Delivery timing - indicative
• Allows accelerated start date – construction brought forward from
April 2019 to August 2018
• Due to some overlap in design and construction phases
• Indicative start date – usually six months’ design before
construction
• Contractor controls start date – incentive to maximise dry
season.

Project issues and delivery packaging
Haughton River Floodplain Upgrade project | 6 June 2017 Haughton River Floodplain Upgrade Project | 6 June 2017
19 | 19 |
Key issues – overview
• Hydraulics – One of the most
complex hydraulic environments
in Queensland
– Need to avoid moving or worsening
adjacent flooding (afflux)
– Very sensitive to any infrastructure
changes
• Geotechnical – settlement issues
for embankments at northern end
• Constructability – construction
impacts must be managed
through two to three wet seasons.
Haughton River Floodplain Upgrade project | 6 June 2017
20 | 20 |
Key issues – project packaging
Packaging options investigated
• Four packages – Very high risk
Hydraulic – High level of interdependence
within southern and northern sections
• Two packages – High risk
– Hydraulic - Potential for overflow from southern
section to northern section during construction
(damage to one contractor’s works)
– Geotechnical - Settlement period needed for
embankments on northern end, before construction
– Constructability – Settlement requirements constrain
work that could be done on northern section.
• One package – Best able to manage risks.
Haughton River Floodplain Upgrade project | 6 June 2017
Considered risks to
• Adjacent landowners
• Contractors

22 | 22 |
Tender requirements
• Satisfy Queensland Charter of Local Content
• 40% Non-Price Selection Criteria based on Contractor
Capability including
– Internal delivery processes
– Claims and issues management
– Local participation
– Equality of employment opportunity (EEO).
Haughton River Floodplain Upgrade project | 6 June 2017
23 | 23 |
Local participation
• Potential for local employment
• Advice from major contractors – need to employ locally to reduce relocation costs
• No separate early works packages in tender
• Likely to be plenty of sub-contracting opportunities
• Cattle and Frances Creeks project example – local suppliers notified of shortlisted tenderers
• Tender requirement – case study demonstrating the contractor’s approach to engaging and monitoring participation of local residents, including personnel, key suppliers and key sub-contractors.
Haughton River Floodplain Upgrade project | 6 June 2017
24 | 24 |
Diversity and inclusion
• Tender requirement - current
Equality of Employment
Opportunity (EEO) statistics and
description of planned EEO
actions for the project which
– enable members of the EEO target
groups to compete for recruitment,
selection, promotion and transfer and to
pursue careers, as effectively as people
who are not members of those groups
– eliminate unlawful discrimination about
employment matters by the company or
its employees against members of the
EEO target groups.
