OVERVIEW
What does it mean?
The goal of Harmonization is to substantively align apprenticeship systems across Canada by making apprenticeship training requirements more consistent in Red Seal trades.
Common occupational standards and exams are a hallmark of the Red Seal program and most jurisdictions have fully integrated these into their own apprenticeship systems.
The training based on the standard and measured by the exam however has been delivered differently across the country.
Industry has supported making apprenticeship training across Canada as consistent as possible for many years.

More consistent apprenticeship training facilitates the mobility of those apprentices who need to move to work and continue their apprenticeship.
Apprentices can take technical training and accumulate workplace hours in other jurisdictions as needed.
Employers who work in more than one jurisdiction can easily move their apprentices without negative consequences and in the Atlantic Region can experience common system requirements.
Training providers can share best practices and curriculum resources.
Harmonization brings together the best of what is happening at the trade level, enabling program renewal and supporting quality delivery.
How is industry engaged?
Achieving harmonization for each trade relies on consensus from industry in the region and from across the country.
Industry and instructors in the relevant trade provide their input into the CCDA harmonization recommendations through the apprenticeship authority and through a series of national webinars.
In the region, Atlantic Trade Advisory Committees made of one employer, one employee and one training rep from each of the four jurisdictions build on national work and develop consensus on the curriculum standard, logbook and level exams.
Each jurisdiction commits staff resources to engage with industry in the development and validation of this work.
These staff then work with the training provider to adopt the harmonized standard.

How will we keep it going?
More than halfway through our commitment to harmonize identified trades, we have turned considerable focus to making harmonization a way of doing business.
A national initiative running parallel to harmonization is the evolution of the NOA into the new RSOS:
o aligning harmonization and RSOS processes
o adding elements of learning objectives/outcomes and industry-expected performance
o creating new Red Seal tools reflecting harmonized training
We are establishing a regional secretariat in NL to support continuous system alignment among the Atlantic Provinces

Strong collaboration between industry, training providers and apprenticeship authorities make harmonization possible.
Industry stakeholders have confirmed repeatedly that harmonization remains a priority for them and the CCDA is committed to continue the work beyond 2020.
Participating jurisdictions are making every effort to implement within the agreed-to timelines.
Harmonizing apprenticeship training is a significant undertaking and with continued engagement and support of all participating jurisdictions, we will succeed in achieving greater consistency in Red Seal trades training across Canada.
