Overview

The past several years have seen a dramatic increase in the use of web 2.0 tools at all levels of government. Beyond simply using them as communication vehicles, many public managers have adopted these tools as a means to solicit and aggregate ideas from employees and external stakeholders on how to solve problems and enhance government services. However, the plethora of platforms and variety of functionalities available can make a manager’s choice of technology challenging.

This comparison of dierent platforms is part of a series developed by the National Academy of Public Administration’s Collaboration Project based on our experience conducting online stakeholder consultations with government. It aims to assist public managers early in the planning process of such an initiative by comparing the purposes and functionalities of dierent ideation tools. Because the features of each of these tools are constantly being updated and enhanced, we intend this document to be a “living” resource that will be updated to reect changes over time.

Considering your needs

Many technologies are commercially available for online idea generation, ranging from low-cost, out-of-the-box tools to large scale, custom-built solutions. As such, many factors should be considered in deciding which technology best ts your needs. These include:

Duration of engagement. How long will the idea generation project run? Will it be limited duration or an ongoing “market” of ideas?

Community. Do you need to be able to identify your “power users,” those whose ideas tend to be the most inuential? Do these users need to stand out among participants?

Responsiveness. Do you need to respond to ideas and comments as the dialogue happens or provide updates on the status of particular ideas?

Output. What kinds of data and analytics do you need the technol-ogy to provide?

Structure of dialogue. Do the ideas need to be strictly organized or siloed (e.g., by topic), or can all ideas mingle together?

Cost and resources. What budgetary and sta resources can you allocate to this engagement?

Support. What degree of technical support might you need from the vendor?

Deployment. How quickly do you need to launch the engagement?

Remember:While deciding on a technology is important, this decision is best made by aligning the the technology to your core purpose for engagement. In other words, let the tools t your needs, not vice-versa.

Crowd Wise is a participative tool for making collective decisions by helping participants find common ground, avoid polarization, and achieve productive outcomes. The platform works using consensus voting, in which participants suggest, discuss, and prioritize options for a decision, allowing for common-ground options to emerge that might not otherwise be considered.

• Helps a dialogue host move engagement efforts beyond ideation and into decision-making

• Offers a method to find common ground between different interests or stakeholder groups

• Results that reflect a process that moves toward consensus

• A more holistic view of the community’s preferences, which could be useful when the decision needs to be supported by a large portion of the constituency

The tool allows idea submission and commenting and uses a five-star rating system on which each idea’s ratings are averaged. The Dialogue App offers a simple, user-friendly interface and features intuitive tagging functionality to allow for visualization of cross-cutting themes. Delib also offers consultative services on the engagement process to pair with a technology solution.

• Aggregates ideas based on a simple 5-star rating scale in a way that shows the “average” level of support of participants

• Supports more open-ended dialogue than simply idea generation

• Provides consulting in combination with technology to lend expertise in stakeholder consultation

IdeaScale is an off-the-shelf platform that enables idea generation and refinement through a simple, intuitive thumbs-up/thumbs-down rating tool. This tool aggregates ratings into a net vote total, which makes negative ratings possible. IdeaScale allows for a moderate degree of customization in look-and-feel and also allows the discussion to be structured into hierarchical categories. IdeaScale was used as the platform to gather input into the open government plans for 24 federal agencies in 2009.

• Aggregates ideas with simple up-or-down votes in a way that distinctly separates popular ideas from unpopular ones

The product’s design is generally highly customized, and the platform includes a suite of other social media tools as well, such as profiles, blogs, and wikis, for added dimensions of collaboration.

The tool enables idea submission and commenting and requires users to budget their votes by allocating 0-3 votes per idea, up to a pre-set limit in each discussion forum.
