CLEVELAND/DETROIT:El Consulado de México enDetroit realizó el pasadoviernes 6 de septiembre de2019 una jornada de trabajo enCleveland, Ohio con el objetivode expedir registros denacimiento a los niños nacidosen este país, de padresmexicanos. Se entregaron 30documentos.

Brenda García Reséndiz,Cónsul de Documentación delConsulado de México,comentó: “Durante todo el añohemos estado haciendo unesfuerzo importante por acercarmás servicios a la comunidaddel Norte de Ohio, ya que el añopasado tuvimos más contactocon la comunidad en Michi-gan y creamos una buenasensibilización para acercarseal consulado. En este momentoestamos llegando a lacomunidad que llevaba tiempoexpresando su necesidad y lecostaba trabajo acercarse”.

Una de las necesidadespredominantes era justamenteel registro de nacimiento paralos niños nacidos en este paísque ya cuentan con un acta denacimiento estadounidense,pero no tienen un acta denacimiento mexicana yeventualmente podríanregresar a México con sus pa-dres. Es por ello que conautorización de México,realizaron una primer jornadaexclusiva de registros denacimiento, el pasado 26 deabril en Painesville, Ohio yahora en Cleveland, el viernes6 de septiembre. Asimismo, elsábado 7 de septiembre

llevaron a caboun consuladomóvil en esaciudad ycontinuaron conlos registros denacimiento.

“Realizamosun esfuerzo porabrir algunas citasen Mexitel du-rante el consuladomóvil paracontinuar coneste trámite ylograr hacer 30registros entre losdos días. En lasoficinas del Consulado serealiza en promedio por día de6 a 8 registros”, dijo laentrevistada. “Para aprovecharque hacemos el traslado detodo el equipo, hicimos muchotrabajo previo con las familiasa través de diferentesorganizaciones que nosapoyan para realizar una pre-revisión de los documentos.De esta manera, los que lleganya van en directo a formalizarel registro”.

Cabe destacar que estetrámite no es propio paraniños, también lo puedenrealizar mayores de edad.“Cuando los padres hanfallecido se pueden presentardocumentos adicionalescomo acta de matrimonio delos papás con fecha previa alnacimiento del hijo, entreotras cosas”, agregó la CónsulBrenda.

Las personas adultaspueden necesitar el acta denacimiento para reclamar

alguna herencia o propiedades.Ese es el primer paso pararealizar cualquier trámite y yadespués pueden conseguir elpasaporte para tener unaidentificación y un documentode viaje que les permita ingresaral país como mexicanos.

La Diplomática mexicanacomentó que su preocupaciónespecialmente es por: “Lasfamilias que todavía están ensituación de posible retornopor no tener estancia legal eneste país, ya sea porque algunode los padres se encuentra enproceso migratorio o estáintentando la regularizaciónpor medio de una visa y puedeser que no se concrete o quecambien las disposiciones encualquier momento; entoncesestán las posibilidadeslatentes de la separación fa-miliar. Considerando que losniños son ciudadanosestadounidenses, este país losreclama como ciudadanos deellos así que hay que prevenir

esa situación teniendo al díasus documentos mexicanospara viajar con sus padres”.

Es importante que entrena México como mexicanosy no como extranjeros paraque ejerzan todos susderechos desde el primermomento. El contar con ladoble nacionalidad no alteraningún derecho en ambospaíses, son procesos que cadagobierno lleva con suspropias instituciones.

Para este año ya no se tieneplaneada ninguna jornadaextra, únicamente se abriránalgunas citas en losconsulados móviles enYoungstown, Toledo yNorwalk, Ohio. Para laatención diaria en elconsulado, favor de cumplircon los siguientes requisitos.

LANSING, Sept. 12,2019: The Michigan Depart-ment of Health and HumanServices (MDHHS) is takinganother step in its efforts topreserve coverage forHealthy Michigan Plan ben-eficiaries by mailing newinformational letters to pro-gram enrollees. Beneficiarieswho will be affected by newwork requirements begin-ning in January will receivemailed notifications startingthis month in MDHHS’s mostsignificant step yet to informenrollees and help preservetheir health insurance cover-age.

MDHHS began sendingnotification letters on Tues-day to more than 270,000Healthy Michigan Plan ben-eficiaries who currently arenot exempt from the workrequirements based on de-partment records. To retaincoverage, these individualsmust comply with the newrequirements beginning inJanuary.

“These letters are an im-portant step in MDHHS’smultifaceted plan to giveHealthy Michigan Plan ben-eficiaries clear informationabout what they need to doto continue their coverage,”said MDHHS Director Rob-ert Gordon.

“We are doing everythingin our power so that indi-viduals can comply with thiscomplex and demandingstatute. Clear communica-tion is key.”

The letter notifies benefi-ciaries that beginning Jan. 1,2020, they will be required toreport to MDHHS each month80 hours of work or other eli-gible activities, such as jobtraining. It lets them know thatif they do not report, they couldlose their health care coverage.Beneficiaries are also advisedthat they will receive more in-formation in December abouthow to inform MDHHS abouttheir work activities.

A form is included for ben-eficiaries to fill out if they meetone of the exemptions from thework requirements – such asbeing medically frail or a full-time student.

Michigan enacted itshighly successful HealthyMichigan Plan effective April1, 2014, after bipartisan ap-proval of legislation that ex-panded Medicaid to more than650,000 additional people withincomes at or below 133 per-cent of the federal poverty level.

According to research fromthe University of Michigan, theHealthy Michigan Plan hasmore than doubled primary careusage, reduced enrollees’ reli-ance on the emergency roomby 58 percent, cut uncompen-sated care by nearly 50 percent,and added $2.3 billion to thestate’s economy.

In 2018, the Legislaturevoted to implement work re-quirements for Healthy Michi-gan Plan beneficiaries uponapproval from the federal gov-ernment, which occurred inDecember.

MDHHS partnered withthe firm MAXIMUS to usewhat’s called human-cen-tered design in developingthe informational letters. Theidea is to make the letterseasy to read and understandby using simple, vivid lan-guage, large fonts, brightcolors and clear asks. Re-search from the field of be-havioral science has shownthat changes of this kind havea meaningful impact on re-sponse rates.

MDHHS has also put in

place a communication planto get the word out about theupcoming work require-ments. The department hashosted webinars for commu-nity partners and providersand will build upon theseefforts throughout the fallwith paid advertising, me-dia outreach, social mediaposts and additional out-reach to community part-ners and stakeholders whowork with people who maybe affected.

In October, notificationswill also go out to HealthyMichigan Plan beneficiarieswho are exempt from thework requirements, includ-ing people who will be age62 and older.

Aunque se reportó laaparición de Wil, nadie hadado un testimonio oficialde lo ocurrido, al parecer, elguanajuatense tuvo unaccidente cuandopracticaba ejercicio pero nose dieron más detalles. Laversión extraoficial quecircula es que fue atacadopor un venado pero hasta elmomento no hay ningunaversión oficial por parte desus familiares, a quienes fueimposible localizar al cierrede esta edición.

In a joint public state-ment issued by the TPS su-perintendent and board ofeducation, district officialsstated they welcome “trans-parency about its perfor-mance, but believes the statereport card gives a woefullyincomplete picture of pub-lic education in this andother urban districts.”

“Even with these results,the State Report Card re-mains overly broad and con-tinues to fail to accuratelycapture our progress,” thestatement reads.

In the op-ed piece, Dr.Durant emphasized TPS“saw growth in many ar-eas,” particularly gradua-tion rates and early child-hood education. The refer-ence points used in a TPSreport on the district’swebsite coincide with whenDr. Durant was named TPSsuperintendent.

The district’s latest over-all graduation rate tops 79percent, an eight percent in-crease over 2018 and 15points higher than 2014.The graduation rate for Af-rican-American students,according to Dr. Duranttopped 80 percent, a 21 per-cent improvement in thepast five years.

But Latino graduationrates have proven to be un-even over the past five years,despite TPS figures show-ing an overall 14 percentincrease since 2014 to 71.4percent. The yearly ratesfluctuated from 56.7 percent

in the 2013-14 academic yearto 70.6 percent and 72 percentthe following two years. The2016-17 graduation ratedipped to 61.9 percent beforea dramatic increase back toprior year levels. Latino stu-dents continue to have the low-est graduation rate among TPSstudents.

The district also bills itselfas “preparing students to becollege and career ready.”

To that end, TPS officialspoint out more than 91 percentof students who followed acareer-tech pathway in highschool entered employment,enrolled in higher education,or enlisted in the military aftergraduation. The number of stu-dents enrolled in career tech-nology programs has increasedby more than 2,200 students.

The percentage of studentspassing the kindergarten tothird-grade literacy test nearlydoubled. Over 87 percent ofstudents passed the ThirdGrade Reading Guarantee, ajump of just under 14 percentfrom three years earlier. Ac-cording to district statistics,students who attended TPSearly childhood education pro-grams scored higher on kin-dergarten readiness tests than

non-TPS kids.One other metric that fails

to show up on the state reportcard is student enrollmentfigures. TPS saw a net gain ofjust over 1,800 students overthe past five years, with acurrent enrollment of 23,160students. However, that isstill just over two-thirds ofthe students who reside inthe Toledo Public Schoolsdistrict.

According to state statis-tics, more than 12,000 stu-dents who live in TPS terri-tory are seeking educationoptions other than their homeschool system. That includesover 7,000 students enrolledin a charter or communityschool, more than 1,300 whosought an out-of-districttransfer and more than 2,600students who are enrolled inone of the state’s EdChoicescholarship programs, whichallow them to attend partici-pating private or parochialschools, or an option thatfocus on autism or specialneeds.

TPS enrollment hasboasted more than 30,000students in prior years—be-fore other educationalchoices became increasinglyavailable. District officialsstill must convince those stu-dents and families of its im-proving performance metricsbefore even more of themwill be convinced enough toreturn to TPS.

Es importante identificarqué es un crimen de odioporque la gente se puedeconfundir. Para que haya uncrimen tiene que habervandalismo, golpes,homicidio, es decir, debe haberun crimen; si no lo hay entonceses un incidente de odio. Soloen los casos de crímenes escuando hay consecuencias le-gales. “El incidente más comúnque vemos en la comunidadhispana es cuando alguienhabla español en la tienda o enla calle y la gente empieza agritar regrésense a México,hablen en ingles o decirte

palabrotas, eso es un incidentede odio y es importantereportarlo, depende de dóndeocurra, si es en un supermercadohay que ir con el gerente o siocurre en la escuela entonceshay que reportarlo con lasautoridades. Hoy en díatenemos teléfonos paradocumentar lo ocurrido y esonos hace sentir seguros parapoder reportarlo. En caso deque no se pueda grabar, hayque recordar exactamente laspalabras que se dijeron paraefectos de investigación”.

La Directora de AsuntosHispanos indicó que hayEstados en donde existen leyesde crímenes de odio, perogeneralmente esas leyes nocubren identidad de género,orientación sexual odiscapacidad, cada unoestablece sus propias leyes. Porlo que resaltó la importancia deque todos los Estados tenganleyes contra el crimen de odioya que hay cinco que no tienen:Wyoming, Georgia, SouthCarolina, Arkansas e Indiana.“Estamos trabajando encoaliciones con muchosgrupos para lograr que todostengan estas protecciones,también entrenamos a lasautoridades policiacas y a losfiscales en cuestiones decrímenes de odio, así como lohacemos con los Consuladosde México, con quienesestablecimos un trato para quelas personas tengan laconfianza de reportar cuando

son testigos ovíctimas. Lacomunidadtiene muchomiedo dereportar a lasautoridadesque eso es loideal pero enesos casos,p u e d e nacudir alConsulado”.

sostienen los niveles. Lo queempieza con bromas y chistesse convierte endiscriminación”.

The Village of Ottawa Hills (pop: 4,500 in northwest Ohio) is seeking an experiencedlaw enforcement professional to serve as Deputy Chief of Police. Under the generalguidance of the Chief of Police, the Deputy Chief is responsible for day-to-daymanagement of all Police Department operations.

The Police Department is a 24-hour operation with 13 full-time employees.Together, they are dedicated to fair and consistent law enforcement and preservingpeace and quality of life. The Department prides itself on providing a strong senseof security to residents.

I regularly hear from people inor near retirement who misunder-stand how Social Security works,dramatically underestimate lifeexpectancies or fail to plan forbig expenses, such as long-termcare or taxes.

These aren’t folks looking foradvice. They’ve already madeup their minds and want to argueabout financial planning pre-cepts, such as when to take SocialSecurity or how much retirementis likely to cost. But what theythink they know just isn’t so.

The reality is that most peopledon’t get good, objective finan-cial advice before they retire, saysactuary Steve Vernon, consult-ing research scholar at theStanford Center on Longevity.Many people simply wing it,figuring that if they have a SocialSecurity check and a little sav-ings, somehow everything willwork out.

Unfortunately, retirement iscomplicated, and your decisionscan have irreversible conse-quences. Talking with a profes-sional—ideally a fee-only finan-cial planner—could save youfrom a costly mistake, includingany of the following.

1. THINKING YOU’LL DIEYOUNG (OR AT LEASTEARLY)

If you die early in retirement,your worries about paying for itare over. Live longer, though,and you easily could outlive yourmoney. That stacks the deck infavor of waiting to start SocialSecurity, since each year you putit off from age 62 to 70 increasesyour benefit by about 7% to 8%.That’s a guaranteed return on astream of income that you can’t

It’s importantto maximize this survivor ben-efit by having the higher earnerdelay filing for Social Securityas long as possible. Also, mar-ried people who will get a pen-sion should strongly consider a“joint and survivor” option thatallows payments to continue forboth lives.

3. CARRYING DEBT INTORETIREMENT

If you’re wealthy, havingdebt may not be a big deal—youhave plenty of income to makethe payments, and your invest-ments may be earning more thanyou’re paying in interest. Ifyou’re not rich, though, you maybe pulling too much from yoursavings to service the debt. Thatcould increase the chances you’llrun out of money. Big withdraw-als from retirement funds alsocould push you into a higher taxbracket and increase your Medi-care premium. Give yourselfsome options by planning tohave debt paid off by retirement,but consult a financial planner

before you tap retirement ac-counts to pay off any big debts,such as a mortgage.

4. FAILING TO PLAN FORLONG-TERM CARE

If there’s anything peoplewant to ponder less than death,it’s decrepitude. Yet someoneturning 65 today has a 70%chance in the future of needinghelp with daily living tasks, suchas bathing, eating or dressing.Family and friends will helpsome, but about half will incurcosts for long-term care—pand15% will incur costs of$250,000 or more. Long-termcare insurance may be one solu-tion, or you may want to ear-mark certain investments or yourhome equity.

5. ASSUMING YOU CANWORK LONGER

About half of retirees reportleaving the workforce earlierthan they had planned. A fewget lucky, thanks to windfalls orstrong stock markets. Manymore retire because they losetheir jobs and can’t find replace-ments or because of ill health(their own or a loved one’s).Working longer can help youmake up for not saving enough,but it’s not an option you cancount on.

6. PUTTING OFF RETIRE-MENT TOO LONG

With all this gloom anddoom, now I’m telling you tohurry up already? This bit ofadvice is for my fellow antsliving in a grasshopper world:Sometimes, the grasshoppersget it right. Time, good healthand energy are all finite re-sources. Spend a few hundredbucks of your hard-earned sav-ings on a fee-only financialplanner—and find out if it’stime to start living the futureyou’ve been saving for.
