FOREWORD

Tocumwal Aerodrome is owned and operated by the Berrigan Shire Council. The Council is responsible for operating the aerodrome in accordance with the arrangements outlined in this Aerodrome Manual, and in accordance with Council’s Integrated Management System. The Aerodrome Manager is appointed by the Berrigan Shire Council.

This manual has been produced to meet the requirements of the Civil Aviation Regulations for a registered aerodrome.

In addition to this manual, Council has documented procedures which address Quality, Environmental, and Work Health and Safety issues within all workplaces under Council control. This integrated holistic approach ensures all workplaces are addressed and considered under the same framework. Strategies for meeting Council’s requirements include but are not limited to:

Council adopted policies;

Workplace inspections;

Consultation with staff and user groups;

Staff development;

Reporting and monitoring of issues raised;

Incident investigation;

Development of key objectives and strategic planning.

The IMS Manual is a comprehensive document which can be provided upon request, or accessed on Council’s intranet.

The Aerodrome Manual is an operational document subject to review and amendment to meet changes that may occur with facilities at the aerodrome or personnel associated with the aerodrome.

CASA requirements may also vary with time which may also require amendment.

While the Civil Aviation Safety Regulations do not require an aerodrome manual be prepared for registered aerodromes such as Tocumwal it is recommended that a manual be prepared in order to keep all relevant aerodrome information and documentation in one volume.

Berrigan Shire Council as the aerodrome operator for Tocumwal Aerodrome have prepared this manual to assist in the effective management and operation of the aerodrome.

PART 1 PARTICULARS OF THE AERODROME SITE

The Tocumwal Aerodrome is situated at 205 Burma Road, Tocumwal LOT 51 DP1246486) and is owned freehold by the Berrigan Shire Council.

PART 2 PARTICULARS OF THE AERODROME OPERATING PROCEDURES

2.1 Aerodrome Emergency Plan

The Tocumwal Aerodrome is not a certified aerodrome and is therefore not required to meet CASA requirements for emergency management. However, Berrigan Shire Council has in place Emergency Management Plans for all workplaces and public facilities under its control. The Tocumwal Aerodrome Emergency Plan has been developed in conjunction with Council’s Emergency Planning Committee the Local Emergency Management Committee and the Aerodrome Manager to address all identified emergencies and appropriate responses in line with AS3745 2010, “Planning for emergencies in facilities” as well as requirements under CASA MOS PART 139 AERODROMES SECTION 10.7.1.1

A copy of the Aerodrome Emergency Plan is included in the Appendices of this Manual.

2.2 Aerodrome Lighting

The lighting system at Tocumwal Aerodrome consists of the following elements: - Low intensity RWY lights - RWY 09/27, blue taxiway edge lights, apron flood light, PIWDI, SIWDI, yellow holding point lights. Red flashing obstacle light on tower west of aerodrome.

A Pilot Activated Lighting system (on frequency 125.5 kHz) is provided on runway 09/27.

Runway and taxiway lighting to be checked weekly by the Reporting Officer as an additional item to the normal thrice a week aerodrome inspection. Any minor failures, such as failed lamps or broken lenses will be promptly repaired by the Reporting Officer.

Runway lights will be checked for level and brightness from the air at least once every 6 months.

A record of each inspection will be made on the Runway and Taxiway Lighting and Control Equipment Inspection Checklist, filed in the onsite Reporting Officers log book and a copy forwarded to the Council Office for filing in the duplicate log book.

Any urgent electrical failures will be notified by the Reporting Officer to the Aerodrome Manager and, if appropriate, to the NOTAM office. Repairs will be undertaken by a Licensed Electrician on the order of the Aerodrome Manager.

Every 5 years a full check of the electrical system and AFRU - PAALC will be carried out by suitably qualified personnel as set out on the Electrical Maintenance Schedule for Runway and Taxiway Lighting and Control Equipment.

Normal maintenance will be undertaken during the weekly inspections and any minor failures discovered will be promptly repaired.

The aerodrome is not provided with a stand-by generator power.

There are no portable runway lights at Tocumwal Aerodrome.

1 - RUNWAY, TAXIWAY AND ASSOCIATED LIGHTS

Performance Inspection By Reporting Officer Weekly

Carry out checks as follows: Switch on PAL with radio and observe that runway, taxiway, apron, the illuminated wind indicators and apron floodlighting are working.

Check that the lights remain on for at least 30 minutes. The primary illuminated wind indicator lights are to flash at least 10 minutes before the lights turn off. (Indicator lights should not start flashing until after at least 20 minutes) Any failures beyond the repair expertise of the Reporting Officer, is reported to the Aerodrome Manager for action.

Tocumwal Aerodrome Electrical Maintenance Schedule for Runway and Taxiway Lighting and Control Equipment

Technical Inspection and Maintenance Schedule Every 5 Years

The bulk of this inspection is done by the Technical Inspector. The Aerodrome Reporting Officer can perform tasks such as painting and general maintenance as required at this particular time.

When carrying out inspections of any light fitting, the following must be observed:

Gaskets on light fittings – check for deterioration

Terminations and wiring – observe condition

Contacts – inspect for signs of burning or pitting

Runway/Taxiway Light Fittings;

Tests 1 – 4 are carried out with the field circuit disconnected, and one end of the circuit connected to the cubicle earth. An earth stake must be driven in near the fitting to check the earth resistance of the secondary to primary (at 500V).

Test 5 is carried out with the field circuit reconnected for a constant primary current, to check the performance of the series isolating transformers.

The transformers are 6.6/4 amp and the secondary current must be in the range of 3.9 to 4.1 amps (+/- 2.5%). Therefore if 6 amps is the selected primary current, the measured secondary current would be the same ratio (1.65/1) or 0.606 of the primary current – 3.64 amps. (Range 3.55A – 3.73A)

Transformers are numbered 1 – 52 starting on the left when entering the taxiway from the apron, and remaining on the left until returning to the light fitting opposite fitting one.

2.3 Aerodrome Reporting

NOTAM is an acronym for "Notice to Airmen". The NOTAM is a legal document and the delegation to originate a NOTAM is restricted. A NOTAM is a notice issued by or with the authority of the Civil Aviation Safety Authority and containing information or instructions concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential to persons concerned with flight operations.

The aerodrome information published in the Enroute Supplement is checked every issue. Any change to this information is advised to Airservices Australia and the CASA District Aerodrome Inspector. Any NOTAMS issued will be recorded in the Reporting Officer's log book.

The names and contact numbers of the aerodrome's Reporting Officers authorised to issue NOTAMS are advised to CASA and the NOTAM office whenever there is a change. Requests for the issue of NOTAMs are made by a nominated Reporting Officer to the Australian NOTAM Office Centre using the form attached. Changes to AIP information are reported to DAI, CASA as an amendment to Part 3 of the Manual.

2.4 Access to Aerodrome The aerodrome boundary is protected by stock proof fencing, and "No Trespassing" signs are displayed at access points to the apron and at other appropriate places, deemed necessary by the Aerodrome Manager. The integrity of the fencing is checked during serviceability inspections carried out by the Reporting Officer. The perimeter road provides access to various locations within the aerodrome for drivers and vehicles that have been granted a permit to enter (see 2.8). The perimeter road is separated from most airside locations by an earthen bank. Warning signs are erected around the perimeter road to encourage drivers to stay within the permitted area. The aerodrome operator ensures all permit holders are instructed on the rules for driving airside and enforces compliance. Aerodrome fixed based operators who require access to the movement areas are required to provide a secure access that prevents unauthorised entry. They must display the approved Berrigan Shire Council “No Trespassing - Unauthorised Entry Prohibited by order of Aerodrome Manager” signs. All aerodrome signs are to be approved by the Aerodrome Manager. Aircraft operators are required to ensure that their aircraft is secured, and their passengers are controlled when on any part of the Tocumwal Aerodrome movement areas. Access to the airside of the aerodrome is controlled by the Reporting Officers under the authority of the Aerodrome Manager. For serious or repeated acts of trespassing, the Reporting Officer will seek Police assistance.

2.5 Aerodrome Inspection by Aerodrome Operator

AERODROME SERVICEABILITY INSPECTION Aerodrome serviceability inspections are carried out by one of the nominated Reporting Officers three days of the week. In addition, inspections are carried out after severe weather conditions, such as heavy rainfall or gale force winds. A Reporting Officer is on-call 24 hours/day and will respond to any other incidents reported. Reporting Officers are equipped with mobile telephones and can contact the Australian NOTAM Office if required during an inspection. The inspection logbook is kept with the aerodrome Reporting Officer located at the aerodrome and a duplicate logbook is kept at the Berrigan Shire Offices. After the inspection the Reporting Officer is required to complete the checklist attached as Appendix “A” and write an entry in the logbook detailing any unserviceable condition, or other condition of concern, together with a note of the action taken. All repairs, modifications, replacement or adjustments that do not require the closure of a runway or aerodrome are to be recorded in the Minor Repair Log Book (Appendix “B”). Copies of any fax sent to the NOF detailing any aerodrome unserviceability, and or any memos sent to the Aerodrome Manager detailing operational items considered to require maintenance, are required to be filed with the logbook. The Reporting Officer is required to sign the logbook with the time and date of the inspection. Copies of all entries into the logbook and completed checklists are to be forwarded to the Aerodrome Manager for filing in the duplicate logbook kept at the Berrigan Shire Offices. Logbooks are kept for at least 2 years. Any defects identified shall be rectified by the Reporting Officer if possible or reported to the Aerodrome Manager to arrange for repair.

2.5.1 Aerodrome Technical Inspections Specific elements of aerodrome facilities and the aerodrome surroundings are to be technically inspected by qualified personnel as follows: Special inspections may be required as a result of one of the following:

(a) the results of an aerodrome serviceability inspection indicate that a more detailed technical inspection is required; or

(b) when requested by the relevant Aerodrome Inspector in relation to obstacles which may be infringing the OLS; or

(c) pilot notification through lodgement of an air safety incident report, that part of an aerodrome may be unsafe.

At intervals not exceeding 2 years:

(a) inspection of aircraft pavements for distress or deterioration and adequacy of apron safety procedures;

(b) maintenance of the movement area for compliance with standards and recommended practices;

(c) security of the movement area, including the suitability and adequacy of aerodrome boundary fences;

(d) cleanliness of fuelling installations; (e) handling of hazardous materials; (f) instrument survey of the obstacle limitation surfaces; (g) movement area drainage, including scouring; (h) movement area pavements; and (i) signs (including movement area guidance signs).

At intervals not exceeding five years:

(a) electrical testing of ground earthing points; and (b) inspection and testing of runway, taxiway and apron lighting and

electrical reticulation system.

2.6 Aerodrome Works Safety Aerodrome works will be carried out in accordance with the CASR Part 139 – Manual of Standards – Aerodromes – Chapter 10.10 Aerodrome Work Safety. Routine and minor maintenance items will be carried out as time limited works under the supervision of one of the Reporting Officers as per Chapter 10.10 MOS 139. Time limited works will not be carried out at night or during periods of low visibility. For time-limited works that require more than 10 minutes to restore normal safety standards to the movement area and remove obstacles, a NOTAM will be issued not less than 24 hours before the commencement, giving the date and time of commencement and the time required to restore normal safety standards. Projects within the runway strips which cannot be completed as time limited works will be undertaken with the affected runway closed or, if both runways are affected, with the aerodrome closed. When closure of the aerodrome or a runway is required for planned maintenance work, if a Method of Working Plan (MOWP) is required, it will be issued in advance of the work. The DAI will be contacted for a decision as to whether a MOWP is required. A copy of the MOWP will be sent to the CASA. Copies of the MOWP will be sent also to the fixed base operators as listed in Attachment 1. All major repairs and modifications where the closure of a runway or aerodrome is required, will be recorded in the Major Repair Log Book by the Aerodrome Manager (page 32). Reporting Officers are equipped with mobile telephones and can contact the Australian NOTAM Office if required during works.

Standard Airside Conditions

for

Works at Tocumwal Aerodrome

General

These instructions, and any additional instructions issued by the Airside Operations Manager during works, are to be followed at all times.

A pre-start inspection may be necessary to ensure that there is a clear understanding of the condition of the area prior to work commencing and that the condition is documented in writing and in photos.

Variation

No variation to these Safety and Security Procedures may be made without the written approval of the Aerodrome Manager.

Work Safety Officer

A Works Safety Officer will oversee the construction work. The Works Safety Officer, appointed by the Tocumwal Aerodrome Manager will ensure that:

i. All deliveries to and from the access gate to the work site are escorted.

ii. Issuing visitors passes to delivery drivers and vehicles. iii. Issuing crane and hot works permits.

iv. The Tocumwal Aerodrome Manager and Air Traffic Control are advised of any accident, incident or other damage to facilities.

v. Placing markers, markings and lights around the site.

vi. Briefing of the works party and visitors on the airside safety conditions.

vii. Vehicles, plant and equipment carrying out the works are properly marked and lit.

viii. The contractor moves clear for approaching arriving and departing aircraft.

ix. Equipment is contained within the work site at all times.

The contractor will be responsible for meeting all costs associated with the provision of the Works Safety Officer.

Deliveries

Deliveries to the construction site will be available through a nominated gate.

To obtain an escort the delivery vehicle must meet a number of conditions

Authority to Drive Airside

At Tocumwal Aerodrome “Authority to Drive Airside” must be obtained for all contractors’ staff who will require unescorted access between the works access gate and the works site.

Applications for Authorities to Drive Airside must be made at least seven days in advance.

Access Gates

Access to airside of the aerodrome for these works will be through a nominated gate.

Vehicle Marking

Vehicles that require unescorted access to the site will be required to have signs that clearly identify the vehicle as belonging to that company. An A4 size sign should be taken as a guide.

Additionally, all vehicles will be required to have displayed an amber rotating beacon on their vehicle whilst airside.

Access from Gate to Work Site

Access from the gate to the work site for all contractors’ staff who do not have authority to drive airside, will be escorted.

The contractor must wait at the nominated gate for the escort.

Remain on Formed Roads

All vehicles and equipment must remain on formed roads as much as possible.

Vehicle Speed Limit

Unless otherwise signed, a speed limit of 25km/h applies to all vehicles on the Airside Road system. Breaches of this speed limit will result in refusal of access to the airside for the driver and vehicle involved.

Vehicle Cleanliness

All vehicles used by the contractor must have clean tyres to prevent spoil and other debris being left on the apron or access route. Vehicles must be washed if necessary before leaving the site.

Pavement Cleanliness

The contractor is required to keep the work site and all aircraft pavements used of crossed during the works clean to the satisfaction of the Aerodrome Manager.

The contractor is to ensure that no slurry from concrete sawing or drilling escapes from the immediate area by providing a dam around the site.

Designated Works Area

The designated works area is marked by barriers around the full extent of the site. Works staff are not permitted to move outside this area except with the approval in writing of the Aerodrome Manager or under escort by the Works Safety Officer.

Markings of Works Site

As per Chapter 8 of the CASR Part 139 Manual of Standards (MOS) Aerodromes.

Parking of Equipment

All vehicles, plant and equipment must be contained within the work site at all times.

Equipment must not be parked within three metres of the security fence, unless the security fence has been specially modified to be 2.4 metres above the equipment.

Closure of Roads

Where any excavation or works go across a road, only half the road may be closed off at any time.

24 hours’ notice is required for the closure of a part of any airside road. Where the closure is required for Monday, the notice must be given on the Friday before the Monday required.

Filling Trenches

All trenches and pits are to be filled with good clean sand and compacted to the Works Safety Officers requirements when works are completed.

Pit covers must be capable of supporting the weight of vehicles, plant and equipment usual to that area.

Operation of Cranes

A permit must be obtained prior to the erection of any crane on site. This permit will be available from the Works Safety Officer.

Crane permits will be issued for a maximum of 1 day only and must be returned at the end of each day’s work.

Cutting/Welding/Grinding

A permit must be obtained from the Works Safety Officer prior to any oxy cutting/welding or grinding being undertaken on the airport.

Permits will be issued for a maximum of one day and will only be issued when all Tocumwal Aerodrome safety requirements have been met. This will include:

That the site is clean and free of combustible material That a spark resistant solid hording is placed around the site That two nine litre fire extinguishers are on site That a fire blanket (3m² minimum) is on site That a container for hot cuts offs is provided

Permits will not be issued on days of total fire ban.

Temporary Buildings

No temporary buildings will be allowed on site except with the written approval of the Aerodrome Manager.

Temporary buildings must also be securely fastened to the ground.

Explosives

No explosives, or explosive tools, of any type shall be used on the aerodrome.

Waste Disposal

Any waste generated at the site must be placed in secure rubbish bins and removed from the airport at the end of each day.

The contractor is to ensure that all waste is contained and not free to blow around. Rubbish skips located on the airside must have a lid or be covered in some other way to prevent the material from blowing away.

Builders waste is to be removed at the end of each days work or as directed by the Works Safety Officer. Any waste not removed to the satisfaction of the Aerodrome Manager will be removed by the Aerodrome Manager at the contractors cost.

Airport Emergency and Poor Visibility

During declared airport emergencies and/or poor visibility conditions the contractor may be either refused entry to the site or requested to vacate the airside if already there.

Because of the unforeseen nature of these conditions prior warning may not be given to the contractor.

Smoking

All of the airside is a designated NO SMOKING area. No smoking is allowed within the works site, any temporary buildings or any vehicle airside.

Workplace Health and Safety

Personal protective equipment (including eye and hearing protection) must be provided to all staff working on site.

This is Berrigan Shire Council’s or the contractor’s responsibility.

Visibility Vests for Airside Workers

All contractor’s staff must wear high visibility vests when working on the airside of the aerodrome. The vests must be lime green in colour and meet the current Australian Standards.

Use of Metal Track Vehicles

Vehicles with metal tracks such as excavators and bulldozers have the potential to damage the concrete surface where the aircraft park.

Vehicles with metal tracks are not to be driven or stored on the concrete apron surface at any time, unless heavy-duty rope or wooden mats have been placed under the tracks.

Days of Total Fire Ban

On days of total fire ban welding, grinding or oxy cutting will not be permitted in the open air.

Use of machinery with naked flames will not be permitted either.

At the Completion of Each Days Work

At the completion of each day’s work, the contractor is to advise the Works Safety Officer so that a joint inspection of the work site can be conducted.

Any security or safety issues raised at the time of the inspection must be addressed before the work site is vacated for the day.

Completion of Works

On completion of the works the contractor is to clean up the area, make good any pavement damage and remove all builders rubbish, excess materials and construction plant from the site and from the airport.

A dual inspection of the site by the contractor and the Aerodrome Manager must be completed before any job can be signed off as completed.

2.7 Aircraft Parking Control

No formal parking procedures are established at Tocumwal Aerodrome.

A tie down cable is provided on the hard standing area east of the fuel bowser.

Aircraft are secured at owner’s risk.

Grass area’s marked by yellow gable markers are available subject to weather conditions.

Pilots are responsible for ensuring adequate clearance during start-ups.

No aircraft push backs are to occur.

No visual docking guidance system is provided.

2.8 Airside Vehicle Control

Rules are established to control vehicle access to the apron and are stated on page 42. Notices displayed on all access gates stating restricted access to people having a legitimate requirement to enter the aprons and manoeuvring areas. All fixed base operators need to sign the form on page 42 and the original copy be inserted in the master copy of the aerodrome manual held by the Tocumwal Aerodrome Manager. All fixed base operators are to have inserted a copy of this form in their copy of the aerodrome manual.

(b) the method of instructing and testing drivers in relation to the applicable traffic rules.

The nominated Reporting Officers, the Aerodrome Manager and other authorised persons that have been briefed on aerodrome safety and completed the form on page 42 are the only personnel permitted to take vehicles onto the taxiways and runways.

2.9 Bird and Animal Hazard Management

Reporting Officers are alert to the potential danger of significant numbers of birds and animals at or in the vicinity of the aerodrome. Bird and animal numbers are constantly monitored and possible attractions, such as food sources, are removed or changed where practicable in consultation with the National Parks and Wildlife (Griffith NSW).

Evidence of bird strikes and animal incidents are recorded in the Reporting Officer's log book. Any bird strikes or animal incidents are reported to ATSB on the Air Safety Accident or Incident Report form. A NOTAM is issued if a significant bird or animal hazard arises. ERSA contains a general warning of the bird and animal hazard at the aerodrome.

Where significant bird or animal hazards are identified by the Reporting Officer, Council will take any reasonable action available to alleviate the problem

2.10 Obstacle Control

Berrigan Shire Council as the Aerodrome Operator has put formal procedures in place to monitor and control the erection of structures in the vicinity of the aerodrome.

Procedures for monitoring obstacle limitation surfaces

The Reporting Officers include a visual check for new obstacles in the approach and transition surfaces during their inspections.

The approach, take off and transition surfaces are surveyed annually by a suitably qualified person, engaged to perform this task. Airport Survey Consultants are contracted annually to complete this survey.

Airservices Australia have provided obstacle data for monitoring the GPS approaches on runways 09/27.

The Aerodrome Manager has arranged for an OLS plan to be drawn up. Both Berrigan and Moira Shires hold a copy of the plan.

Council considers the potential effect of new structures on the obstacle limitation surfaces as part of its planning approval process.

The Aerodrome Manager will advise the District Aerodrome Inspector of any potential obstacle which will protrude through the obstacle limitation surfaces (OLS) in order that an assessment is carried out on the effect on aircraft operation. If any obstacles are detected, the appropriate NOTAM action will be taken and the DAI will be informed.

2.11 Disabled Aircraft Removal

In the event of a disabled aircraft being on the movement area, the affected runway/area will be closed and marked and a NOTAM issued.

The movement area will be checked for safety before re-opening.

The pilot of a disabled aircraft is expected to immediately notify a Reporting Officer if the aircraft is within a runway strip or otherwise significantly affecting operations at the aerodrome.

The pilot is expected to have the authority of the holder of the aircraft's certificate of registration to immediately remove an aircraft which is obstructing operations on the movement area of the aerodrome.

The holder of the aircraft's certificate of registration is responsible for providing, by the fastest means practicable, any special equipment which may be necessary to permit removal of a disabled aircraft.

Indemnity Form (page 59) to be signed by the aircrafts Certificate Holder/or his representative (Pilot).

The pilot of a disabled aircraft is expected to notify the holder of the aircraft's certificate of registration.

If a disabled aircraft cannot be immediately removed from within a runway strip, unserviceability crosses will be displayed on the runway by a Reporting Officer and the Australian NOTAM Office notified of the runway closure.

The holder of the aircraft's certificate of registration is expected to provide by the fastest means practicable any specialised equipment and personnel required to remove a disabled aircraft.

As far as practical, Council employees and equipment will be made available at a reasonable charge to assist in removing a disabled aircraft which is obstructing operations at the aerodrome.

2.12 Handling of Hazardous Materials

Council is not aware of any hazardous materials, other than aviation fuel, handled on the aerodrome.

Aviation fuel is stored on the aerodrome in an above ground self-bunding tank with a four-hour fire rating.

Any explosives, as defined by the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air, will be loaded and unloaded in accordance with CAAP89O-1 (Safe Distances for Explosive Laden Aircraft).

The area designated for loading and unloading explosives at Tocumwal Aerodrome will be assessed by the Aerodrome Manager as required.

Aviation fuel is delivered and stored in accordance with the procedures specified in the procedures detailed in the Standards Association of Australia Booklet AS1940 "Storage and Handling of Flammable and Combustible Liquids".
