What are the Changes

bull If an operator is not in compliance with EASA Regulations by 28thSeptember 2008 he may run the risk of his aircraft being grounded Whyhellip

bull Maintenance can only be undertaken by organisationsindividuals approved or licensed as outlined in EASA Part M

bull There is a new maintenance organisation approval ndashRef Part M subpart - F for non commercial air transport ldquolightrdquo aircraftand components



bull The non expiring CofA must be validated by an Airworthiness ReviewCertificate (ARC) either annually or 3 yearly

bull For the 3 yearly ARC aircraft must be within a ldquocontrolledenvironmentrdquo

bull The above will need organisations to gain approval in accordance with Part M subpart G ndashContinuing Airworthiness Management Organisation

Subpart G ndash Applicability DetailsThis Subpart establishes the requirements for the issue or continuationof an approval for the management of aircraft continuing airworthiness

For commercial air transport the approval shall be part of the AOC

The continuing airworthiness management organisation CAMO shallprovide a continuing airworthiness management exposition CAME

The organisation shall appoint an Continuing Airworthiness Manager

All personnel shall be able to show relevant knowledge background and appropriate experience related to aircraft continuing airworthiness

For airworthiness reviews an approved CAMO shall have appropriateairworthiness review staff to issue MA Subpart I airworthiness reviewcertificates or recommendations


Personnel RequirementsContinuing Airworthiness Manager

Five years relevant work experience of which at least two years shouldbe from the aeronautical industry in an appropriate position

Knowledge of a relevant sample of the type(s) of aircraft gained througha formalised training course

Thorough knowledge with the organisations continuing airworthinessmanagement exposition (CAME)

Knowledge of quality systems

A relevant engineering degree or an aircraft maintenance technicianqualification

Knowledge of the Operatorlsquos Operations Specifications

Knowledge of maintenance methods


Privileges of CAMO

Privileges of the Subpart G approved organisation

Manage the continuing airworthiness of non commercial air transport aircraft as listed on the approval certificate

For a Commercial Air Transport Operator manage the continuing airworthiness of the commercial air transport aircraft listed on their Air Operators Certificate

Sub-contract continuing airworthiness tasks to another organisation working under its quality system (Ref Appendix II)

Not applicable for ldquoStand alonerdquo CAMO


Privileges of CAMO + OrganisationA Subpart G approved organisation may additionally be approved to

Issue an Airworthiness Review Certificate bull Issue Form 15(b) ARC for aircraft as listed on their

approval certificate which are within a managed environment or

Make a recommendation for the airworthiness review to a Member State of Registrybull Recommendation for ARC renewal for aircraft listed on

their approval certificate which have not been in a managed environment for 12 months or are permanently not within a managed environment

bull Perform an airworthiness review and make a recommendation for an ARC on a lsquoUsedrsquo aircraft being imported from outside the EU (Ref 21A174(b)3(ii))

CAMO + ndash Personnel RequirementsTo be approved to carry out airworthiness reviews an approvedcontinuing airworthiness management organisation shall have appropriate airworthiness review staff to issue MA Subpart I airworthiness review certificates or recommendationsMain Main RequirementsRequirements at least five years experience in continuing

airworthiness and an appropriate Part-66 licence or an aeronautical

degree or equivalent and formal aeronautical maintenance training and a position within the approved organisation with

appropriate responsibilities Conduct an Airworthiness Review under supervision


CAMO + ndash Personnel Requirements To hold a position with appropriate responsibilities means

the airworthiness review staff should have a position in theorganisation independent from the airworthinessmanagement process or with overall authority of theairworthiness management process of complete aircraft

Airworthiness review staff nominated by the approvedcontinuing airworthiness organisation can only be issued an authorisation by the approved continuing airworthinessorganisation when formally accepted by the competentauthority after satisfactory completion of an airworthinessreview under supervision


ARC - Controlled Environment

An aircraft in a controlled environment is an aircraftcontinuously managed by an MA Subpart G approvedcontinuing airworthiness management organisation whichhas not changed organisations in the previous 12 months and which is maintained by approved maintenance organisations

This includes MA803(b) maintenance carried out andreleased to service according to MA801(b)2 (a Part 66 CS) or MA801(b)3 (the pilot owner)

MA803(b) = PilotOwner limited maintenance(Is only applicable for aircraft in Non Commercial operation)



bull If an aircraft is within a controlled environment thecontinuing airworthiness management organisation managing the aircraft may if appropriately approvedbull issue the airworthiness review certificate in accordance

with MA710 andbull extend twice the validity of the airworthiness review

certificate it has issued for a period of one year eachtime An airworthiness review certificate shall not beextended if the organisation is aware or has reason to believe that the aircraft is unairworthy

bull If an aircraft isbull Not within a controlled environment orbull The managing Subpart G approved organisation does not

hold the additional ARC privileges (CAMO +) thenbull The airworthiness review certificate shall be issued by the

FOCA following a satisfactory assessment based on a recommendation made by a Subpart G approvedorganisation holding the privilege to carry out airworthinessreviews (CAMO +) together with the application from theowner or operator


The Airworthiness ReviewTo satisfy the requirement for an MA902 airworthiness review of an aircraft a full documented review of the aircraft records shall becarried out in order to be satisfied that airframe engine and propeller flying hours and

associated flight cycles have been properly recorded and

the flight manual is applicable to the aircraft configuration and reflects the latest revision status and

all the maintenance due on the aircraft according to theapproved maintenance programme has been carried out and

all known defects have been corrected or when applicable carried forward in a controlled manner and

all applicable airworthiness directives have been applied andproperly registered and


The Airworthiness Review all modifications and repairs applied to the aircraft have

been registered and are approved according to Part-21and

all service life limited components installed on the aircraftare properly identified registered and have not exceededtheir approved service life limit and

all maintenance has been released in accordance withthis Part and

the current mass and balance statement reflects theconfiguration of the aircraft and is valid and

the aircraft complies with the latest revision of its type design approved by the Agency

In addition a physical Survey will be required to becarried out
