Traction Items

1. Current Issues pertaining to ALCO/EMD locos.

A. Maintenance issues of ALCO & EMD locos: (i) Zonal Railways should indicate the DLSCs set up for EMD locos viz.a.viz their proposed

action plan in the following format:-

(iv) SWR should indicate the progress made in outsourcing the work of provision of various kinds of filters in EMD locos. Similarly SCR should share their preparedness for manufacture of EMD filters in-house.

B. Planning for homing of additional locos/infrastructure:

(i) Each year approx. 170-180 locos are being added to the fleet for which matching capacity in

terms of augmentation of existing sheds to home 150 locos or new sheds needs to be created. Railways have been advised to send augmentation proposals for existing sheds. Railway should confirm the status of the proposals and the likely fund requirement. Railways should bring the status of works sanctioned at DRM, GM and Board’s level for the above in the following format:- Name of shed and details of Work sanctioned in last three years under

(ii) The condition of Running rooms, lobbies and training centres comes for severe criticism in

various forums. Railways should bring the status of works sanctioned at DRM, GM and Board’s level in the following format: Name of running room/lobby/training centre and details of Work sanctioned in last three years under

DRM’s power GM’s Power Board level Board has approved a plan for setting up simulators and the same was circulated in the last CMEs’ Conference. Railways should list out the proposals being sent in the M&P and WP for simulators and other works.

(iii) Board have already advised DLW, GOC, Parel and DLMW regarding the acquisition plan for

diesel locos in the next 10 years. These units should come prepared with the action plan for implementing the above.

C. Strategy for new developments: (i) DLW has turned out 1 WDP4D locos (Dual Cab) for which trials have to be planned. DLW

should indicate the plan for complete switch over to this design as already communicated by Board.

(ii) Two 4500 HP WDP4 locos having hotel load feature capable of supplying 500 KVA hotel load have been turned out by DLW. RDSO should give the status of the trials and the group may discuss their future proliferation.

(iii) Distributed Power System (DPS) trials have been successfully carried out in SCR, SWR & NR. RDSO should make a presentation on Issues relating to allotment of frequencies, CRS sanction, etc. Zonal Railways should estimate the requirement of DP in consultation with the Traffic Department so that sufficient provisioning of DPS may be made in the bulk RSP.

(iv) Railways should indicate the progress of fitment of stand alone VCD. (v) DLW and RDSO should make a presentation on the progress of the 5500 HP loco and

provision of AC and toilet facility on EMD locos.

2. Issues pertaining to DEMUs:

(i) ICF should indicate the progress of supply of RSP items against Board’s Bulk RSP. Railways should also indicate the progress of itemized RSP.

(ii) There is a need to carry out refurbishing of DEMU coaches in the 2/3 POH as most of these are running in sub-urban services and the passenger amenities items get vandalized. SR & ICF should make a presentation along with detail costing of items which should be included in the above work. RDSO should make a presentation on the LED destination boards for DEMUs.

3. Issues pertaining to Running staff : (i) Zonal Railway should ensure that technical control of running staff is exercised on the lines

mentioned in Board’s letter no.E(NG)I-2006/PM7/12 dated 2.06.2006 (Annexure-I).

(ii) The progress of implementation of the subsidized meal scheme should be brought out by all the Zonal Railways in the following format:- No. of running rooms on the railway

No. of running rooms under Mechanical

No. of Mechanical running rooms provided with Subsidized meal

(iii) Vide letter No.E(MPP)/2009/3/26 dated 13.07.2009 (Annexure-II), Board had advised Zonal Railways to train all the LIs in the initial course within 6 months i.e. by January, 2010. The status of the above training should be provided as per the following format:

(iv) SCR has carried out a review of loco Inspectors for additional activity and has got these post sanctioned. Further, they have outsourced certain activities in the lobby like data feeding, etc. so as to have the least amount of running staff on stationary duties. SCR should make a presentation on the same.

(v) Railways should bring status of the pending indents for running staff as well as action being taken for providing alternate jobs to medically de-categorized running staff.

Shortfalls have been observed in production of following categories of Rolling Stock:

2. Increase in Diesel loco production capacity to meet Vision- 2020 goals: DLW, DMW and CR have been advised vide Board’s letter No.2010/M(PU)/1/38 dated 10.08.2010 to plan for increase in the Diesel loco production capacity. The PUs may indicate their action plan. 3. Progress of works sanctioned for raising the installed capacity:

Various works under Plan Head 42 have been sanctioned to raise the installed capacity of the PUs as indicated below:

COACHING

1. Performance review of Zonal Railways (a) Punctuality losses on C&W account : Status - Annexure – 1 (b) En-route coach detachments on ownership basis: Status - Annexure – 2 (c) Cleanliness and hygiene attention in coaches:

2. Proliferation of LHB coaches:

LHB/ FIAT coaching stock is going to be the main stay for Indian Railways. PUs’ are already stepping up their production capabilities enabling faster proliferation of LHB coaches for AC as well as non-AC services. Current holding of LHB coaches over NR, WR, ER, ECR, SER, SR and NCR is around 700 coaches. Over 300 coaches during the year 2010-11 and 500 coaches during the year 2011-12 have been planned to be manufactured. (Annexure- 8) Zonal Railways have to gear up for maintenance of rakes in depots as well as in workshops. Performance and Maintenance cost especially of high vale items may also be kept under check. The following issues concerning maintenance and infrastructure need to be addressed for smooth migration of LHB coaches on a larger scale. a. Proposed new centers- Depots and workshops

• As more and more rakes will be inducted in services, railways may ensure setting up

of facilities and training of staff etc. to start the LHB maintenance. • CAMTECH to prepare a comprehensive document detailing all aspects of

maintenance & upkeep of LHB FIAT coaches. b. Maintenance issues of LHB coaches

• Wheel life of LHB coach is an area of concern especially due to wheel shelling

phenomena which also requires periodic check. RDSO must expedite the investigations and suggest remedial measures to control the wheel shelling. RDSO may advise current status of measures being taken to resolve this issue.

• Corrosion in bogie frames – Railways have been reporting instances of pitting corrosion on the bogie frames of LHB coaches within 3 to 4 years of service. RDSO/RCF needs to study for a change of material/suitable corrosion prevention measures.

• Roller Bearings and dampers - As against stipulated periodicity of 1.2 million Kms between successive refurbishments, Roller bearings are reported to give a

much lesser service life. Likewise, as against an expected life of 6 years for the shock absorbers/dampers, the service life is much lesser. Railways may share their experiences and field performance data.

• Refurbishment of coach interiors and toilets by workshops • Facilities PU painting- in coaching depots/workshops – Review by RCF c. New manufacture of LHB coaches

• Tentative manufacturing plan for next 3 years at RCF

2010-11 – 350 coaches 2011-12 - 500 coaches 2012-13 - 500 coaches at RCF/KXH, 100 coaches at RCF/RBL

• ICF to also gear up for LHB manufacture and advise their action plan • Bogie frame manufacturing – status of outsourcing by RCF • Manufacture of power car with under slung DG set for EOG Mail/Express

3. Air brake system and air suspension system on coaching stock:

The field performance indicates increase cases of brake defect leading to detention and loss of punctuality. The maintenance attention both in depots as well as in workshops need to be tightened. RDSO was advised to conduct technical audit of maintenance centers and also analyze the causes of failures in brake system.

Air brake system : ( Presentation by RDSO ): • Major defects, trend, cause-wise analysis • System improvement - maintenance practices and preventive measures RDSO may also advise status of development of electro-pneumatic brake systems

A. Air suspension system (Secondary air springs) Based on techno-economic analysis of air springs, instructions were issued for switchover to air springs in the secondary suspension of ICF design as well as FIAT design bogies, subject to the clearance of respective coach types in the oscillation trials. Air springs have been inducted in about 250stainless steel hybrid SG coaches.ICF has also planned to manufacture ICF design coaches with air suspension during the current year. While prototyping has also been carried out on LHB- FIAT coaches, regular manufacture of such coaches with air springs is yet to be taken up at RCF. Double decker coaches have being manufactured d with secondary air suspension. RDSO may advise status of following: • Operational and maintenance requirements of air springs • Safety measures – Failure indication cum brake application device

(FIBA) – status of development • Air requirements and effect on working of CDTS & auxiliary systems

4. CBC for coaching stock While the introduction of CBC in coaching stock enhances safety standard due to anti-climbing, automatic coupling features etc., recent cases of en-route train partings involving CBC is a matter of concern. RDSO should comprehensively review the design features, working instructions, special check points for coupling of CBC etc.

RDSO should also study various local level design modifications carried out by Railways to ensure proper dropping of lock and obviate accidental opening of knuckles during run. RDSO may advise action on following issues: • Causes of uncoupling of knuckles and remedial measures including

design modifications etc. • Operational and maintenance issues

5. Manufacture and operation of Double-Decker coaches

The manufacturing of first rake of AC double-decker Chair Cars coaches have been taken up by RCF as per following approved layout of higher height coach (4366 mm): Layout No. CG-K9108 – with a capacity of 105 reclining type chairs. Layout No.CG-K9114 - with a high capacity of 128 non-reclining chairs. The kinetic profile of coach shell infringes with the schedule of dimensions as in MMD IB-2004. These infringements have, however been condoned by Board and following routes for operation of double-decker have been initially nominated: (i) ER/ECR : HWH-DHN (ii) WR- BCT-ADI

Before double-decker trains can be proliferated in large numbers across IR, Zonal Railways need to ensure removal of infringement to the fixed structure, if any and also to ensure the necessary clearance between the kinetic profile and fixed structure as laid down by RDSO. Double decker trains are also to be planned to be manufactured towards world class standards.

The progress/ important milestones are as under: • Manufacture & squeeze testing of prototype coach conducted successfully at

RCF. • Oscillation trials, issue of final speed certificate & obtaining CRS sanction is

underway. RDSO to advise status. • ER and ECR to confirm removal of infringement on identified roué • One rake planned for series manufacture at RCF during 2010-11. RCF may advise the

status of manufacturing

6. Performance review of upgraded materials for enhancing aesthetics, serviceability, fire worthiness and maintenance attention With a view to enhance POH periodicity, improved passenger comforts, coach aesthetics, serviceability and fire worthiness for improved safety, upgraded material have been introduced for furnishing and under gear. The field performance of some of the items has not been reported by Railways up to the mark. RDSO may advise the status of the upgraded items based on the field performance and the feed back reported by zonal railways.

7. Enhanced periodicity of POH of coaches For the enhanced periodicity between 2 successive POH, Unit exchange of overhauled bogies

has been mandated during the IOH of coaches. It is seen that Railways are generally restoring to booking the coaches to workshops for IOH rather than arranging for transportation of adequate No. of overhauled bogies between the workshops and the workshops and the depots for this purpose.

Reports indicate a significantly high cycle time for IOH of coaches on different Zonal Railways (as high as about 25 days in some cases), including the transit time from base depot to the Workshop, average time inside the workshops during IOH/POH and transit from the

workshops to the base depots. The situation is least desired and Railways must exercise control over such high detentions. The position has been reported to be particularly bad for NR, ER, NFR, ECR & WCR. This situation defeats the very purpose of enhancing the availability of coaches and controlling the ineffective.

Plan Head – 41

1. Status of utilisation of funds for the year 2010-11 (Upto July’ 2010) is placed at Annexure – I. The same would be reviewed during the meeting.

2. A large number of machines are pending procurement with COSs. This needs to be brought down to manageable proportions. Achievements of the Railways vis-a-vis Action Plan in this regard is placed at Annexure –II.

3. Delay in commissioning of high value machines on Railways/PUs account would be discussed during the meeting. The present position as per COFMOW’s PCDO for the month of July 2010 is enclosed as Annexure-III.

4. There are 14 cases costing ` 45.34 crore where procurement is held up for sanction of ‘excess over estimate’ on Railways/PUs account. COFMOW is unable to issue purchase orders because of delay in sanction of enhanced funds. Status as per COFMOW’s PCDO for July 2010 is placed at Annexure IV. This position would be discussed in the meeting.

  The following information  regarding maintenance of 140 T Diesel Breakdown Cranes on respective Railways may please be brought for discussion during the Conference:- Location of the Crane 1. Has the crane been provided with

equipment, manpower, spares and space to carry out maintenance schedules as prescribed by RDSO?

2. Ability of Divisional machinery to handle all the schedules.

3. Existence of AMC for handling higher level schedules

4. Are the spares being procured only from the OEM or their authorised dealers?

5. Is there sufficient stock of spares for the next 1-2 years? Are perishable or short shelf-life spares such as gaskets and seals being procured at the correct intervals?

6. Is the safe load indicator functioning?

7. Has a load proving test been carried out in the recent past?

8. Are the cranes fit for 100 kmph travel? If not, plan for the same?

Planhead-42 1. Utilization of funds Railway-wise utilization of funds during 2009-10, Budget Grant 2010-11 and utilization

of funds upto July, 2010 are given in Annexure-I. It is heartening that CR, ECR, NCR, NFR, SCR, SWR, WCR & ICF have exceeded

50% of their outlays. Notable poor performers are ECoR, ER, NER, NR, NWR, SR, WR, CLW, DLW, RCF & RWF.

2. Detailed estimates pending

Railway-wise summary of detailed estimates pending is at Annexure-II. The complete list of works with pending detailed estimates is placed at Annexure-III.

3. Works more than 4 years old A Railway-wise list of works, more than 4 years old, is attached at Annexure-IV wherein

less than 50% of the cost expenditure has been met. These works need to be reviewed for speedy implementation.

4. New workshops and other major projects

The following projects have been approved in the Supplementary Demands for Grants (August, 2010):

Nine  WILD  systems  have  been  deployed  on  the  Indian  Railways  at Mahalimarup/SER,  Hospet/SWR,  Bhilai/SECR,  Arakkonam/SR, Mughalsarai/ECR  (2nos.),  Guntakal/SCR,  Asansol/ER  and Vishakhapatnam/ECoR.   Another  six  for Nagpur/SECR, Ajni/CR, Bina/WCR, Itarsi/WCR, New  Katni/WCR  and  Barwadih/ECR  have  been  ordered.    Two (Nagpur‐SECR & Barwadih‐ECR) have reached the sites.  

 WILD  systems  have  been  under  criticism  for  generation  of  false  alarms. WILD  has  very  good  potential  of  improving  vehicle  condition,  however proper understanding and development of correct practices is required. 

 ED/Research,  RDSO  has  issued  explanatory  letters  and  reports  on  the subject. Several good reports have been received from various Railways. For example, SE Railway has reported that an accident was averted  in one case when  a  cracked  wheel  (along  with  metal  elongation  in  a  portion)  was detected by WILD while passing Mahalimarup/SER.  

 Zonal railways that have WILD systems should provide feedback to RDSO on their  experiences  with  WILD.    RDSO  shall  suggest  methods  of  how  the technology  can  be  improved  further  to  reduce  cases  of  false  alarms  and dovetail the data generated by WILD into improved maintenance for rolling stock.

1.1  Acoustic  Bearing  Detector:    Another  important  way  side  monitoring equipment  is  Acoustic  Bearing  Detector.    A  pilot  implementation  of  the Acoustic Bearing Monitor has been done at Bakkas (Northern Railway).  The system has been commissioned in Jan, 2010.  The system validation process is  in  hand  as  this  system  requires  correlation  of  field  data  with  the associated  examination  results.    This  is  a  complex  imported  technology requiring  critical  initial  process  as  the  standards  pertaining  to  IR  systems need to be developed.

3.0  Environmental Friendly Toilets: Salient  points  of  the  Environment  Friendly Green  Toilet  action  plan  under implementation are summarized below: 

  

3.1  Board  has  approved  trial  of  Vacuum  Retention  Toilets on  two  Shatabdi Rakes.  NR has given clearance for disposal of waste in the sewage system.

3.2  RDSO  has  floated  an  open  tender  for  one  rake  of  Zero Discharge  Toilet System, developed by RDSO & IIT/Kanpur.

3.4  Bio‐toilets with DRDE Bio‐digester  technology –  Railway Board has signed an MOU with DRDO  for  joint development of passenger coach  toilets.   RCF has  placed  order  for  50  tanks  (Bio‐digesters)  based  on  3  types  of  design options and is floating the tender for 4th option. RCF will turn out first rake in Oct’2010.  Train  No.  1123/1124  Gwalior‐Barauni  Express  has  been nominated. AMOC  for  these  coaches has  to be  finalised before  the  rake  is put in service by NCR.  ICF  should  finalise  the  design  of  Bio‐toilets  with  DRDE’s  Bio‐digester technology  and  expedite  the  production  of  coaches  fitted with  these  Bio‐toilets with a target to turn out the rake by Dec.’2010.  Train nomination for this rake will be done shortly by Board.

3.5  Trial  of  new  technologies/products  ‐  With  a  view  to  support  efforts  to develop  innovative  solutions,  a  check  list  based  scheme  for  carrying  out limited  trials with bio‐toilets has been  launched.    Interested manufacturers may submit their proposal as per the Check List, ensuring that the technology developed by  them  is  implementable, cost effective and meets  the desired objectives.    This  check  list  is  available  on  RDSO’s  website <http://www.rdso.gov.in/carriage/bio_toilets/check_list.pdf>.  Two responses have been received and are under examination by RDSO.

5.0  Crash Buffers:   Based on  the  recomendation of RSRC  for  improving crash‐worthyness of coaches, crash buffers have been  provided in coaches. 1200 nos (900  from  M/s Axtone, Poland and 300 from M/s Knorr Bremse) have been fitted by RCF, which are alloted to almost all the Railways. All Railways should monitor performance of  these Crash Buffers and  furnish  report  to RDSO for compilation.

2010-11 as compared to 2008-09. WR has reported a spurt in the hot axle cases in BLC wagons, with most of these cases occurring on newly manufactured/POHed wagons.

This issue was raised during the last CMEs’ conference (March 2010) also. Railways may discuss: • Action taken on the deficiencies noticed during Quality Audits of Workshops • Submission of Bearing Failure reports to RDSO in the proper format • Further action plan in this regard

Zonal Railways may bring their analysis of the issue, action taken by them so far and

further action plan to improve performance in the area. 2. Unloadables – Railways to comply with targets specified

The arising of unloadables is increasing every year. The arising of Cat ‘C’ unloadables during the current year has been around 1000 wagons per month. The problem is proposed to be tackled as outlined in Railway Board’s letter dated July 2, 2010. Targets for ‘C’ Cat unloadables have also been given to the Open Line. Railways may indicate their plan of action to comply with the targets mentioned therein. Any issues and concerns in this regard may also be raised. Allotments have been made to the various Railways for upgraded rehabilitation of BOXN wagons to BOXNR. The compliance of the Railways which have fallen short of the targets is as follows:

3. Creating additional capacity through Higher Speed

While the sanction of the Railway Board is available for running of BOXN and BCN wagons according to RDSO’s latest Speed Certificates, the Railways are yet to take sanction of the same. Thus, while BCNM1, BCNAM1, BCNAHSM1 have been certified for running at 75 Kmph in the loaded condition at CC+6+2, and for 65, 65 and 75 Kmph at CC+8+2, Railways are still running them at 60 Kmph. Similarly, BOXNM1 and BOXNHSM1 wagons have been cleared for 75 Kmph at CC+8+2 on the MGS-GZB section of Allahabad division on NCR. BOXNHL wagons have been certified for a speed of 75 Kmph in the loaded condition, but the Railways are yet to obtain CRS sanction for the same. Railways may discuss their status and indicate the timeframe in which the requisite sanctions shall be obtained for BOXN and BCN type wagons by them.

4. Status of upgradation of wagons through provision of additional springs

A survey carried out recently indicates that modification of BOXN/BCN type of wagons to their corresponding M1 type is not yet complete. As a result, there is mixing of various types of wagons in a rake. This leads to operational inefficiencies due to differences in speed fitnesses. Instructions have been issued to the Railways (vide Railway Board’s letter no. 2005/M(N)/204/2 Vol. II dated 29th Sept, 2010) for undertaking a month-long drive and liquidating the balance wagons for modification to M1 series by the end of October 2010. 5. Availability of Wagons

It may be seen from the above that the some Railways are detaining wagons for a much longer time than the others for the purpose of examination. Reasons for higher as well as lower detention may be explored. Reduction of detention time in Workshops and Open line will go a long way in increasing the availability of wagons. Zonal Railways may indicate their action plan to increase availability of wagons. Any further scope for optimizing maintenance may also be discussed.

6. Upgradation of maintenance facilities

The multi-disciplinary EDs’ Committee of Railway Board had recommended upgradation of infrastructure for maintenance of freight stock. The list of Sicklines, Examination Points and ROH Depots recommended by the Committee has been enclosed as Annexure. So far, the Works Programme proposals for enhancing freight maintenance infrastructure have been received for GIM ROH facility, BLC ROH at Moradabad and Naihati only. Railways may bring details of status of various points and the action plan for their Upgradation. Proposals for infrastructure considered essential by the Railways, other than these points may also be indicated.

7. Maintenance of New Design BOXNHL and BCNHL wagons

Two new design wagons: BOXNHL and BCNHL have been put into service. More than 8000 BOXNHL and 3000 BCNHL wagons have been manufactured till now. Presently, these wagons are based on few Zonal Railways. But, shortly these wagons will be based on all the Zonal Railways and shall be the standard Open/Covered wagon for Indian Railways in the future. These wagons have certain special features and uncommon spares for which planning needs to be done. Some of these special features are listed below:

Detailed information about special features of BOXNHL wagons has been circulated to all Zonal Railways by RDSO vide letter no. MW/BOXNHL dated 09/02/2009. Infrastructural Facilities required for maintenance of Stainless Steel Wagons in Yard, Sickline and ROH depots have been circulated by CAMTECH vide their letter no. IRCAMTECH.M.GWL.SS.Wagon dated 02/12/2009. Arrangements may be made for carrying out maintenance of Stainless Steel wagons in Yard/Sickline/ROH/POH by creating the required infrastructural facilities (M&P, Tools, Equipments, etc.), procurement of uncommon spares, procurement of necessary documentation from RDSO (specification, drawings, maintenance manual, etc.), training of maintenance staff, etc. In the previous CMEs’ Conference held in March 2010, two depots, MGS and NKJ were nominated for undertaking ROH of these wagons, which shall become due from October ’10 (24 months’ periodicity) onwards. Bhilai is also being nominated for the purpose. Similarly, for POH, which shall become due in 2014, two workshops, JHS and Raipur were nominated. Vide their letter no. MW/BOXNHL dated 30.07.2010, RDSO has issued detailed instructions regarding “Maintenance and Performance Monitoring of New Design BOXNHL wagons”. Railways may study the same in detail and raise any issues and concerns in this regard. Any other maintenance problems observed by the Railways may also be highlighted.

8. Siding Agreements

Instructions have been issued vide Railway Board’s letter no. 98/M(N)/951/12 dated 27-11-2002 for incorporation of clauses in the Siding Agreements for raising and collecting damage charges from siding owners for damages caused to wagons during tippling. WORKSHOP ITEM

1. Management Information System:

A workshop portal had been launched on Railnet to enable online reporting and sharing of information on workshop outturn. Now, the portal in a more detailed format has been hosted at the Railnet URL: http://10.1.5.78:8081/MCDO/. In addition to POH outturn, the progress of RSP works, POH unit cost, POH cycle time, incentive payments, staff strength, coach sick marking and local passing have also been added to the site. A meaningful analysis is possible only when complete data is fed into the portal. As already advised, Railways must feed the data regularly for proper utilization of the portal. The workshops can view each other’s performance in all the fields.

Railways must ensure reporting of workshop outturn in future through this portal by 5th of every month positively.

2. Quality Issues: An analysis of the cases of coaches getting sick marked within 100 days of POH in 2009-10 over the IR shows the following major reasons: (i) water tank/system leakage (16%) (ii) spring breakages (10.5%) (iii) brake cylinder defective (7%) (iv) wheel defects (5%) and (v) roller bearing defects (3%).

A special attention to these items needs to be given in workshops. Now, with the proliferation of 18-month POH cycle, the quality of POH would need to be stepped up. In the past, there had been cases of en route detachment of coaches due to working out of headstock, draw bar assembly and sole bar. Failures of this nature have serious safety implications. The subject was discussed in detail during CWM’s meeting held on 6.8.10 at Railway Board. CMEs must give a detailed feedback on the action taken by them in compliance of the items discussed and circulated vide the minutes of the meeting. The feedback must be given within 30 days.

3. Quality of Welding Electrodes:

In the recent CWM’s meeting, it was also pointed out by some of the CWMs that workshops are experiencing difficulty in using specified class of electrodes due to heavy smoke and spatter. Workshops were advised to give a feedback to RDSO to enable them to undertake a review of approvals of welding electrodes for specific critical applications like headstock and sole bar repairs. RDSO has also circulated corrosion repair manual of coaches (C-7602, Revision II) for comments. Railways must give their feedback for consideration of RDSO.

4. IOH of bogies as a result of 18-month POH interval: Detailed instructions exist for switch over to 18-month POH schedule for coaches with supply of unit exchange IOHed bogies from workshops. However, it has been noted that many Railways are still sending complete coaches to the workshops instead of only the bogies for IOH. This is not only eating into the lifting capacity in the workshops but also the turnaround time for coaches has gone up significantly. Railways must ensure that only the bogies are sent for IOH to the workshops and duly IOHed bogies back loaded for the open line depots.

Railways are advised to consider a time bound action plan for the same and advise progress in this regard to the Board.

5. POH/IOH of LHB Coaches: As on 1.4.2010, there are about 680 LHB coaches. Going by the future projections, the likely holding of LHB coaches 5-6 years hence is likely to reach in the vicinity of 3000. As per the extant guidelines, the POH and IOH of these coaches are to be undertaken after 36 and 18 months respectively in workshops. Based on the current holding, the present requirement of POH/IOH of these coaches is 35 per month which is being undertaken at JUDW, PL and LLH workshops. With a holding 3000, the POH/IOH arisings will be to the tune of 150 per month. Hence, in addition to augmentation in the present workshops, a few other workshops will also be required to develop facilities for maintenance of LHB coaches. Following is proposed:

Augmentation of capacity in existing workshops: 1. Jagadhri – From present levels of 15 to 35 per month 2. Lilluah – From 10 to 30 per month 3. Lower Parel – From 15 to 30 per month

Creation of capacity in other workshops:

1. Mysore – 10 coaches per month 2. Peramur(Carr.) – 25 coaches per month 3. Lallaguda – 20 coaches per month Railways must plan for creation of facilities for the same.

6. Revision of Mechanical Code: Railway Board had constituted a Committee headed by Shri S. Dhasarathy for revision of Mechanical Code. The Committee has submitted the draft report which is being circulated as a soft copy (on a CD). A group of officers comprising CME/DLW, CWE/NR and CWE/SR has been constituted to see the practicability of implementation of various proposed provisions in the draft Mechanical Code. CMEs may kindly give their suggestions to this group.
