Re-investment in Research: Strategic ActionsThe PhD Scholarship Programme 2010-2013

Plan of Re-investment (K€) in Research, Development & Training (2009-2011)

Re-investment in ResearchTwo Examples

Strategic Data Mining in the .it Domain

n The goal of Strategic Data Mining on the Web is to extract information (not easily detectable looking to a single web site) about trends and social phenomena,

n Business intelligence applications (social, commercial),

n Web structure is a “simple” social network in which links (except navigational ones) among Web sites represent social or business interactions,

n Web structure and Web pages contain complementary information:u Web-graph analysis allows to discover hidden large scale phenomena,u Web-pages analysis allows to provide a textual description of the

discovered phenomena.

“MimoNet: Maximizing Capacity of Next Generation Wireless Networks through Network-level Optimization of Wireless MIMO Technology”

Main idea: exploiting multi-antenna technologies to provide breakthroughcapacity increase in wireless mesh networks

Budget: 1.650K Euros for 5 years duration

Project proposed for ERC-StartingGrant 2009. The project passed both evaluation steps (only around 13% of the project passed both steps), and was judged “fundable, but not high enough in the rank to be funded”

The MIMONET project

Courtesy of Paolo Santi

1. The Principal Investigator: 3.0/4 (threshold 2.0)

2. The research project: 2.75/4 (threshold 2.0)

Panel Comments:

“...the PI has good publication record, exceptionally high citation numbers,

outstanding or best paper awards, and a good H-index.”

“...the proposal is mostly theoretical..”

“The panel therefore considers the proposal of good quality and fundable, however at a relatively low position in the ranking order.”

MIMONETd approach (decomposition):1.find near optimal solution for a SCD2.study how this solution changes when another SCD at distance d is introduced, as a function of d3.find near-optimal solution for 2 (or more) spatially separated SCDs

MimoNetd: downsized version of the project funded by IIT-CNR

Budget: 600K Euros for 3 years duration

Criteria for the auditing of the (internally) funded ideas/projects

n NO deliverables, NO cost statements, NO mid-termreviews, NO rehearsals,…… Zero Bureaucracy!

n Creation of an international evaluation panel composed of recognized experts in the field

n Just one review meeting per year

n If the panel report is OK: Go Ahead! u Otherwise STOP THE FUNDING !

Internet Governance

Internet governance is the development and application by Governments, theprivate sector and civil society, in their respective roles, of shared principles, norms, rules, decision-making procedures, and programmes that shape theevolution and use of the Internet.

Internet Governance forum (IGF)

http://www.intgovforum.org/cms/

CNR and theInternet Governance

CNR contributes for the definition of an Italian position inside ICANN, WSIS, and IGF

One of the first Italian Players in this area

1999: CNR hosts and coordinate the Italian W3C Office

1992: CNR is one of the founders of the Internet Society

1986: First Italian ARPANET node (Istituto CNUCE-CNR)- Start-up of R&D, diffusion and promotion of Internet Culture and Technologies

1987: IANA Delegated CNUCE-CNR for the management of the “country code “.it”

Since 1999, Stefano Trumpy(CNR IIT) is GAC memberrepresenting the Italian

Government (XIII, XIV, XV, XVI Legislature)

A unique experiment in the area of global governance is constitutively multistakeholder, going beyond the typical inter-

governmental model in the international arena

Future Perspectives

n To fix some problems related to the Personnel

n To strengthen the strategic partnerships and create more opportunities for cooperation-collaboration

n To pursue (reinforce), and support multidisciplinary approaches to Research

n To increase the awareness about the importance to generate value from Research

n To get a better cooperation and integration inside the Institute
