Eighteen years ago my wife Gay and I attended our first Forum program. Actually, she was my fiancée at the time. Mike Wallace was the speaker. Gruff and curmudgeonly, he would probably not be everybody’s idea of a hot date night, but that evening we became hooked on The Richmond Forum. Over the ensuing years, my relationship with The Forum expanded beyond audience member to sponsor and board member. In time, our son William, now fourteen, began accompanying us on Forum night. He’s had the rare opportunity to be directly exposed to some of the world’s most influential people, to hear their ideas, to learn from their experiences, even to reach out and shake hands with a few of them. He’s definitely a better young man with broader perspectives and understanding of the world because of The Richmond Forum. But aren’t we all. This season, I give up my seat in the audience to take on a new role with The Forum, as its third Executive Director. It’s an honor and a rare privilege. Since June, the Forum staff and I have been taking a close look at everything we do. We assembled subscriber focus groups, met with sponsors, and tapped the expertise of our Board of Directors. From every corner we collected answers to the question, “How can we enhance and expand our programs, while protecting all the things that work so well?” That last part is key. You’ll start to see some of those enhancements tonight, starting with a fresh new look, thanks to the hard work and talents of circle S studio. Our new logo, with its converging quotation marks, reflects an idea that we heard over and over again: The Richmond Forum can be about more than listening to great speakers, it can also be about a continuing community conversation once the speaker has left the stage.

The truth is that The Richmond Forum audience is a community with a unique set of shared experiences. Over the summer, we noticed that when we brought together subscribers for focus groups, they immediately were best of friends, even though they had never met. We want to provide more opportunities to bring this community together and to enable dialogue, starting tonight with a reception in the Landmark’s lounge immediately following the program. You’ll be able to talk with other patrons about what you’ve heard tonight, while enjoying dessert (and letting the parking deck traffic subside). Beginning with the January program, you’ll also be able to continue the conversation in a new online discussion forum. It’s been a wonderful experience getting to know The Richmond Forum from this new, behind-the-scenes perspective. At every turn, I am reminded of the history of The Richmond Forum. Old photos show the evolution of the set, beginning in the days when speakers sat behind desks like game show contestants. File drawers in the office reveal handwritten thank you notes from the likes of Archbishop Desmond Tutu, Prime Minister Benjamin Netanyahu, and General Colin Powell. In the future, we’ll share such notes with you when we receive them, because they really are for you. Your support makes these historic nights possible, including this night with Prime Minister Tony Blair. And for that, I thank you. And to my wife Gay, you will now have to find another date on Forum night, because I have to work. But boy, do I love my job.

It is very easy to say yes.” Spoken in 1994 when Tony Blair had not yet ascended to the office of prime minister of Great Britain, these words have a special resonance on the eve of the 2008 U.S. presidential election. The leader who said yes to joining the United States as its leading ally in overthrowing Iraqi dictator Saddam Hussein and no to opposing views in his own party understands as much as anyone the difficult choices our new President will face. Happily, Blair said yes to The Richmond Forum. Tonight, we look forward to hearing his views on where the world might be headed and on the directions in which his own experience and beliefs are taking him. At age 44, Blair took office in 1997 as the youngest British prime minister since 1812. He would remain prime minister through two more Parliamentary elections, making him the longest-serving Labour Party prime minister ever. On June 27, 2007, he officially resigned after ten years at 10 Downing Street and was succeeded by his Chancellor of the Exchequer, Gordon Brown. In his decade as prime minister, Blair became a major figure on the world stage—someone known for courageous leadership and for his flair and skill in articulating his stands on television, in Parliament and in public appearances. Anthony Charles Lynton Blair was born in Edinburgh, Scotland in 1953. His father was a barrister and law lecturer who had once run for a seat in Parliament as a Tory. The family moved to Australia for several years in the 1950s before returning to Britain and settling in Durham in northeast England. Tony Blair attended school in Durham and then at the elite Fettes College boarding school in Edinburgh. He enrolled at Oxford University’s St. John’s College where he

studied jurisprudence, earned a law degree in 1976 and set out to practice law as a barrister. In 1983, Blair decided to run as a Labour Party candidate for the House of Commons seat representing Sedgefield, a town near Durham. At the age of 35, he was elected to the seat he would hold for 24 years, even while prime minister. Quickly identified as a rising star in his party, he aligned himself with the New Labour movement, which sought to reinvigorate the Labour Party
by moving it more to the political center from its socialist/leftist/labor-union-dominated past. He gained special attention for his high profile role in Northern Ireland peace talks. Labour leader Neal Kinnock appointed Blair to positions as party spokesman on treasury and economic affairs. In 1988, Blair won positions in the party’s shadow cabinet—first as Shadow Secretary of State for Energy, then for Employment. In 1992, he became Shadow Home Secretary. In 1994, with the death of John Smith, who had succeeded Kinncock as Labour leader, Blair became the head of his party. Three years later, he won the

job of prime minister in a landslide victory and was
soon enjoying the highest popularity of any prime
minister since British political polling began.
As prime minister, Blair led efforts to improve
public services through a program of investment
and reform in schools and hospitals. He became
a strong advocate of a values-based, activist and
multilateralist foreign policy—an agenda that led
to his support of military interventions in Iraq,
Afghanistan, Kosovo and Sierra Leone and his
close association with the Middle East policy of
President George W. Bush. His stand on the
Iraq war would eventually lead to diminished
popularity at home, and in June of 2007, he
resigned from office.
Tony Blair today serves as Middle East
Quartet Representative for the peace initiative
and Palestinian statehood preparations co-brokered
by the United Nations, the European Union, the
United States and Russia. He is an advocate for
problem solving in Africa and for measures to
counter global warming. In May 2008, he launched
the Tony Blair Faith Foundation, created to
promote respect and understanding among
Christians, Muslims, Jews, Hindus, Sikhs and
Buddhists. In December 2007, he announced his
own conversion to the Roman Catholic faith. He
also serves as an advisor to international businesses
and is teaching courses at Yale University.
Blair is married to Cherie Booth Blair, a
graduate of the London School of Economics
and a lawyer whom he met when both were
interns with Queen’s Counsel during their early
law careers. The Blairs have four children—the
youngest, Leo, having been born in 2000 during
his father’s prime ministership. The Blairs continue
to make their home in London.

The moderator of tonight’s discussion is Gerald L. Baliles, governor of Virginia from 1986 to 1990. He was previously attorney general of Virginia (1982-1985) and a member of the Virginia House of Delegates (1976-1982). Today he is director
of the Miller Center for Public Affairs, a non-partisan public policy institution at the University of Virginia that focuses on issues of national governance and the role and history of the presidency. He is a retired partner of the law firm of Hunton & Williams, LLP, headquartered in Richmond. Governor Baliles was born in Patrick County in 1940. He earned a bachelor’s degree from Wesleyan University in Connecticut and a J.D.
degree from the University of Virginia Law School. He was admitted to practice in the 4th U.S. Circuit Court of Appeals and the U.S. Supreme Court, where he argued cases while attorney general. Baliles serves on the corporate boards of the Altria Group, the Norfolk Southern Corporation and the Shenandoah Life Insurance Company. He has been chairman of the Commission on the Academic Presidency, the Task Force on the State of the Presidency in Higher Education and the Association of Governing Boards of Universities and Colleges. He has also served as chair of PBS. Throughout most of his professional life, he has been at the forefront of activities related to preserving the Chesapeake Bay. Governor Baliles and his wife Robin live in Charlottesville.

In May 2008, Tony Blair announced the launch of the Tony Blair Faith Foundation.
mission statement: The Tony Blair Faith Foundation aims to promote
respect and understanding about the world’s major religions and show how faith is
a powerful force for good in the modern world.
Faith is vitally important to hundreds of millions
of people. It underpins systems of thought and
of behavior. It underpins many of the world’s
great movements for change or reform, including
many charities. And the values of respect, justice
and compassion that our great religions share
have never been more relevant or important to
bring people together to build a better world.
But religious faith can also be used to divide.
We have seen throughout history and today we
still see how it can be distorted to fan the flames

The Beijing Olympic Games were a powerful
spectacle, stunning in sight and sound. But the
moment that made the biggest impression on
me came during an informal visit just before
the Games to one of the new Chinese Internet
companies, and in conversation with some of the
younger Chinese entrepreneurs.
These people, men and women, were
smart, sharp, forthright, unafraid to express their
views about China and its future. Above all,
there was a confidence, an optimism, a lack of
the cynical, and a presence of the spirit of get
up and go, that reminded me greatly of the U.S.
at its best and any country on its way forward.
These people weren’t living in fear, but looking
forward in hope. And for all the millions still in
poverty in China, for all the sweep of issues—
political, social and economic—still to be
addressed, that was the spirit of China during
this festival of sport, and that is the spirit that
will define its future.
During my 10 years as British leader, I
could see the accelerating pace of China’s
continued emergence as a major power. I gave
speeches about China, I understood it analytically.
But I did not feel it emotionally and therefore
did not fully understand it politically.
Since leaving office I have visited four
times and will shortly return again. People ask
what is the legacy of these Olympics for China?
It is that they mark a new epoch—an opening
up of China that can never be reversed. It also
means that ignorance and fear of China will
steadily decline as the reality of modern China
becomes more apparent.
Power and influence is shifting to the East.
In time will come India, too. Some see all this as
a threat. I see it as an enormous opportunity.
But we have to exercise a lot of imagination and
eliminate any vestiges of historic arrogance.
The volunteer force that staged the Games
was interested, friendly and helpful. The whole
feel of the city was a world away from the China
I remember on my first visit 20 years ago. And
the people are proud, really and honestly proud,
of their country and its progress.
No sensible Chinese person—including
the country’s leadership—doubts there remain
issues of human rights and political and religious
freedom to be resolved. But neither do the sensible
people—including the most Western-orientated
Chinese—doubt the huge change, for the better,
there has been. China is on a journey. It is moving
forward quickly. But it knows perfectly well the
journey is not complete. Observers should
illuminate the distance to go, by all means, but
recognize the distance traveled.
The Chinese leadership is understandably
preoccupied with internal development. Beijing
and Shanghai no more paint for you the
complete picture of China than New York and
Washington do of the U.S. Understanding the
internal challenge is fundamental to under-
standing China, its politics and its psyche. We in
Europe have roughly 5% of our population
employed in agriculture. China has almost 60%.
Over the coming years it will seek to move
hundreds of millions of its people from a rural to
an urban economy. Of course India will seek to
do the same, and the scale of this transformation
will create huge challenges and opportunities in
the economy, the environment and politically.

transformation has to come with political

stability. It is in all our interests that it does. The
policy of One China is not a piece of indulgent
nationalism. It is an existential issue if China is
to hold together in a peaceful and stable manner
as it modernizes. This is why Tibet is not simply
a religious issue for China but a profoundly
political one—Tibet being roughly a quarter of
China’s land mass albeit with a small population.
So we should continue to engage in a
dialogue over the issues that rightly concern
people, but we should conduct it with at least
some sensitivity to the way China sees them.
This means that the West needs a strong
partnership with China, one that goes deep, not
just economically but politically and culturally.
The truth is that nothing in the 21st century
will work well without China’s full engagement.
The challenges we face today are global. China
is now a major global player. So whether the
issue is climate change, Africa, world trade or
the myriad of security questions, we need China
to be constructive; we need it to be using its
power in partnership with us. None of this means
we shouldn’t continue to raise the issues of human
rights, religious freedoms and democratic reforms
as European and American leaders have done in
recent weeks.
It is possible to hyperbolize about the rise
of China. For example, Europe’s economies are
still major and combined outreach those of
China and India combined. But, as the Olympics
and its medal tables show, it is not going to stay
that way. This is a historic moment of change.
Fast forward 10 years and everyone will know it.
For centuries, the power has resided in the
West, with various European powers including
the British Empire and then, in the 20th century,
the U.S. Now we will have to come to terms
with a world in which the power is shared with
the Far East. I wonder if we quite understand
what that means, we whose culture (not just
our politics and economies) has dominated for so
long. It will be a rather strange, possibly un-
nerving experience. Personally, I think it will be
incredibly enriching. New experiences; new
ways of thinking liberate creative energy. But in
any event, it will be a fact we have to come to
terms with. For the next U.S. president, this will
be or should be at the very top of the agenda,
and as a result of the strength of the Sino-U.S.
relationship under President Bush, there is a
sound platform to build upon.
The Olympics is now the biggest sporting
event in the world, and because of the popularity
of sport it is therefore one of the events that
makes a genuine impact on real people. These
Games have given people a glimpse of modern
China in a way that no amount of political
speeches could do.
London 2012 gives Britain a tremendous
chance to explore some of these changes and
explain to the East what the modern West is
about. One thing is for certain: Hosting the
Olympics is now a fantastic opportunity for any
nation. My thoughts after the Beijing Games
are that we shouldn’t try to emulate the wonder
of the opening ceremony. It was the spectacular
to end all spectaculars and probably can never
be bettered. We should instead do something
different, drawing maybe on the ideals and spirit
of the Olympic movement. We should do it our
way, like they did it theirs. And we should learn
from and respect each other. That is the way of
the 21st century.
