APPOINTMENTS & RESIGNATIONS
Govt constituted Apex Committee for Implementation of 2015 Paris Agreement
On November 27, 2020, the Government of India (GoI) has constituted a 17 members committee
namely “Apex Committee for Implementation of Paris Agreement (AIPA)” under the chairperson of
secretary, Union Ministry of Environment, Forest and Climate Change (MoEFCC)(Presently –
Mr.Rameshwar Prasad Gupta).
The committee will be responsible of formulating policies and programmes for the execution of
Nationally Determined Contributions (NDCs) prepared by India under Paris Agreement 2015.
• The AIPA will act as a national authority for the regulation of carbon markets in India under Article 6.2,
Article 6.4 and Article 6.8 of the Paris Agreement.
• The committee will have additional secretary, MoEFCC as the vice chairperson along with 15 members.
Purpose of AIPA:
To ensure coordinated response on climate change matters in order to keep India on track towards
meeting its climate change obligations under the Paris Agreement.
Responsibilities of AIPA:
–AIPA needs to report and communicate the NDCs to the United Nations Framework Convention on
Climate Change (UNFCCC).
–It will also define the responsibility of different government Ministries to achieve the climate change
mitigation and adaptation goals.
What are Nationally Determined Contributions (NDCs)?
The Paris Agreement (Article 4, paragraph 2) mandated each of its countries to prepare, communicate
and maintain post-2020 climate actions to reduce greenhouse gas emissions and mitigate the impacts of
anthropogenic climate change. These are known as nationally determined contributions (NDCs).
• Notably, Article 6 of the Paris Agreement aims at assisting governments in implementing their NDCs
through voluntary international cooperation.
• This article also compels the creation of an inter-ministerial committee to replace the National Clean
Development Mechanism Authority (NCDMA) constituted under the Kyoto Protocol.
NDCs of India:
There are 8 goals in the Indian NDCs, three of which are quantitative goals while the five others are non-
quantitative. The quantitative goals are as follows:
• A 33-35% reduction in the gross domestic product emissions intensity by 2030 from 2005 levels
• A 40% share of non-fossil fuel based electricity by 2030
• Creating a carbon sink of 2.5-3 billion tonnes of carbon dioxide through afforestation programmes
The non-quantitative goals are healthy and sustainable lifestyle, climate friendly and clean path to
economic development, building capacities on climate technology and mobilise domestic and new
additional funds.
About Paris Agreement:
Signed in 2016, it is an agreement within the United Nations Framework Convention on Climate Change
(UNFCCC). It was negotiated in 2015 by representatives of 196 state parties at the 21st Conference of
the Parties of the UNFCCC in Le Bourget, near Paris, France.
• It’s long-term temperature goal is to keep the increase in global average temperature to well below 2
°C (3.6 °F) above pre-industrial levels; and to pursue efforts to limit the increase to 1.5 °C (2.7 °F).
• Therefore, each country has to implement NCDs to reduce greenhouse emissions.

World’s Oldest Nanostructures Found In 6th-Century BC Pottery from Keeladi, Tamil Nadu
Scientists have discovered the oldest known human-made nano-materials in the “unique black coatings”
of ancient pottery shards dated to 600 BC that were unearthed from an archeological site in Keeladi,
Tamil Nadu. The research was published in the journal Scientific Reports and the findings have been
documented in a paper published in “Nature”.
• In accordance with the research these coatings are made of carbon nanotubes (CNTs) which have
enabled the layer to last more than 2600 years.
• It should be noted that this discovery has succeeded the old known carbon nanostructure that was
found in the Damascus blades from the 16th-18th century. Notably the technique used in the Damascus
blades was also made in India.
• Before Damascus blade discovery, the gold and silver nanoparticles were found in Islamic pottery from
the 7th-8th century CE (Common Era) and in the Roman Lycurgus Cup from the 4th century CE.
About Unique Black Coating:
The Unique black coatings observed in the inner wall of pottery shreds was analysed by the scientists
through Raman spectroscopy, transmission electron microscopy, and X-ray photoelectron spectroscopy.
• The analysis revealed the presence of single, multi-walled carbon nanotubes and layered sheets in the
coating.
• The average diameter of single-walled carbon nanotube found to be about 6 ± 0.05 nm (nanometer)
which is lowest among the single-walled carbon nanotubes reported from artefacts so far.
• The coating might include some vegetal fluid or extract which may have led to the formation of CNTs
during high-temperature processing i.e. nearly 1100-1400 degree Celsius.
What are carbon nanotubes (CNTs)?
CNTs are tubular structures of carbon atoms arranged in an ordered manner through high-temperature
processing. They have superlative properties, including high thermal and electrical conductivity, and
very high mechanical strength.
Why is this discovery is important?
The coatings in ancient artifacts may not usually last this long due to wear and tear caused by changing
conditions. But this newly discovered unique coating helped the layer to sustain more than 2600 years
which states that the nano structures are already present in nature from way back.
