Concerning reduction of consumption of electric energy

For execution of the order of the Ministry of Ukraine from October, 16th 2008 № 1337-r «About realization of actions for reduction of consumption of electric energy by budgetary establishments» and decrees of Ministerial Council of Autonomous Republic of Crimea from October, 31st 2008 № 594 «About realization of actions for reduction of consumption of electric energy by budgetary establishments» the ministries, republican committees, bodies of a local executive authority of Autonomous Republic of Crimea conduct work on transition to energy efficiency lighting devices in premises of all subordinated budgetary enterprises, the organizations, establishments and in their territory.

As of 01.10.2009 24,6 % of lamps of internal and 48,5 % of external lighting are already replaced with energy efficiency devices from total.

Now because of shortage of means in the majority of subordinated objects there is no possibility of complete fulfillment of the schedule of transition to energy efficiency lighting devices until the end of 2009.

The estimated scope of financial resources which is planned to allocate for completion of works in public buildings in Autonomous Republic of Crimea, is 10,77 million UAH on internal illumination and 1,18 million UAH- on external.

UNDP representation in Ukraine

On planning of measures for implementation of energy efficient lighting

The Oblast State Administration has considered the letter of representation from 04.12.2009 №L-10 R and addressed to the Cherkassy Oblast Council regarding support opportunities in implementation of practical measures on introduction of energy efficient lighting in residential and public buildings, including educational institutions, due to the grant financing provided by the Global Environmental Facility (GEF) and would like to inform you the following.

Addenda to the Integrated Energy Saving Programme approved by the decision of the Oblast Council dated 27.11.2009 № 30-2/V providing for the implementation of set of energy saving measures, including projects in residential buildings, public and educational institutions has been recently developed in our oblast.

In line with the abovementioned programme it is foreseen to implement realization of energy saving measures, including co financing the project of energy efficient lighting in amount of 9784,4 thousand UAH from local budget. For 2010 is planned to perform amount of works for the sum 3879,9 thousand UAH. At the same time, a lack of funds in state and local budgets of various levels does not allow to realize the scheduled plans.

With regard to the above, Cherkassy Oblast State Administration kindly asks to consider our proposal under allocation of grant financing from the Global Environmental Facility and suggests to sign the corresponding agreement between an administration of the region and UNDP office in Ukraine on rendering technical assistance in realization of practical measures on introduction of energy efficient lighting in residential and public buildings, including educational institutions.

Dear Mr. Kublanov,

With reference to your letter regarding implementation of the UNDP-led

full-scale project in the sphere of climate change and the energy efficiency aimed

at removing barriers to energy efficient lighting in residential and public buildings

and reduction of electric power consumption through improvement of the national

policy framework for promoting energy efficient lighting, the Executive committee

of the Chernivtsi city council would like to express its interest and support in

realization of the related practical EE measures in our oblast.

In 2010-2013, according to reports of the sectoral managements and rayon

state administrations, the set of practical measures aimed at the introduction of

energy-efficient lighting is to be implemented to the total amount of 25 million

UAH.

In order to coordinate the abovementioned activities, the oblast state

administration is ready to conclude an appropriate agreement with the

implementation unit of UNDP.

Шановний пане Кубланов!

Виконавчий комітет Дніпропетровської міської ради розглянув Ваш лист стосовно повномасштабного проекту в сфері зміни клімату та енергоефективності, що затверджено Програмою Розвитку ООН та має сприяти подоланню бар'єрів на шляху поширення енергоефективного освітлення у житлових будинках та бюджетних установах і зменшенню споживання електроенергії через покращення національної політики щодо підтримки, і стимулювання енергоефективного освітлення, і висловлює свою зацікавленість у реалізації відповідних практичних заходів у М.Дніпропетровську, які передбачено Цільовою програмою з енергозбереження м. Дніпропетровська на 2009-2012 роки, затвердженою рішенням міської ради від 04.02.09 № 16/42.

Відповідно до зазначеної Програми ми плануємо виконати комплекс практичних заходів щодо впровадження енергоефективного освітлення з обсягом фінансування, орієнтовно - 10 млн.грн.

Для координації робіт пропонуємо укласти відповідну угоду з відповідним підрозділом ПРООН.

your letter regarding the full-sized climate change and energy efficiency project developed by UNDP and aimed at removing barriers to energy efficient lighting in residential and public buildings as well as reduction of electric power consumption through improvement of the national policy framework for promoting energy efficient lighting and has a pleasure to inform you about the following.

We would like to express our interest in implementation of the practical project-related measures in Dnipropetrovs’k, as foreseen by the Municipal target energy saving programme for Dnipropetrovs’k for 2009-2012 approved by the city council decision # 16/42 dated 04.02.2009.

According to the abovementioned Program we plan to implement a complex of measures towards wider use of energy efficient lighting for the total estimated amount of 10 million UAH. In order to coordinate our efforts, we propose to conclude an appropriate agreement with the responsible implementation unit of UNDP.

The Executive committee of the Mariupol city council has considered your letter regarding implementation of the UNDP-led full-scale energy efficiency project aimed to promote energy efficient lighting in residential and public buildings, as well as municipal street lighting. The «Light city» energy-saving programme has been developed in Mariupol for 2010-2014 providing for the implementation of energy efficiency measures on replacement of incandescent lamps for CFLs in educational institutions, hospitals, lighting of yards and city streets lighting. Відповідно до листа Програми Розвитку ООН від 11.12.2009 № L – 10Rщодо провадження проекту енергоефективного освітлення в регіоніповідомляємо наступне.

З огляду на те, що реалізація проектів зазначеної тематики сприятимеподоланню бар'єрів на шляху поширення енергоефективного освітлення ужитлових будинках та бюджетних установах, а також зменшеннюспоживання електроенергії шляхом удосконалення національної політики усфері впровадження енергоефективного освітлення, висловлюємо своюзацікавленість у реалізації даного проекту на території Вінницької області увідповідності до «Програми енергозбереження у Вінницькій області».

Також інформуємо, що «Програмою енергозбереження у Вінницькійобласті» передбачено низку відповідних заходів із впровадженняенергоефективного освітлення у регіоні, на реалізацію яких у період з 2010по 2013 роки заплановано фінансування у розмірі 20 млн. грн.

З огляду на вищезазначене та з метою активізації і подальшоїкоординації робіт за проектом, пропонуємо укладення відповідної угоди міжобласною державною адміністрацію та впроваджувальним підрозділомПрограми Розвитку ООН.

Dear Mr. Kublanov

According to the letter of the United Nations Development Programme dated

11.12.2009 № L–10 R regarding implementation of the project of energy efficiency lighting in region we would like to inform the following.

Considering that realization of projects of the above subject will promote removing barriers on a way of distribution of energy efficient lighting in residential and public buildings, and also to reduction of a electric power consumption by improving of the national policy in sphere of introduction of energy efficient lighting, we express the interest in realization of this project at the territory of Vinnitsa oblast in line with our own «The Energy Saving Programme in Vinnitsa Oblast».

We also inform that there is the provision in «The Energy Saving Programme in Vinnitsa Oblast» for a number of adequate measures on introduction of energy efficient lighting in the region with the financing at a rate of 20 million UAH for the realization during the period 2010 - 2013.

Thus, for the purpose activization and further coordination of works under the project, we propose to sign the corresponding agreement between the Oblast State Administration and implementing United Nations Development Programme.

Еhe Oblast state administration has considered your letter regarding

implementation by the UN Development Programme (further UNDP) of the full-scale

project in the sphere of climate change and the energy efficiency aimed at removing

barriers to energy efficient lighting in residential and public buildings and reduction of

electric power consumption through improvement of the national policy framework for

promoting energy efficient lighting.

We express our interest and support in realization of the related practical EE

measures in our oblast, as this is also envisaged by Energy Efficiency Programme of

Lugansk oblast for the years of 2010-2014.

It is planned to implement the package of practical measures aimed at the

introduction of energy-efficient lighting in educational institutions and health protection

facilities, which is financed from the state and local budgets, with total financing during

period of abovementioned Programme implementation amounting about 2 million UAH.

For coordination of the performance of abovementioned activities, we propose to

implementation by the UN Development Programme of the full-scale project in the

energy efficient lighting, we would like to inform you the following.

The Programme for rehabilitation of the electrical network of outside lighting of

towns and settlements of Khmelnitska oblast for the years of 2007-2011 is being

implemented currently, the one of the directions of this Programme is installation of

efficient street lighting, especially replacement of traditional mercury lamps and

incandescent lamps with more efficient Na sources which will allow to save energy

consumption. Beside, we plan to submit the Integrated Energysaving Programme for

consideration of next session of the oblast Rada. In this Programme we will include your

proposal re installation of energy efficient lighting in in residential and public buildings.
