5) Public Comment Ms. Lynne Hemness, 36 Destiny Trail, representing Crockett’s Meadow HOA, addressed Council stating the Crockett’s Meadow HOA was investigating getting all of their streetlights changed over to LED, after several discussions with Duke Energy Progress. Ms. Hemness stated that she and the residents of

MINUTESCrockett’s Meadow are pleased about the Town embarking on this project. The residents of Crockett’s Meadow are pleased with enduring less light pollution and the cost savings for the Town as a whole.

6) Consideration of Annexation Ordinance 882A: 30 Springlake Road (PIN 7686-65-6753) a. Public Hearing

Mayor Price opened the public hearing at 6:41pm and closed the hearing at 6:42pm without public comment.

b. Annexation Ordinance 882AThis is a volunteer annexation due to the need of municipal sewer. ALDERMAN DAVIS MADE A MOTION TO APPROVE ORDINANCE 882A ANNEXING 30 SPRINGLAKE ROAD INTO THE CORPORATE LIMITS. MOTION CARRIED UNANIMOUSLY.

7) Consideration of LED Street Light Conversion Manager Clark thanked Ms. Hemness for her comments because it is the perfect lead into the following proposed project.

Town Staff has been discussing the idea of converting all of the streetlights in Maggie Valley to LED within the scope of a single project. This discussion was triggered by another discussion Crockett’s Meadow HOA was having with Duke Energy Progress (DEP) about converting their streetlights to LED. Previously DEP had informed the Town they would convert our existing streetlights to LED over time and on an as needed basis.

Last month we discussed the possibility of converting all of the Town’s DEP street lights (258) at one time.

The upfront cost for this conversion project = $4,550 (onetime payment)

The annual cost savings for this project = $5,385

If approved, the conversion would take place in October – November 2018.

Neighborhoods with decorative lighting, such as “acorns” which are extremely inefficient and contribute to light pollution, will be replaced with the “Open Traditional” LED M V fixtures which project light downward.

Soco Road fixtures will remain the same “arm” style for maximum efficiency and coverage.

Due to the predicted path of Hurricane Florence, Manager Clark added that there may be a delay in the timeframe previously discussed.

8) TDA Annual Report: Lynn Collins, Executive Director HCTDA Director Collins addressed Council providing reports that are attached to these minutes.

Alderman Eveland questioned how the Facebook Campaign is doing. Director Collins responded that the campaign is going great. People with certain interests, enjoyment, and age are being targeted through all available digital/ social avenues.

In 2017/2018 the 1% Subcommittee received $180,855 which was 3% ahead of projections. Maggie Valley collects 47% of the Occupancy Tax.

Director Collins added that HCTDA has a new platform now called CrowdRiff. CrowdRiff is an AIl-powered visual content marketing platform that enables marketers to discover and deliver top-performing visuals across every channel. In these times, potential visitors prefer visuals.

Manager Clark added that in August the 1% Co-Op met with the Crawford Firm and found that now there is data on all people requesting visitor’s guides and if the guide is opened. Those folks can then be alerted to all the events taking place in Haywood County and Maggie Valley. The landing page is continually being updated. Data is now available for Maggie Valley as a whole.

Director Collins concurred, adding that the HCTDA still needs videos and photos as we continue to evolve and become more refined. The different social media opportunities provide visitors with options…. A cabin vs a vacation rental, motel, etc.

The Town of Clyde has historically had low figures in rentals; now more properties are being built outside the corporate limits of Clyde, but within the 28721 zip code. Since Lake Junulaska’s renovations their numbers have doubled.

Director Collins added that this has been a different year for tourism. There was an 8% spike in November in vacation rentals that lasted through March. This had a negative effect on motels/hotels. Alderman Wight agreed adding that people love cabins in the winter.

Alderman Eveland concurred but added, in cabins and vacation rentals, visitors have to cook and do dishes, and clean which often makes returning visitors go back to motels. Also, there are times during the winter that visitors end up staying in motels due to road condition hindering them from reaching their rental cabin. Alderman Eveland’s opinion was that families are more likely to rent cabins.

Director Collins added there was a large influx of visitors from Texas; many of them looking to relocate to the area.

Some other exciting news, the Welcome Center on I-40 west will move in with HCTDA for twelve to fifteen months while they are renovating their site. The shutdown/ move in will take place the last of October.

MINUTESAlderman Eveland stated that this will be an asset to Maggie Valley. New signage will be installed leading people off the exit which will help put Maggie Valley on the map. Traffic counters will be placed in front of the Visitor’s Center to provide additional data. Director Collins added that along with the new NCDOT signage, we are working very hard to get the Way-Finding Signs up before the Welcome Center moves in.

9) Consideration of Festival Grounds Event Approval: SoWo Fall Tour (August 17, 2019) The Sowo Fall Tour is requesting to come back to Maggie Valley August 17, 2019 for a one-day European Car Show. Although this is a one-day show, the folks arrive a day earlier and visit different places throughout Town. Before the past event, SoWo group visited the distillery along with many other places.

This is an event brought to Maggie Valley by the HCTDA.

Sowo initially wanted August 24, 2019, but later revised their application to reflect August 17, 2019.

ALDERMAN BANKS MADE A MOTION TO APPROVE AUGUST 17, 2019 FOR THE SOWO FALL TOUR. MOTION CARRIED UNANIMOUSLY.

MINUTESMayor Price agreed Council and Staff should have a Ribbon Cutting for the Town Hall Playground; but thought it would be a good ideas to invite families and have a cookout with hot dogs, chips, drinks, etc. The date should be set between now and mid-October.

Alderman Eveland agreed, adding that he would assist getting the buns, hot dogs, and chips. Alderman Eveland added that he also has a new grill. Alderman Davis thought it was a wonderful idea and asked that posters be printed to put in stores; especially Teague’s Superette, also send the invitation out on the Sunshine List, and maybe to the Mountaineer Newspaper. Alderman Davis went on to say that a lot of people do not realize the park is in back of Town Hall. This would be good advertising for the park.

The new picnic tables will be in place by the Ribbon Cutting.

Rocky Waters Motel is reopening and now will be named Route-19 (similar to Route-66). The new outdoor kitchen retail is open; currently they are building a “tiny house”. A new restaurant is moving into the old Arf’s Restaurant. There will be six new dwelling units in The Meadows at Campbell Mountain.

Due to autumn quickly approaching, the tall grass letters (nuisance letters) are wrapping up for the season.

MINUTES During the month of August, the Maggie Valley Police Department investigated twenty two incidents

that resulted in thirty five offenses which include: Larceny, Motor Vehicle Theft, Forgery, Fraud, Criminal Damage to Property, Weapons Violations, and Drug Violations.

Maggie Valley police officers arrested a total of twenty seven individuals resulting in sixty nine charges which included: Drug Violations, Liquor Law Violations, Contempt of Court, and related Traffic Offences.

Maggie Valley police officers investigated two motor vehicle accidents, issued thirteen uniformed traffic citations resulting in sixteen traffic charges and issued eighty three warning citations.

There were a total of sixty one Officer Activity Logs for the month, which include: Discharge a Firearm, Intoxicated Person, Assist NC Highway Patrol, Haywood Co. Sheriff’s Office, Maggie Valley Fire Department, School Security, Alarm Activations, Business Checks, Domestic situations, Suspicious Persons and Citizen Welfare Checks.

Currently our detectives are involved in six ongoing investigations. Felony Larceny, Larceny, Methamphetamine Lab Case, Natural Death Investigation, Recovery of a Stolen Vehicle, and served a True Bill of Indictment on a Felony Domestic Charge. Closed investigation cases: Criminal Damage to Property.

Maggie Valley Officers patrolled through our different residential communities 495 times in August. This is an average of 8.25 residential visits per shift.

The following are events, schools and meetings attended by our agency members - Officer Ryan Flowers attended a Crisis Negotiation Class.- Officer Logan Wood certified as a K-9 handler.- Detective Matthew Boger and Officer Kaleb Rice attended “Assisting Victims Class.” - Officer William Sterrett graduated D.A.R.E. school certification.- Officer Kaleb Rice completed his initial Field Training (FTO) with our agency.- Chief Russell Gilliland attended an Evidence-Based Pretrial Justice Practice meeting within the

Judicial District 30B. This program assess defendants’ pretrial risk and better ways of managing that risk. Goals include improving public safety, efficient use of taxpayer funds, and promoting a fairer and more effective criminal justice system.

The Meth Lab that was busted here in Maggie Valley will most likely be going to the Federal Courts.

The Maggie Valley PD and the Fire Marshall have wrapped up their investigations on the fire at 30 Garden Court. The Insurance Investigations are ongoing. As soon as the Insurance Company wraps up their investigation the debris will be removed.

Mayor Price informed Chief Gilliland that she had information on SRO Training in Knoxville that she will provide him.

MINUTESPublic Works Director Mike Mehaffey provided the following report:

Monthly maintenance, general cleaning and repairs at Town Hall, Pavilion, Parham Park, Festival Grounds, Public Works buildings and Police Department.

Monthly Recyclables 12.45tons. Monthly Solid Waste approx. 66.90 tons. Picked up miscellaneous residential brush and debris. 175 brush pick-ups that totaled 21 tons of

brush. Continue maintenance and repairs on Welcome Banners, Miss Maggie Banners, Summer

Banners and Flag Banners. Perform ditch, culvert, shoulder and road maintenance along streets. Both private and Town

streets. Service and/or repaired 5 Public Works vehicles 1 Administration and 4 Police vehicles. Picked up bagged trash and debris along Highway 19 and Highway 276 from Fie Top Road to the

Waste Water Treatment Plant. Continue working at Town Hall Park. Assembled new tables, hauled off dirt and prepare for

mulch. Public Works installed the sign post, signs and equipment for the new police department speed

signs. Public Works continues weekly mowing, weed eating and spraying of all town properties and

responsibilities. Approximately 45 acers weekly. Public Works oversaw 2 events at the Festival Grounds in the month of July. Public Works completed paving repairs using 5 tons of asphalt on private streets and town

streets this month. Streets this month included Range Drive, Twinbrook Lane, Riddle Cove Road, Spy Rock Road, Ketner Cove Road and areas at the Public Works/Police facilities.

Public Works continues to work at Elevated Park in preparation for the stream bank restoration project. We trimmed overhanging trees in the parking area and removed several large trees in the area where the stream bank will be repaired. We will continue working to prepare for the Bioswale.

Public Works assisted Advanced Data technicians with new security system.

WWTP

Monthly testing, monitoring and analysis; Monthly cleaning and repairs. Monthly Road, Levee, equipment and building maintenance. Continued yearly sewer line and manhole inspections as required by DENR. Installed/repaired 3 sewer services, cleaned and videoed approximately 300’ feet of sewer line

and inspected 1 sewer connections/installations. Dewatered 43,000 gallons of digester sludge. Lime Stabilized 0 tons of dewatered sludge. Also,

hauled 21 tons of dewatered sludge to landfill. Worked with business owners, homeowners, contractors and others to help resolve sewer

related issues such as rain water getting into sewer lines, back-ups, video inspection, private line or service locations and damage to lines.

Continue monthly sewer easement maintenance. Bush hogging, tree cutting, spraying and debris removal.

MINUTES This month we received NC811 locate request for 58 tickets. These were all marked in a timely

manner. Continue monitoring Jonathan Creek and stream banks for fallen and dead trees that could

impact the Town’s sewer creek crossings. This is now required by NCDEQ. Removed fallen trees and debris from Jonathan’s Creek on Moody Farm road and near Evans

Cove Road. Grease in the Towns sewer collection system and in the Waste Water Treatment Plant is an

ongoing and time-consuming problem. Regular grease trap pumping and maintenance is the key to keeping these problems to a minimum. All food handling businesses are required to have grease removing equipment installed and to maintain records of cleaning and maintaining their equipment. The sewer department staff regularly inspects this equipment and looks at records and logs of this maintenance. This month we preformed 10 grease trap inspections. Of these 3 were found to be non-compliant. We continue to work with all businesses on their grease issues and provide assistance and education in hopes of reducing the amount of grease in our sewer system.

Manager Clark reported: ∞ The Agenda Setting/ Monthly Workshop will be held Thursday September 27, 2018 at 9:30am.∞ The Regularly Scheduled Board of Aldermen Meeting will be held Thursday October 4, 2018 at 6:30pm.∞ The engineering firm working on the Soco Road Project will be starting to gather pedestrians’ counts as well as traffic counts the first week of October. ∞ The Festival Grounds Workshop will be held after the Agenda Setting/ Monthly Workshop on Monday November 5, 2018 at 9:30am.∞ The Town Hall camera system is installed. Haynes Electric has begun installation of the fire system. ∞ The NC League Conference will be held September 19 and 20.
