USAC’s New Requirements Under CIPA

• FOR SCHOOLS – By July 1, 2012, amend your existing Internet safety policy (if you have not already done so) to provide for the education of minors about appropriate online behavior, including interacting with other individuals on social networking sites and in chat rooms, and cyberbullying awareness and response.

• FOR LIBRARIES – No new requirements.• Overall - several existing statutory requirements have

been codified and others have been clarified.

Well Written Plan– Addresses CCSS & SBAC

– Writes to Example of Adequately

CDE Plan Approval Process

• Districts will submit plans to local COEs.

• Plans will be uploaded to CDE’s Ed Tech Plan Review Site (ETPRS).

• For E-Rate Only Plans, CDE will randomly assign plans to TPAs.

• TPA’s will login to ETPRS @ http://inet2.cde.ca.gov/etprs/asp/ETPRSlogon.asp and approve plans.

Required Element #1:Educational Goals & Strategy

The plan must establish clear goals and realistic strategy for using telecommunications and information technology to improve education services.

Guiding Questions:

1a. Does the plan contain goals for using telecommunications technology to improve education services?

 

1b. Do the goals identify benchmarks or improvement for the students and/or teachers from the use of this telecommunications technology?

 

1c. Does the plan identify strategies to reach the goals?

 

1d. Do the goals contain specific telecommunication and information technologies (e.g., cell phones, internet access, etc.)?

1e. Does the plan contain goals/strategies for CIPA compliance? (new language August 2012)

Required Element #2:Professional Development Strategy

The Plan must have a professional development strategy to ensure that staff understands how to use these new technologies to improve education services.

Guiding Questions:

2a. Does the plan describe specific professional development services or methods (in-service training, outside seminars, etc.) that will be used to ensure that staff understands all CIPA requirements (new language August 2012), and is ready to use and maintain telecommunications and information technologies?

 

2b. Does the plan identify a person(s) or group in charge of implementing the professional development activities within the organization?

 

2c. Does the plan describe how staff participation will be documented?

Required Element #3:Technology Infrastructure Assessment

The Plan must include an assessment of the telecommunication services, hardware, software, and other services that will be needed to improve education services.

Guiding Questions:

3a. Does the plan describe the existing telecommunications and information technology hardware (e.g. telephone system, computer hardware), software, and internet access, etc.?

 

3b. Does the plan describe new technology needed over the course of the three year plan duration (e.g., adding a firewall or replacing servers; upgrades to the telephone system; adding network switches; adding cable drops; installing new networks; or adding new classrooms or schools)?

3c. Does the plan describe the telecommunications and information technology support and maintenance required for existing and planned equipment?

The plan must include an evaluation process that enables the school to monitor progress toward the specific goals and make mid-course corrections in response to new developments and opportunities as they arise.

Guiding Questions:

4a. Does the plan state how frequently it will be evaluated and identify the name(s) and title(s) of the person(s) responsible? (Best practice: review annually)

 

4b. Does the plan describe how progress towards the goals and objectives will be monitored or measured?

 

4c. Does the plan describe how mid-course corrections will be made in response to new developments and opportunities?

 

4e. Does the plan describe how the evaluation process will be documented?

• Once TPA has completing this training, CDE will receive notification, and will email TPA asking for:– TPA Resume; and– TPA Signed Conflict of Interest Disclosure.

• Once CDE has received the above information, they will provide TPA with ETPRS login.
