1. Board of TANGEDCO has accorded approval vide (Per) FB TANGEDCO Proceedings No.
70 (Tech.Br) dated 04.07.2013 to keep Unit V under permanent shutdown till the decommissioning
of the Station and Unit was shutdown from 06.03.2012.
2. vide (Per) FB TANGEDCO Proceedings No. 72, (Tech.Br) dr.31.10.16, the Board of
TANGEDCO has resolved to shutdown the Units (Units I to IV) permanently from 31.03.2017.
3. Coal supply was stopped from 05.11.2016 and subsequently generation of ETPS was stopped
from 20-31 hours on 16.11.2016.

3) After careful consideration, the CMD has given approval to constitute a highlevel committee to study and examine and fix the norms for MRT wing in respect ofProtection & Metering Sections based on the No. of HT, LTCT Services and DT’s in theDistribution Circles for admissible of additional posts.

-----In the reference cited, orders have been issued directing the pension sanctioning
authorities to issue Identity Card to the pensioners on application from the pensionerconcerned with required details along with a recent stamp size photo and on paymentof necessary charges. Now, it has been brought to the notice that the retired officersand employees have moved to their native places and settled there. They could notvisit the office from which they have retired to obtain the Identity Card and requestedto issue the Identity Card by the pension sanctioning authorities whose office isnearer to the residence of the pensioner concerned. The said request has beenconsidered.
2. All the pension sanctioning authorities are therefore instructed to processthe application, if any received from the pensioners, along with the required detailsby post as prescribed in the reference first cited, verify and process the same withoutany delay and send the Identity Card by post to the residence of the pensionerconcerned. Any deviation in complying with the above instruction, will be viewedseriously.

5. In the case of divisible family pension, the Dearness Allowance shall also bepaid proportionately.

Extension damages were caused to the electrical distribution network in Chennai,Tiruvallur, Kanchipuram and some parts of Thiruvannamalai and Vellore Districts dueto Cyclone Vardah on 12th December 2016.
In these districts, the power lines, poles and Distribution Transformer ofdistribution network were snapped due to high wind speed as the uprooted trees fellon the electrical network lines and structure. The HT/LT Lines, Distribution transformersand other substation equipments have got damaged.
For restoration of power supply, workers from Andhra Pradesh were alsoengaged in addition to the officers and staff of TANGEDCO due to the emergencynature and huge volume of work involved. The works for restoration of powersupply started since 12th December 2016 onwards under extraordinary weatherconditions.
The restoration works are being carried out with the help of the officers andstaff of TANGEDCO, labourers other than TANGEDCO Staff and workers fromAndhra Pradesh on war footing without break round the clock.
Considering the huge volume of the work being carried out at the field, approvalis accorded for the following.
i) Necessary food, tea, snacks, Water, transportation and accommodationshould be arranged to all the workers from Andhra Pradesh involved in thepower restoration works.
ii) Pocket expenses Rs.100/- Person per day shall be paid to the workers fromAndhra Pradesh engaged for the power restoration works.
iii) Wage of Rs.1000/- per day shall be paid to the workers from Andhra Pradeshengaged for the rectification works.
In this regard, a register in complete shape must be maintained with all adequatedetails like Name, attendance etc without fail.
The above expenditure is debitable to TANGEDCO A/c No.14795 Capital WIPfor "VARDA" Cyclone - Plant & Machinery.

2) TERMS AND CONDITIONS:
The terms and conditions for the above term loan of Rs.127889.39 (RupeesOne thousand two hundred and seventy eight Crores eighty nine lakhs and thirty ninethousands only) Lakhs for establishment of 765/400 kV SS at Ariyalur with 2* 1500

MVA, 765/400 kV ICTs and associated 160 km of 765 kV & 20 km of 400 kV lines inVillupuram District (Kilpennathur) or General Construction Circle of Trichy Region ofTamil Nadu as stipulated by the REC Ltd., New Delhi, in their letter dt.22.11.2016 isas follows:
Amount : Rs.127889.39 Lakhs (Rupees one thousand two hundred and seventy eight Crores eighty
nine lakhs and thirty nine thousands only)
Rate of interest : The interest shall be charged o n the loan at the rate prevailing on the date of each
disbursement as per REC's latest loan policy circular.
Tenure : 18 years including 5 years moratorium for repayment of principal.
Repayment : 13 years after the moratorium period of 5 years in thirteen annual equal instalments.
Validity of sanction : With in 6 months from the date of sanction.
Security : Mortgage/Hypothecation of future assets so created out of loan amount sanctioned for
(TANTRANSCO the project subject to the value being 110% of the loan amount so sanctioned. The
OPTION) security by way of creation of charges on FUTURE ASSETS ONLY shall be accepted
subject to the loan amount being restricted to 90% of the project cost.
3. After careful consideration, The Borrowing Committee of TANTRANSCOhave approved and accepted the loan of Rs.127889.39 Lakhs (Rupees one thousandtwo hundred and seventy eight Crores eighty nine lakhs and thirty nine thousandsonly) for Establishment of 765/400 kV SS at ariyalur with 2*1500 MVA, 765/400 kVICTs and associated 160 km of 765 kV & 20 km of 400 kV lines in Villupuram District(Kilpennathur) of General Construction Circle of Trichy Region of Tamil Nadu sanctionedby the Rural Electrification Corporation Ltd., (REC Ltd.,) New Delhi and accepting allterms and conditions mentioned in REC sanction letter dt.22.11.2016.
4. The following resolutions are also passed as requested by Rural ElectrificationCorporation.
RESOLUTIONS
I RESOLVED that the Tamil Nadu Transmission Corporation Ltd.,(TANTRANSCO) do accept the Term Loan of Rs.127889.39 Lakhs for 1No.Transmissionscheme under P:SI (Trans) category sanctioned by Rural Electrification CorporationLtd., (REC Ltd.,) New Delhi and also the terms and conditions as stipulated by the RECLtd., New Delhi, vide sanction letter dated 22.11..2016.
II RESOLVED FURTHER that the Chairman TANTRANSCO be and is hereby byauthorized to accept any special conditions that may be stipulated by REC Ltd., andthat such acceptable terms and conditions may be communicated to REC by ChiefFinancial Controller/TANTRANSCO on behalf of the Chairman /TANTRANSCO.
III RESOLVED FURTHER that the Chief financial Controller / TANTRANSCO beand is hereby authorized to execute relevant loan documents, any amendments,such certificates and other writings and create security by way of creation of chargeson future assets on behalf of the TANTRANSCO.
IV RESOLVED FURTHER that the common seal of the company be affixed onthe security documents and any other related documents as may be required by RECin the presence of the Director (Finance) and Managing Director (or) Director/Transmission project and the Company Secretary shall sign the same in token thereof.

V RESOLVED FURTHER that the Company Secretary / TANTRANSCO be and ishereby authoirsed to create charges with Registrar of Companies (ROC) within 30days from the date of execution of loan documents.

In the reference under cited, a letter has been received from Commissioner ofCommercial tax department stating the following:
As per the provisions of section 13 of TNVAT Act 2006 read with 9 of TNVATRules 2007, work contract tax has to the deducted from the works bills wherematerials and labour portions are indivisible. The rate of Work Contract Tax is 2%towards civil work contract and 5% towards work contract other than civil works.
As per section 13A of TNVAT Act - 2006 read rules 9(1)(a) of TNVATRules-2007, the officers responsible for the deduction of work contract tax shouldget registered with Commercial Tax Department and obtain a Tax DeductorIndentification Number (TDIN). Further the above officers should file monthly returnelectronically in FORM R show Tax deduction particulars.
The contractors who insist for not to deduct work contract tax shall be informedto submit the electronically submitted FORM S in place of manual FORM S. FORM S isthe prescribed certificate submitted by the works contractors to work awarders/taxdeduction authorities forbearing them from deducting works contract tax at source.
Besides, the officers responsible for deduction of work contract tax shall furnishthe information indicated in the TABLE below, pertaining to the Financial Year 2015-2016 and 1st half year period of 2016-2017 to the concerned Assistant Commissionerof Commercial Tax department on or before 30.11.2016 without fail.

By virtue of the provisions contained in sub-section (2) (a) of section 185of the Electricity Act, 2003, the TANTRANSCO being the State Transmission utility /Transmission Licensee and successor entity of Tamil Nadu Electricity Board will exercisethe powers of the Telegraph Authority under the provisions of section 164 of theElectricity Act, 2003, which have already been conferred upon the Board under section51 of the Indian Electricity Act, 1910.

REPORT TO ACCOMPANY THE ESTIMATE
This proposal envisages upgradation of existing Tharamani 230/110/33 KV SSinto 400/230-110/33 kV GIS substation at the premises of Tharamani 230 KV SSwith 2x500MVA 400/230KV ICTs & 2x200MVA 400/110KV ICTs and its associatedtransmission lines in Chennai Operation Circle of Chennai South Region at an estimatedcost of Rs.707.88 Crores (Gross) and Rs. 690.08 Crores (Nett).
NEED:
In Chennai the following power plants are proposed to be established.
a) ETPS Expansion - 1X660MW
b) Ennore SEZ (NCTPS Stage –IV) - 2X660MW
c) NCTPS Stage III - 1X800MW
d) ETPS Replacement - 1X660MW
e) M/s.OPG Power Generation Pvt. Ltd,Gummidipoondi - 2X360MW
Total Capacity - 4160MW
It has already been proposed to establish a 765/400kV pooling station in NorthChennai complex with pooling of all the above mentioned generation projects. In theabove scheme, establishment of Pulianthope 400/230 KV GIS SS has also beenapproved. As Chennai is a major load centre, it has been decided to export the powerfrom North Chennai Generating stations to Chennai South Region. The above proposalof establishing Tharamani 400 kV SS is evolved with pending CEA approval for the400 KV connectivity.
The Chennai Central and Chennai South EDCs depends upon the feedings from230KV Substations in Mylapore, Guindy, CMRL Alandur, Taramani, Kadaperi, KITs,Omega and Siruseri. Establishment of Mylapore 400 KV substation has already beensanctioned in the 37th standing committee. However, the proposal for upgradationof existing Mylapore 230 KV GIS SS into 400 KV GIS substation could not be executeddue to severe ROW issues in laying of 400 KV UG cable.
As an alternate to Mylapore 400 KV GIS substation, it has been proposed toupgrade the existing 230/110/33 KV SS at the premises of Tharamani 230 KV SSinto Tharamani 400/230-110/33 KV GIS substation. Hence the establishment of a400KV SS at Tharamani is necessary to improve the stability in the above two EDCs.

Hence, this proposal for establishment of 400/230-110/33kV GIS SS atTharamani with 2X500MVA 400/230KV ICTs & 2X200MVA 400/110KV ICTs & itsassociated transmission lines have been evolved for load dispersal in the southernpart of Chennai.
LOAD FLOW STUDY:
Load flow study was conducted for conversion and upgradation of existingTharamani 230/110/33 kV substation into 400/230-110/33 kV GIS substation forthe time frame of 2018-2019 year network condition.
400 kV Connectivity:
Making LILO of the sanctioned Sholinganallur – Guindy 400 kV SC line
230 kV Connectivity:
6 numbers of both existing and sanctioned 230 kV feeders have beenconsidered.
110 kV Connectivity:
9 numbers of existing feeders have been considered.
From the study results it has been inferred that in order to avoid thetransformation losses from 230 kV to 110 kV, the 400/230 kV ICTs and 400/110 kVICTs are sufficient instead of the already sanctioned 230/110 kV, 160 MVA AutoTransformers as per B.P No. 166 dt. 23.11.2015
By Considering 400/230 kV ICTs and 400/110 kV ICTs, there is a line losssaving of 4.6 MW due to conversion and upgradation of existing Tharamani 230/110/33 kV outdoor SS into 400/230-110/33 kV GIS substation
Since the proposed 400/230 – 110 /33 KV substation involves 400 KV cable, itis suggested to provide bus reactors. As the voltage profile is contained within thelimit in all the 400 kV substations in Chennai, 1 X 125 MVAr Bus reactor shall beinstalled initially and additional reactor may be considered at a later date dependingupon the voltage conditions prevailing at that time.
LAND AVAILABILITY:
Suitable Land to an extent of 145 X 135 mtr is available in the existing Tharamani230/110 KV substation for the proposed upgradation into Tharamani 400/230-110kVsubstation.

In the Minutes of the review meeting conducted by Director / TransmissionProjects with CE/Transmission Projects-I/Chennai and SE/CDC-II/ TANTRANSCO/Chennai on 21.06.16, it was stated as follows
“For JICA Package we are tendering 500 kV equipments for 400 kV Substations,since the specification is provided by JICA. Study result may be obtained from AnnaUniversity for justification of higher capacity proposed for GIS equipments, if thesame specification is to be followed for Substations other than JICA scheme”.
Based on the outcome of the study result by Anna University the voltage ratingof the GIS equipment may be decided accordingly.
ESTIMATED COST:
The cost for the establishment of Tharamani 400/230-110/33 kV SS nowworks out to Rs.707.88 Crores (Gross) and Rs. 690.08 Crores (Nett). Detailedestimate is annexed.
The estimate is based on the details furnished by SE/CDC II/ Chennai andTANTRANSCO cost data for the year 2016-17. The rates for 400,230 & 110 KV GISequipments, EHV cables & accessories are based on the latest purchase order issuedfor 400 KV Manali GIS substation. The rates adopted for 33 KV GIS equipments isbased on the LOAs 2758, 2759 & 2760 issued for Mambalam 230/33 KV GIS SS.
The rate for laying of 400 KV, 1 X 2500 sq.mm XLPE Copper cable for a routelength of 6 km is based on the working details given by CDC II.
The estimate has also been revised to provide Indoor GIS type equipments for33 KV Switchgear and the list of scientific instruments required for the SS as suggestedby P & C wing.
