MILPERSMAN Art. 1160-030Purpose – To provide a personnel

management program to control rating manning, reduce advancement stagnation, and meet end-strength requirements.

Definitions

Rating – An occupational specialty that encompasses related aptitudes, training experiences, knowledge, and skills.

Rate – Identifies personnel occupationally by pay grade.

Rate Manning – Ratio of personnel in a rate to the career requirement for that rate.

Active Military Service:All active duty (and active duty for

training performed subsequent to 9 August 1956) in the Army, Navy, Air Force, Marine Corps, and Coast Guard.

Active Naval Service:All active duty (and all active duty for

training performed subsequent to 9 August 1956) in Navy.

Professional Growth Criteria (cont.) First reenlistment the Sailor must be:

Serving as a petty officer, orServing in pay grade E-3, having passed

an examination for advancement to pay grade E-4 and be currently recommended for advancement, or

Have formerly been a petty officer in current enlistment and be currently recommended for advancement to pay grade E-4.

MILPERSMAN 1160-120, NAVADMIN 208/02, 160/03, 056/05, 210/08, and 292/09.

HYT is designed to control rating manning, reduce advancement stagnation, and meet end-strength requirements.

Although these controls make some HYT waiver requests difficult for NPC to grant, there are situations where waiver requests are encouraged and fully considered.

E-1s/E-2s cannot reenlist unless involved in special programs (HYT is 6 years).

E-3s are eligible to reenlist/extend provided they have met the professional growth criteria:Continuation beyond 8 years of active

Extension of EnlistmentsTypes (MILPERSMAN 1160-040):

Conditional (NAVADMIN 007/09):Extensions are executed as prescribed

and are for periods of 23 months or less. NAVADMIN defines newest guidelines.

Unconditional (NAVADMIN 242/09 effective 01 Oct 09): Extensions are executed as prescribed

for periods of 24 months or more, not to exceed 48 consecutive months.

NEC qualifying school en route, or are changing rate, and is limited to those Sailors who are NOT already SRB-eligible and whose EAOS (as extended) is prior to graduation date. 

In these situations, submit a NAVPERS 1306/7 requesting an OTT waiver.
