ToR for Child Survival Program Coordinator Page 1 ATTACHMENT A STATEMENT OF SERVICES AND DELIVERABLES Term of Reference Child Survival Program Coordinator 1. Background MI continues to provide technical and financial support to the VAS program in 6 selected provinces which include North Sumatera, Riau, South Sumatera, Banten, West Java and West Nusa Tenggara in Indonesia to increase the coverage to at least 90% with increased focus on: a). reaching the unreached children in identified districts, b) strengthening monitoring and supervision mechanisms and use the quality reporting system tools and c) advocacy with MoH to improve the quality of VACs and streamline supply chain at the district and sub-district levels. MI also wishes to continue its technical and financial support to the ORS and zinc supplementation in the treatment of diarrhea among young children program in West Nusa Tenggara, West Java and Banten provinces. The program strategy will focus on a) strengthening the supply chain for supplements, b) capacity building of the health staff and frontline workers, c) Behaviour Change Communication (BCC) interventions for increasing utilization, d) modifying the monitoring system to monitor and track intervention delivery and supportive supervision, e) building government commitment and sustainability through ensuring adequacy of budgets at the local level and directives to service providers to provide supplements in the recommended quantities and follow-up. The Child Survival program coordinator will work under the guidance of the Senior Program Officer to support the implementation of these programs and catalyze the role of Government at district, province and national levels. 2. Scope of Work of the Child Survival Program Coordinator Under terms of this Contract, the Coordinator will carry out the following activities: 1. Laisoning and Advocacy Work closely with the government and key stakeholders to get their attention on VAS, and zinc and ORS program, and be responsible for coordination and liaison with key players at national and provincial levels including UNICEF, UN/NGOS, Universities and relevant tasks forces or committees, etc. Support the Government program through initiatives that may include, formation of a task force, policy formulation including development of specific guidelines, act as a resource person etc. for the VAS and Zinc and ORS program for childhood diarrhea. Participate in the central/provincial government task force/informal working groups on the VAS and Zinc and ORS program for childhood diarrhea. Facilitate and support the advocacy meetings/activities and organize technical or programmatic workshops at the district, provincial and central levels. 2. Capacity building Assist and support to build capacity of health system functionaries at central, provincial and district levels. Participate in district level reviews to facilitate problem solving and problem seeking. 3. Streamlining supply chain Liaise with the Director and Logistic and Supply Chain Management Project Officer in the Directorate of Nutrition and Sub-directorate Diarrhea, Department of Communicable Disease and Environment Health (CD&EH), Diarrhea Subdivision, and serve as a link between central, provincial and district levels.

    1. Background

    4. Support field implementation Facilitate the provincial level extenders to work with the provincial and district level

    local governments (DoH). Provide technical support and guidance to provincial extenders and supervise their

    work.

    5. Monitoring and Reporting Establish and streamline the use of QRS for improved reporting on coverage and

    stocks for VAS. Build capacity of health staff on the use of QRS for VAS program in rolling up data from

    sub district and district levels to provincial levels. Streamline monitoring for the ORS and zinc programs. Monitor all components of VAS and zinc and ORS for childhood diarrhea programs at

    the provincial and district levels and identify gaps and areas of support. Undertake field visits including guiding field implementation. Compile and analyze monthly reports and share with Senior Program Officer. Build capacity at provincial levels to analyze monitoring data and take corrective

    actions.

    6. Others Undertake travel to the selected provinces and districts and attend national level

    activities as required. Support the process of recruitment of extenders in consultation with Senior Program

    Officer.

    3. Deliverables Monthly progress and monitoring report. Trip reports as applicable.
