Pursuant to the Pre-Bid meeting held on 05.04.2017 at 2.00 PM in theConference Hall of TCP Directorate, to address various queries raised by
interested Consultants, it is apprised that the detailed clarification to all
the queries have been upload on TCP web portal (www.tcphp.in).Consultants are hereby requested to download the Clarifications and theRevised RFP Document from TCP web-portal. Also, the last date of
Proposal submission is hereby extended to 2ndMay 2017 upto 3.00PM.

To conduct a survey and submit a report in
respect of 'Carrying Capacity', like Physical
Carrying Capacity, Ecological Carrying
Capacity, Social Carrying Capacity and
Economic Carrying Capacity of areas from
Vashishat to Rohtang Pass and from Rohtang
Pass to Koksar in Himachal Pradesh, including
their catchment area/influence zones.
The scope mentioned in the RFP is too vague, we request the department to give more specific requirements of the carrying capacity to be conducted. The details to the scope of work in terms of aspects of the various carrying capacity are unclear. Additionally, the area for which the carrying capacity needs to be calculated may be defined in terms of specific physical boundaries.
The area of interest of the study shall be considered as defined in the RFP document as ‘areas from Vashishat to Rohtang Pass and from Rohtang Pass to Koksar in Himachal Pradesh, including their catchment area/influence zones.’

2.1: Method
of Selection
Selection will be done on the basis of 2-stage
process. In the 1st stage, Technical Proposals will
be opened and evaluated and Technical scores
will be given. In the 2nd stage, Financial
Proposals of only those Consultants who have
obtained a technical score of 80% and above will
be opened. The Consultant with the L1 bid will
be called for further discussions and negotiations
and to sign a Contract Agreement.
Normally the ratio for QCBS evaluation method is 80(T):20(F) for best competition with balance between technical & financial aspects. Kindly consider to change the ratio to 80(Technical):20(Financial) instead of 80 percent technical and L1 financial.

Query
Will the GIS base maps and satellite imagery be provided by the department? If the maps are provided, what department shall they be procured from, NRSC or AGiSAC. Also if the shape files will be provided with current attributes. If the satellite imagery is to be procured by the consultant, what resolution is required?
The required GIS Imagery/ base maps shall have to be procured /prepared by the Selected Consultant. Open source imageries of respectable resolution shall be used for the study.

Considering the limited number of Infrastructure Planners with 10 years of experience, we request you to modify qualification criteria as “Masters in Planning with 10 years of experience in urban infrastructure planning and development” (Infrastructure Planning course is started in 2005)
The qualification and experience requirements of Infrastructure Planner is amended as follow: “Post Graduate in Infrastructure Planning with 7 years’ experience.”
