    A. BACKGROUND AND OBJECTIVES

    1. Punjab Resource Management Program (PRMP) is a policy and governance reform program

    of the Government of Punjab. Program Management Unit (PMU), PRMP is working under theadministrative domain of Planing & Development Department Government of Punjab. Planning andDevelopment Department in collaboration with the World Bank has started Punjab PublicManagement Reform (PPMR) Program. The PPMR program has been designed to strengthenperformance monitoring system and feedback loops, improve transparency and access toinformation about specific services and strengthen resource management system of Government ofthe Punjab in order to improve service delivery mechanisms. The PRMP program is beingcoordinated by PMU, PRMP.

    2. The credit instrument used for PPMR program is Program-for-Results (PforR). The saidcredit instrument provides for a mechanism comprising of expenditures and activities to supportgovernments program for improving service delivery in the province and fostering a result orientedculture within the public administration. It offers incentives for completing critical upstream reformsand addresses the cross-cutting constraints of service delivery. The PforR design provides financialand non-financial incentives to deliver program results, and supports counterparts in the reformprocess through the agreed results targets linked to disbursements. The instrument further focuseson strengthening the institutional capacity needed for the program to achieve its desired results,thereby enhancing its development impact and sustainability. Credit funds will be disbursed basedon meeting the Disbursement Linked Results (DLRs) and satisfying the verification protocols foreach of the indicators during the specified period(s). The program is planned over five year periodwith disbursement up to a maximum of US$ 50 million equivalent over this period.

    3. Provide support to PMU, PRMP in all matters related to financial management and fiduciary

    requirements under Punjab Public Management Reform Program (PPMRP).

    B. SCOPE OF WORK AND ACTIVITIES TO BE UNDERTAKEN

    4. Financial Management Specialist wil l be responsible for the following duties andresponsibilities:

    (i) Preparation of implementation plan, as required under Punjab Public ManagementReform Program (PPMRP), on prescribed format by PRMP;

    (ii) Collection of Budget Execution Reports (BERs) on the format agreed with the WorldBank from Targeted Departments/Implementing Agencies of the program;

    (iii) Identify discrepencies (if any) in BERs, Budget Book, PIFRA figures and propose

    corrective measures accordingly;(iv) Preparing withdrawal Applications and submission to the World Bank;(v) Preparation of Annual Financial Statements (AFS) of the program as per Cash Basis,

    IPSAS;

    (vi) Analysis planning, design, implementation, and monitoring a system to augmentinternal controls in line with best practices in the process of payment and expendituremanagement;

    (vii) Assistance in management for the development of Asset Management System;(viii) Preparation and analysis of periodic Financial Management Reports (FMRs) and

    rendering advice to mitigate risks;(ix) Rendering advice for computerization of Accounting system;(x) Any other task related to financial management.

    C. WORKING ARRANGEMENTS

    5. It is recognized that activities may undergo frequent changes in view of dynamicenvironment, continuous reform efforts and implementation in the face of operationalrealities/constraints. The Financial Management Specialist is, therefore, expected to be flexible andadapt to able changing requirements of the on-going processes.

    D. EXPECTED OUTPUTS / DELIVERABLES

    6. The specialist will deliver following on the scheduled/planned dates:(i) Inception Report within one week on prescribed format by PRMP;(ii) Periodical financial reporting as agreed with World Bank on the prescribed format.

    E. REPORTING ARRANGEMENTS

    7. The Financial Management Specialist shall report to Assistant Director (A&A)/ DeputyProgram Director (A) and share reports with them for onward submission to Program Director andWorld Bank.

    F. QUALIFICATION AND EXPERIENCE

    8.(i) Professional Accountant (CA/ACCA/ACMA/MBA/M.Com);(ii) 3 years experience in financial management, audit or accounts;(iii) Experience of public sector and donor funded projects is highly desirable;(iv) Experience of training and capacity building shall be preferred;(v) Interpersonal and presentation skills;(vi) Ability to work in a collaborative, team environment;(vii) Written and oral fluency in Urdu and English;(viii) Excellent IT and report writing skills.

    G. SALARY AND BENEFITS

    9.(i) Market based competitive salary (lump-sum with no other benefits), based on

    qualification and experience will be offered;(ii) Appointment will be for three months initially extendable on satisfactory performance

    up to total period of one year.
