2005 Annual Report

From the President Dear Partners: We are pleased once again to present to you the annual report for Tulsa Partners, Inc. and the Tulsa Mayor’s Citizen Corps. This has been a year full of special activities and events that highlighted the unique role Tulsa Partners, Inc. (TPi) can play in supporting the work of disaster preparedness and mitigation in our community. TPi administered funds from grants and other sources supporting the Medical Reserve Corps in Tulsa, the development of the Citi-zen Corps website and database, and the creation of a mobile saferoom model exhibit. It sponsored an educational event with the Mayor’s Citizen Corps on emergency pre-paredness in long-term care facilities. In the “ya gotta have fun” category, TPi hosted a basketball fundraiser between television news personalities and the Mayor’s Home-land Security All Stars. A TPi/Citizen Corps Spring Reunion event was also held for our partners with keynote speaker and native Tulsan Bob Goodwin from the Points of Light Foundation. And we have continued to raise funds for the EcoSafe Home, a permanent exhibit at the Tulsa Zoo on disaster-resistant, environmentally friendly con-struction. The project currently has a $50,000 challenge grant from State Farm Insur-ance. For the future, we are developing strategic plans that complement documents being made by the Mayor’s Citizen Corps, City of Tulsa Public Works, and other entities. We intend with the Mayor’s Citizen Corps to unveil a special public education initia-tive later this year related to the EcoSafe Home. Finally, it is my own hope that we will take steps toward turning TPi into a center of excellence, mentoring other entities and communities as we learn how to use partner-ships to build a disaster-resistant community. As an American Red Cross employee, I have seen the personal devastation of those affected by Hurricane Katrina. In this moment when the news has us open to thinking about disaster, let us look at how we will mitigate our own disasters before they occur. Here’s to a productive year,

From the Chair Dear Friends: On behalf of the Tulsa Mayor’s Citizen Corps programs and volunteers, I would like to thank you for your continued support and assistance in making Tulsa a prepared community. As a retired Assistant Fire Marshal with the Tulsa Fire Department, I can tell you that citizen and private sector involvement are the keys to protecting our com-munity from disaster. Preparedness has been the major theme of this past year. Our volunteers have par-ticipated in exercises and drills through various entities, including this past summer’s Operation Firework Fanfare. We have promoted the use of CERT and NIMS training, created a system of credentialing for our Citizen Corps volunteers, and developed strategies to continue our programs after various sources of grant funding come to an end. We have also continued to use partnerships such as the McReady initiative to do public education outreach on preparedness in our community. In this time when we are still experiencing the aftermath of Hurricane Katrina, we now know that all of our preparations were not in vain. Volunteers are assisting evacu-ees through the American Red Cross and FEMA at Camp Gruber and in our commu-nity. The Medical Reserve Corps has been providing desperately needed medical care. Various organizations are coordinating support activities through the Tulsa Human Re-sponse Coalition. Many, including the Citizen Corps staff, are using this event as preparation for the inevitable disaster that will occur on our own doorstep. Hurricane Katrina has shown our nation that it is truly those on the periphery of soci-ety who are most affected by disaster. We are fortunate to have Claudia Gordon as our keynote speaker for this year’s annual meeting—an African American woman who can speak to the inclusion of the disability community in emergency preparedness plan-ning. May we learn to use the experiences of the past year in our continuing effort to build an inclusive disaster-resistant community. Sincerely,

Tulsa Citizen Corps staffers Tim Lovell, Jessica Hill, and Crystal Kline attended the Region 7 Workshops on Regional Homeland Security and the Strategic National Stockpile. The two-day conference covered homeland security region-specific plans, policies and procedures, response, concepts, and an SNS overview. Former CERT Coordinator Ron VanVoorhis and Roger

Voss of the Owasso Citizen Corps attended the “Sustaining the Momentum” CERT Conference, held at the Emergency Management Institute in Emmitsburg, Maryland. Citizen Corps volunteers staffed recruitment booths at

the Senior Health and Wellness Fair booth and at the Vis-teon Glass Plant Family Fall Festival.

The Tulsa Partners, Inc. Board of Directors held its an-nual planning retreat and new member orientation at Gil-crease Museum. Joe Coleman and Mike Evanson were wel-comed as new board members; Bob Roberts was elected president of the TPi Board for 2004-2005; Kathy Hinkle was elected vice president; and Mike Evanson was elected secre-tary/treasurer. A group of college-aged students, known as The Uggets,

visited Tulsa in November as part of their nationwide road trip promoting volunteerism and community activism. Citizen Corps developed a Disaster Volunteer Checklist

for individuals who wished to be called upon in a local or national emergency. The system allows Citizen Corps volun-teers to be mobilized at a moment’s notice via the Tulsa Area Emergency Management Agency’s Dialogic automated phone system. Also, the system provides a city-issued iden-tification badge after completion of a background check through the Tulsa County Sheriff’s Office. Tulsa’s Medical Reserve Corps met an important mile-

stone—100 volunteers.

Citizen Corps Council Chair Terry McGee, in a Tulsa World “Readers Forum” article, encouraged all Tulsans to prepare for natural and manmade disasters in their homes and businesses. He urged them to “be aware that while the risk for a terrorist attack may be perceived as small, the chance of a house fire, tornado or hazardous materials inci-dent directly affecting them is great.” Neighbor for Neighbor hosted a holiday reception for

Tulsa Partners board members and Citizen Corps staff at the Millennium House. The Millennium House is a demonstration project featuring disaster-resistant design and construction.

January

More than 200 Community Emergency Response Team (CERT) backpacks were distributed at the Tulsa Public Schools Education Service Center. Close to 1,000 people in the Tulsa metropolitan area have completed CERT’s basic and/or instructor training. Tulsa’s Millennium House received an Energy Value

Housing Award from the National Association of Home

Builders Research Center. Neighbor for Neighbor Board Member and Millennium House Project Director Don McCarthy accepted the award at the International Builders Show in Orlando, Florida.

The Tulsa Human Response Coalition held its second an-nual tabletop disaster simulation exercise. More than 75 par-ticipants from 50 different agencies engaged in the mock response to a “dirty bomb” detonation in Tulsa’s downtown Civic Center.

Citizen Corps began its Safe & Secure Senior program. The program offered four sessions to help prepare seniors and their homes for an emergency.

The Tulsa Police Department offered its 13-week Citizens Police Academy. Participants received instruction on recruit selection and training, department organization, criminal law, criminal investigation, shooting decisions, street gangs, specialty units, community policing, patrol and traffic func-tions, self defense, use of force, firearms training, and more.

The Tulsa Repeater Organization presented an amateur radio technician license-preparation class for Citizen Corps volunteers.

Mayor Bill LaFortune’s Homeland Security All Stars chal-lenged Tulsa television media personalities in a basketball match-up. The Mayor’s Homeland Security All Stars defeated Team Tulsa TV with a final score of 74-73.

Citizen Corps hosted Storm Spotter Training for all volun-teers. The training was held at the American Red Cross. Vol-unteers were given updates on the latest National Weather Service technology and procedures and ideas for organizing and coordinating spotter groups.

As of March 2005, more than 1,000 people had com-pleted at least one Safe & Secure training class and most attended multiple classes.

As of March 2005, 75 Medical Reserve Corps members had volunteered a total of 343 hours in training time since October 2004.

Citizen Corps volunteers manned a booth at the annual Home & Garden Show at Expo Square.

Tulsa Partners, Inc and Mayor’s Citizen Corps partnered with several other agencies to host a disaster management workshop for Long-Term Care Facilities. The workshop, held at the Charles Schusterman Jewish Community Center, had 50 participants. The focus of the workshop was to help fa-cilities develop a realistic plan to keep the populations of the facilities safe in a disaster. The group discussed continuity planning, liability issues, and the creation of facilities’ spe-cific emergency operations plans.

Volunteers came out in support of McReady. They helped prepare materials and set up material grids in 160 McDon-ald’s restaurants throughout Tulsa County.

The American Institute for Architects, the City of Tulsa, and the Mayor’s Citizen Corps sponsored a Disaster Assess-ment Workshop for architects and engineers. The focus of the one-day workshop was to educate the architects in at-tendance about pre-disaster mitigation and post-disaster damage assessments. Ronald McDonald kicked off the McReady program at

Alice Robertson Elementary School. The kickoff was the third year of McReady being a part of Oklahoma’s Family Preparedness Month. Medical Reserve Corps and Citizen Corps volunteers

manned a volunteer recruitment boot at the Volunteer Fes-tival that was held at the Promenade Mall. Citizen Corps volunteers manned a booth at the second

annual Tulsa Community Conference at Christview Christian Center. The Crime Commission held 26 Alert Neighbors meet-

ings with a total attendance of 1,169.

Tulsa Partners, Inc. held its 2nd Annual Spring Reunion Celebration and Nania Award at the Marriott Southern Hills. “Volunteerism” was the theme of the event that drew over 90 guests. Keynote speaker for the event was native Tulsan Robert Goodwin, President and CEO of the Points of Light Foundation in Washington, D.C. Nania Awards were pre-sented to Oklahoma McDonald’s Owners and Operators, the American Red Cross Tulsa Chapter and Robert K. Goodwin. As of May 2005, the Safe and Secure program had recruited 52 sites.

Tulsa Mayor’s Citizen Corps hosted an intergenerational Safe & Secure Senior Flag Day Event at First Lutheran Church. More than 75 seniors and guests enjoyed snacks and door prize drawings for large American Flags. A group of seniors from Russia also participated in the festivities. This event was the culmination of a yearlong effort to cele-brate the tenth anniversary of the Corporation for National and Community Service through a cross-stream partnership of CNCS funded programs with other local agencies. Thirty-three Citizen Corps, CERT, Tulsa Human Re-

sponse Coalition, Medical Reserve Corps, VIPS, and other volunteer organizations completed the four hours necessary for IS-700 National Incident Management Systems training. The instructor for the class was Chief Dennis Beyer of the Tulsa Fire Department. The training was held at the Tulsa Public Schools Education Service Center. The Citizen Corps web site turned 1-year-old. As of June

2005, the Citizen Corps and Tulsa Partners sites received an average of about 160,000 hits monthly. Cassandra Love joined the Citizen Corps staff on June 1

as Community Involvement Coordinator. Cassandra came to Citizen Corps from Mississippi Public Broadcasting in Jack-son, MS. During her nine-year employment with MPB, she served as Community Outreach Coordinator/Communications Specialist. Citizen Corps volunteers participated in a number of ses-

sions in preparation for the Oklahoma State Department of Health’s Strategic National Stockpile Exercises dubbed Op-eration Firework Fanfare. Session attendance was required of all volunteers who wanted to participate in the exercise.

Community Involvement Coordinator Crystal Kline com-pleted training in the Master Exercise Practitioner Program with the Federal Emergency Management Agency (FEMA). She was trained to develop comprehensive disaster exer-cises and training programs for private businesses and gov-ernment agencies. She also learned how to write and con-duct drills, tabletop exercises, and functional exercises, working toward a goal of full-scale exercise. Kline is the third certified Master Exercise Practitioner in Oklahoma and the first woman in Oklahoma to hold the credential.

On July 11, 2005, Helpline, a program of the Community Service Council of Greater Tulsa, officially launched opera-tions as 2-1-1 Tulsa Helpline. 2-1-1 is the dialing number used nationally to access health and human services. The Tulsa area was the first in Oklahoma to join 46% of the U.S. population who can dial 2-1-1 to find help or to offer help.

The Oklahoma State Department of Health and numer-ous partners conducted Operation Firework Fanfare July 12-14, 2005. The full-scale bioterrorism exercise simulated a statewide release of a biological agent, testing the detection and response efforts that provide life-saving medications to Oklahomans.

Tim Lovell served on a panel presentation at the World Conference on Disaster Management in Toronto. He and two other panelists discussed “Community Resiliency Steps 1-3: Building Financial and Human Resource Support for Projects” in a three-session workshop.

Tulsa Night Out was held on August 4, 20005. Volun-teers came out to support Citizen Corps and recruit new volunteers.

Citizen Corps members were treated to a training that gave them an insider’s view of what goes on inside a JIC, or Joint Information Center, which is a base of operation for journalists and public information officers during a disaster.

Citizen Corps members helped staff the American Red Cross shelters at Camp Gruber and Crosstown Church of Christ to help with Hurricane Katrina evacuees from the New Orleans area. Citizen Corps also recruited 75 new members.

Citizen Corps was a sponsor of the 1st Annual Senior Multicultural Day at First Lutheran Church.

On September 1, Mayor Bill LaFortune, Dr. John Sacra of the Medical Control Board, and Mary Ogle of the American Red Cross held a press conference to launch Target CPR, a partnership effort to increase bystander CPR responses to cardiac arrest victims in low response zip code areas. Citi-zen CPR, the Red Cross, and Citizen Corps co-sponsor the initiative.
