One dog was left to die on the balcony of an empty apartment, while others were found wander- ing the streets or tied up in the yards of local dog lovers, rescue workers say. The economic downturn has resulted in many more pets be- ing dumped by expats leaving the country. They don’t want to spend hundreds of rials transporting their family pet home with them, according to rescuers. Dr. Elke Heitz, vet and owner at the Al Qurum Veterinary Clinic, told the Times of Oman that people often find their material belong- ings more important than their pets when they leave the country. “Working in animal rescue does harden you, because you see how easily people exchange the happi- ness an animal can give against the OMR300 it would cost to take the pets with them,” she said. Heitz said she started sheltering stray animals when she arrived in Oman 11 years ago. It has since be- come her passion. She said when she saw animals being left behind at her clinic and people not wanting to take the animals she treated, she decided to give them a home herself, “because no one else did anything for the an- imals here. I just couldn’t say no.” Her clinic now has 60 cats and dogs, divided between the shel- ter, staff accommodation and pri- vate foster homes. “Everyone has animals, I have eight cats and two dogs in my house,” she said. Heitz said her clinic, which is funding the shelter, saves around 200 cats and dogs a year from the streets. The vet is also against putting animals to sleep. “You kill an ani- mal and another one will just take its place. You are creating space for the next generation of strays.” However, with many people leav- ing Oman these days, Heitz has had to restrict the number of ani- mals that she can help. “I help as many as possible, but I cannot go bankrupt, I have to maintain in- vestments and keep the shelter running,” she stated. Abandoned thrice Russell, a Jack Russell terrier, was abandoned thrice; a family left him with their friend because they couldn’t afford to take him back to their home country. “My friend called my husband and said he’s not settling with his dog and dumped him on us, he stayed with me for a week till we found him a home and they aban- doned him too. My aunt found him in her yard, which means someone left him there, and eventually she adopted him despite having three dogs already. Now he’s happy and found his permanent home,” said Krystal Brown, an animal welfare activist. Another such case was of Muffin, a Saluki dog, found roam- ing the streets of Al Mouj Muscat after being abandoned. “My friend found her roam- ing the streets of Muscat, and the security guards said they would dispose of her. So my friend called me in the middle of the night ask- ing for help, and by next morning she was being fostered by another friend. After looking up her histo- ry, we realised she was first found in the balcony of a vacant apart- ment. She never really did find a home to call her own, but is happy where she is now,” Brown added. Not everyone thinks that only expats moving out of the country contribute to the stray population increasing, there are also locals abandoning their pets. “The issue of expats leaving pets is true, but if you compare the number of pets that were left by expats and locals, it’s the same thing—the increase is not only be- cause of expats abandoning their pets when they fly back, but it’s also because locals dump their pets when they can’t be bred prop- erly or when they lose too much hair,” said Dr. Palve Dlagojevic of the Sama Veterinary Clinic. >A2 Even the hands of rescuers are tied due to limited space, fund crunch and rising number of abandoned canines and felines ROP cautions against mischief during holidays, to keep watch Times News Service MUSCAT: With the Eid holidays just around the corner, the Royal Oman Police (ROP) has issued a warning against any wrongdoing during Eid celebrations and prom- ised to step up patrolling in con- gested areas. A senior ROP official said police operations in areas used for enter- tainment during the Eid holidays will be maintained. “We will increase patrolling in various congested areas, such as mosques and parks, as well as resi- dential areas,” said the official. The official also warned against disturbing law and order during the celebrations, such as light- ing fireworks, where parents have been advised to monitor their chil- dren and make them aware of the dangers of playing with fireworks and firecrackers, as well as stop- ping them from playing alone in the streets. “I have also warned (people) about the dangers of promoting and using firecrackers. We have a responsibility as a society to un- derstand the dangers they (fire- crackers) impose on us, especially our children, and the damages it could inflict on our properties,” said the ROP official. A common occurrence during days of celebration is an increase in speeding on Omani streets. The official said drivers will not be able to anticipate other drivers’ next move, adding that they are more likely to lose control of their vehi- cle if they pass the speed limit. Others gather with their vehi- cles during celebrations to race in public, which results in fatal acci- dents and turning the celebrations into an occasion for mourning. Explaining the cause of death, the police said they died as a re- sult of inhaling carbon monoxide from their parked vehicle. In an earlier incident, the body of a 14-year-old Omani boy, who reportedly drowned near Al Seeb, was recovered while his friend aged 14 years was rescued by the Royal Oman Police. Coastguards received a dis- tress call on Wednesday from a citizen who reportedly saw the two young boys heading towards the sea for swimming in Sur Al Hadid area for more than half an hour without coming back. “An Omani national who saw them swimming, alerted others when they didn’t turn up after a long time around 6 in the morn- ing,” sources said. Immediately, rescue teams were rushed to the site which found the first boy and gave him the first aid. He was transferred to Sultan Qa- boos University Hospital, while the other was found dead. MUSCAT: Expats leaving Oman for good are dumping their pets rather than pay to take them home with them.

One dog was left to die on the balcony of an empty apartment, while others were found wander-ing the streets or tied up in the yards of local dog lovers, rescue workers say.

The economic downturn has resulted in many more pets be-ing dumped by expats leaving the

country. They don’t want to spend hundreds of rials transporting their family pet home with them, according to rescuers.

Dr. Elke Heitz, vet and owner at the Al Qurum Veterinary Clinic, told the Times of Oman that people often find their material belong-ings more important than their pets when they leave the country.

“It is irresponsible for the expats to do that, its better not to keep the animal in the first place if you don’t want to take them back with you. They are not a thing, but part of the family. When you leave, at least make sure that they are taken care of by someone else or just take them back with you,” he added.

“I believe this issue also depends on the economic condition, so with a lot of expats leaving the country due to the current economic crisis, this might be a problem, but I think the figure is usually constant,” Dlagojevic noted.

Not all expats leave their pets, many take them back, but there are always procedures to follow.

“It was fine, but there was lot of paperwork, vaccinations etc. The vets can sort everything out, including paperwork and release forms from the ministry. It’s expen-sive as well, for me all in all it cost something like OMR500 to 600,” said Matt Blackwell, a western ex-pat, who took his dog back home to the United Kingdom from Oman.

He has a piece of advice for eve-ryone wanting to take their pets back. “The only thing I’d say is to make sure you use a reputable vet, because not all of them know what they’re doing. Once our vets had sorted all the paperwork it

was easy, flew him to Europe (Am-sterdam) and then got the ferry to England. He was down in a special compartment with the cargo and we had no problems getting home.”

Ross Rosenquist, resident of Al Mouj Muscat, and part of a start-up called CNR (Capture, Neuter and Release) Oman thinks that dump-ing pets is a barbaric activity.

“Anybody that has any compas-sion or any kind of humanity in them will say that abandoning pets is absolutely horrendous, disgust-ing and barbaric, it’s a savage thing to do. The pets when abandoned cannot fend for themselves; they either die a painfully slow death or get tortured by people.”

“Expats also dump their dogs or cats without having them neu-tered or spayed and they breed with wadi or desert dogs, and that is why you have all these mix breeds and also lots of diseases in the dogs, as a result.” Heitz has a message for people, “Stray animals are not pests, and they are part of life. It is our duty being humans to not just shoot the dogs and kill the cats, but instead introduce neutering schemes. People, who have cats or dogs, should neuter them to avoid unwanted breeding,” she said.

She concluded that people should share the burden of the

problem of strays and not think they can leave the animal at the clinic for free. “I can’t take all of them and if people want to help an animal, they should realise that helping also costs money. If anyone is willing to adopt or shelter an ani-mal, please let us know.”

Jaison Mathai is an animal wel-fare activist and the founder of ‘Ti-ger by the Tail’, an animal rescue group which was started last years and not only rescues cats and dogs but also birds and provides ade-quate foster care for them.

Since last year, he has seen sever-al cases of expats abandoning their pets, some families even go to the extent of locking their pets in the apartments when leaving.

“I have seen quite a few cases of expats abandoning their pets, mostly when they leave the coun-try, because sometimes the money needed to take them back is a lot for them and on other occasions this depends on the country they are fly-ing back to. I have come across cases where expats dump their pets on the streets and in locked apartments.”

Being involved in animal rescue for a while now, Jaison thinks that it is very important for people to know that pets are not just enter-tainment items but part of the fam-ily. “Many buy pets on impulse, but

pets need time, love and care, own-ing a pet is a commitment, they are family and can’t be abandoned.

His group rescues animals and shelters them at the Capital Vet-erinary Centre LLC, which is run by an animal loving Omani family in Qurum.

“We recently rescued an eight-year-old golden retriever from Ma-dinat Qaboos, he was found wan-dering the streets. We are going to neuter him soon and he also has an eye infection that treatment is go-ing on, he was also dirty and so we arranged for a complete grooming. We found that he was owned by a well to do family and is in, he is in foster care now.” Mathai added.

Another mix breed cat, a two-year-old Persian and Turkish An-gora was rescued by the group from the PDO, Mina al Fahal area.

“When she was rescued, she had a severe eye infection and now is adopted by a doctor.” he said.

Tiger By The Tail (TBTT) is a non profit animal welfare group which rescues sick/ injured and homeless animals. Once rescued, the animal goes through a medical examinations, is treated and neu-tered and then groomed and put up for foster care and adoption. The group runs on donations, look up TBTT to donate or volunteer.

“Driving a motor vehicle reck-lessly or at a high speed or under the influence of alcohol or tran-quilisers or any other materials, which affect the brain or oth-erwise in a manner, which pre-sents danger to the public, their lives or property. Punishment for such actions will be doubled if the rules of traffic are breached while driving,” the official said.

“Drifting in public shows the utter ignorance and disrespect to street etiquette and public safety,” said the official.

He added that law enforce-ment is even stricter and aimed at instilling fear and intimida-tion among those who commit these acts; they will be impris-oned and will not be let out until they are sent to court. This is due to the seriousness and danger of the crime, which poses a danger to property and human life.

Eid holidays commonly wit-ness several drowning cases, where some families, clubs and sports teams organise a mass gathering at the beach and the

usual victims are children.“Children drown due to

swimming in the strong current areas of the beach or where the waves are high or they just sim-ply can’t swim. Parents are also to blame if they leave their chil-dren without monitoring them,” said the official.

“Parents must keep monitor-ing their children if they are allowed to swim and prevent them from swimming when conditions are not favourable,” added the official.

Mass gatherings on the beach organised by clubs should have a predetermined programme for the day and appoint super-visors to offer advice and guid-ance, as well as follow the rules in order to not expose them-selves to danger.

The literal meaning of Zakat is ‘to cleanse’ or ‘purification’. Literally translated as “evidence” or “sign” the ayah in Islam refers to the verses of the Holy Quran. Made up

FASTING FROM THE HEART

Israel denying Palestinian development, says Quartet

UNITED NATIONS: Israel should stop building settlements, denying Palestinian development and designating land for exclu-sive Israeli use that Palestinians seek for a future state, the Mid-dle East peace “Quartet” recom-mended on Friday in a an eagerly awaited report.

The report by the Quartet enti-ties sponsoring the stalled peace process - the United States, Rus-sia, the European Union and the United Nations - said the Israeli policy “is steadily eroding the vi-ability of the two-state solution.”

“This raises legitimate ques-tions about Israel’s long-term in-tentions, which are compounded by the statements of some Israeli ministers that there should never be a Palestinian state,” according to the eight-page report.

Diplomatic sources said the report carries significant politi-cal weight as it has the backing of close Israeli ally the United

States, which has struggled to revive the peace talks amid ten-sions between Israeli Prime Min-ister Benjamin Netanyahu and US President Barack Obama.

Relations between the rightist Israeli leader and the Democratic president have yet to recover from their feud over last year’s US-led nuclear deal with Israeli foe Iran.

Netanyahu’s office welcomed some aspects of the Quartet re-port but said Israel took issue with numerous factual and policy assertions.

The report also “perpetuates the myth that Israeli construction in the West Bank is an obstacle to peace,” the statement said.

Nabil Abu Rdainah, the spokes-man for Palestinian President Mahmoud Abbas, expressed disap-pointment with the Quartet report.

“Any report that does not in-clude the full withdrawal to the 1967 borders, including Occupied Jerusalem, and does not include a recognition of the illegality of set-tlement will not lead to real and lasting peace and will lead to more

tension and more instability in the region,” he said in a statement.

UN Middle East envoy Nick-olay Mladenov briefed the UN Se-curity Council on Thursday on the report and said it would be up to the council and the international community to use the report to decide the way forward.

A senior US State Department official said on Friday: “We are open to having the Security Coun-cil welcome the report but that’s all at this point. We’re not looking for serious, substantive, UN Secu-

rity Council action on this report.” The Quartet said urgent affirm-

ative steps needed to be taken to “prevent entrenching a one-state reality of perpetual occupation and conflict.”

The report said Israel had taken for its exclusive use some 70 per cent of Area C, which makes up 60 per cent of the occupied West Bank and includes the majority of agricultural lands, natural re-sources and land reserves.

Under the Oslo accords of the mid-1990s, Israel retains full control over Area C, where large tracts have been declared closed military areas.

“Israel should implement posi-tive and significant policy shifts, including transferring powers and responsibilities in Area C,” the Quartet report said.

It said only one permit for Pal-estinian housing construction in Area C was reportedly approved in 2014, while there did not appear to have been any approved in 2015.

The report said at least 570,000 Israelis are living in the settle-ments, which most countries deem illegal.

“Israel should cease the policy of settlement construction and expansion, designating land for exclusive Israeli use and denying Palestinian development,” the re-port recommends.

The Palestinians want an inde-pendent state in the West Bank, Gaza and East Jerusalem - areas Israel captured in a 1967 war.

The last round of peace talks broke down in April 2014 and Israeli-Palestinian violence has surged in recent months.

Residents of Falluja may return by early August

BAGHDAD: The United Nations said Iraqi authorities will allow ci-vilians displaced by the assault on IS-held Falluja to start returning home as early as August.

More than 85,000 people fled their homes during a month-long campaign that ended on Sunday when Iraqi authorities declared they had completely recaptured the city, an hour’s drive west of Baghdad.

A report on Thursday from the UN refugee agency UNHCR, not-ing the government’s plans, said the level of destruction will make their return difficult in the short term and explosives would pose a hazard to residents.

The civilians at government-run camps, who make up about a third of Falluja’s total population before IS took over 2-1/2 years ago, are currently relying on hand-outs from the United Nations and aid groups.

Lack of funding means many do not have adequate shelter, food or water amid temperatures ex-ceeding 50 degrees Celsius. Hu-manitarian agencies fear poor sanitation could spread infectious diseases like cholera and skin dis-eases in addition to exacerbating chronic illnesses.

The head of Iraq’s minority sect endowment, a public institution that manages religious sites, deliv-ered the first Friday sermon since the city’s recapture at a mosque inside Falluja.

Syrian warplane crashes, militants kill captured pilotBEIRUT: A Syrian warplane crashed northeast of Damascus on Friday and insurgents cap-tured and killed its pilot, rebel and Syrian military sources said.

Syrian state media said the crash was due to a technical fault and the pilot had ejected.

The rebel group Jaish Al Islam said it had shot down the plane, but did not say how.

The military source accused Jaish Al Islam of killing the pilot after he parachuted into an area controlled by the group. “This despicable crime carried out by what is called the terrorist Jaish Al Islam will not go unpunished,” the source said.

Jaish Al Islam said the pilot was killed by a fighter from the al Qaeda-linked Nusra Front while being held at a joint command centre. Jaish Al Islam had earlier said he would be handed over to

them because they had shot down his plane.

Jaish Al Islam, which controls territory on the Syrian capital’s eastern and northeastern out-skirts, had earlier circulated a photo that it said showed the pilot.

“We call on the Nusra Front and Ahrar Al Sham to issue a statement explaining what hap-pened and also call on them to hand over the pilot’s body,” a Jaish Al Islam statement said.

Ahrar Al Sham is another large insurgent group.

Two warplanesRebels shot down at least two warplanes earlier this year.

The Syrian government said one of them had been downed by an anti-aircraft missile, but rebels said they had used anti-aircraft guns.

Prime Minister Narendra Modi wants to accelerate growth in the world’s fastest expanding aviation market while encouraging airlines

like IndiGo, SpiceJet and Jet Air-ways to fly more people to and from smaller, often poorer cities.

Scores of new airports have been built around the country but many are yet to open because air-lines do not see sufficient demand as ticket prices are too high for the majority Indians.

That has raised worries the gov-ernment is building infrastructure

few can afford to use. Civil aviation ministry officials, however, said on Friday that the government has identified 30 recently built airports, and another 60 nearing completion, that it says it can get airlines to start flying to soon.

Individual states will offer free land and emergency service sup-port to all newly built airports, while landing charges and taxes

on aviation fuel will be kept at low levels, they said.

“Economic activity should grow to such an extent that these routes are economically viable,” Civil Aviation Minister Ashok Gaja-pathi Raju told reporters. India’s aviation growth has been driven by flights between larger cities, cater-ing to a growing middle class as the country enjoys economic growth

of more than 7 per cent a year. But the government believes there is latent demand in smaller cities where airports are too small or not yet built. In the western state of Rajasthan, a region the size of Germany, there are only a handful of airports currently open to com-mercial flights and new airports are not being used. Last month the government approved a policy to

cap air fares on services to smaller cities at 2,500 rupees ($37) per hour of travel, with the govern-ment providing part of the funding to make it viable.

Raju said on Friday that fund-ing for the scheme would be set at around Rs5 billion per annum, with states putting in up to 20 per cent of the money, or 10 per cent in the case of the remote northeast. - Reuters

Home-grown fighter jet Tejas inducted into IAF

BENGALURU: India’s first home-grown fighter jet was finally in-ducted into the Indian Air Force (IAF) on Friday after a tortuous saga spread over 33 long years with the launch of the first squad-ron of two Light Combat Aircraft (LCA) Tejas here, in a major milestone in the country’s mili-tary aviation.

A Tejas aircraft, the fourth plus generation lightweight, multi-role

supersonic single engine jet sporting the IAF colours soared to the skies, marking the raising of the first squadron of Tejas in the force at a ceremony preceded by inter-faith prayers, more than three decades after it went into development.

The LCA, smallest and lightest of its class, was flown by Com-manding Officer Group Captain Madhav Rangachari for a sortie for about seven minutes at the in-duction ceremony and was given a water cannon salute on landing.

Prime Minister Narendra Modi hailed the induction of Tejas as a matter of “unparalleled pride and happiness” and a step which il-

lustrates the skills and strengths of Indian scientists. “Induction of indigenously made Tejas fight-er jet into the Air Force fills our hearts with unparalleled pride & happiness,” he tweeted. “I laud HAL & ADA on the induction of Tejas fighter jet. This illustrates our skills & strengths to enhance indigenous defence manufactur-ing,” Modi said in another tweet.

HAL officials and Air Marshal Jasbir Walia, Air Officer Com-manding-in Chief, Southern Air Command, Air Marshal Rakesh Kumar Singh Bhadauria, the Dep-uty Chief of the Air Staff and HAL Chairman Suvarna Raju were pre-sent. A ‘Sarvadharma Samaroh’ (inter-faith prayer), a practice followed by Air force during such inductions, was also held.

The two Tejas aircraft were in-ducted into 45 squadron of IAF, also called as “Flying Daggers”, which will be based in Bengaluru for the first two years before it is moved to Sulur in Tamil Nadu.

The aircraft was named “Tejas” (meaning radiance in Sanskrit) by Atal Behari Vajpayee as prime minister.

Calling it a “capable” aircraft, HAL said it would be used for air to air and air to ground strikes. Conceived as a replacement to the ageing MiG 21s, it has been designed by Aeronautical Devel-opment Agency (ADA) and pro-duced by HAL. Heavy rains hit Uttarakhand, 12 killed PITHORAGARH: Twelve per-sons were killed and 25 others were missing as torrential rains and landslides hit north Indian state of Uttarakhand’s Pithora-garh and Chamoli districts in the wee hours on Friday, burying vil-lages in sludge with many resi-dents trapped under the debris.

While eight persons were killed in cloudburst in Pithoragarh dis-trict, four lives were claimed by heavy rains in Chamoli district. Two persons were swept away by the muddy waters and debris rushing down the slopes into Siron village in Chamoli.

One person was killed in Ghat block and another in Sithel village in similar circumstances, SDM Chamoli S. K. Barnwal said, add-ing eight persons trapped in the debris have been rescued in the district so far.

The cloudburst in Singhali area of Pithorgarh district on Friday morning brought over 100 mm rains in two hours in a region of 50 sq km, flattening homes in over seven villages, according to officials. “We have recovered five bodies from Singhali area while three bodies have been recovered

from Thal village. The search for others is on by rescue parties con-sisting of army and paramilitary personnel,” Pithoragarh District Magistrate H. C. Semwal said.

Uttarakhand Chief Minister Harish Rawat, who is Delhi, ex-pressed grief at the loss of lives and announced a compensation of Rs200,000 each to the families of the victims.

“Many people are still trapped under tonnes of debris brought by the heavy rains. ITBP, State Disaster Response Fund (SDRF) and paramilitary personnel are involved in rescue work,” he said.

“I am personally monitoring the situation from here. Chief Secretary too is keeping tab...we will give them (kin of victims) immediate compensation of Rs200,000 as per norms,” he said in Delhi. - PTI

Sartaj against moving too fast against rebels

ISLAMABAD: Pakistan’s top foreign policy official warned on Friday that pushing too fast against all extremist militants in the country could lead to “blow-back” in the form of more terror-ist attacks.

Sartaj Aziz sought to deflect criticism that Pakistan has not done enough to crack down on the Haqqani network and that it still shelters Afghan Taliban leaders,

highlighted by the US drone strike that killed Taliban chief Mullah Akhtar Mansour in May.

Aziz said he would defend Paki-stan’s record of fighting militants when meeting this weekend with a US congressional delegation headed by Senator John McCain, chairman of the Senate Armed Forces Committee.

Achievement“I think what we have achieved in these three years is quite remark-able,” he told Reuters. “But there are risks involved of how far we

can go and in what sequence we should go and in what scale we should go.”

The military operation in North Waziristan targeted loosely al-lied fighters, including the Pa-kistani branch of the Taliban - which fights to overthrow Pa-kistan’s government. Also based in the area were elements of the Afghan Taliban and the Haqqani network, which direct their at-tacks across the border to target the US-backed government in Afghanistan.

Critics, particularly in the US

Congress, say Pakistan has spared the militants that limit their at-tacks to inside Afghanistan.

Sartaj said the military acted “without distinguishing between ‘good and bad’ Taliban” but sug-gested that seeking a large-scale crackdown on all at once would overstretch the armed forces and lead to more terrorist attacks.

Actor Jafri survives firing by robbersKARACHI: Television artist Na-deem Jafri came under fire while putting up resistance during a robbery bid outside his residence in Gulshan-e-Iqbal in the wee hours of Thursday. He remained, however, unhurt in the firing.

The actor told Express News that the incident took place when he and his friends were going out at Suhur time, when some

unidentified assailants on mo-torcycles intercepted Jafri’s car. “At first I thought they were there to kill me, but they were robbers and demanded cash and mobile phones from us,” he said.

Managed to escapeThe robbers managed to escape after looting Jafri and his friends, the actor said, adding that his

friends also fired shots at the fleeing thieves. The robbers re-taliated and fired at them, after which some bullets hit his car, however, fortunately no one was hurt, Jafri said.

ISLAMABAD: At the tender age of 14, most children see good grades in school as a big achieve-ment. 14-year-old Muhammad Shahzad simply doesn’t conform to those lowly standards.

Setting the bar really high for his peers, this security researcher and ‘ethical’ hacker from Lahore only recently discovered that Google had inducted him into their hall of fame for highlighting several security vulnerabilities in one of Google’s acquisitions.

Despite his young age, this is the second occasion on which Shahzad has helped Google make its software more secure.

“When I was 12, I found An-droid 4.4 Lock Bypass and An-droid had no VRP at that time so

what I got was only an apprecia-tion email”.

Google are currently working to patch up some vulnerabilities pointed out by Shahzad, after which he may receive a reward from Google. But this doesn’t concern Shahzad much. “Being able to represent Pakistan on a global stage, and to be listed with researchers double my age is

enough of a reward in itself,” he says. Apart from Google, Shahzad has also pointed out several vul-nerabilities to Apple, for which he has been mentioned in their Hall of fame page twice.

When quizzed on how exactly a 14-year-old becomes so pro-ficient at software security and hacking, Shahzad mentioned an incident from his childhood. “At a very young age I had an internet facility, and one day my father’s email account got hacked. That was the time when I heard the word ‘hack’ for the very first time.

Patients suffer as doctors boycott OPDs at PolyclinicISLAMABAD: Patients visiting Polyclinic Hospital faced immense problems on Thursday as doctors boycotted the outpatient depart-ments (OPDs) in protest against the transfer of the Executive Di-rector Raja Amjad Mahmood.

The Capital Administration and Development Division (CADD) had issued the transfer order a day earlier, replacing him with Dr Iftikhar Ahmed Naroo as new ex-ecutive director of the hospital.

Senior as well as junior doctors under the banner of the Young Doctors’ Association, members of the joint action committee, para-medical staff and nurses passed a resolution demanding rescinding of Mahmood’s transfer order.

Mahmood was transferred to the Pakistan Institute of Medical Sciences (PIMS) at a time when the CADD Minister, Tariq Fazal

Chaudhry, was in Saudi Arabia to perform Umra.

The minister had appointed Dr Mahmood as executive director of the hospital two months ago.

Young doctors and joint action committee members at the Poly-clinic Hospital announced that they would boycott the OPDs from 9am to 11am daily till Eid and they would continue their protest until the hospital gets back Mahmood.

“The protest started today and the OPDs remained closed for the whole day and the next pro-test plan will be decided after the Eid holidays,” Young Doctors’ Association President Dr Sartaj Ali said, while talking to The Ex-press Tribune.

He claimed that what Dr Mahmood delivered in the last two months could not be done in the last 20 years. — Express Tribune

Central banks are at their best when they have a correct and clear vision of econom-ic developments and prospects, as well

as the tools to deliver good outcomes, whether they are acting alone or with other policy mak-ers. The congressional testimony delivered by Fed Chair Janet Yellen last week suggests that these qualities may currently elude the US central bank.

Worse, the policy challenges facing Fed officials pale in comparison with those of their colleagues in Europe. For the Bank of England and the Euro-pean Central Bank, significant structural uncer-tainties have suddenly been added to the compli-cations presented by fluid economies and peculiar financial conditions.

This unusual combination undermines the ef-fectiveness of central banks and, as the experience of the Bank of Japan proves, could get them closer to the line that separates effective measures from ineffective or even counterproductive ones. In her semi-annual testimony on monetary policy, Yellen stressed that the US economy must contend with “considerable uncertainty.”

The reasons are both domestic and internation-al, and aren’t limited to short-term surprises such as the Brexit referendum and the disappointing US jobs report for May. She also pointed to structural issues including sluggish productivity growth and business investment. Similar forces are at play in Europe, and to a much greater degree.

The structural headwinds have been amplified in the last week by genuine uncertainties in the aftermath of the Brexit referendum -- specifically, the unclear future of the economic and financial relationships between the European Union, the world’s largest economic area, and Britain, the fifth-biggest economy. This state of affairs has made it enormously difficult for central banks (and others) to come up with an economic vision that commands sufficient conviction and foundation, leaving their policy approach without a solid secu-lar anchoring.

As a result, these institutions inevitably become more “data dependent,” which, in turn, adds to their communication challenges. The resulting fluc-tuations in their market signals expose the central banks to accusations of damaging inconsistency. This is occurring at a particularly challenging time for global central banking. As I detailed in “The

Only Game in Town,” central banks have taken on unprecedented policy responsibilities in recent years. This wasn’t done by choice but by necessity, as other national economic policy-making institu-tions have been sidelined by political polarization.

Repeatedly, and excessively, the banks have felt compelled to venture deeper in uncharted policy terrain, using a range of unconventional -- and un-tested — measures to buttress economic growth and avoid disruptive deflation. In the aftermath of Brexit, we should expect the BOE and the ECB to be under pressure to do even more.

They will loosen monetary policy further, in-cluding through lower interest rates for the BOE, more quantitative easing for the ECB as well as pro-market forward guidance from both. Their ob-jective will be to counter a post-referendum slow-down in economic activity, particularly business investment, and a higher risk of recession. In the short term, the additional measures would be re-flected in financial markets through more liquidity support for equities and in depreciation pressures on the pound and the euro.

However, the impact on the real economy, the intended ultimate beneficiary of this additional policy activism, would be much more limited. The reason is understandable: There isn’t much that either central bank can do to compensate for the structural uncertainties associated with the out-come of the referendum. Moreover, their attempts at action will be neither cost-nor risk-free.

Without the additional support of politicians for a more comprehensive policy approach —one that deals with exhausted engines of genuine growth (as opposed to relying on the artificial stimulus from added liquidity), deficient aggregate demand, overhangs of excessive indebtedness and incom-plete regional and global policy architectures — the additional monetary policy activism would take the central banks, and particularly the ECB, closer to the point of policy ineffectiveness.

That could risk repeating the unfortunate expe-rience of the Bank of Japan, which has already got-ten very close to — and perhaps even crossed — the threshold between being not just ineffective but counterproductive. -- Bloomberg View

Two suspects in Istanbul attack identified as Russian extremists

ISTANBUL/TBILISI: Two Rus-sian nationals have been identified as suspected IS suicide bombers in the attack on Istanbul’s main airport that is thought to have been masterminded by a Chechen, Turkish media said on Friday.

Forty-four people were killed in Tuesday’s bombings and shoot-ings, which targeted one of the world’s busiest airports.

Prosecutors have identified two of the three suspected attackers as Russians Rakim Bulgarov and Va-dim Osmanov, state-run Anadolu Agency said.

Turkish officials declined to comment. One government of-ficial had previously said the at-tackers were Russian, Uzbek and Kyrgyz nationals.

The pro-government Yeni Safak newspaper has said the organiser of the attack, the deadliest in a se-ries of suicide bombings in NATO-member Turkey this year, was suspected to be a Chechen double-amputee called Akhmed Chatayev.

Chatayev is identified on a United Nations sanctions list as a

leader in IS responsible for train-ing Russian-speaking militants.

He was arrested in Bulgaria five years ago on a Russian extradition request but freed because he had refugee status in Austria, a Bulgar-ian judge said. A year later he was wounded and captured in Georgia but again released.

Turkish police on Friday de-tained 11 foreigners in Istanbul on suspicion of belonging to an IS cell linked to the attack, Anadolu reported, bringing the number of

people detained in the investiga-tion to 24. A police spokesman could not confirm the report.

Turkish officials have not given many details beyond confirming the attackers’ nationalities.

They have previously said that forensic teams were struggling to identify the suicide bombers from

their limited remains. Yeni Safak has said one of the bombers was from Dagestan, which borders Chechnya where Moscow has led two wars against separatists and Islamist militants since the Soviet Union collapsed in 1991.

Fighting in ChechnyaChatayev lost his arm after being captured by Russian forces during fighting in Chechnya in 2000 and later claimed he was tortured, ac-cording to a 2010 statement from Amnesty International, which had called on Ukraine not to extradite him to Russia at the time.

In a statement on Friday, Am-nesty said it condemned the attack on the Istanbul airport and said it had opposed Chatayev’s extradi-tion on the grounds he faced tor-ture, which was against human rights law.

In 2012, Georgian officials said Chatayev had been wounded in a special forces operation against an unidentified group in the remote Lopota Gorge near the border with Dagestan.

The group was believed to be made up of Russian extremist insurgents fighting against Mos-cow’s rule in the North Caucasus.

Chatayev, whose foot was later amputated due to his injuries, was arrested on charges of weapons

possession. He denied this and said that he had been sent to the gorge as a negotiator at the request of Georgian officials.

He was released on the orders of a Georgian court later that year and cleared of all charges in Janu-ary 2013.”He was released lawful-ly, whether it was a mistake or not,” former Georgian interior minister Vakhtang Gomelauri said this year.

In 2011 he was detained by Bul-garian police at the country’s bor-der with Turkey as Russia wanted him for “participation in an armed group and for the recruitment of persons for terrorism and for fi-nancing terrorism”, a Bulgarian judge told Bulgarian national radio on Friday.

However, the Bulgarian court refused to extradite him, saying his refugee status, which had been granted to him in Austria in 2003, remained valid in all countries that are signatories to the Geneva Con-vention, which includes Bulgaria.

Separately, Turkish security forces detained four Turkish citi-zens on Wednesday at the Oncupi-nar border crossing with Syria on suspicion of membership of a ter-rorist group, the local governor’s office said in a statement. The four were attempting to return to Tur-key from a conflict zone in Syria under IS control, it said.— Reuters

Del Potro ousts Wawrinka

LONDON: There is a reason why Juan Martin del Potro went under the knife — over... and over... and over again. Three wrist operations since his last appearance at Wim-bledon in 2013 meant Del Potro had had more appointments with surgeons and physiotherapists than on-court engagements with tennis professionals over the past 27 months.

On Friday, the gentle giant from Argentina showed why all the pain and scars —- both physical and mental — were worth it as he top-pled fourth seed Stan Wawrinka 3-6 6-3 7-6(2) 6-3 under a closed Centre Court roof in the second round of Wimbledon.

“It feels amazing. I beat one of the guys who is playing great tennis this season and I couldn’t have expected this before today,” a trembling Del Potro said.

“I was really sad for the last two years and now I am enjoying play-ing tennis again. My hands shaking is a great sensation for me because I’m playing tennis again and I feel alive,” he added.

Del Potro, world number 165, was feeling “so alive” that by the time the match hit the mid-way point of the second set, Wawrinka did not know what had hit him.

The Swiss, who won grand slam titles in Melbourne and Paris in the last 2 1/2 years, was probably left wishing Del Potro’s surgeon had not done such a good job of fix-ing the stricken left wrist which he uses to belt his trademark double-handed backhand.

A break for 3-1 was enough for Del Potro to bag the second set and he marked the moment with a clenched-fist salute to his sup-porters. While spectators on the outside courts had to make do with watching an army of groundstaff dragging the green covers on and

off with comical frequency, Del Potro’s flowing racket skills lifted the spirits of the soggy fans sitting atop Wimbledon’s Henman Hill and following proceedings on the giant TV screen. By the time the players swapped serves for four successive games at the start of the third set, Wawrinka knew he was in for a torrid afternoon against the 2009 U.S. Open champion.

A forehand long handed the 6-foot-6 Del Potro the third set tiebreak and the Argentine proved his patched-up wrist could go blow-for-blow with Wawrinka’s thundering groundstrokes in the fourth as he finished a 21-shot rally with a nerveless volley.

Wawrinka saved two break points in the sixth game, with an ace and a beautiful backhand win-ner, but his luck ran out two games later as an erratic backhand hand-ed Del Potro the break.

When the Swiss whipped a backhand wide on match point to complete another miserable out-ing at the only major in which he has yet to reach at least the semi-final, it completed a remarkable comeback from the tennis wilder-ness for his opponent.

“After my third surgery, I’ve been trying to play tennis again. It is like my second or third career in

my short life,” said Del Potro who will next face Lucas Pouille.

“I didn’t know if I could be in the top position again... after all the in-juries,” the 27-year-old added.

“To be in the third round in my first grand slam after three years, it means a lot to me. I’m excited to go far in the tournament.”

Tsonga, Berdych and Kyrgios, Isner advanceMeanwhile, Jo-Wilfried Tsonga was in no mood to hang about on Friday, racing to a one-set lead in just 18 minutes against Argen-tina’s Juan Monaco some three hours after they first warmed up on another rain-interrupted day at Wimbledon.

The pair were among eight matchups at the bottom of the men’s draw waiting to play their round two matches at the start of day five, while players in the top half, like Novak Djokovic and Rog-er Federer, were scheduled to play round three.

Monaco put the brakes on the Frenchman in the second and third sets and Tsonga’s service level dipped, but the 12th seed won through 6-1, 6-4, 6-3 in one hour 23 minutes — the third fastest men’s match of the tournament so far.

The rain delays, which had also

held up eight women’s second round ties, have prompted organ-isers to consider playing matches on Sunday, usually a rest day.

Tsonga, twice a semi-finalist at the grasscourt major, and Monaco, a former top-10 player, warmed up in drizzle around noon but the match was suspended before a ball was struck in earnest.

Speaking of his relief at finally reaching the third round, he said: “... especially because now today I’m waiting for my match. So, yeah, I’m really happy the way it goes to-day because it’s better to go back home tonight than stay here.”

Czech 10th seed Tomas Berdych also sped through to beat the rain, downing Germany’s Benjamin Becker 6-4, 6-1, 6-2 and taking just a minute longer than Tsonga to se-cure his place in round three.

Berdych was sanguine about how the rain dice rolled.

“I think it’s fair. In the first round I was ... I about to finish a couple of points and then get rain delay overnight. Came next day and he was obviously better at the start,” he told reporters, referring to his four-set first-round win over Cro-atian Ivan Dodig.

“So that one was, I would say, unlucky. This one I was lucky.”

France’s Lucas Pouille, seeded 32, also made it through, defeat-ing American Donald Young and men’s 15th seed Nick Kyrgios of Australia beat German Dustin Brown 6-7(3), 6-1, 2-6, 6-4, 6-4 to reach the third round.

American 18th seed John Isner ended the Wimbledon odyssey of Australian qualifier Matthew Barton on Friday, serving his way

to victory 7-6(8) 7-6(3) 7-6(8) in a high-octane second-round clash.

The 6-foot-10 (2.08 metre) American fired down 43 aces, in-cluding a 142 mph bullet that was the joint fastest of the tournament.

He was forced to knuckle down by the gritty Australian, at 248th the lowest-ranked competitor left in the men’s singles draw.

Kasatkina, 19, demonstrated clearly how she has leapt 128 plac-es up the rankings in the last year, saving two match points, one after a lengthy rain stoppage.

The women were forced off court with Williams on match point as the heavens opened for a third time in the match, the score-board showing 7-5, 4-6, 7-6 and 40-30 in the eighth seed’s favour. Ka-satkina won the next three points using a hefty serve.

Shastri resigns from ICC post

NEW DELHI: Former India captain and Team Director Ravi Shastri has resigned from his post as media representative in ICC’s prestigious Cricket Com-mittee. Incidentally, the chair-man of ICC Cricket Committee is current Team India coach Anil Kumble, who pipped Shas-tri to the job after getting nod from high profile Cricket Advi-sory Committee.

“I have already submitted my resignation. There are personal commitments and I have been there for six years,” Shastri said.

The official reason is his busy media commitments as com-mentator, TV expert and col-umnist, but there is intense speculation that the former all-rounder may have resigned as he is yet to come to terms with re-jection that led to a widely pub-licised spat with Saurav Ganguly.

Title contenders Germany look to wriggle out of Italy nightmare

BORDEAUX: Title contenders Germany will come face to face with their ultimate tournament nightmare when they take on Italy in their Euro 2016 quarterfinal in Bordeaux on Saturday.

The world champions have lost every single tournament knock-out game to the Italians going back almost half a century but are con-fident they can end a streak that includes one World Cup final and two semifinals and the Euro 2012 last four. There are signs that it be

Germany’s turn to smile on Satur-day, with the 2014 World Cup win-ners having yet to concede a goal in the tournament.

Coach Kumble wants us to take our own decisions, says RahulBENGALURU: Talented Kar-nataka opener Lokesh Rahul is happy that new chief coach Anil Kumble has decided to empower the national team members so that they can take their own de-cisions. Rahul, who is a part of the Indian cricket team set to tour West Indies for a four-Test series, is currently attending the conditioning camp at the Nation-al Cricket Academy under the watchful eyes of Kumble.

“We had a few interactions with him (Kumble) and he has stressed on few things --- he has made it clear that he will let the boys take decision by themselves.

MARSEILLE: Iceland’s joint coach Lars Lagerback dismissed suggestions on Friday that his team were just a well-oiled defen-sive unit, pointing out that by play-ing two strikers his side had more potency than some other nations.

The islanders have been the fair-ytale story of Euro 2016, knocking out England in the last 16 to qual-ify for a dream quarter-final with hosts France in Paris on Sunday.

Having scored six goals - as many as France in their four open-ing matches - the tiniest nation in the competition has proved that it can be effective despite having the least possession of the remaining teams in the tournament.

“When we talk of the defensive aspect, we use all our players and sometimes we ask a little too much of our forwards,” Lars lagerback told French daily L’Equipe.

“In football it’s difficult to score goals so if we can keep our oppo-nents from scoring, then we give ourselves every chance of winning. So we’re very organised and each player has a precise role and fulfils it extremely well.”

However, what makes Lager-back’s defensive bloc different to some of the other smaller nations in the tournament such as Albania

or Northern Ireland, is the deci-sion to play with two strikers in a 4-4-2 formation.

Lagerback argued that if his team were as defensive as some

suggest then he would have gone for a 4-5-1 or 5-3-2 system.

Dubai to invest $1 billion in transportation to spur growthDUBAI: From commuter trains to highways, Dubai is doubling down on its bet that investments in transportation will spur the emirate’s economy as lower crude prices strain budgets in the oil-dependent Gulf region.

Dubai expects to solicit bids within eight months for road pro-jects worth as much as four billion dirhams ($1.1 billion) as part of a bigger drive to upgrade transport links in the city, Mattar Al Tayer, director general and chairman of its Roads and Transport Author-ity (RTA), said in an interview in the city. His comments followed the awarding on Wednesday of a Dh10.6 billion contract to extend the emirate’s metro-train system as Dubai prepares to host the 2020 World Expo.

“There’s a lot of cuts in pro-jects in neighbouring countries,” Al Mattar said. “Investing in in-frastructure is one of the poli-cies which the Dubai government has taken to steer the economy.” He declined to give details of the planned road improvements.

A group led by Alstom of France

and including Spain’s Acciona and Gulermak of Turkey won a con-tract to extend the metro network by 15 kilometres (9 miles) to the desert site of the 2020 Expo. The RTA has received Dh1.5 billion from the Dubai government’s de-partment of finance to begin work on the extension, Al Tayer said.

The contractors have submitted offers to pay for the metro project, and the department is to decide within six months how to fund it, he said. The RTA expects work on the network to proceed on sched-ule even amid a challenging eco-nomic environment, he said.

Indian-owned food production firm opens new unit in UAE

DUBAI: An Indian-owned food importing company has launched its new food production facility in the UAE with an investment of $95.2 million.

With the expansion of its pro-duction facility, Arab & India Spic-es (AIS) eyes an annual turnover of Dh1 billion ($272 million) starting from this year.

The new unit in Ajman is built with an investment of Dh350 mil-lion ($95.2 million).

The 70-year-old company is one of the first and largest firms that sources and processes a range of pulses and ground spices in the Gulf.

The company records the larg-est import of pulses, lentils, spices and rice from various sourcing points around the world with hun-dreds of tonnes of foodstuff being imported annually to the GCC.

High-tech plantHarish Kumar Lal Tahiliani, Man-aging Director of Arab & India Spices, said: “This new facility is an extended version of AIS’ exist-ing state-of-the-art food process-ing plant in Ajman. AIS began in a 400 square feet facility in the UAE and now it operates a 400,000 square feet production facility ex-tended gradually, making AIS one of the largest food production and processing facility in the region.”

“The high-tech plant is part of the company’s plans to drive the continued growth of its business in the UAE and expand further into other parts of the Gulf region. PRAGUE: European Union lead-ers shouldn’t pressure the UK to leave the bloc quickly following its Brexit vote and should rein in their “arrogant reaction” to the referendum, billionaire Czech Fi-nance Minister Andrej Babis said.

Babis, who said he was “sad” about the looming departure of an ally to non-euro area coun-tries, appealed for more decency in dealing with the UK during an interview in the Prague suburb of Pruhonice on Wednesday.

“It’s like when a marriage is falling apart, and some just slam the door,” said Babis, who sipped a weight-loss concoction at his favourite local restaurant. “We should still act decently, not with emotion and not to tell them to get out quickly.”

The billionaire, whose ANO party became parliament’s sec-ond-largest faction after its first

election in 2013, brushed off the calls for closer EU integration that emerged after the Brexit vote, saying they come from peo-ple living in a “Brussels bubble.” Instead, he said EU leaders need to concentrate on basics such as solving the immigrant crisis, pre-venting the collapse of the Schen-gen passport-free travel area and reforming the bloc so it can deal with Brexit fallout.

“Europe lacks strong leaders — the current leaders don’t seem to be able to reform the EU,” said Babis, 61.

“They have to listen also to

voices from smaller countries. We can’t be the fifth wheel. They can’t decide everything instead of us.”

No euroBabis, who is the most popular politician in the country of 10.5 million, also rejected calls for fast-er expansion of the euro area into countries like the Czech Republic, which, despite being obliged to join as part of EU membership, has no date set for ditching its ko-runa and remains skeptical about the project.

“As long as I am the finance minister, we will never enter the

euro zone because the euro zone is an economic project and it has un-fortunately changed to a political one, as we have seen in the Greek solution,” said Babis, the Czech Republic’s second-richest person with assets including chemical, agriculture and media businesses. “If we ever were to enter the euro zone, I wouldn’t want to guarantee the Greek loans that will never be paid back,” he said.

“The new euro-zone members should have the possibility to ne-gotiate an exemption.“

Following the Brexit vote, a handful of Czech politicians, in-

cluding State Secretary for Euro-pean Affairs Tomas Prouza, have said the country should change its stance on the euro as it “can’t af-ford to remain somewhere on the periphery” of the bloc.

“If we consciously decide not to participate, it will be at the price of endangering our economy and hampering our chances to influ-ence decisions that are vitally im-portant to us,” Prouza, a member of Prime Minister Bohuslav So-botka Social Democrats, said in a phone interview on Thursday.

Adding fuel to fireThe yield on Czech 10-year gov-ernment debt fell one basis point at 2pm on Friday in Prague to 0.44 per cent. The Czech koruna, which the central bank has shack-led in a gain-limiting regime to ward off deflation, was 0.1 per cent weaker at 27.092 against the euro.

The three-party ruling coali-tion has said that setting a date for euro adoption can only be done once a widespread public cam-paign takes place. Echoing fears among other countries such as Poland, who have balked at giving up their independent monetary policies, Babis warned against the idea of creating a two-speed Europe based around those in the euro and those who aren’t. It would fuel extremist groups like those in France and the Nether-lands who have called for copycat referendums in the wake of Brexit, he said.

“A potential split into the euro area and the rest would mean a definite breakup and will only strengthen groups such as Marine Le Pen and Wilders,” he said.

Abu Dhabi fund denial on 1MDB investments stirs up questionsKUALA LUMPUR: An Abu Dhabi sovereign fund embroiled in a debt dispute with 1Malaysia Develop-ment (1MDB) said it didn’t guar-antee any of the Malaysian state company’s holdings in a Cayman fund, stirring up more questions on investments that amounted to billions of dollars.

International Petroleum Invest-ment Co. (Ipic) is also investigat-ing companies set up outside its group structure and in other ju-risdictions that used variations of the name of its Aabar Investments unit, it said in an exchange filing on Thursday. It had earlier denied ownership of a company known as Aabar, to which 1MDB said it sent $3.5 billion. IPIC didn’t say if the other entities using Aabar’s name were also related to 1MDB.

1MDB is at the centre of probes at home and abroad, including in Switzerland, the US and Singapore as authorities seek to determine if some of the billions of dollars it raised were siphoned off. While it has denied wrongdoing, a report by a Malaysian parliamentary com-mittee in April identified at least $4.2 billion of questionable trans-

actions, including those involving Abu Dhabi companies.

Investigators are faced with a complex web of transactions, some of which involve companies with similar names. Questions over 1MDB and its finances have extended to Malaysian Prime Minister Najib Razak, who was until recently the head of its ad-visory board and who has faced a separate scandal over political do-nations.

Financial guarantees1MDB has “intimated the ex-istence of guarantees” of about $940 million provided by Aabar for units in a Cayman-registered fund owned by 1MDB unit Brazen Sky, and guarantees from Aabar BVI of investments held with various third-party fund manag-ers of about $1.5 billion, IPIC said in a financial statement released Thursday.

In September 2012, 1MDB sold its shares in a venture for $2.32 billion and received units in a Cayman-registered fund man-aged by Bridge Partners, a Hong Kong-based fund manager. 1MDB

said the units were owned by Bra-zen Sky, and held through Swiss bank BSI’s unit in Singapore as custodian. Transcripts of a par-liamentary committee probe of 1MDB showed lawmakers were told by its auditor of an invest-ment guarantee by Aabar.

“Both IPIC and Aabar confirm there is no record of any such guar-antees being provided by Aabar,” IPIC said. “Neither IPIC nor Aabar has received any payments, assets or fund units from Brazen Sky.”

1MDB declined to comment on the IPIC statement. It has said it negotiated “various legal agree-ments” with the previous heads of IPIC and Aabar, and called it a “surprising claim” that neither Gulf company knew of its dealings with Aabar.

Swiss authorities said in April they were investigating two for-mer public officials from the Unit-ed Arab Emirates, who handled Abu Dhabi sovereign wealth funds that guaranteed 1MDB bonds.

Ipic entered into an agreement with 1MDB in May 2015 to pro-vide the Malaysian fund $1 billion to settle liabilities in exchange for

a transfer of assets, and assume interest obligations on $3.5 bil-lion of debt. That deal included IPIC forgiving $482 million in debt, the financial statement on Thursday showed.

1MDB and Malaysia’s finance ministry “are in default” on the binding term sheet, Ipic said in

April. The tussle between the two companies spilled over to repay-ments on bonds issued by 1MDB, which led to a default in April. Ipic said on Thursday it’s taking a $3.5 billion provision related to guaran-tees it provided on 1MDB debt.

The Abu Dhabi company said last month it’s seeking $6.5 billion

from 1MDB and Malaysia’s finance ministry after they failed to “per-form their obligations, cure their defaults or put forward acceptable proposals” to resolve the disagree-ment. US data in June offers hope for manufacturing sector

WASHINGTON: Factory activ-ity in the US Midwest surged to its highest in almost 1-1/2 years in June amid strong gains in new orders and production, offering a ray of hope for the downtrodden manufacturing sector.

While another report on Thurs-day showed an increase in the number of Americans filing for unemployment benefits last week, layoffs remained low in June, backing views the labour market remained healthy despite last month’s paltry job gains.

The signs of stability in manu-facturing and low layoffs added to consumer spending data in sug-gesting that economic growth re-gained speed in the second quarter.

But a cloud looms over the economy following Britain’s shock vote last week to leave the European Union. The so-called

Brexit referendum unsettled mar-kets and on Thursday, the Inter-national Monetary Fund said un-certainty over Britain’s departure was the biggest risk to the global economy.

‘unexpected Brexit’“The unexpected Brexit decision could have material influence on how manufacturers view the near-term outlook. It could also impact firms’ hiring decisions over the coming months,” said Sam Bullard, a senior economist at Wells Fargo Securities in Char-lotte, North Carolina.

The Institute for Supply Man-agement-Chicago said its busi-ness barometer jumped 7.5 points

to 56.8 this month, the highest since January 2015. The increase unwound the prior two months’ declines. A gauge of new orders received by factories in the Mid-west region surged to its highest since October 2014. A measure of backlogged orders was the high-est in more than five years, after contracting for 16 consecutive months. At the same time, manu-facturers reported that produc-tion was at a five-year high and inventories were growing again.

US stocks rose for a third straight day, in line with global markets. The dollar was little changed against a basket of cur-rencies, while prices for US gov-ernment debt rose.

Stuck in a rutWhile the ISM-Chicago survey is volatile, it mirrored similar gains in some other regional factory sur-veys. Both the New York and Phil-adelphia Federal Reserve Banks this month reported rebounds in factory activity in New York state and mid-Atlantic region respec-tively. But their counterparts in Dallas and Richmond reported further slumps in activity.

The Institute for Supply Man-agement is expected to report on Friday that its national factory index was little changed at 51.4 in June. A reading above 50 indicates expansion in the manufacturing sector, which accounts for about 12 per cent of the US economy.

Despite the improvement in sentiment surveys, data on facto-ry orders, business spending and industrial production have shown manufacturing stuck in a rut since mid-2014 following a surge in the US dollar.

Lower oil pricesManufacturing has also been undermined by lower oil prices which have put pressure on pro-ducers of energy-related equip-ment and efforts by businesses to reduce an inventory overhang have also inflicted pain. In a sepa-rate report, the US Labor Depart-ment said initial claims for state unemployment benefits increased 10,000 to a seasonally adjusted 268,000 for the week ended June 25. Claims have now been below 300,000, a threshold associated with a strong jobs market, for 69 consecutive weeks, the longest streak since 1973. The four-week moving average of claims, con-sidered a better measure of la-bor market trends as it irons out week-to-week volatility, was un-changed at 266,750 last week.

“The trend in the claims data has improved since late in May, supporting our view that the sharp weakening in May payrolls overstated any underlying sof-tening in the labour market,” said Daniel Silver, an economist at JP-Morgan in New York.

Nonfarm payrolls increased only 38,000, the smallest gain since September 2010. A Reuters survey of economists forecast payrolls rising 180,000 in June. The Labor Department will pub-lish its June employment report on July 8. — Reuters

FRANKFURT: Amazon.com’s cloud computing division remains “committed” to opening a Lon-don data centre by early next year, even after the British public’s vote for the UK to leave the EU. It will also offer local customers the op-tion of hosting data in Germany or Ireland, a company executive said on Thursday.

“Demand for all our services is growing across all Europe. For us it’s business as usual,” Stephen Or-ban, head of enterprise strategy at Amazon Web Services, said in an interview at a customer confer-ence on Thursday in Frankfurt.

Britain’s vote last week to break away from the EU has raised con-cerns about how data-storage regulations in Europe and the UK will evolve. Orban confirmed Amazon’s planned UK data centre would open despite the uncertain-ty, opening later this year or early next as planned. “We’re watching the situation but I can’t speculate how everything is going to unfold,” Orban said. AWS offers data pro-tection agreements that have been approved by the EU’s Article 29 working group and plans to work with “the various different compli-ance rules and regulations” on the Continent, he said.

More complicatedBritain’s decision to leave the EU could make using the planned London centre more complicated for customers if the UK adheres to different rules than the rest of Eu-rope about storing and safeguard-ing data. The Brexit process raises concerns that Europe’s new Gen-eral Data Protection Regulation, approved in April and set to take ef-fect in 2018, will no longer apply in the UK once it leaves the EU. If the UK needs to create its own set of protection rules it could complicate business in Europe for cloud pro-viders such as AWS, Microsoft’s Azure service, and data businesses.

“We were considering using the UK one, mostly for UK customers,” said Charles Phillips, Chief Ex-ecutive of Infor, a New York-based business software company that’s one of AWS’s biggest customers. “It’s less likely given what’s going on. I don’t want to rush in there and then have customers tell us to do something different.”

Dublin centrePhillips, a former high-ranking ex-ecutive at Oracle, said Infor plans to keep hosting British customers’ data from Amazon’s Dublin centre, though he had hoped Amazon’s UK centre would offer faster Web response times.

Orban said European custom-ers that don’t want to tap comput-ing capacity from the upcoming UK cluster of data centres could still host their applications in Amazon’s Frankfurt and Dublin locations. Amazon’s cloud divi-sion, which the company says is on track for $10 billion in revenue this year, rents computing capacity and software that businesses can tap online instead of installing and maintaining their own servers.

China’s vast factory sector weakens in JuneSYDNEY: China’s vast factory sector flatlined in June as exports shrank and jobs were cut, a worry-ing trend evident across Asia that argues for yet more policy stimu-lus as doubts gather over the po-tency of measures taken so far.

The hard times signalled by a range of surveys was not what the world needed a week after Brit-ain’s vote to leave the European Union condemned that bloc to months, if not years, of political and economic instability.

Most of the responses from manufacturers also preceded the Brexit vote, suggesting July could be even tougher.

“The unimaginable has hap-pened and the UK vote will cast a long shadow over the UK, Europe and global markets for some time to come,” warned Westpac head currency strategist Robert Rennie.

“A structurally weaker pound, a softer euro and weaker global growth beckons.”

Among the many surveys out on Friday, China’s official Purchasing Managers’ Index (PMI) slipped

a tick to 50 in June, dead on the level that is supposed to separate growth from contraction.

One saving grace was the ser-vices sector measure, which nudged up to 53.7 in a positive sign for consumer activity.

More worrying was the Caixin version of the PMI, which covers

a greater share of smaller firms, where the index fell to a four-month trough of 48.6 in June, from 49.2 in May.

“Panellists widely commented that poor market conditions and a drop in new work had led them to cut output,” reported Caixin.

“Data suggested that part of the

weakness stemmed from softer foreign client demand, with new export sales declining for the sev-enth month in a row.”

That had to be a disappoint-ment to Beijing which has resort-ed to ever-looser fiscal and mone-tary policy to support growth and jobs in the world’s second largest economy.

It was a frustration likely shared by the Bank of Japan which found major manufacturers in a morose mood despite all its attempts at aggressive easing.

The reasons were clear in the Markit/Nikkei measure of Ja-pan’s PMI which edged up slightly to 48.1 in June, but stayed in con-tractionary territory for the fourth straight month.

Government data were no better with household spending down for the third month in a row and core consumer prices suffering their biggest annual drop since 2013.

Oracle loses $3b verdict for ditching HP Itanium chipSAN FRANCISCO: Oracle was ordered by a jury to pay $3 billion after finding that billionaire Larry Ellison and his company violated a contract to support software for Hewlett-Packard’s (HP) once-promising Itanium chip.

The jury saw the case as clear cut and were swayed by what they saw as efforts by Ellison and for-mer HP Chief Executive Officer Mark Hurd to hurt his previous employer, said juror Kyra Knaver, a student at Loyola Marymount Uni-versity in Los Angeles. Ellison lured Hurd to Oracle in 2010 shortly af-ter Hurd resigned amid an inves-tigation into his relationship with a contractor.

Unanimous verdictJurors in state court in San Jose, California, reached the unanimous verdict in less than five hours of de-liberations Thursday, concluding that Oracle’s decision to bail out of an agreement to develop software for the Itanium chip hurt HP’s revenue. Oracle said it will appeal the verdict, which is the largest in

the US this year according to data compiled by Bloomberg News.

“Oracle’s decision to stop fu-ture software development on the Itanium server platform in March of 2011 was a clear breach of con-

tract that caused serious damage to HP and our customers,” Hewlett Packard Enterprise Co. said in an e-mailed statement.

The decision is the second trial defeat for Oracle in about a month

after the company lost a $9 billion verdict to Google while trying to stake a claim to the search giant’s Android phone business. The $3 billion award, if ultimately paid, would account for 5.4 per cent of

Oracle’s $56 billion cash on hand, according to data compiled by Bloomberg. HP has since sepa-rated two companies, with Hewl-ett Packard Enterprise taking the business under dispute with Ora-cle. Hewlett Packard Enterprise, looking to invest in new ways to win customers, has about $9 bil-lion in cash, according to data compiled by Bloomberg. Since it split in November from its sibling company, now HP, its shares have jumped about 10.4 per cent.

Developing softwareIn 2010, Oracle agreed to con-tinue supporting the Itanium chip among other products. Two years later, a judge ruled that Or-acle was contractually obligated to continue developing software for Itanium. Oracle told the jury at this month’s trial that it had re-introduced the platform and would include support for it in future updates.

“Oracle never believed it had a contract to continue to port our software to Itanium indefinitely

and we do not believe so today,” the company said in a statement after the verdict.

Latest software“Oracle has been providing all its latest software for the Itanium systems since the original ruling while HP and Intel stopped devel-oping systems years ago.”

Hewlett Packard Enterprise ar-gued that by abandoning the prod-uct in 2011, the damage was al-ready done.

Diana Garrett, a retired Intel software manager, said her fa-miliarity with chip development helped her to quickly reject Ora-cle’s case. “Their arguments didn’t make sense,” she said. “Pretty much nothing added up.”

The Itanium chip, developed in collaboration between HP and In-tel in 2001, was once touted as ar-chitecture that would be pervasive in the computer industry. The pro-cessor failed to win industry-wide adoption, causing both HP and In-tel to reduce their investment in it.

Hershey rejects $23 billion Mondelez takeover attempt

NEW YORK: Hershey said on Thursday it had rejected a $23 billion takeover bid by Monde-lez International that would seek to expand the latter’s limited US footprint and create the world’s largest confectioner.

The snub underscores the chal-lenges Mondelez Chief Executive Irene Rosenfeld faces in wooing Hershey’s controlling sharehold-er, the Hershey Trust, a $12 billion charity created by the eponymous company’s founder a century ago.

The maker of Hershey’s Kisses and Reese’s Peanut Butter Cups saw its shares trade above Monde-lez’s bid of $107 per share in cash and stock, indicating investors ex-pected a new offer.

A merger of two of the world’s top five candy makers would add Hershey’s strong US business to Mondelez’s global footprint.

Earlier, a source said that Mon-delez had sought to provide as-surances to Hershey that it would keep its name and preserve jobs. Mondelez sees little antitrust risk given the limited geographic over-lap of the two companies’ busi-nesses, the source added.

“The board of directors of the company unanimously rejected the indication of interest and de-termined that it provided no basis for further discussion between Mondelez and the company,” Her-

shey said in a statement. Monde-lez, the maker of Oreos cookies, is the second-largest confectionary company globally, while Hershey ranks number five. Their merger would put them in the top place at 18 per cent of the market, ac-cording to market research firm Euromonitor International. The combined company would leap-frog Mars Inc, which has 13.3 per cent of the global market.

A fusion of the two would give Mondelez control over the pro-duction and distribution of Cad-bury brand chocolates in the United States, which Hershey currently holds the license to pro-duce, paying royalties to Monde-lez. It would also give Mondelez the US production and distribu-tion rights for Kit Kat, one of the most popular chocolate brands in the world, which industry sources

said would be a significant boost to Mondelez. Nestle manufactures Kit Kat worldwide, but Hershey has the rights in the United States, paying Nestle royalties from sales. Mondelez’s bid could put pressure on Nestle to consider its own bid for Hershey.

Upon change of control at Her-shey, the license would revert back to Nestle for free, depriving value for a potential acquirer.

Hershey Trust troubleThe bid pits Deerfield, Illinois-based Mondelez against the Her-shey Trust, one of Pennsylvania’s wealthiest charities. The trust has about 81 per cent of Hershey’s vot-ing rights and in 2002 prevented the Hershey, Pennsylvania-based company from being acquired by Wm. Wrigley Jr. Co for $12 billion.

eral also sued to block the Wrigley deal, arguing it would hurt the lo-cal community.

Created by Hershey founder Milton Hershey to provide for the Milton Hershey School, a private school for children from low-in-come families, the trust has been the subject of an investigation re-cently by Pennsylvania’s attorney general over conflicts of interest and mismanagement.

The trust’s chief compliance of-ficer was put on leave last month after a leaked memo showed the board had spent nearly $4 million investigating conflicts of interest and insider-trading accusations against board members. A top trust official was also sacked in May and pled guilty to wire fraud.

Starting pointTigress Financial Partners ana-lyst Philip Van Deusen said he ex-pected the offer price to increase, given the rise in Hershey’s shares.

“I think ($107) is a good starting place,” he said.

Analysts have been skeptical of takeover bids for Hershey in the past.

“The Trust ... is outwardly very committed to keeping the com-pany independent,” Bernstein analyst Alexia Howard said in June last year. “So it’s pretty much impossible for an activist to get involved or for the company to be bought.”

Last year, William Ackman revealed his activist hedge fund Pershing Square had built a stake worth about $5.5 billion in Mon-delez, in what was seen as an at-tempt to push the company to boost earnings or sell itself. — Reuters

Firms target to tap cleaner fuels in India

NEW DELHI: Refining technolo-gy companies Honeywell UOP and Technip see growth opportunities in India as oil demand booms and the government seeks cleaner fu-els within four years to tackle air pollution.

France’s Technip projects as much as 20 per cent annual sales growth in Asia’s third-largest economy, while UOP India, a unit of New Jersey-based Honeywell International, expects an increase of at least 15 per cent.

“That’s exciting for us,” UOP India’s Managing Director Steven C. Gimre said in an interview near New Delhi on Monday. “We’re in the process of bidding on some projects that are coming up, and we’ve also signed up some pro-jects.”

Technip India’s Senior Vice President Shekhar Balvalli said India is fast-tracking improve-ments at state-run refiners so that petrol and diesel comply with a lo-cal equivalent of European Euro 6 emission standards by April 2020. While refiners plan a Rs288-bil-lion ($4.3-billion) outlay on up-grades, the timeline is aggressive in a nation where infrastructure deadlines have slipped.

Gimre said UOP is tying up with engineers such as Larsen & Tou-bro (L&T) to prefabricate the re-finery units that state-run compa-nies need by 2020, a model that he argued allows for a speedier shift to making cleaner fuel.

India is expected to surpass Ja-pan as the world’s third-largest oil user this year and will be the fastest-growing crude consumer in the world through 2040, the Paris-based International Energy Agency estimates. — Bloomberg News

Boeing predicts huge potential market for its mid-size planesCHICAGO: Boeing says the po-tential market for its first all-new passenger jet since the 787 Dream-liner is coming into sharp focus — and it could be huge.

The US planemaker is honing designs for mid-range planes to whisk travellers from New York to London, Sydney to Shanghai or Dubai to Oslo. The aircraft would fill the gap in its product line be-tween the largest single-aisle

737 and smallest widebody 787, a relatively untapped market where Airbus Group is starting to extend its reach.

Boeing estimates that sales could reach between 4,000 and 5,000 middle-of-market jetlin-ers as airlines find new routes for the planes. The US manufacturer would be poised to capitalize, provided it can keep production costs in check and prices reason-

able, said Mike Delaney, general manager of airplane development. He used the term “when,” not “if,” while discussing the prospects for the new aircraft family, which would begin commercial flights next decade.

Recent discussions with 36 air-line customers have given Delaney confidence that Boeing is on the verge of a breakthrough after years spent seeking a replacement for

its out-of-production 757. Mike Sinnett, who heads product devel-opment for the company’s com-mercial planes, has delved into the prices airlines would be willing to pay, and performance they’d ex-pect, for jets that seat between 200 and 270 people with the range to fly about 5,000 nautical miles.

“It is not easy, it is not impos-sible. We are not there yet,” Dela-ney told reporters in a briefing last

month ahead of the Farnborough International Airshow. “But in the last six months Mike’s team has closed the gap pretty good.”

Boeing’s board must still green-light the effort, and the business case is challenging. Analysts have pegged demand more conserva-tively, at around 1,500 planes, said aerospace consultant Kevin Michaels. Developing a clean-sheet design would cost at least

$10 billion, and that’s assuming Boeing avoids the stumbles that delayed the Dreamliner’s 2011 de-but by more than three years.

“The economics are going to be everything because of the entry costs,” said Michaels, managing director of Aerodynamic Advisory in Ann Arbor, Michigan. “I think the likely scenario is maybe they get board approval to begin selling it later this year.” — Bloomberg News

Two big retailers have laid bare just how bad the clothing market really is.

Hennes & Mauritz (H&M), the Swedish fast-fashion chain that oper-ates H&M stores through-out Europe and the US,

suffered its weakest sales growth in three years in the second quarter. March and April were "significantly below" forecasts after unseasonably cold weather, it said on Wednesday.

Meanwhile, same-store sales turned negative in the 15 weeks to June 11 at Debenhams, the British depart-ment store chain, as the hit from the poor weather was compounded by a knock to consumer confidence from the looming referendum on whether the UK should leave the European Union.

Debenhams shares had their worst day this year while H&M's fluctu-ated. Both maintained their discount, measured by their forward price-to-earnings ratio, to their peers. Their outlook is softer than for some big rivals such as Inditex, owner of the Zara clothing store chain, so that dis-count looks justified.

H&M is more exposed than Inditex to the dollar's strength as it buys about 80 per cent of its stock from suppliers in Asia, who are paid in dollars, com-pared with about 35 per cent for In-ditex. The company said the stronger greenback will continue lifting its costs in the third quarter.

It also said stock at the end of the second quarter was up 29 per cent from a year ago, and now accounts for 13.7 per cent of sales, compared with 11.8 per cent previously. That surplus, which it partly attributed to weaker-than-expected sales, suggests further

markdowns to come that could heap pressure on profits.

As for Debenhams, it has already moved into its sale period. So even if a vote for Britain to remain in the EU helps revive consumer spending, or if there's a heatwave that lifts demand for summer clothing, the full effects won't fall through to the bottom line of the current period. Neither M&S nor Next have begun their sales, so they could benefit more from a late boost in spending.

In addition to the factors that were important in the current pe-riod, both H&M and Debenhams highlighted a general weakness in the clothing market over the last few months. As Gadfly has noted, women are simply buying fewer clothes.

A clothing Armageddon has hit Europe and the US, and prospects for retailers hinge on their response.

Inditex is doing well here. Though

sales are still growing strongly, it's nevertheless recognised that it should expand its store base more gradually to lower its costs.

Both H&M and Debenhams recog-nise they need to address the chal-lenging conditions. H&M is invest-ing in the growth of new brands such as Cos and & Other Stories. That's unusual for a clothing retailer, that's normally more concerned with cut-ting costs than actually trying to take sales in a difficult market. But it's the right thing to do because when wom-en buy fewer clothes, they will be in-creasingly choosy when they do so, and these ventures tick both the style and value boxes.

The strategy looks to be paying off, as both brands are doing well. But H&M still faces challenges at its core chain, which is battling against discount rivals such as the ever-expanding Primark.

Debenhams, meanwhile, is trying to tackle a surplus of selling space by filling this with outside brands and restaurants. But incoming chief exec-utive Sergio Bucher should go further, and look at whether he needs so many stores in the first place.

He needs to do this soon, because the company is already seeing a downturn in clothing sales across Britain. The company said recently that across Britain, clothing sales fell four per cent in the 12 weeks to May 8. It said its market share was flat during the period, but that's a fine line to be treading in a diffi-cult market and when their broader sales are down. Investors are right to be cautious.

While the rain and referendum may come and go, the shift in wom-en's shopping patterns looks set to stay for a while.— Bloomberg News

Disinfect your DrainsWhen you leave for holiday and the weather gets hotter, insects can start leaving their homes and invading yours. You may want to consider disinfecting your drains with natu-ral products. Start by letting hot water run through the drains for about 15 seconds. Now the drain is heated, pour a teaspoon of baking

soda in and continue to run hot water for a fur-ther 15 seconds. This should kill the majority of odours. Another option is to pour a cup of vinegar or lemon juice down the drain and let it set for 30 minutes before flushing it down with hot water.

Do the LaundryThe longer clothes stay dirty, the more devel-oped and resistant their odours will become. Bacteria thrives when it is exposed to three things: Organic material, warmth and mois-ture. This makes your dirty clothes the perfect breeding ground for bacteria, so don’t forget to wash dirty clothes, bedsheets and towels, before you leave.

Unplug Electrical AppliancesMost appliances generally consume at least some electricity, when left plugged in. How-

ever, some appliances consume a lot of en-ergy even when on standby mode. The cumu-lative effect of leaving them on and plugged in whilst away will add up. Before leaving on your voyage you should unplug your com-puters and TVs, along with DVD players, TV boxes and all your kitchen appliances. You will be saving yourself money and becoming more eco-friendly.

Leave the AC on When LeavingBefore leaving make sure that you leave your AC on (on low), setting it to turn on once per day for a short amount of time - don’t turn it off. The AC not only cools down the house but also removes humidity that could form due to condensation, preventing mould to spread. SpidersTHERE are more than 40,000 kinds of spiders living on every continent except Antarctica. These carnivores (meat-eaters) use their fangs and venom to catch and kill their food. Closely related to scorpions and ticks, these eight-leg-ged arachnids are quite helpful to peo-ple because they eat pesky insects. Spiders have two main body parts: The cephalothorax and the abdomen, con-nected by a thin waist called the pedicel. Most spiders have eight eyes, but some have six, four or only two, and some cave species have no eyes. All spiders have the ability to make silk, but not all spiders spin webs. Spiders use their silk for a variety of purposes. Some spin webs or drop lines to catch prey. Others use the silk to line their nests. Spiders leave a trail of silk behind them called a dragline. This is used as a lifeline when they are knocked off their web or other surface. Spiders make silk using their silk glands. Most spiders have five silk glands, and each gland produces a different kind of silk. Some spiders only see light and shadow. Their eyes are considered “simple,” as they don’t have compound lenses like many insects do. Spiders do not have bones. Their bodies are contained in an outer skeleton covered in hairs and spines called an exoskeleton.

Dangerous SpidersSpider bites are rarely deadly, but sever-al species in North America are venom-ous, some more poisonous than others.

The black widow can be found in North America, from Canada to Mexico, and in the West Indies.The brown recluse prefers warmer cli-mates across the United States, from the Atlantic to the Pacific coast.There are about 900 species of tarantula. These hairy arachnids have a nasty repu-tation, but most are harmless to people. Many dig burrows and live in the ground, but some live in trees.The hobo spider has a nasty, but not fa-tal, bite. It can be found in the northwest part of the United States, western Cana-da and throughout Europe.

ArachnophobiaArachnophobia is the fear of spiders, and one of the more common phobias. Many people do not like spiders, and some tru-ly fear them. This phobia may be rooted in ancient instincts that helped early hu-mans survive.

Did you Know?North America is home to more than 4,000 species of spiders. Spiders liquid-ise their food with digestive enzymes. They have appendages that they use like straws to suck up dinner. Spider silk is made of protein and does not dissolve in water. It is considered to be the world’s strongest natural fibre. Many ancient cultures have used spider silk as bandages.
