• The current Teacher Certification System (TCS) is scheduled to be replaced by TIMS in September 2011:– Online tool for all types of applications and certificate

Level I Certificate• Valid for 6 years of service time (clock starts when

employed on the certificate)– Full-Time service on certificate– Long-Term Substitute for 45 or more days in a single

assignment, and then 50% or more of the school day or week

– Charter School Experience is optional (24 P.S.§ 17-1724-A)

• Must be converted to a Level II (permanent) certificate during the validity period of the certificate or it will lapse

• All instructional certificates held by the educator will convert to Level II simultaneously, or lapse simultaneously

To convert to a Level II certificate, educators must complete:

• 3 years of satisfactory service

• 24 post-baccalaureate credits– 6 credits of Special Ed/inclusion or– 6 credits of SAS

How Do Educators Remain in Compliance With ACT 48?

• All educators holding PA certificates must comply with ACT 48

• Certificates are kept active by completing 180 hrs. of professional development during each 5 year reporting period.

Reactivating an Inactive Certificate

• Voluntary Inactive Status– Submit form PDE 338 R-2 and evidence of 30

hours or 1 credit earned within the prior 12 months

– Once active status granted, educator will have balance of the original five-year period to complete the remaining hours to fulfill Act 48

Reactivating an Inactive Certificate

• Involuntary Inactive Status– Once an educator has met the Act 48

requirements for the period (180 hours of professional education or six collegiate credits) and they have been submitted to PDE, the Teacher Certification System will automatically return that certificate to active status and assign a new five-year compliance period

Most instructional areas can be added-on by passing the content area exam. Areas that cannot be added-on in this way:

Act 48 Suspension

• 2 year suspension of requirements through June 30, 2013• Each professional educator will have the same amount of time on

July 1, 2013 as existed on the effective date of the moratorium.• An educator can accrue additional hours during the moratorium • New candidates for appointment as District Superintendent,

Administrative and Vocational Director certification must complete a PIL approved professional development program

• A study of costs and benefits of professional development requirements is due March 1, 2013.
