All rights reserved. 1 Section 8 Voucher Tolling Tolling Vouchers in WinTen 2+ As part of HUDs Final Streamlining Rule 24 CFR Part 982 , voucher tolling is now mandatory for all PHAs. Based on the length of time an inspection takes to be completed, and the possibility that the voucher could expire if it were not suspended, families may be harmed by such delays. Voucher tolling, or suspension, starts when the family submits a request for tenancy approval (RFTA) to the PHA and ends when the PHA notifies the family in writing whether the request has been approved or denied. WinTen 2+ provides PHAs a simple way to track tolling through the RFTA Action Wizard. In the following scenario, we will show how tolling works by rejecting an RFTA. To toll a voucher in WinTen 2+: 1. Open an In Process New Admission certification for a household that has submitted an RFTA. 2. On the Certification screen, expand panel 5. Unit to be Occupied on Effective Date of Action and expand the RFTA subpanel. In our example, the household submitted an RFTA on 4/29/2016. This date is the Date Received. The RFTA is pending because your PHA has not taken any action on it yet. 3. Click the small Actions button at the end of the row and choose Reject RFTA. This action opens the RFTA Action Wizard. 4. In the first step of the wizard, choose the RFTA Rejection Date. This date is used in calculating the number of total days that voucher is tolled. Click the button.

Tolling Vouchers in WinTen 2+ As part of HUD’s Final Streamlining Rule 24 CFR Part 982, voucher tolling is now mandatory for all PHAs. Based on the

length of time an inspection takes to be completed, and the possibility that the voucher could expire if it were not

suspended, families may be harmed by such delays. Voucher tolling, or suspension, starts when the family submits a

request for tenancy approval (RFTA) to the PHA and ends when the PHA notifies the family in writing whether the

request has been approved or denied.

WinTen 2+ provides PHAs a simple way to track tolling through the RFTA Action Wizard. In the following scenario, we

will show how tolling works by rejecting an RFTA. To toll a voucher in WinTen 2+:

1. Open an In Process New Admission certification for a household that has submitted an RFTA.

2. On the Certification screen, expand panel 5. Unit to be Occupied on Effective Date of Action and expand the RFTA

5. In the Voucher Tolling step, review the following fields. In the example below, the Project Policy did not have RFTA

Tolling policy configured, so tolling is not applicable. For more information on disabling/enabling Project Policy

setup, click here.

6. Review the following the fields on the Voucher Tolling step of the RFTA Action wizard. Click the button.

RFTA Received Date = the date the household submitted RFTA to your PHA

RFTA Completed Date = date your PHA accepted/rejected the RFTA

Total Processing Days = the number of days your PHA spent processing the voucher. This amount of time

equals the tolling or suspension time.

Current Voucher Expiration Date = the expiration date of the voucher prior to your PHA tolling the voucher

New Voucher Expiration Date = the new expiration date of the voucher which include the total processing

days for tolling

Do NOT auto-extend the voucher’s expiration = check this box in instances where your PHA manually

extends vouchers to a pre-defined date.

7. Click the Finish button on the confirmation screen of the RFTA Action wizard.

8. After completing the RFTA Action wizard, the Expiration Date in the Active Voucher panel on the Certification

Screen refreshes and matches the New Voucher Expiration Date shown in the RFTA Action Wizard.

9. Before reloading the Household screen, the old effective date and a message indicating that “A pending RFTA exists

for this household” is show are shown on the Vouchers subtab. Click the button and the Vouchers subtab

reflects the tolling action and the “pending RFTA” message no longer appears. The Voucher History table shows the

voucher was Extended to the new expiration date of 7/20/2016.

10. Click on the RFTAs subtab and click the button. The Status of the RFTA now shows as Rejected.

Using the Voucher Status Screen to Review Expired Vouchers 11. Return to the Home tab and type ‘vouchers’ in the Search Menu. Click on the Vouchers link under the Section 8 T&L

header. This action opens the Voucher Status screen.

12. On the Voucher Status screen, select your Report Date. To filter the search of your PHA’s vouchers, you can select

one of the filters. In our example, we want to see all vouchers that have a Pending status that are also past their

expiration date. Your PHA would use this Pending – Past Expiration filter to find the vouchers that have no pending

RFTA associated with them that should be expired.

13. You can filter your results by clicking on the small funnel in the Has Pending RFTA column header and making a

selection. To search for vouchers that have a pending RFTA, choose Checked.

14. The Voucher Status screen has additional columns to help you identify vouchers that your PHA has tolled. The RFTA

Tolling – Expiration Delayed column indicates those vouchers that your PHA has tolled. In addition, the RFTA Tolling

– Pending Extension Days column displays the number of days that your PHA tolled a given voucher. The RFTA

Tolling – Pending New Expiration Date displays the new expiration date after you have tolled a given voucher.

15. You can open the tenant’s Household Screen by clicking on the Household ID link.

Voucher Listing Report 16. Return to the Home tab and type ‘reports’ in the Search Menu. Click on the Reports link beneath the Section 8 T&L

header.

17. Click on the Report drop-down menu and choose the Voucher Listing – Pending Expiration report under the

Voucher Action Data Source.

18. This report shows similar data that is available within the Voucher Status screen.

Reviewing Project Policy Setup for Tolling 19. Return to the Home tab and type ‘policy’ in the Search Menu. Click on the Project Policy Setup link beneath the

Occupancy and Rent Calculation (ORC) header.

20. To review the RFTA Voucher Tolling policy for a given Project, choose Housing Choice Voucher as your Program

Type and select an associated Project.

21. Scroll to the bottom of the Policy Details tab to find the RFTA Voucher Tolling policy. Tenmast enables the RFTA

Voucher tolling policy by default for the following Program Types:

2008 and 2009 Family Unification Hope IV

2008 and 2009 Non-Elderly Disabled Housing Choice Voucher

DHAP to HCV Ike/Gustav Disaster Housing Assistance Program

Disaster Relief - Non-KDHAP KDHAP Disaster Relief

Disaster Voucher Program Litigation

Enhanced Voucher Main Stream - 1 Year

Family Unification Voucher Type Main Stream - 5 Year

22. To disable tolling for a project, uncheck the RFTA Voucher Tolling box and click Save.
