  • Estimated Impact from ESA Amendments

    7

  • Notes

Part-time Academic positions have been moved to a

Partial-Load pay scale; however each position must

now be assessed to ensure the incumbent is placed

at the proper step on the scale. This refinement will

be completed in Q3 2018-2019 and only then can

the full impact of this ESA amendment be assessed.

A revision is not recommended to this provision as

sufficient data is not yet available to assess the

    accuracy of the original estimate.

    A – Academic Impact

    8

  • Notes

All part-time Support positions have been assessed

and the preliminary results indicate that

approximately 20 per cent of positions will qualify for

“equal pay for equal work” treatment. We respect the

collective bargaining process which is underway, but

clearly there is more work to be done. Refinements

presented in this document are based on actual

incremental costs resulting from the assessed

changes and include associated fringe costs. A 25

per cent contingency has been applied to this total to

account for future adjustments and/or challenges.

    B – Part-Time Support

    9

  • Notes

Part-time student impact has been assessed. All

positions have been assessed and the preliminary

results indicate that minimal positions (< 5) will

qualify for “equal pay for equal work” treatment.

Additionally, movement to $14 per hour for some

students resulted in an additional cost of less than

$200K. We are now recommending that this

provision be reduced to reflect the revised impact.

    C – Part-Time Students

    10

  • Notes

No further assessment has been completed on this

item as assessing the actual impact will require work

that has been prioritized later due to the lower

    magnitude of this potential impact.

    D – Other

Revised estimate based on calculation under revised

formula for payment of statutory holiday pay which

    was effective July 1, 2018.

    E – Statutory Holiday Pay

    11

  • Notes

Emergency Medical Leave (two days) is a non-cash-

flow item, as we are assuming that most employees will

not be backfilled for one or two days leave; therefore no

additional cost will be assumed by Algonquin College.

    F – Emergency Medical Leave

The contingency has been reduced to 5 per cent of

the revised estimated impact to reflect the overall

reduction in risk and impact, in addition to

    recognizing contingencies in College budgets.

  • A Smoke-Free Campus

    Town Hall

    13

  • Interim smoking ban was introduced Oct. 15 on all three campuses in

advance of the legalization of cannabis on Oct. 17.

This was a result of the Ontario Government's introduction of Bill

36, Cannabis Statute Law Amendment Act, 2018 that will allow

cannabis smoking wherever tobacco is permitted.

    14

  • The interim policy will be in place from

    Oct. 15, 2018 until Jan. 1, 2019.

    15

  • During this time, our

    campuses will be smoke-free

    and we will conduct full

    consultations to understand

    the potential impact and

    develop a permanent policy.

    16

  • We also understand that this is an

adjustment and so we are taking a

    lighter approach to enforcement

    during this interim period.

We will be relying in part on the

    goodwill of our College community,

but would remind everyone that we

    have always had a zero-tolerance

approach when it comes to the

vicinity of the Early Learning Centre.

    17

  • For those who have prescriptions for medical marijuana, we will uphold

the status quo during the interim period.

    We have launched a website – algonquincollege.com/smokefree –

to provide information about the interim policy, next steps and support

resources for students and employees who have been impacted.
