Connections experienced a period of remarkable growth during Fiscal Year 2016, much of it surrounding our response to the national opioid epidemic, and some exciting new collaborations and partnerships that resulted in successful new programs for the organization. In November 2015, in partnership with the Delaware Division of Substance Abuse and Mental Health (DSAMH), the City of Harrington, and the U.S. Department of Agriculture, we opened the Connections Withdrawal Management Center in Harrington, where residents of Kent and Sussex Counties begin their recoveries from substance misuse. Again with DSAMH as our partner, and with the help of Barclays Bank, the Laffey-McHugh Foundation, and NCALL, we opened a 16-bed inpatient treatment facility for women in Wilmington. With many of the same partners, we opened four sober living

homes at which people in early recovery live communally – including women with children. We started Intensive Outpatient Programs – in Newark, Smyrna, Dover, Harrington, and Millsboro – that provide additional supports for the individuals served in our clinics who receive medication-assisted treatment, the scientifically proven way to prevent accidental overdoses. Our newly opened Centers for Children and Families in Delaware’s three counties harness the healing power of families to address addiction and other issues. We collaborated with Delaware’s Department of Correction (DOC) to open New Expectations, a residential alternative to incarceration for pregnant, justice-involved women struggling with addiction, which helps new mothers give birth to, and bond with, healthy babies. Connections, DOC, Barclays Bank, Deutsche Bank and the The Gilliam Foundation worked together to launch a mobile dental clinic for incarcerated individuals and our community clients, many of whom have not had dental care for years. We partnered with the Dover Police Department on its ANGEL program and the New Castle County Police Department on its HERO HELP program, as the departments moved to direct people to treatment rather than arrest them for drug possession. Marcella’s House in Wilmington, a residence for formerly homeless veterans, is now the site of the Veterans Freedom Mural – a Creative District Wilmington project. We partnered with atTAcK addiction to open two transition homes near Historic New Castle that provide safe environments for women leaving detoxes, rehabs or jails. We opened Gallery 801 in Wilmington that features our clients’ artwork. During the past year, Connections began to work outside of Delaware for the first time as the new provider of primary medical care and behavioral health treatment to individuals at the Caroline County Detention Center in Maryland. Connections continues to provide primary and behavioral health care for those in Delaware’s unified correctional system. All of these ventures address critical needs among vulnerable populations in Delaware and the region. We’re grateful for the support from our partners and donors and to our employees and Board of Directors for their tireless work. WITHDRAWAL MANAGEMENT CENTER/RESPONSE TO THE OPIOID CRISISIn response to the deadly opioid epidemic, Connections partnered with the Delaware Division of Substance Abuse and Mental Health (DSAMH), the City of Harrington, and the USDA to open the Connections Withdrawal Management Center in November 2015. The state-of-the-art facility in Harrington is the primary place where residents of Kent and Sussex Counties receive safe and secure, medically monitored withdrawal management services and connection to ongoing treatment. The center also helps those who are withdrawing from alcohol and other drugs. Connections also offers Intensive Outpatient Programs in Newark, Smyrna, Harrington, Dover and Millsboro, providing continuing support for people receiving medication-assisted treatment at those locations. With our partners from DSAMH, Barclays Bank, and the Laffey-McHugh Foundation, we opened a new residential addictions treatment facility for women in Wilmington. With these additions, Connections offers more treatment options, and treats more people, than any other provider in Delaware.

NEW EXPECTATIONS AND BEYONDConnections partnered with the Delaware Department of Correction in November 2014 to open New Expectations, a 17-bed facility in Newark for pregnant women with substance abuse issues who are facing incarceration. As an alternative to incarceration, the women receive addiction treatment and the babies are born with their mothers and under sound medical care. We also partnered with atTAcK addiction to open two transition homes near Historic New Castle for women in early recovery, and with the Delaware Division of Substance Abuse and Mental Health, NCALL and the U.S. Department of Agriculture to open four sober living houses – in Wilmington, Harrington and Milford – one of which is for women and their children. These innovative recovery housing arrangements are critical for the success of the people we serve in our integrated, comprehensive behavioral health outpatient clinics across the state.

NEW FAMILY THERAPY PRACTICEThe Bellefonte Center for Children and Families and the Kent-Sussex Centers for Children and Families (in Harrington and Long Neck) address issues from a family perspective. By harnessing the healing power of families, the marriage and family therapists at the centers provide treatment that helps families navigate crises, such as parent-child conflict, challenges at school, substance abuse and misuse, emotional and behavioral issues, and marital problems. The length of the therapy is usually brief, generally 10 sessions or fewer, with a focus on goals attainable by the families.

MOBILE DENTAL CLINIC Connections unveiled its Mobile Dental Clinic in 2016. The 38-foot dentist office on wheels was made possible by a low-interest loan from Barclays Bank and support from Deutsche Bank and the The Gilliam Foundation. The dentists in the vehicle perform comprehensive dental services to patients at work-release and probation violation centers run by the Delaware Department of Correction, where Connections is the medical provider. In 2017, the mobile clinic will also provide access for some of our consumers at our health clinics who do not have dental insurance. The clinic is one of many ways we coordinate medical, behavioral and correctional health care.

INDEPENDENT LIVING FOR ADULTS WITH DISABILITIESConnections continues to expand the residential and vocational supports we have provided for adults with intellectual disabilities since 2009. We also provide comprehensive re-integration services for former long-term residents of the Delaware Psychiatric Center. The Connections Skills Centers in Newport and Dover provide day habilitation, pre-vocational and supported employment services. In addition, Connections operates Delaware’s Community Re-Integration Support Program and six Assertive Community Treatment teams for people with serious and persistent mental illness.

VETERANS FREEDOM MURALIn 2016, the north wall of Marcella’s House, our home for formerly homeless veterans at Ninth and Washington Streets in Wilmington, became the home of the stunningly beautiful Veterans Freedom Mural, completed in partnership with the Wilmington Creative District. Connections also provides case management and housing assistance to Veterans and their families through the Supportive Services for Veteran Families program, and in 2016, participated in challenges to end Veterans Homelessness in the cities of Wilmington and Dover, New Castle County, and the statewide challenge issued by the Governor.

GALLERY 801/ARTS CORNERGallery 801 opened at 801 West Street in Wilmington, also the location of one of our integrated health clinics and Assertive Community Treatment teams, and has successfully engaged our Connections community of employees and service recipients and local community members with the city’s Creative District. The gallery has been home to many workshops and events, including our Community Art Day, Art Loop, and Art in the Urban Garden. More events are planned for 2017, including our second annual Tattoo Art Show.
