Brisbane Valley Highway = 377 × 3.2 = 12,064 ESAs per day

It is expected that the Brisbane Valley Highway would have been designed in accordance with the

requirements for an Arterial road, and the Coominya Connection Road as a Freight Dependent

Development road.

Therefore, in accordance with the table below, the design life of each road is considered to be as

follows:

Coominya Connection Road - 10,000,000 ESAs over 20 years

Brisbane Valley Highway - 38,000,000 ESAs over 40 years

It is considered therefore, that the existing pavements comfortably accommodate current traffic

loadings with considerable spare capacity available for traffic growth.

It is estimated that the proposed development will generate in the order of 30 heavy vehicle

movements per day (in + out). This equates to the following number of ESAs:

30 × 3.2 ESAs / HV = 96 ESAs per day

30,048 ESAs per annum (assumes 6 days per week operation)

0.6 million ESAs over 20 years

This equates to approximately 6% of the pavement loading capacity of the Coominya Connection

Road and less than 1.5% of that for the Brisbane Valley Highway. It is considered therefore, that the

development will not have a significant impact upon the Brisbane Valley Highway, however a

contribution towards pavement rehabilitation and maintenance costs may be appropriate for the

Coominya Connection Road. This should be assessed in detail at the Development Application for a

Development Permit stage when more accurate development details are known.

• The subject site is located on the south east corner of the Coominya Connection Road /

Brisbane Valley Highway intersection. The site is identified as 390 West Road and 29

Coominya Connection Road and has a total site area of approximately 317.9 hectares.

• The proposed master plan comprises of ten precincts, each with a land use or uses relating to

cattle grazing or poultry farming. The proposal includes tourist based attractions and

educational facilities, together with the core farming activities. A service station has

previously been approved for the corner of the Brisbane Valley Highway and the Coominya

Connection Road (within the site).

• The site is bounded by two State controlled roads (Brisbane Valley Highway and the

Coominya Connection Road) and a Council controlled road (West Road). Access is proposed

via two locations off the Coominya Connection Road, and two locations off West Road.

• A review of current and projected traffic volumes in the area together with an assessment of

the likely traffic generation of component of the development indicates that only basic left

and right turning treatments will be required at each access intersection. However, such can

be verified at the Development Application (for a Development Permit) stage for each

precinct when more accurate development characteristics are known.

• SIDRA analysis indicates that the Brisbane Valley Highway / Coominya Connection Road and

Coominya Connection Road / West Road intersections will not require upgrading as a

consequence of the proposed development.

• Traffic generated by the proposal will not trigger the need for capacity upgrades on the

Brisbane Valley Highway or Coominya Connection Road.

• Development traffic pavement impacts equate to approximately 6% of the pavement loading

capacity of the Coominya Connection Road and less than 1.5% of that for the Brisbane Valley

Highway. It is considered therefore, that the development will not have a significant impact

upon the Brisbane Valley Highway, however a contribution towards pavement rehabilitation

and maintenance costs may be appropriate for the Coominya Connection Road. This should
