• ATM operations are a complex interaction of dissimilar activities• Frequently no physical links exist between them• In Europe the 100 main airports are:
• connected by approx. 600 airspace segments • controlled by 65 ATCC’s with many systems• operated by 38 ANSP’s with different cultures
• Terrestrial communications usually fixed point-to-point links• Information sharing often limited• Coordination & management frequently dysfunctional• No common situation picture of ATM operations exists
