The Nomograph Risk Assessment Tool
• Define scope of assessment
• Assess severity of injury
• Estimate probability of hazard occurring
• Estimate the potential for hazard recognition
• Hazard (initial risk assessment)
• Estimate availability
• Risk (final risk assessment)

The Nomograph Risk Assessment Tool
October 11, 2013 OECD Workshop on Product Risk Assessment
ACCC Nomograph
Benis + EU RAPEX injury severity = ACCC nomograph (January 2012)
Replaced Benis injury severity ratings with EU RAPEX injury severity level
October 11, 2013 OECD Workshop on Product Risk Assessment
Assess severity of injury
October 11, 2013 OECD Workshop on Product Risk Assessment
ACCC ‘Initial Assessment’ Process
• Classify the product & injury (WHO ICECI nomenclature)
• Complete the ACCC Nomograph
• On average 20 minutes per injury report

ACCC ‘Initial Assessment’ Process
2012: Drivers for change.
– Faced staffing restrictions
– Backlog of assessments
– Needed to redirect resources to risk management
October 11, 2013 OECD Workshop on Product Risk Assessment
Analysis
• Most reports had lower injury severity
• “Severity 1” injuries almost always had
Nomograph ≤ “Very Low”.
• “Severity 2” injuries almost always had
Nomograph ≤ “Low”.
• Products not found in Australia had ≤ “Very Low”
(Nomograph Availability = “Rare”)

Analysis
Analysis of all reports submitted over a two week period
October 11, 2013 OECD Workshop on Product Risk Assessment
New ACCC Process
Modified ‘initial assessment’ process December 2012:
• Simple process for most reports (low injury severity)
• Injury Severity - 1 = “Very Low”
• Injury Severity - 2 = “Low”
• Higher injury severity cases require further work

New ACCC Process
Injury Severity Assessment Decision
Severity 1 Very Low
Close
Severity 2 Low
Severity 3/4 Use Nomograph ≤ Low, Close
≥ Moderate,
detailed
assessment or risk management
Product not in Australia
Very Low Close

New ACCC Process
• All reports are coded into the database
• Regular analysis to ensure we do not miss
trends of lower severity injuries
• E.g. Cosmetics Ingredients & Labelling Audits
– Lots of reports of contact dermatitis
– Initiated a project to review compliance with
ingredient labelling requirements for cosmetic products
October 11, 2013 OECD Workshop on Product Risk Assessment
New ACCC Process
Benefits
• Immediate reduction in backlog
• Same outcome for less work
(for low severity, that is all we need to know)
• More time on high risk reports
• Reduce subjectivity associated with estimating
likelihood, hazard recognition and availability
October 11, 2013 OECD Workshop on Product Risk Assessment
What’s Next?
• New process is working very well
• Can we do better than the nomograph?
• Interaction with compliance
• Transfer knowledge
