Yoma Bank asked MBI to study the market situation foragriculture equipment in Myanmar. Yoma’s goal was to shedlight on the growth potential for its hire-purchase financingprogram.

BACKGROUND

Yoma’s primary concern was knowing if the markets for 4-wheel tractors and combines were starting to reach capacity.

MBI approached the study through:• A review of existing studies related to Myanmar’s

equipment market• Field interviews with farmers who had purchased

4-wheel tractors and combines• In-depth interviews with equipment dealers

The study was limited to the Ayeyarwady Delta region, within 200 km of Yangon. This initial study was meant to serve as a model for replication and expansion to other areas of Myanmar.

• In a 2016 USAID-funded report on mechanization in Myanmar’s Ayeyarwady Delta region, Myat Thida Win and Aye Mya Thinzar showed that purchases of 4-wheel tractors and combines have expanded rapidly from a very small base from 2013 onwards.

• Many more 2-wheel (walking) tractors and pumps have been sold than 4-wheel tractors or combines, but the cumulative purchase value of 4-wheel tractors and combines has surpassed 2-wheel tractors and pumps.

• The USAID study found the following mechanization rates for 2015-16 paddy cultivation:

• Land Preparation: 94% • Harvesting: 50%

• While mechanization for land preparation is quite high at 94%, it is notable that 68% of land preparation is done with 2-wheel tractors.

• In a report on agricultural mechanization in Myanmar, New Holland dealer CPCL found that Ayeyarwady had the highest overall rate of mechanization of any region in Myanmar, at 88%. Bago was the lowest, at just 38%.

• Multiple farmer interviewees commented on the scarcity of farm labor in their area, attributing the problem to migration both within and outside Myanmar. Some farmers said labor scarcity was the main reason they decided to buy a tractor or combine.

• Farm labor costs have trended sharply upward as scarcity has increased.

• The scarcity and cost of labor has and will continue to drive Myanmar farmers to mechanize.

• The USAID study also cited a sharp increase in labor rates as a key driver of mechanization, although they found lower labor rates overall (about 3,750 Kyats per day in 2016).

Macro View

• Market participants agree that the farm equipment market still has strong growth prospects, even after the enormous growth it has experienced over the last few years.

• According to John Deere, just 5,000 tractors are sold each year in Myanmar, while 80,000 are sold in Thailand, a neighboring country of similar size. The CPCL mechanization report found that Myanmar needed 6,425 more 4-wheel tractors and 3,213 more combines based on its number of irrigated acres.

• Likewise, Sonalika said the current supply of 4-wheel tractors isn’t sufficient and demand is expanding. Sonalika thinks the market will continue to grow if the right financing schemes are in place.

• Farmers in Kawhmu, Kawa, and Kyauktaga said rice in their area was only about 40-50% combine harvested this year, implying room for growth in those geographies. This finding is consistent with secondary data.

• The majority of farmers (12 out of 21 respondents) said demand for custom work has trended up.

• Only 2 farmers said demand had trended down. One of these was in Kawhmu and the other was in Kyauktaga.

• Overall, farmers in Kawa and Kawhmu reported more favorable trends than farmers in Kyauktaga or Maubin.

Custom Work Price Trend

• Prices for custom work seem to have stayed mostly the same.

• Overall, 12 out of 22 respondents said prices had stayed the same. 6 said they had trended up and 4 said they had trended down.

• Responses varied by location. Most farmers in Kawa and Kyauktaga said prices had stayed the same. Both farmers in Maubin said they had trended up. Responses in Kawhmu were mixed.

Second-Hand Market and Maintenance

• There were differing opinions on the second-hand market for farm equipment and how it may impact the growth outlook for new equipment.

• New Holland said the second-hand market for farm equipment is growing in Myanmar, noting that a Facebook group for used farm equipment has generated interest. John Deere said there is an active market for second-hand Kubota tractors from Thailand, but these machines are losing popularity.

• Dealers expect that tractors originally sold new in Myanmar will move into the local second-hand market in about 3 years, although there is uncertainty about how well these tractors will be maintained.

• Sonalika said new tractors should last 4-5 years without a major overhaul. After that time, Sonalika expects that most owners will overhaul their machines rather than buy new ones.

CONCLUSIONS AND NEXT STEPS

Growth prospects There appears to be substantial room for growth in Myanmar’s equipment market overall. However, considerable variation by geography is expected. The market in certain areas will become saturated earlier than in others.

New equipmentFarmers we interviewed mainly want to purchase more 4-wheel tractors and combines. There is also growing interest in other types of equipment, especially rice straw balers, planters, mowers, new tillage implements, and excavation equipment.

FinancingExisting hire-purchase financing terms seem appropriate. Some farmers requested lower down payments for combines.

More research required

Given the small sample size of this study, the results are not conclusive. The study should be extended to at least 2 more key geographies (e.g. Dry Zone, Shan State corn belt).

• Farmers interviewed had purchased 28 tractors and 7 combines.

• 75 and 90 HP tractors were the most popular, with farmers reporting that the trend is toward larger tractors.

• Sonalika said 90 HP was its most popular tractor size across the country.

• A Sonalika dealer said Kubota dominates Myanmar’s paddy market, but this was not borne out in the farmer interviews.

• One farmer interviewed in Kawhmu owned 4 Shwe Phone (Gun Su Hine) combines, as well as 1 tractor.

• Although farmers spoke a lot about wanting to buy Kubota and Yanmar combines, only 1 farmer reported owning a Kubota combine.

• Outside this study’s farmer sample, Kubota and Yanmar combines seem to be the most popular. However, New Holland plans to introduce its first combines to Myanmar soon, and John Deere will also be offering a combine.

• For tractors, most farmers said the maximum acres they could cover is approximately 20 acres per day. Responses ranged from 10 to 28.

• For combines, farmers said they could harvest between 5 and 10 acres per day.

• Land preparation with a tractor takes 45 minutes per acre. Combine harvesting is 1.5 hours per acre.

• A Sonalika dealer said farmers need to do at least 15-20 acres per day to justify investing in a tractor.

WHAT BENEFITS HAVE FARMERS SEEN?

Cost Savings

• Farmers said their labor costs were reduced by approximately 50% after they bought tractors. One farmer in Kawa said owning a tractor reduced overall farming costs by 20%.

• Farmers still have to pay tractor/combine operators and workers who harvest beans by hand.

• Besides labor cost savings, many farmers noted that mechanized farming was more efficient and required less time. Several also remarked on the time and cost savings benefits of eliminating draft animals from their operations.

“Owning a tractor has many advantages. For example, I can start any time I want and I don’t have to wait around for workers.” Kawhmu farmer

HOW DOES THE CUSTOM BUSINESS WORK?

• Tractors – For custom work with tractors, nearly all farmers reported prices of 8,000 Kyat per acre for cash payment and 10,000 Kyat per acre for credit payment. One farmer in Kawhmu said his price was 4,000 Kyat per acre exclusive of fuel, down from a previous price of 5,000 Kyat per acre.

• Combine – Two farmers in the sample said they do custom rice harvesting with combines. Both were in Kawhmu. One said the normal price is 50,000 Kyat per acre, but it can be as high as 70,000 Kyat per acre for difficult conditions. The other said the price is 40,000 Kyat per acre during the rainy season and 35,000 Kyat per acre during the dry season.

• Credit terms of 4 months seem common for custom work with a tractor, although a few farmers said they don’t want or are unwilling to accept credit payments. One farmer in in Kawa said he gives credit for 70-80% of the job and collects the rest after harvest. Payment for combine harvest occurs at harvest or within 30 days.

• A tractor owner in Kawa said about 1 out of 20 farmers/customers fails to pay. Another in in Kawhmu said “If we don’t take credit, we can’t really work.”

HOW DOES THE CUSTOM MARKET WORK?

• Most farmers reported operator rates of 1,000 to 1,500 Kyat per hour, but there was significant variation. For example, one farmer in Kawa said he pays 10,000 Kyat per 5-6 hour day, which is about 1,800 Kyat per hour. Some farmers reported operator rates of 1,000 to 1,500 Kyat per acre.

• Two farmers in Kawa said they pay operators 25,000 to 30,000 Kyat per month, depending on their level of expertise. Another said his normal operator rate is 25,000 Kyat per month, but he pays 50,000 Kyat per month in November and December—the busy season for green beans.

• The average custom area per tractor per year was 598 acres.

• Most farmers said they travel no more than 10 miles away from their homes for custom work, but three said they travel from 20 to 50 miles. One farmer said he charges extra if he has to travel to small acreage jobs.

• Most farmers in this sample said they were introduced to the equipment dealers by the Agricultural Mechanization Department (AMD). Others were introduced by farmer friends or family.

• No farmers were aware of payments being made in exchange for the introduction; however, all dealers interviewed (New Holland, Kubota, John Deere, and Sonalika) said they pay commissions/finders fees to mechanics, village heads, or other farmers who introduce customers.

Down Payments

• Down payment amounts were either 30% or 10%.

• Most farmers said they funded their down payments with own/family savings. Others borrowed from friends/relatives or sold assets.

Dealer Credit Analysis

• John Deere said it uses a 55-question form for buyer credit analysis. Questions relate to family, education, the applicant’s house, and other factors. New Holland’s credit application is reportedly similar. John Deere said over 10% are rejected.

• Sonalika uses third-parties to perform its credit analyses in the field.

• Most farmers expected to pay off their loans in 3 years, but several thought they could do it in 2 years or less.

• According to dealers, rice farmers and those working only on their own farms take 3 years to pay off tractors, but custom farmers with a lot of work can do it in 1 year or less. John Deere said a customer who runs his tractor 18 hours per day will pay it off in 7 months. New Holland and Kubota both said combines could be paid back in 2 years.

• John Deere said that in two years there had been no defaults. Likewise, Sonalika said there had been very few late payments or defaults to date.

Payback Defaults

• Farmers said they can accept terms of 10% down and a 3-year maturity. There were requests for combines to be made available at 10% down instead of the current 30%.

• CPCL said about 20% of its buyers are women, and Sonalika estimated 10%.

• John Deere said men sign the actual purchase contract 95% of the time, but there’s usually a woman involved. Women are often involved in John Deere’s big sales.
