    The Smiths, like many other NorthernCalifornia couples, shelved their vacationplans this year to turn their average-sizedbackyard into a vibrant tropical paradise.

    What was once a typical suburbangrassy backyard is now a moist oasis thatseasy on both the eyes and soul. A waterfountain, a sparkly fire pit and low main-

    All I can say is that it was so worth iJamie Smith said. We basically creat

    our own tropical getaway.She said she and Brett had lived at th

    home for seven years and wanted a plato unwind after work. They also wantedplace where family and friends could assemble on the weekends.

    To Abalos, one trend has become veryclear: More and more families are drop-ping expensive vacation plans to spendmoney on their day to day living space.

    What it comes down to is that its aninvestment, he said. Youre basicallyputting money back into your home,

    while being able to enjoy something thatlasts a lot longer than a vacation. And itsalso a reflection of your lifestyle.

    Abalos said the Smith project beganwhen the couple approached him withsome ideas of their own.

    I took their ideas and added my ideas

    and then we drew something up, he said.Then once wed selected the design, theactual project only took about three and ahalf weeks.

    He said one of the simplest ways thSmiths were able to acquire their desirtropical feel was by using decorative

    For nearly two years the federal gov-

    ernment has been offering first-timehome buyers an opportunity to get

    cash for their down payment.But there are more programs out there if

    you look.Buyers who financed at least $80,000 on

    a property and meet other criteria canreceive $8,000 or 10 percent of the pur-chase price with a federal first-time home-buyers credit.

    works. It is not a credit in the typicalsense.

    You dont have to wait until taxtime, Goodman said. This is realmoney from the IRS and you getmailed a check from the IRS aftercompleting a form at the end of thepurchase.

    The State of California recentlypassed an additional credit for 5 per-cent of the purchase price or up to$10,000 for first-time home buyers oranyone who purchases a new home.

    Goodman said that money is pro-vided from the state over a three-yearperiod in your tax return filings.

    In essence, $3,333 a year for thenext three years, assuming both theproperty and yourself qualify, Good-man said.

    Homebuyers have to qualify includ-ing the purchase a house of at least

    $200,000. The new program in thisyears state budget begins May 1,

    2010. Goodman said some will luckout.

    There is a sweet spot which will bepeople who close in May or June thatare eligible for both the federal andstate credits who could receive up to$18,000, Goodman said.

    The federal government couldextend the popular $8,000 credit, butGoodman said there is a strong possi-bility the program will expire at theend of April.

    You must be under contract byApril 30 and close before the end ofJune, Goodman said.

    Members of the Armed Service haveuntil April 2011. Goodman said thereare other options to help cashstrapped first-time home buyers.

    There are other credits available,Goodman said. Many people havebeen successful in receiving up to 3percent from the seller to be usedtoward closing costs.

    ummer is a bountiful time for garden-ers in northern California. Anyonewho has tasted a home-grown toma-

    to or melon knows they offer an outstand-ing burst of flavor that simply does notcome from the grocery store.

    The easiest, most affordable and satisfy-ing way to enjoy the outstanding foods ofsummer is to grow them in your backyard.Gardening is a relatively simple processthat yields big rewards with just a littleeffort.

    Appropriately, the process starts withplanning from the ground up.

    To begin, choose a location that receives

    a lot of sunlight. Six hours a day or more isideal for summer vegetables. Also consid-er how close the watering source will be.The easier it is to water and observe the

    garden, the more likely it is to be cared for.There are many options for actuallychoosing a planting location: in-groundplanting, creating a raised bed with woodor block sides, or patio and container gar-dening in large pots. The options are lim-

    A backyard garden is an easy, afford-able way to enjoy fresh summer pro-duce.

    You too can grow veggies

    SAMPLE GARDENSPlants develop symbiotic relationships with

    each other to help them repel insects and

    be productive. For great variety and added

    natural disease resistance, try these planting

    combinations.

    Salsa Garden: Tomatoes (with cage sup-

    port), peppers, cilantro, basil. Add marigolds

    for pest resistance.

    Snack Garden: Cucumbers (on a trellis or

    support to save ground space) and radishes.

    Add marigolds or nasturtiums for color and

    pest resistance. Radishes grow quickly, for

    instant gratification and inspiration for kids

    of all ages!

    TeePee Fun: Use tall sticks like bamboo or

    fencing material to make a teepee. Plant a

    pole bean seed at the base of the teepee

    stakes, adding a morning glory seed as well.

    Youll have a fun garden to watch and the

    flowers will attract honeybees for pollina-

    tion. Add herbs below, such as thyme, basil,

    parsley and chives (just make sure the herbs

    get some sun, too).

    amendment. Sheri Fischer from theFlower Farm nursery in Loomis recom-mends adding three to four inches ofcompost to the native soil, then working itin with a shovel. Compost is sold in bags atnurseries and garden centers, making it aconvenient additive for smaller gardens. Itis important to use the native soil, as it isfull of important nutrients as well.

    Use good organic compost to improvethe soil so the plants can access the nutri-ents they need, Fischer said.

    If you prefer to plant in pots, a 15-gal-lon pot is perfect to grow tomatoes in, justmake sure you have drain holes and usepotting soil, not dirt, in

    your pot, Fischeradded.

    Once the soil isamended, plants can beadded. When deciding what toplant, it is important to consider thegarden from a vertical perspective. This

    allows the gardener to maximize plantingspaces, especially in a small space. Forexample, tomatoes can grow at the back ofa bed or supported on a cage. Below them,

    try tucking in a basil plant or pepper plant,and adding chives or radishes that alsocan grow among each other easily.

    These plants all benefit fromgrowing together, by help-

    ing resist pest infesta-tions and providingshade for each other.

    Put some flowersin it, Fischer said.

    You want it to be pret-

    ty, too. Water is the final basic necessityrequired in the garden. While there aremany options, such as drip irrigation kits

    or soaker hoses, sometimes it is best keep it simple.

    Janet Simkins, the manager of SierNursery in Roseville, recommends han

    watering for smaller gardens.Youll watch them better, see inse

    problems and get a feel for that spoSimkins said. If youre visiting every da

    youll start to know your plants and thwater needs,.

    Generally, plants will need to watered about every other day. Watch fwilting, or stick a finger in the soil to see

    it is moist. Daily watering will too much for most plants, an

    can result in less satisfyivegetables.

    A streetscape project recently complet-ed by the Roseville RedevelopmentAgency pays tribute to this past. The

    Riverside Streetscape InfrastructureImprovement Project includes structures

    and signs designed to reflect trains andrailways, and give a peek into the citysvibrant history.

    It celebrates our railroad roots, saidMayor Gina Garbolino, during an event inApril commemorating the completion ofthe streetscape project.

    In March, the citys redevelopmentagency completed a 15-month projectthat began in October of 2008 to renovatea stretch of Riverside Avenue. The areaencompasses six blocks along RiversideAvenue and includes adjacent alleywaysthat extend from Darling Way to Douglas

    Boulevard.The city spent $9.5 million about $2

    million less than the original estimate forthe project on infrastructure andstreetscape improvements.

    Paul Richardson, director of theRoseville Redevelopment Agency, saidimprovements to the sewer, water andelectrical systems in the corridor accom-panied beautification efforts.

    The project included shorter cross-walks, which makes the area more pedes-trian friendly. Traffic-calming measures

    were implemented, as well as angled park-ing spaces to increase the parking supply.The city also planted shade trees.

    The Riverside Streetscape project is part

    of a long-term strategy to revitalize down-town Roseville that began in 1989 whenthe city adopted redevelopment plansthat targeted the renovation of four com-mercial corridors in 30 years.

    The Central Roseville RevitalizationPlan established the goal of threestreetscape projects. The Vernon Streetstreetscape was completed in 2002, theHistoric Old Town project in February2008 and, most recently, the Riverside

    Avenue project.

    project will be completed in phases withthe first phase being Central Square at theLincoln Way and High Street intersection.

    The streetscape (project) does twoimportant things, said City CouncilmanKevin Hanley. One is it uses redevelop-ment dollars to provide private sector jobs

    to local construction crews; thats impor-

    tant during a recession. The second thingis it helps build a stronger business districtand gathering place. Its especially impor-tant in historical business districts.

    The Central Square project includedlandscaping, building commemorativepavers and a fire pit, planting a Christmas

    tree and installing new streetlights.

    There are also three pedestals in CentSquare, on which city officials hope to part pieces that will represent the heart

    Committee and approved by the CityCouncil. The Art Commission will recom-mend the exact pieces of art, but have yetto put a call out for artist proposals.

    Additional phases are planned tobranch out from Central Square andinclude redeveloping sidewalks, andbuilding more commemorative plaquesand interpretative signs to tell Auburnsstory. The city is collecting residents sug-gestions for people, places and eventsworth noting within the streetscape.

    The conception of the streetscape proj-ect dates back to 2005. The city had to gainthe right to do construction on Highway49 from the California Department ofTransportation, which required passinglegislation through the state.

    The Auburn Urban Development

    Authority oversees the streetscape project.The first phase of the project cost $2.2 mil-lion in redevelopment funds. The entireproject is estimated at $12 million.

    Streetscape is designed to connectDowntown with Old Town and encouragethe community to mingle.

    That would be an easy question if it wasnot for the fact that California, with someof the strictest energy standards in thenation, also has some of the most compli-cated measures to achieve those stan-dards.

    Although you have various options inachieving compliance with this energycode, understanding how can be compli-cated even for contractors and buildingofficials alike.

    The Energy Commissions five-page Pre-

    scriptive Certificate of Compliance formfor re-roofing has to be filled out for eachindividual home. This consists of per-forming calculations to demonstrate howcompliance will be achieved.

    This all has to be completed before abuilding permit can be issued for yourproject.

    In addition, a signed declaration statment of accuracy and completeness the contractor or person responsiblerequired before the building inspector wpass the final inspection.

    Besides installing a cool roof some the allowable prescriptive measures arefollows:

    Insulation with a thermal resistanceat least 0.85 hour foot or at least a -inair space is added to the roof deck over attic.

    Existing ducts in the attic are insulatand sealed according to 151(f)10.

    In climate zones 10, 12 and 13, withft2 of free ventilation area of attic ventiltion for every 150 ft2 of attic floor area, anwhere at least 30 percent of the free venlation area is within 2 feet vertical distanof the roof ridge.

    Building has at least R-30 ceiling inslation.

    Building has radiant barrier in the atmeeting the requirements of 151(f)2. Building has no ducts in the attic.Because each home is built differen

    and has unique circumstances: (vaultceilings, cathedral ceilings, tri-level, loslope areas, etc.) the prescriptive meaures could be any one or a combinationthe above.

    Your budget will probably determiwhether you choose a cool roof or a prscriptive measure. To make sure you gthe right roofing system and dont spenmore than what you need, you shou

    look for and hire a roofing company thhas enough training and experience this area. Your contractor and their saleperson should look at all options and able to explain the benefits and drawbacks of one option over the other.
