This leter is to inform you of some basic informa�on you will need to know as a 4-H or FFA livestock show exhibitor and auc�on consignor. Included with this leter is the 4-H Programming Guidelines During COVID-19 (general and livestock specific) document as provided to us by the University of Kentucky, Coopera�ve Extension Service, 4-H Youth Development program. We advise that you read through this document and make yourself familiar with these guidelines prior to your species show. You will also find a second document that provides the same informa�on but in a visually-friendly way. Noel and I created a brief video to share with our FFA & 4-H membership to explain the logis�cs of this year’s shows and

hear that pre-registra�on for all livestock shows and the virtual auc�on is required this year so that we can prepare documents for

contact tracing if needed in the future. The pre-registra�on process must be completed by each exhibitor. The deadline to

4-H Program Guidelines related to Covid-19

The following information has been provided to Extension staff who are conducting 4-H programs to ensure they are in line with state government, University of Kentucky, and Cooperative Extension guidelines. As we begin a phased resumption of programming in KY, please refer to the Extension their district director before resuming any programming in their county.

Currently (June 15, 2020) extension meetings/programs should be conducted virtually if possible. This is our foremost option to protect the health of our employees, clientele, and communities.

Essential meetings can be held, in person, if social distancing, group size, room capacity, and disinfection guidelines are followed. Please consult with your district director to determine whether a meeting is considered essential. Flexibility is allowed with this interpretation (pending district director approval) in order to allow Extension Agents the room they need to conduct their county programs.

4-H Gatherings (General Guidelines for All Clubs/Activities/Events)

• Club meetings, activities, and events should be conducted virtually if possible. If they cannot be conducted virtually, they should be moved outdoors or into a large well-ventilated space.

• Make sure you are following all government and CES guidelines regarding personal protective equipment (PPE), cleaning and disinfection, and group size according to the most current re-opening plan. Consult with the district director if there are any questions.

• If an individual is sick, running a fever, or showing any signs linked to a Covid-19 infection they should stay home.

• If an individual has had recent, close contact with an individual with Covid-19 they should stay home and are prohibited from participation/coaching.

• Allow time and opportunity for frequent handwashing according to CDC guidelines. If this is not an option, access to hand sanitizer should be available to all participants and time allowed for frequent use.

• No meals, snacks, or other food items should be distributed. If appropriate, individuals can bring their own snacks and supplies.

• Reduce or eliminate the use of shared resources. If communal items are used, they must be disinfected after each individual uses the item.

• ALL INDIVIDUALS should have their name recorded using Extension sign in sheets or other approved methods of capturing information to ensure contact tracing if required.

• A volunteer or staff person should be designated to help maintain social distancing among participants, parents, and volunteers.

• Virtually train all volunteers or coaches prior to resuming meetings, practices, or competitions. This virtual training should clearly outline any requirements and is individualized by the county.

4-H Livestock Programs

4-H Livestock meetings and programs follow the general University of Kentucky guidelines for programming. These guidelines are also informed from the Kentucky Department of Agriculture’s “Guidance for Livestock Shows” – Shows & Fairs Division.

General Guidelines for Livestock Programs

• See the General Guidelines for All Clubs above. • These General Guidelines for Livestock Programs remain in effect at all stages of the re-opening plan. • Follow all social distancing guidelines for participants. Spectators are not permitted at livestock

shows/sales. • It is suggested that you contact your county judge/executive and your local health department to discuss

your upcoming events and safety plan (this may or may not be required by our county). • Provide appropriate signage that outlines the requirements for social distancing, masking, and disinfecting

of equipment. • It is expected that all participants, attendees, volunteers and staff always wear a mask over their mouth and

nose unless doing so would represent a serious risk to their health or safety (or the health or safety of the participant). During this time the mask may be pulled down or removed but should be put back into place as soon as possible.

• Staff/Volunteers should focus their efforts on disinfection, cleaning and social distancing during the gathering. Create the expectation that all participants and spectators wear masks but current guidelines do not prevent participation in the event an individual chooses not to wear a mask. Staff and volunteers are required to wear a mask (except during specific times when safety requires the mask to be removed).

• Eliminate, to the greatest extent possible, travel outside of the community. Parents, to the greatest extent possible, should transport only their own children. The use of carpools or group transportation is discouraged.

• Volunteers who repeatedly fail to follow these guidelines will not be allowed to participate while Covid-19 related restrictions are in place. Participants or spectators who repeatedly fail to follow the guidelines outlined in this document may be asked to leave the event at the discretion of the agent (please consult with your district director before enforcing).

Effective June 15, 2020

Additional General Information

• Anyone with fever or Covid-19 symptoms in the last 24 hours should stay at home. • No facilities will be available for use (wash areas, pens, stalls, etc.). • Concessions and food sales are not permitted. • It is suggested that all animals come “show ready”. Last minute cleaning and preparation should take

place in the parking lot. • Only one adult is permitted to accompany a child into the show area/facility. There are no spectators. • Adults are required to wear a mask at all times when they are in the show area or arena. • Youth participants should wear a mask at all times except when in the show ring.

Facilities & Set Up

• There should be a single, well-marked, entry and single, well-marked, exit for access to the facility. Other entrances/exits should have signage indicating they are not available (but do not lock or place immovable barriers for safety reasons).

• Collect and prepare disinfection and cleaning equipment. This includes hand sanitizer, soap, disinfectant wipes, and waste containers.

• Place a table with pop up tent (if needed) at the designated entry point. Have hand sanitizer at the table for use as needed. Rosters should collect the following information for each person entering the show facility/area (this includes all volunteers, staff, youth participants, designated adults):

o Name o Date of Birth o Address o Phone Number o Arrival Time o Yes or No – Experiencing fever or other Covid-19 symptoms in the last 24 hours? o These rosters contain personally identifiable information and should be handled accordingly. They

should always be kept secure according to UK procedures for collecting and storing PII. • Set up hand washing or hand sanitizing stations at locations inside and outside the show facility. It is

suggested there be at least one at the entrance, exit, and inside the facility. • Place barriers and signage to indicate that the wash racks, pens, and other areas are not available for use. • During check in, weigh in, and the show you will need to sanitize all frequently touched surfaces at frequent

and regular intervals (preferably after each person). Designate one volunteer to open/close gates, doors, etc. to reduce the number of people touching surfaces.

• Use a PA system or other announcement system to share upcoming divisions to those waiting in the parking lot. It may be necessary to allow longer transitions times between classes to allow youth and their designated adult to bring the animal to the facility.

• Only the youth participant and the designated adult may enter the facility. They should wear a mask at all times except for when the youth participant is in the show ring. Other individuals need to wait in the parking lot.

• Discourage clustering and enforce a six-foot distance requirement when possible. • All individuals should leave as soon as their class or classes are completed, and they are free to depart. • At the conclusion of the event wipe down and disinfect all surfaces. • Keep the attendee rosters for contact tracing purposes if necessary.

Meade County FairGuidance for Livestock Competitions and Events

The State of Emergency declared by Governor Andy Beshear on March 6, 2020 requires adjustments to the ways Kentuckians work, learn and enjoy recreational activities. The Meade County Extension Office, Meade County FFA and Meade County Fair Board are working together on guidance (modified from the Kentucky Department of Agriculture). Staff, participants, and the public alike must do their part in conducting a safe event, protecting exhibitors, spectators, and workers, and implementing recommendations to limit the spread of COVID-19 .

Before the Event

Evaluate the current COVID-19 status and understand local, state, and federal guidelines.

Pre-registration will be required. Registration confirmation will be emailed.

Complete most pre-show cleaning &

preparation at home or in parking lot.

Spectators will not be permitted.

Plan ahead in case postponing or cancelling is inevitable.

Those with any signs of illness

should stay home.

Use the COVID-19 symptom screening questions

provided by the CDC.

Symptoms may appear 2-14 days after exposure to the virus including:● Cough● Shortness of breath● Fever

● Muscle pain● Chills● Sore throat

Face masks are recommended when social distancing is difficult to maintain.

Weigh scales, gates, railings and other frequently

touched surfaces will be sanitized as appropriate.

Do not congregate and maintain a 6ft distance,

including stalling/grooming, gate, and show areas.

All attendees will be required to sign

in at arrival. This will be provided to

Rules 1. The following modifications apply only for the 2020 Meade County 4-H/FFA Livestock Show in

response to COVID-19. These modifications align with guidelines established by or for the Meade County Fair Board, Meade County 4-H/Extension/University of Kentucky, Meade County FFA program and their respective administrations as well as the Kentucky Department of Agriculture’s “Guidance for Livestock Shows” – Shows & Fairs Division.

2. Exhibitor must PRE-REGISTER for show and auction participation. Instructions and link for pre-registration will be shared via REMIND lists and via home mailing. Registration WILL NOT be accepted the day of the show.

3. Animals can arrive at the fairgrounds between 7:00 am - 9:00 am; animals may not arrive before or after that time. Animals must arrive “show ready” and limit last minute cleaning and preparation.

4. Upon arrival, exhibitor and ONE designated adult must check in at the registration table to check in their animal and to receive entry wristbands. Rosters will be kept on file for contact tracing purposes. Only those who receive a wristband will be permitted to enter show area.

5. At this time, animals should remain on trailers until time to show, no pens will be available in the barn. This is subject to change – updates given at time of check-in.

6. It is expected that all exhibitors, attendees, volunteers and staff always wear a mask over their mouth and nose unless doing so would represent a serious risk to their health and safety (or the health or safety of the exhibitor). During this time the mask may be pulled down or removed but should be put back into place as soon as possible. Exhibitors are permitted to remove their mask while in the show arena.

11. All 4-H/FFA swine must be on the fairgrounds by 9:00 am, Monday, July 20, 2020. 12. Exhibitors will declare their animal’s weight during check-in; scales will be available as needed.

They will be called to the scales at their designated time; forming a line for weigh-in is not permitted this year.

1. The following modifications apply only for the 2020 Meade County 4-H/FFA Livestock Show in response to COVID-19. These modifications align with guidelines established by or for the Meade County Fair Board, Meade County 4-H/Extension/University of Kentucky, Meade County FFA program and their respective administrations as well as the Kentucky Department of Agriculture’s “Guidance for Livestock Shows” – Shows & Fairs Division.

2. Exhibitor must PRE-REGISTER for show and auction participation. Instructions and link for pre-registration will be shared via REMIND lists and via home mailing. Registration WILL NOT be accepted the day of the show.

3. Animals can arrive at the fairgrounds between 7:00-9:00 am; animals may not arrive before or after that time. Animals must arrive “show ready” and limit last minute cleaning and preparation.

4. Upon arrival, exhibitor and ONE designated adult must check in at the registration table to check in their animal and to receive entry wristbands. Rosters will be kept on file for contact tracing purposes. Only those who receive a wristband will be permitted to enter show area.

5. At this time, animals should remain on trailers until time to show, no pens will be available in the barn. This is subject to change – updates given at time of check-in.

6. It is expected that all exhibitors, attendees, volunteers and staff always wear a mask over their mouth and nose unless doing so would represent a serious risk to their health and safety (or the health or safety of the exhibitor). During this time the mask may be pulled down or removed but should be put back into place as soon as possible. Exhibitors are permitted to remove their mask while in the show arena.

7. No wash racks will be available, but water sources will be available. 8. The exhibitor and their ONE designated adult must check out at the registration table prior to leaving the

fairgrounds within one hour of the conclusion of their respective show. 9. The local committee will exercise all reasonable precautions to prevent injuries or losses but will not be

responsible for mishaps, injuries, losses or deaths that may befall animals or people during this event. 10. Exhibitors are expected to treat their animals in a manner consistent with good animal husbandry and

display proper sportsmanship at all times. Failure to comply may result in disqualification of exhibitor if so recommended by the local show committee. Each local committee shall have the authority to interpret and enforce all rules.

11. Exhibitors must abide by the general rules for the fair and livestock. 12. All 4-H and FFA Goats must be on the fairgrounds by 9:00 am, Tuesday, July 21, 2020, and ready

for weigh-in. Exhibitors will weigh animals in the order that they arrive at the fairgrounds. They will be called to the scales at their designated time; forming a line for weigh-in in not permitted this year.

13. This show is open to 4-H and FFA members engaged in the Meade County goat project. 14. Animals must have an approved health certificate. Any OBVIOUSLY UNHEALTHY animal may result

in the entire herd’s disqualification from the show, subject to the ruling of the show committee and/or the official veterinarians.

15. Goats shown must be tipped to at least ½ inch or disbudded, regardless of child’s age. 16. Age of animals will be computed from July 21, 2020. 17. Goats will be shown by weight. Weight ranges 40 lbs. or above. 18. Entries in the Market Goat Division must still have their milk teeth. 19. Show management reserves the right to cancel, combine or split classes as necessary. 20. Exhibitors are responsible for bringing their own feed/water buckets.

MEADE COUNTY FAIR 4-H FFA/YOUTH AUCTION Virtual Auction Format – Starts Tuesday, July 21, 2020, Ends Wednesday, July 22, 2020

Consignor Regulations

1. Market animals must be owned by the 4-H or FFA member and tagged with RFID tag. In the event of a lost tag, exhibitor must contact their FFA Advisor or Extension Office to receive instructions on re-tagging.

2. 4-H and FFA members can only sell through their senior year in high school. Each 4-H or FFA member can only

sell one market animal per year.

3. Market animals must meet weight requirements as listed below upon arrival at the Meade County Fair. a. Swine - 220-280 lbs., Market Beef - 900-1400 lbs., Lambs - 75 lbs. min., Goats - 40 lbs. min.

4. Consignor must have pre-registered for show and auction using link provided. Exhibitors will have to

declare their auction animal at the time of show and auction pre-registration.

5. If an exhibitor is in BOTH 4-H and FFA, he/she must show in the program area (FFA/4-H) that is identified at the tagging (ex. if your form is signed by an FFA advisor, you show FFA).

6. Each market animal that sells must show in its respective show. Example: market hogs must show in market hog

show, etc.

7. A selling fee will be charged to help pay for advertising. The fees are as follows: Swine 3%, Lambs 5%, Beef 2%, Goats 5%.

8. Market animals will be auctioned by the head, NOT by the pound. Exhibitor will retain possession of

animal after the virtual auction.

9. Any disputes or final decisions concerning the sale will be addressed and settled by the Meade County Fair 4-H/FFA Youth Auction Committee.

10. Auction check must be cashed by December 31, 2020, or it will be forfeited back to the Meade County Fair 4-H/FFA Youth Auction Committee account.

THERE IS NO GUARANTEE ALL ANIMALS WILL BE SOLD.

The following items are 4-H/FFA Educational Requirements and must be completed by the stated deadlines in order to receive auction check:

1. THANK YOU CARDS – All exhibitors are required to send thank you cards to the buyer(s) of their animal. After the fair, thank you cards are to be completed and returned to the Extension office. Thank you cards must be submitted to the Extension office by August 31, 2020.

2. RECORD BOOKS – All livestock record books are due OCTOBER 30, 2020. Record books turned in after the OCTOBER 30 deadline will result in the exhibitor forfeiting their auction check.

3. SKILL-A-THON - The county skill-a-thon is MANDATORY for all auction participants. If you do not participate in the skill-a-thon, YOU DO NOT SELL IN THE AUCTION. You will receive notice when the dates have been determined.

4. EDUCATIONAL HOURS – Exhibitors must receive six hours of education in animal science from a certified livestock volunteer. If an exhibitor shows more than one species, the education requirement of six hours is to be equally dispersed between the total number of animal projects they are completing (ex. If you show a beef animal and lamb, you will need three hours in beef and three hours in lamb). Exhibitors must attend all mandatory meetings for each species. Exhibitors who show more than one species will have to declare their auction animal at the time of pre-registration.

BUYER REGULATIONS

• The sale is open to the public.

• Each exhibitor’s animal will be offered by online auction. The winning bidder will be donating the dollar amount they bid. All exhibitors will appear in one catalog.

• Online information can be accessed on www.BarrRealtyAuction.com. Refer to “How to Register for Online Auction” information below.

• Bidding will open on Tuesday, July 21, 2020. Specific time TBA – check Barr Realty & Auction

website for updates. • The bidding will begin to end on Wednesday, July 22 at 5:00 PM EDT. • The bidding on all lots will remain open until all bidding has ended (by utilizing 2-minute bid

extending. ie: If a bid is placed at 4:59 PM, the bid time will extend until 5:01 PM. The extending will continue until no bids have been placed for 2 minutes). This will also allow a bidder that is outbid on an animal after 5:00 PM the opportunity to bid on other animals if she or he does not win the bid on their first choice.

• Market animals will sell by the head, not by the pound. ie: $200, $225, $250 not $1.00, $1.25, $1.50. • There will not be a ceiling price for any animal. • The catalog lots will be listed alphabetically by exhibitor’s last name to allow ease of finding a

particular exhibitor. • The Grand and Reserve Champions of each class will be moved to the top of the catalog on Wednesday,

July 22. • Exhibitors will retain possession of their animal.

• All buyers will be invoiced after the conclusion of the virtual auction.

• Any announcement made day of the sale will take precedence over printed materials.
