Under the provisions of section 15 and 17 of the Gujarat S.I.R. Act,2009, the authority has to prepare the Development Plan of 879.3377 Sq.Km. area under its jurisdiction, notified as per Industries and mines Department, Government of Gujarat notification No. GHU-14/SIR/112009/253(I)/I, Dtd.22/05/2009. In this context, the detailed perspective planning and consultancy services for preparation of Master Plan for Ahmedabad - Dholera Special Investment Region in Gujarat sub region is assigned to U.K. based Halcrow Group Ltd. in association with Synovate India Pvt. Ltd & Knight Frank (India) Pvt Ltd. by Delhi-Mumbai Industrial Corridor Development Corporation Limited (DMICDC), Delhi as a part of Delhi-Mumbai Industrial Corridor (DMIC ) Project. The said plan of Dholera SI Region worked out by M/s Halcrow for DMICDC will be considered as a basis for preparation of the Draft Development Plan (DDP) for DSIRDA under the provisions of the Gujarat SIR Act,2009. 2 In this process of preparation of the Draft Development Plan (DDP) of Dholera Special Investment Region it is decided to avail the services of the experienced town planning consultants (TPCs) / agencies to support the Authority for the work of the Draft Development Plan along with its infrastructure and other public utility proposals so as to speed up the process under the provisions of the Gujarat S.I.R. Act-2009. The proposals of the Draft Development Plan will form the basis of the land use and detailed infrastructure planning to be undertaken by the authority. 3 While performing the consultancy services outlined below, the Consultants will follow Dholera Special Investment Regional Development Authority guidelines for overall development and for necessary social and physical

TERMS OF REFERENCE

Preparation finalization and sanction of Draft Development Plan for Dholera Special Investment Regional Development Authority.

1 Under the provisions of The Gujarat Special Investment Region Act-2009 the

State Government has constituted the Dholera Special Investment Regional Development Authority (DSIRDA) to undertake the management and planning of land resources and infrastructure development of the Dholera S.I.R. as per the vision and Master Plan for this region. Under the provisions of section 15 and 17 of the Gujarat S.I.R. 2 In this process of preparation of the Draft Development Plan (DDP) of Dholera Special Investment Region it is decided to avail the services of the experienced town planning consultants (TPCs) / agencies to support the Authority for the work of the Draft Development Plan along with its infrastructure and other public utility proposals so as to speed up the process under the provisions of the Gujarat S.I.R. Act-2009. The proposals of the Draft Development Plan will form the basis of the land use and detailed infrastructure planning to be undertaken by the authority.

3 While performing the consultancy services outlined below, the Consultants

will follow Dholera Special Investment Regional Development Authority guidelines for overall development and for necessary social and physical

infrastructures within Dholera S.I.R. The selected Consultants will set up an office in the project area. (DSIRDA Area)

4 The Town Planning Consultant will have its substantial inputs from the stage

of preparation, submission and publication of the Draft Development Plan and build consensus in the finalization of the Draft Development Plan proposals till its sanction stage. It must be highlighted that the overall perspective of this assignment is also to associate the public at large in the process of development of this Region. The consultant as per the guideline of the Authority, will integrate on-going consultations by GIDB, State Govt. and its agencies and other institutions for this work.

5 The Town Planning Consultant will have to satisfy the following conditions as required eligibility.

(i) The TP Consultant (TPC) shall be a registered company in India under the companies Act,1956.

(ii) It shall have at least ten years planning experience in the field of consultancy.

(iii) The consultant shall have an average annual turnover of five crores during last three years.

(iv) The company shall have experience of preparation of at least one Development Plan as approved by the Govt. under the statutory provision. The company shall submit a brief report of the same.

(v) The company shall submit the following key staff professionals CV’s for its evaluation for this project.

(vii) Preference will be given to the agency with similar experience of S.I.R. planning in India or any other country.

6 The TPC will support the Authority to study the various aspects of Draft Development Plan (DDP) as under ;

A General Scope

1 Study the Data Collection (primary & secondary) and Analysis. 2 Study the land use zones as well as the proposals for integrated

Infrastructures & utility plans. 3 Support the Authority in finalizing the Draft Development Plan along with

all required statutory procedures and documents such as existing land use Plan, proposed DDP, and its report, GDCR, Infrastructures & utility plans etc. with public participation and support at various stages under the provisions of Gujarat SIR Act-2009.

Whatever available information such as existing land use plan, proposed land use plan, necessary utilities plans etc. land records, available maps, previous land use surveys, relevant Acts etc shall be provided by the Authority and other concerned departments.

B. Services to be provided

1 Review and analyze available studies completed by other agencies such as.

a Geo-technical and Geo-morphological studies. b Geo-technical and Seismicity Mapping. c Aquifer Mapping. d Seismological Microzonation Study, which is in advance stage. e Water Vulnerability and Flooding Study, which is at interim stage. f The feasibility study for fresh water storage in and around DSIR area. g The EIA study. h Technical feasibility study for setting up a new International Airport by

Airport Authority of India (AAI) Authority will provide all available information to the TP Consultant/ Agency.

2 Fact finding (data collection and surveys), analysis and projections of baseline data available from secondary and primary sources, but not limited to the aspects of :

a Regional setting The Consultant will carry out the Contour Mapping.

The Consultant will carry out the Total Station Survey.

c Land use Study

d Survey of Industrial Activities

f Housing Survey

g Traffic and Transportation

h Community Facilities

i Heritage Structures

j Public consultations

The TP Consultant must submit records of all studies and facts stated above to DSIRDA.

3 Preparation of the Base Map.

The Base Map shall be on a scale of eighty meters to centimeter.

( 1 : 8000) The TPC will verify and update the base map through above surveys,

GIS records and geo-references, field visits, meetings and discussions with concerned officers, department and resident; Include inventory of land in terms of existing land use, physical features, ownerships and customized information of demography, social, economic, environment setting and essential natural and other features.

The Base Map shall have flexibility built into the system to upgrade, edit, add, modify, manipulate for necessary and future course of actions.

The Base Map will be submitted to DSIRDA (hard and soft copy).

4 Finalization of the Draft Development Plan.

The TPC will Study the Draft Development Plan (DDP) and recommend appropriate modifications to draft Development Plan and report along with General Development Control Regulation (GDCR) under provisions of The Gujarat SIR Act-2009 in consultation with DSIRDA.

The Draft Development Plan shall be on a statutory scale of eighty

meters to a centimeter. The Draft Development Plan shall show in distinguished prescribed colors the area or sites and various proposals.

The Draft Development Plan will be for 10 years with a projection time

frame of 20, 30 years. (Phase-I, Phase-II and Phase-III )

5 Subsequent to publication of the Draft Development Plan and General Development Control Regulations, provide support to statutory authority in public hearings for the propose of draft plan modifications.

a Provide support to statutory authority in assessing objections,

suggestions and plan modifications accordingly. b Support DSIRDA in dissemination, training and public awareness

regarding GDCR.

c Support DSIRDA in plan modifications work till the various stages of Submission and publication of Draft Development Plan to Apex Body / GIDB for its final sanction.

6 Public Consultations During Preparation Of Draft Development Plan In addition to the various stages of public consultations required under

this TOR, TPC will support DSIRDA mandatory during the people's participation & awareness campaigns at the various stages while processing the Draft Development Plan:

In particular the TPC will support DSIRDA for submission & the publication of the DD Plan; for consideration of suggestions and objections to DDP; and for modifications in DDP as may be required under the Act.

7 Assisting DSIRDA on Progress of work.

The TP Consultant will assist DSIRDA during the entire process of the Development Plan till its sanction by the Apex Body i.e.GIDB.

The TP Consultant is required to make presentations on progress of the

work at least once in a fortnight to the DSIRDA, GIDB and The State Govt.

8 Timeframe and Deliverables

(2) The T.P.C. will provide training to operate the information

system, edit, modify information, maps and reports etc. as required.

(3) T.P.C. will support in evolving the comprehensive

development strategy and financing and implementation strategy.

SERVICES, FACILITIES AND EQUIPMENTS TO BE PROVIDED BY THE

CLIENT (DSIRDA)

The Client will provide the following information as may be available 1. Base map, data and various studies of the Draft Development Plan Reports. 2. Vulnerability Atlas for Gujarat published by Building Material Technology

promotion center. (If lying with the DSIRDA, will be made available with original and the Consultant is required to get the report photocopied at its cost.)

3. Seismo-tectonic Atlas published by Geological survey of India. (Likely to be

made available) 4. Aquifer mapping for which consists of hydro geological units, depth of water

and ground water quality. Being prepared by Central Ground water Board (Likely to be made available)

5. Geology, geomorphology, seismcity, land use and land cover, slopes, soil,

satellite imagery and aerial photography interpretation. To be made available by Geological survey of India. (Likely to be made available)

6. Letter of authorization for data collection (on commencement of services). 7. Providing data available with the DSIRDA (on commencement of services). 8. Notification of DSIRDA (on commencement of services). 9. The Gujarat Special Investment Region Act-2009. 10. The Gujarat Town Planning and Urban Development Act-1976.
