    Communications Officer (Maternity Contract)

    Background Information

    About the Council

    The Nuffield Council on Bioethics was established by the Nuffield Foundation in 1991. Since 1994, it hasbeen funded jointly by The Nuffield Foundation, the Medical Research Council and The Wellcome Trust.Funding is currently guaranteed until the end of 2012.

    The Council's terms of reference require it:

    1. To identify and define ethical questions raised by recent advances in biological and medical researchin order to respond to, and to anticipate, public concern;

    2. To make arrangements for examining and reporting on such questions with a view to promoting publicunderstanding and discussion; this may lead, where needed, to the formulation of new guidelines bythe appropriate regulatory or other body;

    3. In the light of the outcome of its work, to publish reports; and to make representations, as the Council

    may judge appropriate.

    How the Council works

    Members of the Council meet quarterly to discuss current work. In addition an annual 'Forward Look'meeting is held to identify and consider new topics, and to discuss wider issues. Once the Council hasdecided to explore a topic a one day workshop will normally be held at which there is a more detailedconsideration of the issues involved. The next stage is that a working party comprising between 8 and 15external experts is established to examine and report on the topic. Producing a report typically takesaround eighteen months from this stage, during which time the working party will hold up to ten meetings.A public consultation exercise and fact-finding meetings on specialist subjects are used to informdiscussions, and all publications undergo a peer review process.

    The Council initiates a programme of follow-up activities after each report is published. Media coverage,presentations at conferences and communication with a wide range of stakeholders aim to ensureeffective dissemination of the report. Reports published in recent years include: GM crops, animalresearch, critical care decision-making for the newborn, ethical issues in public health, forensic use ofbioinformation, dementia, medical profiling and online medicine, biofuels and the ethics of donating bodilymaterial. All publications are available on our website.

    Current work

    Mitochondrial donationThis Working Group is exploring the ethical issues raised by techniques that aim to prevent the transfer of

    inherited mitochondrial disorders. The Council aims to contribute information and insight on this issue viaa short report which will be published in spring/summer 2012. The findings of the project are intended tostimulate and inform deliberation and debate among the public, professional groups, regulators,policymakers and Parliamentarians.

    Emerging biotechnologiesThis Working Party was set up in January 2011 and explores the common ethical issues raised bytechnologies such as synthetic biology and nanotechnology and the implications for policy, governanceand public engagement. A report is expected to be published in autumn 2012.

    Novel neurotechnologiesThis Working Party was set up in November 2011 to investigate and explore the key ethical issues that

    are relevant to neurotechnologies at the early stages of translation from the laboratory to practical use.The Council will be holding an open consultation on these issues in spring 2012 and the final report isexpected to be published in 2013.

    The Secretariat

    The Secretariat is located within the Nuffield Foundation building at 28 Bedford Square and the staff areemployees of the Foundation. The Council has its own board, although in legal terms it has no separateidentity from the Nuffield Foundation. The Director is Hugh Whittall, and the Secretariat currently has 12members of staff.

    The Foundation

    The Nuffield Foundation is an endowed charitable trust, established in 1943 by William Morris (LordNuffield), the motor car manufacturer. With assets of some 200m and annual expenditure of 10m, it isone of the larger UK foundations.

    The Role

    The main purpose of the role is to help disseminate and promote the work of the Council to a wide rangeof stakeholders, including policy makers, academics, healthcare professionals, journalists, young peopleand other members of the public. This will include gaining coverage of the Councils work by helping toplan and implement media campaigns; reacting to ad hocinquiries from journalists; organising events forthe Council, such as public seminars to promote the launch of reports; organising and writingpresentations for Working Party members and senior staff to give at meetings and conferences and

    creating news stories and other content for the Councils website.This is a full-time post for a period of one year (maternity cover), working 35 hours a week at ouroffice in Bedford Square, London, WC1B 3JS.

    Terms and Conditions of Service Communications Officer (Maternity Contract)

    1. References

    Any offer of appointment will be subject to two references satisfactory to the Foundation.

    2. Term of Employment

    The contract is anticipated for a fixed term of one year, continuing until the Communications Managerreturns to work after her period of maternity leave at which time it will automatically expire unless agreedin writing between the individual and the Nuffield Foundation. The contract can be terminated by eitherparty giving to the other not less than one months written notice. There will be a probationary period ofthree months with a formal appraisal by the line manager at the end of this period. If performance isunsatisfactory, the Foundation reserves the right to terminate the appointment at one weeks notice withno redundancy payment or other compensation.

    3. Duties and Hours of Employment

    The main duties of Communications Officer will be those set out in the job description, and may be variedfrom time to time after consultation. The hours for this post are 35 hours per week; normal office hours atthe Foundation are 9.30 a.m. to 5.30 p.m. Monday to Friday with an hour for lunch, although there issome flexibility regarding exact start and finish times.

    4. Salary

    The salary for this post will be commensurate with experience, but is expected to be in the range of27,208 - 31,796. Salaries are reviewed annually and, if a cost of living allowance is granted, this will beimplemented on 1st January each year. Annual increments are also paid on 1st January, whereapplicable, though there is a minimum requirement of 3 months service in post to qualify.

    5. Pension

    The Foundation will provide a pension scheme for employees and where employees contribute up to 5%of their salaries, the Foundation will contribute at a ratio of 2.2:1 i.e. to a maximum of 11% of salary. TheFoundation also awards employees an unmatched annual lump sum of 1000, paid monthly, irrespectiveof whether the employee makes contributions of their own towards their pension. This amount iscalculated on a pro rata basis for part-time employees or those on a fixed term contract.

    6. Life Assurance

    All members of staff are provided with life cover of three times their annual salary, so long as they remainin the Foundations employment.

    7. Annual Leave

    The annual leave year commences on 1 January and ends on 31 December. The entitlement for this postis 26 working days (pro rata for part-timers), plus Bank Holidays, rising by 1 day per year up to 31 daysafter five years service. The Foundation is normally closed between Christmas and New Year. TheFoundation requires all staff to take three days annual leave between Christmas and the New Year.

    8. Season Ticket Loan

    Staff may apply for an interest-free loan to cover the cost of a season ticket to and from work.
