Title: Rail Safety Survey
Presenter’s Name: DAISY P. JACOBO
Economy: Philippines
33rd APEC Transportation Working Group Tokyo, JapanOctober 10-14 2010
JAPAN 2010
33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010
Introduction: The Rationale
Inclusion of rail safety in the LEG work program, in accordance with the directive in the Joint Ministerial Statement at TMMG
Recent news reports indicate increasing number of railroad accidents resulting in large number of deaths and tremendous property damage.
Scanty data available to understand rail safety related issues and the connection between motorization and rail safety, together with the contributory factors that global experience show can lead to the deterioration of rail safety.
JAPAN 2010
33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010
Aim of the Survey
- identify strategies employed by economies in addressing rail safety issues; and
- determine how rail safety may be brought into the fold of the LEG work program
JAPAN 2010
33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010
Results of the Survey
- 8 economies responded to the questionnaire on rail safety
- 6 named a government organization responsible for developing rail safety policies/strategies in their respective economies and
- all respondent economies identified the organization mainly responsible for rail safety policy, rail safety regulation and accident investigation
JAPAN 2010
33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010
Results of the Survey
- 5 economies have national rail safety policy that can be accessed while six have national rail safety strategy or action plan
- All respondent economies have national level crossing policy/strategy except for one because the latter’s rail network does not have level crossings
JAPAN 2010
33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010
- 6 economies have rail safety performance standards or targets; seven carry out performance monitoring, reporting or bench marking arrangements for rail safety

Rail Safety Issues and Concerns
- No common standard to implement- Amendment of railway law - Government reorganization - Passenger trains colliding with motor vehicles- Operation of longer, heavier transport- Data recorders- Safety management systems
JAPAN 2010
33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010
Rail Safety Issues and Concerns
- Reduction of passenger deaths- Reduction of operations accidents- Development of nationally consistent approach to rail safety regulation - Level crossing safety- Trespasser accidents- Derailments- Old infrastructure and rolling stock spare parts rendered obsolete- Lack of safety awareness of road users
and community

JAPAN 2010
33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010
Other rail safety related matters identified by the economies include
- Lack of comprehensive rail safety information in the economy - Introduction of amendment to the Railway Safety Act- Establishment of Special Commission arising from death of rail employees
JAPAN 2010
33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010
Other rail safety related matters identified by the economies include
- Licensing of rail operators and access providers- Financial constraint for construction of overhead pedestrian facilities to reduce
level crossing risks- Rapid increase in number of motor vehicles- Vandalism of level crossing safety protection
