By 1960- the DRV, a nation that had been devastated by the First Indochina war had been transformed into a communist state with a programme of far reaching economic and social reforms. HCM was preparing his state for a continuation of the struggle to unite the two Vietnams. By the early 1960’s, North Vietnam was ready to total war.
