Where did Superpave Go?
New specifications still

Job Format?
No more QCQA!
Most jobs are Standard
Some jobs are Method
Changes to Mix Specifications
Tighter Specs
◦ Air Voids ±1.5%
◦ Binder for HMA: -0.3%, +0.5% TWM
◦ Binder for Rubber: -0.4%, +0.5% TWM
No more VFA
VMA Design Vs. Production
Changes to the Mix
Higher Binder Contents
◦ Compactor changes volumetrics
◦ Rubber binder content is now a
minimum of 7.5 TWM (8.1 DWA)
Changes to the Mix
Coarser gradations
FAA not required if <10% natural
sand
More fractured faces
Change to Fractured Face Method
Caltrans method consider crushed if
25% of the face is fractured.
New procedure requires 50% of the face
to be fractured. 2x more fracture!
Verification Changes
Must verify with plant set within
0.2% of binder content on CEM-
3511
Only two tries for free, additional
tries are $3000
Verification Sample Tonnages
120 lb for each Coarse Agg
80 lb for each Fine Agg
10 lb for each Supplemental Fine
Minimum of 50 lb from each RAP
stockpile or 100 lb from the belt
Total Agg: 460lbs-630lbs (1/4 Ton!)
HMA: ≥250lbs
◦ Likely will need ≈650-1000lbs (1/4-1/2
Ton!)
Sample Locations
QC samples from anywhere per CT 125
(updated May 2014)◦ Conveyor system on plant
Slat conveyor or automatic sampling device between drum discharge and
storage silos
◦ Windrow at plant or job site
◦ From silo or batch plant discharge to create stockpile
◦ From truck
◦ From paver or MTV receiving hopper
◦ From mat behind the paver
Sample Locations
QA TSR & Hamburg sampled from:
◦ At the plant
◦ At the truck
◦ Windrow
All other QA HMA samples from:
◦ At the plant
◦ At the truck
◦ Windrow
◦ Mat behind the paver
Placement
Required use of MTV for all
rubberized and OGFC
Required use of Nuclear Gage
QC Nuclear Density Testing
Required to perform QC Nuclear
Gauge Density (CT375) for all non-
minor jobs
3 per 250 tons or 3 per paving day
(whichever is greater)
Not used for acceptance, still using
cores for acceptance
◦ Cores not required if using Method
Compaction
Smoothness
Hear more tomorrow during Steve
Marvin’s presentation on Caltrans
Pavement Smoothness Specs &
Equipment
Changes to RHMA (10-17-14)
Submit local air district permit for
rubber blending equipment
Tarp trucks if atmospheric temp is
<70°F unless travel time is <30 min
Spreading & compacting only if
atmospheric temp is 55°F min and
surface temp is 60°F min
Changes to RHMA (10-17-14)
Additional QC testing required for
binder
If first 3 lots pass, testing frequency
reduced to once for every 3 lots
Acceptance samples taken once
per day or every 5 lots, whichever
is greater
AMRL Accreditation
Caltrans requires AMRL
accreditation to move towards
national standards and hopefully
reduce workload on the Caltrans IA
staff.
Implementation was with
Superpave specs in July 2014, THIS
IS CURRENTLY THE
REQUIREMENT
October 31, 2014 19
AMRL’s Role
Accredits any of your labs that do testing for Caltrans Superpave mix designs
Do not need to accredit basic labs (aka. only gradations, oil content, SE, etc.)
Contractor QC and Caltrans QA acceptance testing do not have to be AMRL accredited.
Accredits lab & equipment, does not certify each individual technician
Proficiency Sample Program
October 31, 2014 20
Caltrans’ IA Role
Technician Proficiency Testing
Technician Certification
◦ Still certify for HVEEM jobs
◦ Some test methods do not have
equivalent AASHTO methods.
Caltrans Laboratory Accreditation
Manual
Reference Sample Program

AMRL Fees
Application ($250 one time)
Admin Fees ($725 annually)
◦ $350 Base Fee
◦ 15 methods*$25/method
◦ Applied after 1st year
Basic Fees for 2 Scopes ($900 in assessment year)
Individual Test Fees ($2960 in assessment year)
Proficiency Samples ($1480 annually)
TOTAL: ≈$4135 on a year
Dispute Resolution
Third party lab used for dispute
resolution must be AMRL
accredited.
Test Method Changes
LP-9 RAP Combined Gradation:
Renamed CT 384
LP-12 WMA Foam:
Renamed CT 386
LP-13 Smoothness:
Renamed CT 387
