We salute everyone who has chosen to work as
a public service professional. City Managers,
Assistants, Department Heads and others who
serve the public are important to our way of
life. We distribute the City Manager Newsletter
with thankfulness for those who have
dedicated their careers to serving our local
governments. In this issue, the last in calendar
year 2015, we list a random group of public
management professional. There are managers
that are in-transition, and those who serve the
craft above and beyond, while holding down
their city management positions. We try to
touch everyone at one point or another; from
the rookies to the retired veterans. We hope
that you enjoy our efforts.

Analyst post. Deborah earned a BA in social work from California State University, Chico, and an
MS in law from Champlain College.

Former Avalon City
Manager Ben Harvey
began his public service
career as the Assistant to
the City Administrator in the
City of Bellflower in September, 1992. After
leaving Bellflower in May, 1997 Ben joined the
Newport Beach city staff as a Management
Analyst. Ben left Newport Beach in March, 1999
and began a number of public sector
assignments in Diamond Bar, Torrance and
Long Beach. In December, 2006 Ben went to
work for the Southern California Edison
Company as a Region Manager of Local Public
Affairs. He left the SCE service in August, 2013.
Ben was appointed to the City Manager
position in the City of Avalon in September,
2013, replacing City Manager Steve Hoefs,
after he announced that he was stepping
down. Steve had shared the top position with
Chief Administrative Officer Charlie Wagner,
who also stepped down earlier in the year. Ben
took over from Interim City Manager/City Clerk
Denise Radde. Ben work in Avalon until
November, 2015. Ben is currently in transition.
Ben earned a BA from the University of
California, Davis and an MPA from California
State University, Long Beach.

In 1989 Troy L. Butzlaff began
his public management
career in La Verne and then
as a Management Aide in the
City of Chino. In 1990 he
joined the Diamond Bar city
staff as an Administrative
Analyst, and he was
promoted in 1991 to serve as
the Diamond Bar Assistant to the City Manager.
Troy was selected to serve in a similar position in
Indian Wells in 1996, and he became the Indian
Wells Assistant City Manager in 1999. Troy
move to the City of Palm Springs in 2002 to
serve as that city's Assistant City Manager until
2008. He was appointed City Administrator in
Placentia in 2008. Troy was selected to serve as
the City Manager in the City of Azusa in 2015.
Troy currently serves as the Chair of the OPEB
(Other Postemployment Benefits) and also the
Government Transparency and Civic
Engagement Subcommittees of the City
Managers Department of the League of
California Cities. He participated in the 2006
ICMA International Management Exchange
Program to New Zealand. In 2010 Troy was the
recipient of a 20-year ICMA Service Award.
Troy earned a BA and MPA from the University
of La Verne. He is a graduate of the Berkeley

California City Management Foundation; a

California City Managers. Wade began his
public service career as an Assistant Planner in
the City of La Puente in 1979. He was

In 1971 Greg Larson, 60, served as a Summer
Camp Counselor for the Boy Scouts of America
in the State of Washington to kick-off his public
service career. In 1972 he served as a Day
Camp Counselor in Lynwood, Washington, and
in 1978-1980 he worked as a Recreation Center
Manager at Stanford University. In 1982 Greg
began serving as a political campaign
consultant for Democratic candidates. Greg
joined the San Jose city staff in 1985 as a
Legislative Coordinator, which began his rise in
that city organization: Budget Director, 1987-
1989; Mayor's Chief of Staff, 1989-1990; Council
Policy Analyst, 1990-1991; and Deputy City
Manager, 1991-1994. In 1994 Greg moved to
Scottsdale, Arizona where he worked as the
Planning & Development General Manager for
about three years. In 1997 he returned to
California to serve as the City Manager in
Milpitas. In 1999 Greg became the Executive
Director of the Silicon Valley Civic Action
Network. The next year he took the President &
CEO post for United Way Silicon Valley. Greg
was appointed Chief Deputy Controller of the
State of California in 2002, and served in that
post 2006. Greg became the Community

Rodney D. Foster was hired to

1998 Rod joined the Hesperia city staff in a
similar position. In 1999 Rod served as the
Interim City Manager in Hesperia, and he was
appointed Deputy City Manager in 2000. Rod
became the Assistant City Manager in the City
of Upland in 2005. In 2009 Rod was selected to

Patricia E. Martel is the 2015-2016 President of
the International City/County Management
Association (ICMA). Pat is the City Manager in
Daly City. She began her public service career
as an Engineering Administrative Assistant in
Inglewood in 1980. Pat worked in Inglewood
until 1991. She became the Executive Assistant
to the City Manager. In 1991 she was hired as
the Assistant City Manager in South San
Francisco. Pat was the South San Francisco
Interim City Manager in 1993 and in 1994-1995.
In 1995 Pat was appointed Assistant City
Manager in Daly City, and in 2001 she became
the General Manager of the City and County
of San Francisco where she served until 2004.
That year (2004) Pat joined the Hayward staff
as a Redevelopment Project Manager. She
was appointed City Manager in the City of
Daly City in 2005. Pat served as a Regional Vice
President on the ICMA Executive Board in 2009-
2012. She is a member of the California City
Management Foundation (CCMF) Board of
Trustees. Pat also serves since 2008 as the Board
Chair for Peninsula Family Service, which
provides services in San Mateo and Santa

Palos Verdes Estates City Manager Anton
Dahlerbruch began his public service career as
an Administrative Intern in Rockville, Maryland
in 1984. He then worked as a Management
Intern in Phoenix, Arizona. In 1986 Tony joined
the Scottsdale, Arizona city staff as an
Administrative Assistant, where he became
Administrative Manager in 1987 and then
Management Analyst in 1989. In 1990 Tony
came to California to work for the City of
Beverly Hills as the Executive to the City
Manager/Management Analyst. He was
reassigned in 1993 to Budget Audit Managers;
then General Services Director in 1996; and
then Beverly Hills Deputy City Manager in 2001.
Tony was appointed Interim City Manager in
Rolling Hills in 2006, and in 2007 he was
appointed City Manager. He left Rolling Hills in
2013 when he was selected to be the Palos
Verdes Estates City Manager. Tony served as
the President of the City Managers Department
of the League of California Cities in 2013-2014.
He served as a Regional Vice President on the
ICMA Executive Board in 2002-2005. He earned
a BA from the University of California, and an
MPA from American University. In 2011 he
received a 25-year ICMA Service Award.
Constance C. Jackson started her public
management career as an Administrative
Analyst in the City of Hercules in 1986. Connie
then worked her way up in the Hercules
organization: 1988, Assistant to the City
Manager; 1991, Deputy City Manager; 1994,
Deputy City Manager/Parks and Recreation
Director; and Assistant City Manager in 1997.
Connie served as the Hercules Acting City
Manager in 1996-1997. In 2000 Connie was
appointed City Manager in Fort Bragg. She
moved to the San Bruno City Manager post in
2003, where she continues to serve. Connie
earned a BA from the University of California,
Berkeley. In 2007 Connie was the recipient of
an ICMA Program Excellence Award for
Community Partnership. Women Leading
Government presented Connie with a 2011
Career Achievement Award, and she was
named by the League of California Cities 2012
City Manager of Distinction Award. Connie is
the 2016 City Manager representative to the
League Policy Committee for Public Safety.
In September 2010, a Pacific Gas and Electric
Company high-pressure gas transmission line
exploded in a San Bruno residential
neighborhood that destroyed 38 homes and
killed 8 residents. Connie provided strong
leadership to San Bruno's emergency response,
community restoration and recovery efforts.
She has championed the City's resulting priority
for pipeline safety advocacy. Connie led the
City's work as a party to the National
Transportation Safety Board investigation and
to the subsequent proceedings before the
California Public Utilities Commission where the
City has been a strong and effective advocate
for safety and regulatory reform.

worked her way up and
served about 6-years as the
Riverbank Director of Housing and Economic
Development. In November, 2007 Margaret
was selected to serve as the City Manager in
Gustine. In April, 2010 she became the first
female City Manager in Lake County's City of
Lakeport. Prior to coming to work in the public
sector Margaret worked in banking, owned a
travel agency and a general construction
company. She serves on the Executive
Committee of the Lake County Regional
Economic Development Commission, Friends of
Mendocino College Governance Committee,
and the Sutter Hospital Community Advisory
Council. Margaret was born in the Azore Islands
and came to the United States from Portugal in
1960. She grew up in Gustine and graduated
from Gustine High School. She earned an AA
from Modesto Junior College, and a BA in
organizational leadership from Chapman
University. She also completed the Certificate
Program in Strategic Management of Public
Organization at the Goldman School of the

Sean J. Joyce began his public management
career in 1987 as an Administrative Assistant in
the City of Walnut. He was promoted to Senior
Administrative Aide in 1989. Sean left Walnut in
1990 when he was hired to serve as the
Assistant City Administrator in Sierra Madre.
Sean became the Sierra Madre Acting City
Administrator in 1993 and was made City
Administrator in 1994. In 1996 he was selected
to serve as the City Manager in the City of
South Pasadena where he served for the next
8-years. In 2004 he was recruited to be the
Assistant City Manager in the City of Irvine in
Orange County. Sean was appointed Acting
City Manager and then Irvine City Manager in
2006. As a boy Sean moved to Irvine with his
family when the city incorporated in 1971. He
graduated from Irvine High School. Sean
earned a BA and MPA from California State
University, Fullerton. In 2013 he received a 25-
year ICMA Service Award. Sean was presented
the 2007 Irvine Valley College "Alumni of the

Marcia L. Raines, an ICMA
Credentialed Manager,
served as the President of the
City Managers' Department
of the League of California
Cities in 2014-2015. She started her public
service career as a Planner in West Covina in
1974. In 1976 she served as an Assistant Planner
in Laguna Beach. After serving as an Assistant
Planner in Ontario between 1977 and 1979,
Marcia worked as a Hearing Officer in Spokane
County, Washington in 1979-1982. In 1986
Marcia joined the Martinez, California city staff
as an Associate Planner, which began her rise
in that city organization: Public Works Director,
Economic Development Manager and
Administrative Service Director, 1992-1995;
Community Development Director, 1995-1997;
Assistant City Manager, 1997; and City
Manager, 1997-2000. In 2000 Marcia took the
Environmental Services Director post in San
Mateo County. She left that post in 2006 and
became the City Manager in Half Moon Bay
where she worked until 2009. Marcia was
appointed City Manager in Millbrae in 2009.
Marcia is a long-time member of the CCMF
Board of Trustees. She also served on the Cal-
ICMA Board from 2010-2014. Marcia earned a
BS in urban & regional planning from California
Polytechnic University, Pomona. In 2013 Marcia
received a 35-year ICMA Service Award.

Picking Up the Pieces: San Bernardino
Sheriff's Department Captain Nils
Bentsen has been appointed to the
Hesperia City Manager position. He will replace
retiring City Manager Mike Podegracz. City
Manager Eugene Palazzo of Crescent City is the
new City Manager in the City of Galt. Gene has
served as the City Manager in Crescent City since
2011. Previous to that he was the Director of
Redevelopment and Housing for the City of South
Lake Tahoe. Gene has also held positions in
Riverbank, Folsom and Yuba City. He replaces City
Manager Jason Berhmann in Galt. Jason resigned to
take an Assistant City Manager post in Elk Grove. Los
Banos City Manager Steve Carrigan, 52, will start his
assignment as the next Merced City Manager on
January 25, 2016. Steve started his tenure as the Los
Banos City Manager in April, 2013, taking over for
the retiring City Manager Steve Rath. Prior to joining
the Los Banos city staff Steve worked in Sanger as
the Assistant City Manager. Former Ross Town
Manager Rob Braulik, who took the Martinez City
Manager position in April, 2015, has announced his
resignation earlier this month. He says he is
interested in pursuing other endeavors. Rob's last
day in Martinez will be December 31, 2015.

She had previously worked as a Recreation
Manager in the City of Calistoga. Before joining the
Calistoga staff Olivia worked for about 8-years with
the YMCA in the East Bay. She grew up in Santa
Rosa. The Town of Windsor incorporated in July,
1992. Linda Kelly is the current Windsor Town
Manager. Galt Finance Director Inez Kiriu has
announced her retirement. Her last day on the job
will be January 4, 2016. Galt Interim City Manager
Steven Rudolph will fill her position with an "interim"
director until newly appointed City Manager Gene
Palazzo arrives on the job. Fran Robustelli is the
Assistant City Manager in the City of Walnut Creek.
From 1996 to 2012 Fran served as the Human
Resources Supervisor for the Dublin San Ramon
Services District. In March, 2010 she was appointed
Director of Human Resources in the City of Hayward.
In 2014 she became the Human Resources Director
in Walnut Creek and she was promoted to Assistant
City Manager in August, 2015. Yucca Valley, Animal
Care and Control Manager Melanie Crider is retiring
at the end of December after 22-years of service.
Douglas Smith has been appointed to replace
Melanie. Douglas has held several different positions
in the animal care and control field for the past 30-
years. He served as an Animal Control Officer in San
Bernardino County for 10-years. State Farm
Insurance Co. is offering a $553,599 settlement
involving a fire that damaged a home co-owned by
the City of Palo Alto and former City Manager Frank
Benest. Firefighters responded to a three-alarm fire
on May 3, 2014 that severely damage the two-story
home. It is estimated that a rebuild of the house will
take 10 to 12 months. Parks and Community Services
Director Paul McCreary of the City of Dublin,
California began his current work assignment in
December, 2011. Paul had served as the Assistant
Director between October, 2001 and his
department head appointment. Paul earned a BS
in Recreation and Parks Administration/Business
Administration from California State University,
Chico. He also earned an MPA from the University of
San Francisco. In 2008 Paul was awarded a Service
Award by the Municipal Management Association
of Northern California (MMANC). Redwood City
Finance Director and Assistant City Manager Audrey
Seymour Ramberg has been appointed to serve as
the new Assistant City Manager in Mountain View.
City Manager Dan Rich announced the
appointment earlier this month. Audrey previously
worked as the Assistant City Manager in Menlo Park.
She also held positions in Palo Alto and San Mateo
County. The position was held by Melissa Stevenson
Diaz, who resigned to become the City Manager in
Redwood City. Retired American Canyon City
Manager Richard Ramirez, who founded Interim
Public Management Services (IPMS) in June, 2011,
served as the Interim City Manager in Auburn from
January, to May, 2014. Rich may be contacted at

management career in South El Monte in 1975. He
served as City Manager in Lincoln, Paso Robles,
Hemet and American Canyon, as well as holding an
Assistant Manager post in Sacramento. Rich earned
a BA from Humboldt State University, where he
played on the Men's Soccer Team, and he earned
an MPA from the University of Southern California
(USC).
Former San Diego and Glendale City Manager
Hugh McKinley passed away at the age of 90 in
November 7, 2009 in Eugene, Oregon. Hugh served
in the U. S. Army during WW II. He was a Captain in
Germany. Hugh earned a BA from Reed College.
He served as a Regional Vice President on the ICMA
Executive Board from 1969 to 1971. He was the San
Diego City Manager from 1975 to 1978, and the City
Manager of Glendale between June, 1978 and
December, 1983.

Herm was born January 29, 1876 in Mannheim, Germany.
He was a painter and lithographer. He emigrated to the
United States and settled in San Francisco in 1905. He
worked for the Paul Elder Book Company for 25-years. He
died on September 21, 1944.
Luci Romero Serlet to Retire: HdL Companies recently announced the retirement
of HdL Principal Luci Romero Serlet. Luci joined HdL
Companies in 2008 following a long public service
career. Luci served in various positions in the Cities
of Newport Beach, Solana Beach, Los Alamitos,
Carlsbad and Coronado. She also worked in the
Cities of Encinitas, Temecula and Goleta. Luci has
held many different public management positions,
including: City Manager, Assistant City Manager,
Finance Director, City Treasurer and Human
Resources Director. Trackdown joins all her other
well-wisher to congratulate her well-earned
retirement which will start on January 1, 2016.

Retired Brea City Manager Tim O'Donnell
worked in Bellflower, Garden Grove, and
Signal Hill prior to joining the Brea staff as
Assistant City Manager in 1990. Tim was
appointed Brea City Manager in 2000
and retired this year.

Malibu City Manager Jim Thorsen. Paul is a former
City Administrator in Lowell, Oregon, and South El
Monte, and City Manager in Lawndale, Artesia,
Covina and Maywood. Jim is a former Senior Civil
Engineer in Simi Valley and Public Works
Director/Assistant City Manager in Agoura Hills. He
was appointed Malibu City Manager in May, 2006.
