If you cannot shut the hybrid system OFF, there may be a malfunction in the shift control actuator that is

preventing the vehicle from going into park.

… and apply the parking

brake.

To solve this problem, stop the

vehicle…

This will bypass the problem, allowing the vehicle to shut down.
