Together in Sembawang.

In the past few months, our strong community spirit has been readily seen and felt. Residents came together to participate in the many festivities and celebrations throughout our town. We gathered to ring in 2015 with the Hypesteria Countdown Party (pg 4-5), and the Year of the Goat with our Lunar New Year Celebrations (pg 6-7).

To celebrate our deep community roots and rich culture, Sembawang GRC has produced Chronicles of Remembrance, which features the history and heritage of Sembawang Town as told through the eyes of some of our oldest residents. At the book launch (pg 8-9), we feasted on kampung favourites and enjoyed old-school games, sharing a trip down memory lane.

Some of us bring togetherness one step further. Mdm Zawiyah Wee Abdullah and her family (pg 11) share how they open their doors and hearts to children in need, offering them love and stability as a foster family.

Our vibrant community spirit can even be felt in cyberspace. Residents have been active on our Kampung Sembawang Facebook page (pg 12-13), enjoying stories of kindness, keeping updated with news and events, and taking part in various fun contests.

Let us keep our community spirit strong and vibrant as we continue to enjoy being together in Sembawang town.

Bersatu-padu di Sembawang.

Sejak beberapa bulan yang lalu, semangat kemasyarakatan yang kukuh amat ketara dan tersemat di hati penduduk. Para penduduk beramai-ramai menyertai pelbagai pesta dan perayaan di pelbagai pelosok bandar kita. Kita berkumpul untuk meraikan kedatangan 2015 dengan PestaTahun Baru Hypesteria (ms 4-5), dan permulaan Tahun Kambing dengan pelbagai Perayaan Tahun Baru Cina (ms 6-7).

Untuk meraikan sejarah kemasyarakatanyang kukuh serta budaya yang kaya, GRC Sembawang telah menghasilkan Chronicles of Remembrance, buku yang mencatatkan sejarah dan warisan Bandar Sembawang melalui kaca mata beberapa orang penduduk warga emas kita. Di majlis pelancaran buku ini (ms 8-9), pelbagai juadah kampung yang digemari ramai disajikan dan para pengunjung seronok menyertai permainan-permainan dahulu kala, membawa mereka kembali ke zaman silam yang penuh keriangan.

Sebahagian daripada penduduk kita pula membawa dimensi baru kepada erti bersatu-padu. Puan Zawiyah Wee Abdullah dan keluarganya (ms 11) berkongsi bagaimana mereka telah membuka pintu hati mereka kepada anak-anak yang memerlukan dengan menjadi keluarga angkat kepada kanak-kanak itu dan menawarkan kasih sayang serta kestabilan dalam hidup mereka.

Semangat kemasyarakatan yang kukuh boleh juga dirasai di ruang siber. Para penduduk kini aktif di lelaman Facebook Kampung Sembawang (ms 12-13), menikmati cerita-cerita yang memberi inspirasi, mengikuti berita dan acara terkini, dan mengambil bahagian dalam pelbagai pertandingan yang menyeronokkan.

Marilah kita terus menyematkan semangat kemasyarakatan yang kukuh dan teguh dalam hati kita sedang kita menikmati kerukunan hidup bersama di bandar Sembawang kita ini

在过去的几个月中,我们随时随地都能看到和感受到强有力的社区精神。居民们聚集在一起,穿梭于我们的和谐小镇,参加热闹非凡的节日和庆祝活动。我们在Hypesteria倒数跨年派对(第4-5页)上一起迎来了2015年,并将通过我们的农历新年庆祝活动喜迎羊年的到来(第6-7页)。

为了庆祝我们深深扎根的社区精神和丰富的多元文化,三巴旺集选区编写了一本《纪念大事记》,通过一些最年长的居民将三巴旺城的辉煌历史和光荣传统呈现在大家眼前。在新书发布会上(第8-9页),我们将甘榜最受欢迎的事物齐聚一堂,一边参与缤纷多彩的怀旧游戏,一边分享记忆旅途上的点点滴滴。

我们中间的一些人正在让比邻和睦的气氛更加浓郁。Zawiyah Wee Abdullah夫人和她的家庭成员(第11页)与我们分享了他们作为领养家庭的精彩故事,使我们了解到他们是如何敞开大门,打开心扉接纳有需要的孩子们,为他们奉上爱心与稳定的健康生活。

我们活力四射的社区精神甚至也延伸到了网络空间之中。居民们在我们的甘榜三巴旺Facebook页面上一直非常活跃(第12-13页),他们不仅十分欣赏众多与人为善的动人故事,而且还能够随时掌握最新要闻和事件,并积极参与各种有趣的比赛活动。

希望我们继续尽情享受在三巴旺共同度过的美好时光,并发扬我们强大的社区精神,让这片热土充满活力。

Despite the relentless downpour, residents from neighbouring blocks

gathered to celebrate the first harvest sharing session held at Block 3

Marsiling Road.

Minister Khaw Boon Wan and Mr Hawazi Daipi kick-started the morning

event with a tour of the community garden and presented the vegetable

harvests to the elderly.

The Community Garden, now an integral part of our residents’ daily

routines, is a joint collaboration by National Parks Board (NParks),

Agri-Food & Veterinary Authority (AVA) and Residents’ Committees (RC).

Through our collective efforts, we were pleasantly rewarded with a bountiful

harvest of 15kg!

Much credit goes to our community garden bloomers, who are mainly

senior citizens and retirees actively involved in the upkeeping of the garden.

Rain or shine, they put in the extra effort to debug seedlings and provide

nutrients for plants. To Mdm Mani, it brings back fond memories of the

kampung spirit from her childhood days.

Mr Muhammad, a resident of Block 3, said that the community garden is a

nice touch to the neighbourhood. He visits the garden frequently and also

makes regular brisk-walking appointments with his friends.

Mr Hawazi concluded the session by sharing his thoughts. “It is good to

see residents, especially senior citizens actively gardening and is heartening

to witness the close friendships fostered. The collaboration between the

RC and various agencies has proven to be beneficial and I hope that more

residents can participate in this healthy activity.”.

Together in Celebration: Countdown to 2015Party rock to 2015! It was a night of festivity, laughter and heartfelt reflection as residents came together to conclude the last day of 2014. Held at the open field next to Woodlands Square, the spectacular line-up of activities kept all partygoers thoroughly entertained through the early hours. The mood was electrifying as young local talents consisting of bands and musicians cranked up the music on their drums and guitars. All in sync with the theme, singers belted out notes and jammed to the beats in their rock get up. Explosive and catchy tunes blew the crowd away; there was none who didn’t bop to the music. Booths and games stalls offering face painting, balloon sculpturing and airbrush tattoos also added fun and novelty for kids who were present. At the new media booth, avid “Instagrammers” were well rewarded when they put their skills to use. By including the hashtag #kampungsembawang, they received free Instagram photo printouts. Happy winners also walked away with F&B and shopping vouchers from the hourly photo lucky draw contests.

Our MPs addressed the crowd with warm greetings and wrote well wishes on balloons. In sharing their reflections and thoughts for the New Year, they also presented vouchers and added on to the festive cheer with party poppers. Camera flashes went off in all directions as many “wefies” were exchanged in remembrance of the evening.

As time inched closer towards midnight, the magnificent fireworks display commenced and overwhelmed all who were present to witness its splendor.

Right next in sequence was one of the biggest highlights of the event – the launch of Singapore’s largest red and white SG50 logo by our MPs and the organising commitee. Made up of 7744 ping pong balls, this remarkable feat has gained entry into the Singapore Books of Record. Ping pong balls were chosen as the main element to commemorate the 28th SEA Games, which will be held in June of 2015.

Celebrating as a community has made the event a meaningful one, and we look forward to creating more memories this year!

Together in Celebration: Year of the GoatSembawang GRC welcomed the Year of the Goat with memorable performances, scrumptious feasts and many well wishes! Joined by our MPs, Minister Khaw Boon Wan, Mr. Hawazi Daipi, Ms. Ellen Lee, Mr. Vikram Nair and Mr. Ong Teng Koon, we participated in dinners held across the GRC and “Lo Hei-ed” to good health, and a bountiful and prosperous year ahead. Celebrating the festive event as a community brought back the kampung spirit for all of us. There was never a dull moment with boisterous laughter erupting from tables and greetings of “Gong Xi Fa Cai!” warmly exchanged. Under auspicious red lanterns which adorned the dining area, we sang, we talked and we cheered to our hearts’ content.

三巴旺集选区以令人难忘的表演、美味的大餐和数不胜数的美好祝福迎接羊年的到来! 众多议员都出席和参与,他们包括部长许文远先生、贺华吉先生、李玉云女士、维凯先生和王鼎昆先生。他们和大家共同参加了整个集选区的晚宴,并通过“捞喜”仪式为居民们来年的健康、富裕和繁荣祈福。 以社区形式来庆祝节日活动使我们所有人都重新感受到令人振奋的甘榜精神。整个活动期间充满了欢声笑语,桌子旁不时爆发出热烈的笑声,“恭喜发财!”的问候语不绝于耳。在吉祥的红灯笼点缀下用餐,大伙们纵情歌唱,有说有笑,发自肺腑的欢呼此起彼伏。

In celebration of Singapore’s 50 years of heritage and history, a book titled “Chronicles of Remembrance” was launched on 1 February 2015 at Sembawang Community Club. It showcased our Towns’ transformation over the years, with interesting facts and anecdotes of 50 residents, fondly recounted through interviews conducted by students from Nanyang Polytechnic, Republic Polytechnic, Singapore Polytechnic and volunteers from the Sembawang GRC Youth Executive Committees.

Earlier that morning, our residents participated in the Memory Trail to visit places of historical significance which are featured in the book. Some of these places include Her Majesty’s Naval Base, Singapore at Sembawang (which was Singapore’s first naval base) and the prominent Sembawang Hot Spring. Contributors to the book were also invited to provide details and share information about each site.

Minister Khaw Boon Wan shared at the event that honesty, integrity and capability are key attributes of good leaders. With a good and honest government, SG100 will be even more outstanding than SG50.

Taking us down the memory lane was a variety of kampung games and a wide selection of “old school” treats such as chicken rice balls, roti jala, thosai, and ice kachang, available at the carnival. All in all, it was a meaningful event for the elders and a most enriching one for the younger generation, to understand and appreciate our past.

5. the Beaulieu houseThe Beaulieu House was built in the 1910s as a seaside home at 117 Beaulieu Road. When the Sembawang Naval Base construction began in 1923, it housed engineers and senior officers. After the war, it served as residence for Senior Fleet Officers like the Chief of Staff, who returned the salute at the Sembawang Jetty right in front of the house.

6. Kampung tengah Kampung Tengah was a Malay Settlement established in the 1960s. Built on 16.5 hectres of land, it was made up of three coastal villages just east of the Naval Base which included Kampung Tanjong Irau to its east and Kampung Wak Hassan to its west.

7. Masjid Petempatan Melayu SembawangDescribed as the “last kampung mosque” in Singapore, the Masjid Petempatan Melayu Sembawang (Sembawang Malay Settlement Mosque) was built in Kampung Tengah which still stands today at 27B Jalan Mempurong, despite the disappearance of the village.

8. Sembawang Park Jetty (previously known as Mata Jetty)In the 1940s, the British commenced construction of a 30m long jetty at Sembawang Road and abandoned it during the Japanese occupation. The private jetty, which was completed by the Japanese, did not have safety barricades which resulted in several accidents later on. With safety barricades installed, it is now a popular fishing ground.

9. Sembawang hot SpringsSeah Eng Keong, a Chinese merchant and the son of Chinese pioneer, Seah Liang Seah, discovered hot springs near Gambas Avenue in 1909 in his pineapple estate in Sembawang. It became popular with villagers who frequently sought the waters for its healing powers. The village came to be known as Kampung Ayer Panas, which is translated as “Village of Hot Water”.

10. Sultan theatreThe increasing population in villages scattered around Nee Soon prompted Lim Chong Pang to construct an entertainment centre for residents. Located in between Sembawang Avenue and Gambas Avenue, the Sultan Theatre was constructed in the 1930s and survived until the eighties, maintaining its high popularity with imported Chinese movies.

11. view road hospitalThe hospital was located at a relatively quiet and forgotten spot on Admiralty Road West which was within the vicinity of Woodlands and Marsiling. It was once a former mental institution which operated between 1975 and 2001. In 2008, it was converted into a foreign workers’ dormitory named View Road Lodge.

12. Kranji War Memorial (Burial place of Singapore’s first two Presidents)The War Cemetery situated at 9 Woodlands Road is the final resting place for 4,458 allied servicemen in marked graves laid out in rows on maintained and manicured lawns. Towards the north end of the cemetery grounds is the State Cemetery and burial site of Mr Yusuf bin Ishak and Dr Benjamin Henry Sheares, the first and second Presidents of Singapore.

1. rotherham GateThe former Rotherham Gate located along Admiralty Road West, was the last and northernmost remnant of several entrances into the massive naval base. A remnant of the gate which is engulfed by a tree, can still be seen today.

2. Kampung Lorong fatimahSituated off Woodlands Road, Kampung Lorong Fatimah was a Malay kampong located past the immigration checkpoint with only a small channel separating it from Johor. Most of the villagers were fishermen and boatmen who subsequently relocated to the Marsiling and Woodlands HDB estates.

3. her Majesty’s Naval Base Singapore, at Sembawang (Singapore’s first naval base)Singapore’s first naval base was completed in 1939 as a deterrent to the increasingly ambitious Japanese Empire. With the impending capture of Singapore by the Imperial Japanese Army in 1942, its dry dock gates were blown off and machinery were destroyed. The base was handed over to the Singapore government in 1971 and then converted into a commercial dockyard under Sembawang Shipyard, which is within vicinity of the Woodlands Waterfront Jetty. Parts of the Naval Base were also transformed into the scenic Woodlands Waterfront.

4. old admiralty houseThe Old Admiralty House was constructed in 1939, and was used by the British Armed Forces for strategic planning during World War II. The building situated at Old Nelson Road, was gazetted as a national monument on 2 December 2002.

BeautifuL hoMe,

heaLthY LiviNG Residents of Blk 801 – 810 Woodlands St 81 were invited to the

Public Consultation held on 3 and 4 January 2015 to view proposed

improvements to the neighbouhood.

Beautiful Home, Healthy Living was the theme of the exhibition

which showcased facilities such as the barrier-free accessibility (BFA)

ramp, covered hard court, jogging and walking trails. While adults

were engrossed in viewing the exhibition panels, children were kept

entertained by fringe activities. Bouncy castles, balloon artists and

ventriloquist performances pumped up the carnival-like atmosphere of

the fun-filled evening.

Gathering on stage with other distinguished guests, Ms Ellen Lee officially

launched the Neighbourhood Renewal Programme with a touch of

the light ball. Residents also had the opportunity to understand more

about the programme during the Q&A session. The prospect of having

these new developments is exciting, and we anticipate the increased

convenience they will bring to us!

People of Sembawang Town:foSter MuM MdM ZaWiYah

Hi Mdm Zawiyah! When did you decide to become a foster parent?It was when my children were all grown up, with my eldest daughter already studying in Polytechnic. I had also read in the newspapers that there were children who may have been abused, neglected, abandoned, or their parents were unable to care for them. I used to wonder where they were sent to and that was when I decided to call MSF to find out more.

What were some doubts you had before signing up for this scheme?At that time, we have never even heard about this fostering scheme. When I called MSF, it was only to find out more about the whereabouts of these kids. Through that phone call, I came to know about the MSF Fostering scheme where kids will be placed in houses with foster families, and we became a part of the scheme eventually.

Did you have to convince your family that you want to help out initially?Yes, we actually sat down and discussed about this. We know that it’s a temporary placement, and the openness of my husband and children made it possible for us to be a part of the scheme. It has been a great 14 years and we’ve never looked back.

How long do the children normally stay with you for? Is it hard to say goodbye when it’s time for them to leave?It can vary from a few weeks to a few years. I’ve fostered newborn kids as well. When it’s time for them to leave and go back to their own homes, it’s definitely sad and I sometimes can’t bear to part; but, we have to let go.

Mdm Zawiyah, 54, has been a foster parent under the Ministry of Social and Family Development (MSF)’s fostering scheme for the past 14 years. With love and patience, she has cared for more than 20 children, providing them with a home at her Woodlands St 83 apartment. She shares with us her experiences and how volunteering can start from home.

What other life skills have you picked up through being a foster parent?I’ve learnt to be very patient and to laugh it out with them. We know that the children come with their own (emotional) baggage, and we’ve learnt to work with every child’s different personality and background. I’m like an experienced babysitter! I think I’m very blessed and thankful to be able to look after these children. I’m happy to be able to care for these children even if it’s only for a short period.

How old are your own children? Have they thought about being foster parents?They’re 33, 29, 25 and 14. My children are not yet married, but I’m not surprised if they want to become foster parents themselves in future. They already know what to expect, and have been very helpful all these years.

As a foster parent, what is your view of foster care in general?I think foster care is good. Rather than putting the kids in homes, staying with families will allow them to grow up in a wholesome family environment.

What are some traits you think a foster parent should have?To be in this scheme, you must be willing, caring, loving, psychologically prepared, and it must come from your heart. Some of these kids can be in your care for months. They take up a lot of your time, and you’re like a full-time mother to them.

We heard you’ve recommended a number of friends to be foster parents as well.I definitely believe in recommending (friends to the scheme) as it’s rewarding, especially if you love children. If I see potential foster parents, I’ll give them the pamphlets which I always carry around in my bag. One of my sisters is fostering and some of my friends staying in Woodlands are also on the scheme.

Many children have benefitted from your love and care. What has fostering given to you?These kids make me feel young through the activities I do with them, such as running, cycling and swimming. It’s funny but people have wondered why I carry so many kids around. Many of them are actually not aware of this scheme. I believe that being a foster parent is a way of giving back to the community. The only difference is that you are doing the volunteer work in your own home.

Do you see yourself doing this for many more years to come?If my health allows me to, why not? Or… maybe until I have my own grandchildren! But yes, I really hope I can continue doing so.

Contests just for youWe’ve held a number of fun contests just for residents of Sembawang GRC. We kicked off with “Beauty At Our Doorstep” a photo contest that showcases the beautiful sights around our town. There was also “Love in Sembawang”, celebrating the inspiring love stories of people in our town. Also popular were our “CNY Closeup”, where we gave away traditional Lunar New Year goodies to three lucky residents each week.

A small act of kindness can make a big difference. One of our foreign conservancy contractors, Hossain Sanuar, has gone the extra mile in helping our resident in the hour of need.Below is an extract of the compliment we have received from the resident:

“I accidentally threw a bag of rubbish with my friend’s wallet in it. In desperation, I approached a town council worker and asked if he could open the rubbish chute for me. Not only did he agree to do so, he went on to search for the plastic bag and had found the wallet! I would like to thank him for his admirable act of digging through an unhygienic and dirty rubbish chute. I hope that his amazing effort and kindness will be recognised.”

Hossain was not in-charge of that block and he was merely passing by at that time. It was not his duty to go through the refuse. His selflessness and resolution to help the resident in need is commendable, and we could see the dedication he has towards his job. We take pride in having Hossain in our team and we aspire to be more like him.

A random act of kindness may lead to a chain reaction; the one who received the kind gesture may be encouraged to share kindness. Let’s begin with influencing one another to be kind to everyone.

Premium Subsidies for the Lower- to Middle-income• For Singaporeans with household monthly income per person of up to S$2,600 and living in residences with an Annual Value of S$21,000 or less• Benefit up to two-thirds of Singaporean households• Permanent feature of MediShield Life

Transitional Subsidies for Four Years• To ease shift from MediShield to MediShield Life• For all Singapore Citizens who experience a net increase in premiums, regardless of income

Pioneer Generation Subsidies for Life• Special subsidies of between 40% and 60%• Annual Medisave top-ups of S$200 to S$800, depending on birth year• After the subsidies and top- ups, all Pioneers will pay less

Additional Premium Support• For those who cannot afford premiums even after subsidies• The needy will not lose coverage

Medisave may be used to pay the full premiums. The additional 1% employer Medisave contribution since Januuary 2015 will cover the increase in Medishield Life premiums for most Singaporeans
