Reduce Greenhouse Gas Emissions at Large GHG-Emitting Business Establishments
This Program has for its purposes to prevent global warming by reducing the emissions of greenhouse gases,
including carbon dioxide, stemming from business activities. Under the Program, business establishmentsproducing significantly large amounts of greenhouse gas emissions are required to submit Tokyo CO2 EmissionReduction Plan, and this plan is evaluated and announced.

AAppppppllliiicccaaabbbllleee EEEmmmiiitttttteeerrrsssWhat Are Large Greenhouse Gas-EmittingBusiness Establishments?
Applicable emitters under the Program are those persons who install or manage business establishments thatfall under the following category in terms of energy consumption:
Business establishments whose consumption of fuel, heat and electricity totals:1,500 kl of crude oil equivalent or more per annum
* Heat and electricity must be supplied by outside sources only. Thermal or electric energy gained from the conversion of renewableenergy sources is excluded.
* Those business operators who have already submitted Tokyo CO2 Emission Reduction Plan voluntarily before the revision to therequirement are not needed to submit a plan even if the revised requirement imposes the obligation to submit a plan on them.
Exemplary Applicable Business Establishments Mining and manufacturing factories, incineration plants, district heating andcooling service providers, water and sewerage facilities, office buildings(including single and multiple tenant buildings), department stores, hotels,hospitals, schools, government buildings, computer centers (computer servicebuildings), halls and theaters, and other research facilities and laboratories.
* Public facilities held by the central and local governments are included.
* Electricity industry utilities' power generation facilities are not coveredby this Program but by the Tokyo Green Energy Program under theTokyo Metropolitan Environmental Security Ordinance.
Business establishments that do not fall under thecategory of applicable business establishments arepermitted to submit Tokyo CO2 Emission ReductionPlan.

The Tokyo Metropolitan Government evaluates plans inaccordance with the Evaluation Standards:
Evaluate plans in accordance with uniform standards on theformulation of targets and results of reductions
Evaluate plans, interim reports and final reports Award Official Commendations to business establishments for
outstanding achievements
Award a good rating for the formulation andimplementation of effective energy-saving equipmentmeasures
Award a good rating for the effects of energy-saving
equipment measures and reductions in total emissions
Make an overall evaluation with due consideration forvehicle exhaust fume reduction measures and otherextensive measures
Award a rating for all basic measures taken in thepast
Award as high a rating as measures taken during a
planned period for active measures taken over thepast three fiscal years
