This document must be signed by your District Commissioner and is to be part of and go with the team’s credentials. Place this as the first document in the team’s credentials.

Your District Commissioner must check and approve the following documents before any team is allowed to participle in any NCBRL Tournament. There cannot be a waiver of any of these requirements including the absence of this signed form as lead document in a team’s credentials.

2. Completed Tournament Team Roster certified and signed by the League President. (Must be in Data Center)

3. Birth Documents as specified in the Babe Ruth Rules and Regulations, Rule 0.04, paragraph 1, for each of

the tournament team players. **Notarized copies are NOT acceptable. 4. Coaches Certification card or proof of certification program completion by all coaches listed on official roster.

5. Babe Ruth Baseball or Softball / Cal Ripken Baseball patches must displayed on uniforms or team hat. Patches need to be put on left sleeve of shirt. Measure using a two finger method from bottom of sleeve.

6. Copy of the Accident Insurance Policy covering the team. There must be a policy with the credentials, not just the name of the company coverage is with, and a policy number. 7. Copy of the Liability Insurance Policy covering the league. There must be a policy with the credentials, not just the name of the company coverage is with, and a policy number.

9. Copy of regular season roster with all Players & Coaches hi‐lighted.

10. A color team photograph with identification must be uploaded with your tournament roster thru Babe Ruth online. Print and place one copy in your team’s credentials. Digital photographs may be emailed to the tournament host.

2017 AREA 3 WNC CAL RIPKEN 8U ALL-STAR TOURNAMENT

TOURNAMENT OFFICIALS Meeting Agenda 1. Welcome Host President 2. Business Meeting Tournament Director

a. Tournament Credentials Team Notebook. Managers need to present the Credentials Book; it will remain in the Tournament Directors possession until the team leaves the Tournament.

b. All teams please write a check out to DCBRL for gate fee ($300.00) prior to your first game.

c. No coolers or outside food allowed in park. d. No pets. e. NO TOBACCO

3. Home team dugout (1st base side) 4. Pregame warm-up.

a. There is one batting cage. (No schedule, first come). Teams please use the cage at a timely matter so other teams can use it.

b. There will be no infield practice prior to the game on the Tournament Field. There is a small gravel field behind the top field (Field 1) please use the field in a timely matter so other team can use it (No schedule, first come).

5. Only players / coaches listed on the Tournament Rosters are allowed on the field / dugouts. 6. ALL Coaches / Players in the Dugouts (per umpire in charge UIC) 7. Official scorebook... Tournament staff will be the Official Scorekeeper for Tournament. 8. Lineup cards...Will be furnished to Managers before each game and given to the Umpire at the

home plate meeting before the start of the game. 9. Pre-game team introductions...At the beginning of every teams first game each teams players

name will be introduced. When players name is introduced please have your players line up starting at home plate.

10. National Anthem (First game)...At the conclusion of the National Anthem the teams shall go back

to their dugouts and the Managers of each team shall meet with the Umpires at home plate. 11. It shall be the responsibility of each team to police up their dugout to leaving the dugout after a

game. 12. Coaches must be in full uniform, matching your team. 13. All games played by Official Babe Ruth Baseball Rules. 14. Rookie (8yr. old) WNC Tournament Playing Rules 15. A Louisville Black Flame Baseball Pitching Machine will be used.

North Carolina Cal Ripken (Western Division) Rookie (8yr old) Tournament Playing Rules

1. Age: 8 and Under (Must have been registered with Babe Ruth League, Inc.)

(players cannot turn nine (9) before May 1st)

2. Player Roster: 12‐15 man roster with ten (10) players batting in order. A Fourth outfielder (refer to rule 15) B. Player is placed on either side of the pitching machine assuming the defensive position of the pitcher. (refer to rule 14) C. The catcher takes his normal position in full gear. D. The EH is allowed per Cal Ripken Rules. (Refer to rule 16).

3. Game Length: Six (6) innings. Each batter will receive a maximum of five (5)

pitches. If the ball has not been hit into play, the batter is out. A. If the batter fouls the 5th pitch, batter will receive pitches as long as batter continues to foul the pitch. B. The inning is over when three (3) outs are made. C. The batter is out if he swings three (3) times and misses the ball. D. NO BUNTING. PENALTY ‐ dead ball, strike is called on the batter and base runners return to original base. (Bunt or bunt attempt with 2 strikes, batter will be called out.) E. Slashing, (fake bunting) is not allowed. PENALTY – dead ball, strike on the batter. F. No intentional walks.

4. Field dimensions: Standard Cat Ripken Division base length of sixty (60) ft.

5. Pitching Machine: The pitching machine is placed at 46 feet with the pitching

machine spring set on setting #10. (One notch more than the 7yr old division.) *The Louisville Slugger Portable Pitching Machine will be utilized in NCBRL Tournament play. All other settings are to be determined by the umpire.

6. Umpire will feed the machine. Machine can be checked before your team bats.

You cannot adjust the machine during play, (unless umpire judgment).

7. 7. Dead Ball: A. The ball will be declared dead when the defensive team stops the lead runner or the lead runner abandons the effort to advance. B. The ball is declared dead when a player is injured and, in the umpire's judgment, is unable to continue playing.

8. The infield fly rule will NOT be in effect.

9. Baseballs: Must be Babe Ruth/Cal Ripken approved baseballs.

10. Ten Run Rule will be in effect after four (4) innings. (Tournament only)

11. Umpires: Two (2) umpires will be on the field at all times; one (1) behind the

batter and one (1) in the field (operating the pitching machine).

12. Base Stealing is NOT permitted.

13. The pitching machine, when hit by a live ball, is considered an umpire and governed by the rule book. See rule 5.09

14. The defensive player designated "pitcher" shall be positioned within a 10 foot half

circle, behind the front of the pitching machine, at the time the ball is released. (Refer to rule 2. B.)

15. The 4th outfielder shall be positioned in the outfield at the time the pitch is

released. The outfield being defined as, "the outfield grass or a minimum of 12 feet behind the bases and their respective paths." (Refer to rule 2. A)

16. All teams must start a game with a minimum of (ten) 10 players, but will be

allowed to complete a game with nine (9). The missing starter in the batting line up will be called out at his turn at bat. Failure to be able to field nine (9) players will result in a forfeit as covered in the Babe Ruth / Cal Ripken Rules. When a team elects to us the EH rule, the 11th player is in the batter order. That team will be allowed to complete a game with ten (10). The missing starter in the batting order will be called out at his turn at bat. When a team using the EH fails to be able to field ten (10) players at forfeit will be called as covered in the Babe Ruth / Cal Ripken Rules. Guidelines for NC Babe Ruth / Cal Ripken District, Area, and State

Tournament Play

1. Use Rawlings CAL or BRO Baseballs

2. Play each game to conclusion. Suspended game will pick up at point of suspension.

3. 10 run rule is in effect for all games. (see division rules for innings)

4. Any suspended game shall be played prior to either team’s next scheduled game. This does

not mean that other games cannot be played before the suspended game is finished, it just

means that you have to finish that game prior to the next game that involves either of those

2 teams. (pool play only)

5. Any game postponed prior to its’ start may be rescheduled at the discretion of the Series

Director. (pool play only, in bracket play a game must be finished prior to the start of the

next game) Playing games out of numbered sequence in bracket play is not allowed without

written approval from the State Commissioner.

No courtesy runners or speed up rules.

Please have a 3 man protest committee at the site. When there is a protest, stop the game,

get the explanation from the umpire and the protesting manager. Then meet as a three

person committee, no coaches, umpires, best friends, etc. and make a decision. After the

decision is made, call 704 289 2451 or 704 880 4789 and get a confirmation. After that give

the decision to the umpire and managers. This decision will be final.
