CONTEXT
On 13 November 2013 the Board decided as follows: “That the Director convene a working group to determine what approaches and strategies could be developed to improve math scores and that the findings be presented to the Board by the end of January 2014 for consideration and potential implementation. The working group to include in its analysis: research into neuro/biological/cognitive approaches to the
learning of mathematics and implications for real life uses of mathematics;
ways of integrating mathematics across the current curriculum; intensifying the curiosity of learning about mathematics from a
historical and legacy perspective; the use of games including ancient, classical and mod-
ern/current games; the application of learning technologies; sharing effective practices established in Board schools; the impact of music on the learning of mathematics; and hiring and professional development strategies to support stu-
dent success in mathematics.”
SUMMARY
Findings of the 2012 Programme for International Student As-sessment (PISA) study of 65 countries, including all the OECD member countries, reveal Canadian students continue to perform well in reading, but there was a marked decline over the years in mathematics and science scores for students across Canada. Ac-cording to the PISA study there was a 14-point decline in the mathematics results for 15-year old Canadian students, in the past nine years.

With respect to gender, Canadian boys continue to outperform girls in mathematics while girls outperform boys in reading. On January 8, 2014, the Minister of Education announced new measures to improve student success in mathematics. They include new funding to support professional learning for teachers, as well as, funding to allow teachers to take “additional qualification” courses in mathematics. Improving student achievement and well-being is a key priority in the TDSB Years of Action, 2013-2017. The Board Improvement Plan for Student Achievement (BIPSA) set improvement targets for literacy, mathematics/numeracy, pathways, and community, culture, and caring. The BIPSA include strategies and monitoring actions to support greater accountability for student success in mathematics. On 29 November 2013, a mathematics working group (Appendix A) comprising teachers, administrators, Superintendents of Educa-tion, and staff from Research, Aboriginal Education, Equity and Inclusive Schools, Model Schools for Inner Cities, Student Suc-cess, Special Education, Continuing Education, and a parent repre-sentative from the Parent Involvement Advisory Committee (PIAC) convened to provide input into the development of a plan to improve student success in mathematics. As well, input was sought from PIAC at their 17 December 2013 meeting. Input was also sought from elementary and secondary school stu-dents. Students from select schools were requested to complete the following:
1. To be successful in math I need…. 2. I learn math best when…. 3. To be successful in math I would like my classroom to look
like….. The TDSB Facilitation Guide for Professional Learning in Math-ematics K-12 (Appendix B) is consistent with evidence based re-search findings (Appendix C) and closely aligns with the seven foundational principles outlined in the Ontario Ministry of Educa-tion monograph, Paying Attention to Mathematics, K-12, (2011). The following will support actions to improve student success in

mathematics: Aligning financial and human resources to improve mathemat-
ics teaching and learning in every school; Aligning Special Education supports to best meet the needs of
students with special education needs; 0.5 FTE allocation per FOS for learning coaches, beginning in
January 2014, to support job-embedded professional learning and supports for teachers;
Funding to support professional learning for teachers and ad-ministrators, K-12;
Course fee subsidy (The Student Achievement Division EDU approved to use a portion of EPOs/GSN as part of a compre-hensive mathematics strategy) to enable teachers to secure ad-ditional qualifications in mathematics while still teaching; and
Enhancement of wi-fi capabilities in schools to support tech-nology use in schools.
