Design and planning for the reconstruction of the Menominee River Bridge began moving forward in 2016. The bridge Engineering and Design contract is with OHM Advisors. In September of 2016 an Opinion of Probable Construction Cost was presented. The total construction cost estimate was, at that time, $1,304,710.00 to which an additional 18% +/- would need to be added for project administration. That would have placed the total project costs around 1.5M.
As design work continued the existing bridge railing was found to be unsafe and the options of closing or repairing were presented. The full funding had not yet been secured by either state and the repair option was determined to be the best option. That design and construction occurred in 2017 with construction project costs of $45,250 plus additional costs for design and Construction Administration.
Between June and October of 2017, the Wisconsin DNR awarded three grants to Florence County Forestry and Parks Department totaling $480,000.
As this project was preparing to release bids the team discussed the work scope and decided that based on the current funding and type of work that it made the most sense to break the project into two Phases (Phase 1 – trestle deck, Phase 2 abutment repairs).
Bids have been received for Phase 1 and the full project cost (original design, emergency railing repairs, Phase 1 construction, all administrative and oversight fees) have been determined. The costs for Phase 2 are based off an updated construction estimate.
Current cost summary for the Menominee River Bridge: Phase 1 Phase 2 Total Project Projection

**It should be noted that this projected cost in 2020/21 is still below the estimated amount presented in 2016 prior to the emergency work.
To date the State of Wisconsin has committed $480,000 and the State of Michigan $629,000
Florence has rcvd $479,956 in grant funds to date. Seeking additional $230,831 in additional funds ($115,415.50 each from ATV and Snowmobile) for Wisconsin's share of the bridge.

Project: US2 Railroad Corridor, Menominee River Bridge
The Florence County Forestry and Parks Department in conjunction with the Michigan DNR proposes to replace the deck and repair the structure on a 392' bridge in the Town of Florence, Wisconsin.
The structure that is in place is an old Railroad Bridge. While the substructure of the bridge is in
relatively good shape there are areas that are in need of repair for continued long term use of the
bridge. The Michigan DNR has hired an engineering firm to design an upgrade to the current design.
We are proposing to remove the existing ties, decking and railing and replace with a steel/wood bridge
deck and railing. Other items in need of repair are the abutments, piers, and wing walls. The abutments
and piers are in need of tuck pointing, the center pier (in the River) is in need of tuck point below the
water line.
Enclosed in this application is the engineering design and cost estimate. Also enclosed are all of the
associated agreements with the Wisconsin DOT and Michigan DNR for work on the bridge and trail.
In 2014, Florence County Received a grant through the Snowmobile program to repair the railings and
decking on this bridge. In reviewing this bridge with the Michigan DNR it became apparent that the
bridge was in need of many more improvements. The grant was S-4384 for $22,740. This grant could
either be turned back to the snowmobile program or reissued to the full amount needed to complete
this project.
The US2 Railroad Grade trail is a highly used trail for snowmobiles. In 2017, this bridge will be open for
ATV use. This bridge will allow for interstate travel from Florence, WI into Iron Mountain, Michigan.
The Michigan DNR has routes through Iron Mountain to connect to other trails throughout the Upper
Peninsula.
A Michigan Engineering firm provided a design and cost estimate of $959,910.00 to remove the bridge
deck, and repair the super structure. This price includes labor, equipment, and materials. We are asking
for $45,000 from RTA, and $217,477.50 from the ATV program and $217,477.50 from the snowmobile program.

5. Briefly describe why the bridge needs to be rehabilitated.This bridge is an old Railroad bridge. There have been multiple fires on the bridge and the current decking and ties are indisrepair. The superstructure of the bridge is in need of repairs as well. Tuck pointing mortar joints and repairs of theapproaches on both sides of the bridge are also needed. We received a snowmobile grant for repairs to the decking andrailings however, the costs were much more than the grant and the grant was not used.
