Director’s letter «Livingleavesgrowlessquicklythanflythedeadones…» ThefirstdaysofJanuary2019,wehavedecided,withtheteamofcoordinatorsofthefoundation,tochooseakeywordinordertodefinethestateofmindinwhichwewillstartthenewyear.Thewordwechosewas«Perseverance».Itsaysalreadysomethingofthemotivationweneedtokeepforthecomingmonths,butitexpressesalsothedeepgratitudeofthepastmonthssinceifweneedtopersevere,itmeansthatweareontherightpath. Andindeed,fewdetailsconfirmthegoodhealthofthefoundation.The«Tulayngkabataan»foundationis,forinstance,citedasthemainexampleintheannualreportoftheDepartmentofSocialWelfarefortheyear2018becausewehaveobtainedtheaccreditation,whichmeansthehighestacknowledgmentforalmostallthecenters.Wearenotthirstingforthiskindofofficialacknowledgmentbutitsayssomethingoftheworkdone. «Perseverance»also for theon-goingprojects.Somehavebeendelayed likethe opening of new centers for the scavengers program, others have occurred, likethedevelopmentoftheindependentprogram.Thisisthelifeofasfamilywhichadjustaccordingtocontingencyandcontext.Thefoundationisdoingthesame. Butwecannotdrawupareportof2018withoutinsistingonthecelebrationofthe20thanniversaryofthefoundation,notonlyinParis,saintSulpicewherewegatheredalmost2000benefactors,butalsoonNovember3,inManilaforabigdayofactivitiesforthechildrenandtheirguestsfromdifferentfoundations.Theresultwentfarbeyondourexpectations. «Perseverance»and«hope»aretwoclosefriends,probablybecausehereonearth,onecannotgowithouttheother. “Street children” SITUATION AND TNK’S RESPONSES TherearethousandsofstreetchildreninManilawithoutanylinkwiththeirfamilies.They are surviving alone on the streets ofManila by begging, stealing or prostitutingthemselves.Easypreysforgangs,mostofthembecomedrugaddictsandfallvictimtoallkindsofabuse(physical,sexual…).

In the street The first step is the day and night presence of educators and social workers in the streets where these chil-dren live. They create bonds through discussion, activities and games that enable them to freely choose to join the foundation.

Drop in centers Open day and night, the drop-in centers are shelters where children receive what they so cruelly miss in the street: love, education (with « bridge class » to prepare them for formal schooling), compassion, health care, staple items such as food and clothes.

Residential homes The assessment of the situation by the social workers very often reveals that reconciliation of the child with his family is not appropriate. In such cases, children are accommodated in residence homes where they live in a family atmosphere and are enrolled in public schools.

Reconciliations Reconciliation is the first goal of the Foundation whenever it is possible. Registered social workers try to find the whereabouts of the families and, little by little, recreate a link between the parents and their child. Though reconciliations are rare, it is always heartwarming to see a child reconciled with his peers since problems often come from within the family.

Farm and trainings In order to protect those who are most exposed to the dangers in the street – such as gangs’ threats, drug addictions or conflicts with the law – the foundation opened a rehabilitation farm outside Manila. Through farming, caring of animals and plantations the youth can learn better habits than the destructive ones of the street and recov-er, preparing themselves for their future.

“Children with special needs”SITUATION AND TNK’S RESPONSES AmongtheabandonedchildrenlivinginthestreetsofManila,somehavehandicaps–whichmakethemevenmorevulnerable.Since2006,thefoundationhasmaintainedspecializedhomes,providingthemwiththespecificcaretheyneedandprotectingthembyofferingthemeansforamoreautonomouslife.

In the street Children with disabilities are even more at risk on the streets. They have to survive facing so intolerable situations as violence, prostitution. The foundation has opened specialized homes for them, adapted to their abilities and special needs.

Serving Special Needs The Foundation offers these children an alternative to the life in the streets and counts with centers adapted to their special needs and with educators that offer them a specific adapted education and workshops. We shelter them in a family atmosphere, offering them the specific care they need. The children benefit from medical and psychological follow-up. To let this happen we have team of graduated Filipino employees (social workers, psychologists, house-parents, street educators, health care assistant, teachers…) who take care of them 24/7.

Workshops and specialized schooling The foundation has opened professional workshops for special children where they learn basic skills which are the first step towards greater autonomy. Our challenge is to help them integrate the “working world” as part of the Filipino working people, with an adapted job for their skills.Regarding the various needs of those children, TNK foundation provides various specialized schooling to prepare their life in the society

Long-term program Helping the most vulnerable through these shelters and workshops, gives them the opportunity to shape their own future. TNK has the responsibility to take care of those youth, some of them are already adults, as long as they become autonomous.

Reconciliations Social workers are looking for the family members of the children. The first goal of the foundation is to recre-ate the link between the child and his family whenever possible.

“Children in slums” SITUATION AND TNK’S RESPONSESMetroManilaisthemostpopulousregioninthePhilippinesand3rdintheworld.Estimated4million peolpeare informal settlers stigmatizedas “squatters” andnearlyhalfofthemarechildrenlivinginslumslackingfood,health,education.TNK’sisgearedtowardhealth,nutrition,educationandfamilydevelopment.

Health Countless children are incessantly falling ill since they don’t have access to basic health services and even treatable diseases like pneumonia, diarrhea, and measles are still among the biggest causes of child deaths. TNK’s maternal, newborn and child health care services are giving mothers and their babies a healthy start. These include activities follow-ups and monitoring of pregnant mothers, immunization monitoring of infants, preschool health check-ups and medical assistance. To ensure continued health of the children, parents undergo “MAPA’s” (Mama Papa) classes where they are educated on basic health.

Nutrition Malnutrition is one of the leading causes of death among children. Latest Philippine data shows that 13.5 % of children populations are undernourished and in Metro Manila alone, estimated 200,000 children are wasting from hunger. Three out of every ten Filipino children are malnourished. TNK’s response to the problem is “Oplan Operation Timbang”, Food Supplemental Feeding and Nutrition Classes. Integrated Nutrition Services activities implemented in various TNK Childcare Centers and coverage areas that seek to rehabilitate undernourished children through indigenous, affordable and available means.

Education Around 8,400 barangays still lack even one daycare center, although a national law mandates one in every barangay. The quality of day care centers is generally inferior owing to poor equipment, scant learning materials , financial limitations and foremost not free. To ensure that toddlers and preschool children ages 3 -4 years old of informal settlers have access to early childhood care and development services, TNK offers Early Childhood Education and Mental Feeding Services.

Family Follow-up activities A survey is made in all families of informal settlers where the Foundation works in order to assist the family in assessing their basic priority needs and problems. Family Follow-up Activities are integrated in all of the aspects of the Urban Poor Community Children Program, including health, nutrition and education.

“Scavenger children” SITUATION AND TNK’S RESPONSES WhenSmokeyMountainwascloseddownin1996,manyscavengerfamiliesstayedandwhereanotherlargescavengingcommunityofestimated40,000peoplearoselivingin thenearbydilapidated temporaryhousing tenements.Whole familiesalongsideareforcedtoearnalivingbyscavengingeitheratthebargedumpsite.

In the midst TNK has two centers erected near the dumpsite in order to meet the children urgent and basic needs on health, nutrition and education. It became an actual haven for all families whose living conditions are indescribably like abysses of miseries of humanity. TNK has great concern for children because most of them suffer from the continuous of deprivations compared to children living in the usual informal settlements. Numerous children living within are born into a life of extreme poverty and are often given very little opportunity to escape the cycle.

Vital needs The living conditions are unbearable to the adult, and even to the children below 6 years old. They are exposed to all kinds of health hazards. We respond to emergencies by providing them nutritious foods, protecting them against many maladies and sending back to school for a better future. Attending school, or eating their meals at the center is the striking wand to help improve a child’s life. The longer a child stays at the center or in school the more time away from the dumpsite. In turn, their health improves by being away from putrid, toxic odors and fumes.

Outreach education Scavenger children profile surveys are integrated in Outreach Education conducted by Outreach Educators and Community Volunteers in order to immerse and reach the children working all day long on the dumpsite. The Foundation sends outreach educators to the dumpsite and nearby covered areas to be able to know and assess their real rife life situations, needs, concerns, rate of coverage, plan and organize activities and immediate interventions with them and with their families.

Other - Solar Energy In cooperation with Sunpower – a leading solar company – and another French NGO (LP4Y), we are part of the 3S Project providing solar energy to families on the dumpsite. The outcome is noticeable as this clean energy is the cheapest and safest one.

“Elderly” SITUATION AND TNK’S RESPONSES Forseveralyears,moreandmoreelderlyhavebeenleftbehindinthestreet.Inordertotacklethisissueourprojectistohelpthemthesamewaywearedoingforthestreetchildren.However,ourprojectgoeswellbeyond:morethanashelterwefocusalsoonintergenerationallinksandactivitiesbetweenourchildrenandourelderly.

In the street During daily ‘Big Nights’ to meet street children, our street educators frequently find lone elderly, abandoned, without family ties. In Manila, creeping misery is not only affecting children, but also elderly, totally neglected who try to survive in the streets of Manila.

A suitable home To realize this project, everything has been thought out to meet the requirements of the social services. Above all, we wish to ensure the well-being of the new comers. Therefore, the foundation acquired a large house in a quiet neighborhood. It includes a wooded area where the beneficiaries live at their own pace. Many renovations were made to facilitate everyday life: ramps, small clinics, grab bars...

Intergenerational home In order not to keep the elderly apart, the foundation has organized a family and convivial life adapted to its philosophy. On the same ground, TNK has installed the offices of the Slum Program team. Training sessions about personal assistance has also been set up for our young adults with special needs to offer them the opportunity to support these people while developing professional skills and life autonomy. Finally, meetings and gathering are hold between the children of all our programs and the elderly.

Care and activities Like street children, these elderly need to restore their dignity. Personal care and rehabilitation programs are set up to enable them regaining a decent life. Participation in household chores and other occupational activities contribute to their own reconstruction.

2018 Highlights

What changes since 20 years ?

Since theopeningof the foundationinManila20yearsago,wenoticethattheneedsarestillgreat.In1998,mostchildreninthestreetswereboys.Littlebylittlethingshavechangedasweopenedourfirsthomeforgirlsin2004.Thenashelterdedicatedtothechildrenwithdisabilitiesin2006. Anotherimportantpointtonotice,theaverageageofthechildrenfetchedinthestreets has declined to the point that weopenedashelterfortoddlersbelow6yearsoldin2014. Last year, another program was

launched to help the elderly peopleabandoned in the streets, an emergingissue as our street educatorsmeetmoreelderlypeopleleftbehindinthestreetsofManila. Todayin2018,TNKhas21sheltersto take care of about 350 children andelders24/7. However, the Philippines areexperiencing high economic growthwhichisparadoxical:ahugesocialgapisdeepening.Untilwhen?

New centers for girlsA new independent living shelter for young women students In2010,TNKlaunchedashelterdedicatedtoouryoungmencollegestudents.Thegoalofthisshelteristogivethemtheopportunitytobecomeindependent. The student receive a monthlyallowancetomanageitsdailylife(food,schedule,transports…). This year, a new center for young girlstudents opened last June 2018. They are now10youngwomenlivingintheSaintMariaGoretticenter.Ahugechange for themwhoweremoremotheredintheresidencehome. Regardingtheboys,theshelterwasrelocatedthisyearinanotherplacemoreappropriate,asthis2independentlivingsheltersarelocatedneartheothersheltersofthefoundation.

Matatag Street house Number of children sheltered at TNKfoundationisincreasinglittlebylittle.Thus,someofoursheltersarenearlyfullyoccupied,particularlytheonesforgirls. Despite a real estate market booming inMetroManila,wewereabletopurchaseattheendof2018anewbuildingthatfullymeetsourneeds.Theproject istoopen2nurseriesforgirlsand2residencehome forgirls.Thebuilding is locatedclosetotheschoolsandofficesforabetterlogisticmanagement. Rehabilitationworkswillstartbeginningof2019withthegoaltolaunchthenewsheltersforthebacktoschool2019inJune.

Housing maintenance Tropicalclimateandlifeinourcentersisverydemandingfortheequipmentandmaterialofthehouses.That’swhyhousingmaintenanceisanimportantmatter,especiallysinceeachbuildingofthefoundationsheltersmorethan30children!Electricity, plumbing, paints, replacementofworn-out equipment…,TNKorganizesalsoevery yearspecificrenovationofthebuildings.This2018,metalroofofthreehouseswererestored(rustremovalandspecialpaint).Inotherhouses,wereplacedalltheoutdatedelectricalsystemandrepaintedtheceilings.

October 20, 2018 in Paris

Theevening in theSaintSulpiceChurch,whichhasgatheredalmost2000people,formostof whom are the benefactors of the foundationwas an amazing success, not only because thespeakers (includingCardinalTaglewho traveledfrom Rome especially for us) were remarkable,not only because the famous soprano Sumi Johasilluminatedtheeveningwithherangelicvoice,not only because the flow of organisation wentwithoutproblem,butalso,andespeciallybecausewewereabletofeelthefamilyatmospherespecifictothefoundation,allalongtheevening. Everyone was helping in order for theevening to be a successful one and the resultwasamazing:amarvellouseveningfilledwithatangiblelove. Trulythelessonsoflovetaughtbythemostvulnerablegoovertheoceans!

November 3, 2018 in Manila

The summit of the year 2018 has been,without a doubt, the feast organised for 2000children coming form different foundations forstreetchildren. It has been a day of joy that will remainin all minds for long.A series of miscellaneousactivities, dance contests, sport tournaments, afestiveeveningandall thiswithout forgettingtheHolyMasscelebratedbyCardinalTaglewhocameagain to be with the children of the foundation,thenaeucharisticadorationvigiltoendtheday. Thechildrenwentbacktotheirrespectivecenterswith a number ofmarvellousmemories.LikeinParis,itwasalsowonderfultoseeateamof volunteers dedicating themselves, from thedepthoftheirhearts,inorderforthedaytobeasuccessfuloneandforthechildrentobehappy. Jonathan

Jonathan at “IFS” When I grow up, I want to be a ... a chef on a cruise ship! This is Jonathan’s dream. Having arrived at the foundation with his two brothers several years ago, Jonathan has always wanted to become a chef on a cruise ship...Now at the age of 19, today his dream has become a reality. Thanks to a recent partnership with IFS (International Food Services), Jonathan began a multi-month training program consisting of cooking classes, budget management, physical training ... in Mariveles, in the Bataan region, west of Manila Bay. By offering this comprehensive training, IFS wishes to give opportunities to disadvantaged young people who usually do not have access to this type of program. At the end of this training, Jonathan have now a job of cook on a ship on the high seas. Regarding the motivation and the good results of Jonathan, “IFS” hired, this year, three others beneficiaries of the foundation.

The « Dunamai Café » “Dunamai” in Greek means “to be capable of”. “Dunamai Café”, for Giosue, Marco, Keith and several young adults of the Foundation who have a handicap, it means a lot more: “to be capable of working”, “to be capable of having responsibilities”, “to be capable of freedom”, “to simply be capable to live like the others”. This Café Dunamai project, launched by the Korean Foundation Grain, allows young adults with a handicap to receive training and then a job in this location where coffee and chocolate aromas mingle with the attentive waiters’ smiles. In impeccable uniforms, It was very moving to see all these young adults, cared for by the Foundation for many years, move on to a more independent life. Although not fully independent yet, they are a lot more independent than what seemed possible not so long ago, in a country where people with a handicap do not have the benefit of much support.After this initial success, ANAK-Tnk plane already, with the collaboration of the “Grain Foundation”, to open her own Café. Another noteworthy aspect: What we used to call the « road 10 » is the great road along the Manila bay, from the South to the North, where thousands of families have found their refuge. That’s why there are so many slums along this road. A certain number of the TNK centers have been raised in these areas. But for many years, we can hear about a project to build a highway, going through the Capital city and connecting the South to the North along the Manila bay. The slums along the way became naturally obstacles to this project and where the problems to get rid of. Many threat have been raised but without putting them into actions. This year 2018 is different and little by little the shanties areas are being destroyed and the families expelled, forcing the foundation to adjust, follow, accompany and help the families.

“Philippines committed itself to halving extreme poverty from a level of 33.1% in 1991 to 16.6% by 2015 according to the Philippine developpement plan… Nevertheless as of today almost 50% of the population is considered as living under the poverty line ”

Another noteworthy aspect: Two aspects have urged us to reinforce the team in the field, not only for the community based program in slums but also for the scavenging children. First of all the fact that, in spite of the centers expelled because of the project linked to the « road 10 » we are still opening centers, but also because we are about to be acknowledged by the Department of social welfare for the work done in the midst of slums areas (which is - by the way - shaking their own criterias). Consequently, we have hired this year, a social worker for each program in order to make a strong follow-up of the families, but also one teacher coordinating the training of all the education workers of our shanties areas. The help given for the past months by these three additional employees have been remarkable.

The three categories of “scavenger”

•1st categorie: people scavenging directly in front of private homes; •2nd categorie: people scavenging on the garbage trucks; •3rd categorie: people scavenging on the dumpsite.

FAITH, HOPE, CHARITY are greatlymanifestedintheHomefortheElders.Therearelotsofawes,amazements,excitements,surprises,discoveries,learnings,sadness,andlotsofmixedemotions and feelings experienced in renderingqualitycareandservicestoabandonedeldersandvulnerablepeople. The Home for the Elders has admittedfifteenelders since its launching in 2017. Itwasvery challenging during the first six months ofcaringtheeldersbecausesomeadmissionswereconsequentlydyingeldersandwehavetopreparefor their peaceful death. That affirmed the focalmissionoftheHomefortheElderly. Itwasreallysurprising,wehadtolearnhowto tame themshowing them the basic values oflife.Aftersurvivinginthestreetsforseveralyearsit’scomplicatetocomebacktonormallife!

Service of our youths with disabilities of theFoundation. Itwassorelieving!Littleby little theelders welcomed them with so much joy anddocility. Our youths with handicap bring themyouthfulness,inspirationsandgreataspirationstotheelders. LikeLolaConchita,oneofourstreeteldersof the foundation. When she was admitted shewasreallyveryviolent,harsh,uncaringwithotherelders.Shedidn’tknowhowtoshareherthoughtsand feelings with the staffs and other elders.Thanks to the constant love and caring, shorttalksandactivitieswithouryouths,LolaConchitachanged!nowshe isvery loving, timidlysmiling,subdued,lovetendingthegardenandmostofalllove attending mass every Sunday wearing herfavoriteSundaydress. Journeying with the Lolas and Lolos isdivinely inspiring and they really deserved to begiventheopportunitytospendtheirtwilightyearsmeaningfullywithdignityasafamilyinSts.LouisandZelieMartinHomefortheElders.

2019 Projects

1. A new center in the slum area of Baseco It’s a projectwe have inmind and in ourheartsfortwoyearsalreadyandwhichhasbeendelayedseveraltimesbecausetheplacespromisedwere disappearing without reason. This is theobviousriskwhenweworkinsquattingareas.Wemustadjustourselvestothenetworkings,thelocalrivalries,theinfluencegamesetc.Ahugeworkindepthinorderfortheteamtobereallyimmersed

and accepted by the local communities. But theleadgiventousattheendof2018ispromising.Theprojectisbeingrevivedfor2019!

2. New shelters for the youngest, preparation of a new residence for girls These two projects are going together…not that the centers will be reunited in termsof organisation because they will remainindependent,buttheywillbeneighbourssincewehaveacquired, in2018,abig600sq.mpropertythatwillallowustofinalisetheseprojects:anewnurseryforgirlsyoungerthan6yearsoldthatwillbesurelyopenthis2019,andanewresidenceforgirls,thatwillbepreparedforanopeningwithinthe

twonextyearsaccordingtotheneedsforshelter.These homes, adjoining, will be sharing certaindailyaspectsoftheirlife…likeabigfamily!

Estimated Investment: •4millionpesosfortherunningexpensesofthe2centers. •39millionspesosforthepurchaseoftheproperty.

3. Prospection in the slum area of Happy Land Oneofthegoalofthefoundationistoanswertotheneedsofthepoorest.It’strueinthestreetwhenwetrytoreachoutthechildrenabandonedin the street. It’s true also in community basedprogram,whenwearetryingtobepresentwhenfamiliesarecallingforthehelpofthefoundation.It’sthecaseintheslumarea,neighbourtotheoneofAromaandG.K. inTondo. familieshavebeen

asking the foundation to render services in theirareassince theyarea lotof scavenger childrenwho need our help. 2019 might be a year ofopeninginanewareaforthescavengerprogram.
