To the Timberlane Community,
Following is the first publication of the Timberlane Regional School District’s Report
Card. The Community Relations Committee of the School Board has been working on
this document for over three years and we are proud to present it to you, the community
and primary stakeholders of our schools at Timberlane. Our plan is to annually update
this document.
This effort was done with the goal of compiling all data related to Timberlane into an
easy to read single source of information: our District Report Card (DRC). The DRC will
bring to you a vast amount of information collected from many different sources. You will
find everything from school enrollment numbers to post high school placement of our
young men and women.
This report will be the baseline from which we will work to improve our schools moving
forward. Already, the Timberlane Governance Team (Superintendent of Schools Dr. Earl
Metzler and the School Board) has initiated and begun to install changes in an effort to
fulfill our mission:
The MISSION of the Timberlane Regional School District is to engage all students
in challenging and relevant learning opportunities, emphasizing high aspirations
and personal growth.
One of the largest and most impactful changes is the creation of the new high school
organizational chart, creating four Academic Dean positions and completely restructuring
how the high school functions academically. This change will streamline accountability
and allow our administration and staff to focus on our most important asset, the students.
With this change and many more to come we are very excited about moving forward and
realizing our mission.

2011-2012 school year and was last updater February 8th 2012. The most recent data

Average Daily Membership (ADM)
Average Daily Membership (ADM) is derived from the attendance records of each
District within New Hampshire. The data is usually published in March for the previous
academic year. Membership is the half day attendance and absence added together –
divided by the number of half days in the year’s instructional program, usually 360, to
determine average daily membership. A half day attendance is where a student is
present for a half day under the guidance and direction of a teacher. An excused
absence because of sickness or for any other reason is not counted as a half-day of
attendance.
The calculation of ADM is a critical function because it is the basis for New
Hampshire’s state adequacy aid distribution. ADM is also used at Timberlane to
compute the percentage of the total operating budget each town is billed by the School
District.

Equalized Property Valuation (EPV)
Equalized Property Valuation is used by Timberlane to determine the percentage of
the capital budget each town is required to pay.

School Funding
The cost per pupil at Timberlane for the 2011-2012 school year was $13,005. The
current state school funding formula allots $4,793 per pupil to each town within the
district based on Average Daily Membership (ADM). The gap of $8,212 per student,
minus federal dollars, then falls to the property owner in the form of both a local and
state property tax.
The method by which each respective town pays for their portion of the Timberlane
budget is defined in the Timberlane Articles of Agreement. Every dollar within the
overall budget is defined as being part of either the operating or capital budget. Each
town then pays an amount of the operating budget proportional to their portion of the
overall ADM and each town also pays an amount of the capital budget proportional to
their portion of the overall Equalized Property Value (EPV).

In 2007 the New Hampshire state legislature increased the drop out eligibility age to
18. Over the last couple of years Timberlane has developed several paths for students
toward obtaining a high school diploma. Through our evening division, credit recovery
program and a concerted effort by our high school administrators, teachers and staff
we have continuously improved the drop out rate at Timberlane High School.

Education Attainment for Teachers
Every year the New Hampshire Department of Education collects information about
teacher’s level of education or attainment. They tally bachelors, masters, and beyond
masters degrees for all full and part time teachers K – 12. Administrators and non
teacher staff are not included in these tallies.

Average Teacher Salary
The average teacher salary for Timberlane has increased an average of .67% per
year in the previous four school years. Many factors contribute to the reason why this
is true including attrition, hiring practices, no cost of living adjustment, no step raise,
etc…
As a result of this we are now seeing our average teacher’s salaries decreasing and
losing ground in relation to the state in general and, more importantly, the southern tier
of New Hampshire.
The 2013 – 2016 Timberlane Teacher’s Association (TTA) contract was just
approved by the voters of Timberlane. The School Board and TTA, taking into account
the state of the economy and our local property tax situation, engaged in lengthy
negotiations that resulted in this fair contract. We feel it is respectful of the tax payers
and teachers alike and gets us back on the road to providing a more competitive
offering to attract and retain excellent teachers here at Timberlane.

Student Teacher Ratio
Every fall the teacher full time equivalent (FTE) and student enrollment for
Timberlane is reported to the New Hampshire Department of Education (NH DOE).
From these numbers the student teacher ratio is calculated and reported on the NH
DOE website.
Timberlane has seen continued declining enrollments and with those declines in
students there have been proportional declines in teachers, administrators and staff.

Free/Reduced Lunch
Every fall the enrollment of the District is reported along with the number of students
eligible for the national free/reduced lunch program.
All students who are homeless, runaway, migrant, in foster care, receiving benefits
from Supplemental Nutrition Assistance Program (SNAP) or the Financial Assistance
to Needy Families Program (FANF), or households with incomes below the following
guidelines may be eligible:

Technology Infrastructure
District-wide MPLS Wide Area Network. Each school and the district office have a T1 line to support voice, video, and data
traffic.
Managed wireless LAN (WLAN) is now installed in all schools, PAC, and district office.
A fiber optic backbone connects the district office, High School, PAC, and Middle School.
SonicWALL network security at all locations.
Barracuda Networks provides email security and spam blocking.
Comcast broadband cable provides additional Internet access in all schools and the district office.
The High School and Middle School were recently upgraded to Business Class lines to provide additional bandwidth for
streaming video, and other media intensive applications.
VoIP phone systems are now installed in the district office, High School, PAC, and Middle School.
o Addition of phones for each classroom.
o An integrated system that supports direct extension dialing, contact lists, and voicemail throughout the campus.
o Provides E911 capability in the High School and Middle School.
Community Website Presence & Communications
o Each school has a website that incorporates a consistent “look and feel”, and a district website provides links to all
school sites, as well as district level information.
• The Middle School has recently been revamped and is the first TRSD school website that utilizes the new
WordPress platform.
This platform provides the schools with enhanced capability and ease-of-use for adding and
maintaining their content.
The plan is to eventually migrate all of the school websites to WordPress.
o The School Board, and now the Budget Committee websites incorporate Windows SharePoint Services.
• This provides public access to information, and a secure sign in capability for Board and Committee
members to access agenda packets, etc.
o Both the High School and Middle School provide email distribution services that parents can subscribe to in order to
receive automatic emails sent out from the schools.
o Each school has a Twitter presence that provides continuous short informational messages.
o There is also a district-wide Twitter account.
o WebEvent provides an online calendar of school and district events.
School Board meetings, as well as other official meetings (Public Hearing, Deliberative Session) are broadcast live over the
district’s TV network.
o Recently included with this are the Budget Committee meetings, including the annual School/Department Budget
Request Presentations.
Recorded meetings and other events are made available via the Internet for viewing using Vimeo.
o Full-length, HD videos.
o Currently, there are 220 archived videos available for public viewing.
o Each school also uses SchoolTube to publish shorter school-based activity videos.
Computers
The School District currently has 1,770 desktop computers, 668 laptop computers, and 219 netbook computers.
High School
The Business Department and Math Department have computer labs that support 1:1 student/computer class
activities.
A fully-equipped computer lab was established for the English Department for 1:1 writing instruction.
The Library computer lab is shared by all departments and is used most all periods each day.
The Math, English, and Science Departments each have a COW (24 computers on wheels) that can be moved into
classrooms as needed.
Additional desktop and laptop computers are in use by other departments, including Health and Art.
The A/V lab has been upgraded with new computers, cameras, and a dedicated green screen background.
Middle School
The Technology classrooms are fully equipped for 1:1 student/computer class activities.
The Library computer lab is shared by all teams and is in use most of each day.
2 laptop COW’s and 3 netbook COW’s are used by various teams.
Three Science classrooms have 24 netbook computers, provided by the recent ARRA Grant that was awarded to the
Middle School.
The Literacy lab has 20 laptop computers that used on a regular basis. Each room has at least 3 desktop computers
for teacher and student use.

Technology Computers
Elementary Schools
All Elementary Schools have 5 computers in each classroom, with the exception of Kindergarten classrooms and some
1st grade classrooms.
The recent deployment strategy is to provide wireless laptop or netbook computers to accommodate student-centered
group learning.
Each Elementary School has a fully-equipped computer lab for technology instruction.
The Waterford labs are also used for 1:1 student/computer activities.
Distance Learning
o Each school is equipped with videoconferencing equipment that supports the H.323 A/V protocol.
o We are currently in a multi-year process to replace outdated codecs with new units that support HD video.
These new codecs are a lot more portable so they provide the ability to bring the equipment to any
classroom for distance learning sessions.
o Skype is being used by some teachers as a desktop distance learning solution.
Classroom Presentation
o Each Elementary School classroom is equipped with a “Presentation System” that includes a cart, laptop
computer, projector, and interactive tablet.
o The interactive tablet (Mobi) is a mobile wireless device that provides interactive whiteboard functionality.
o This implementation model supports student-centered instruction and provides enhanced flexibility within the
classroom.
All High School classrooms, and about 95% of the Middle School classrooms have projection carts, with some that also include
an interactive tablet.
Other Technology Resources
Additional technology resources in use throughout the district include digital cameras, document cameras, and desktop scanners.
Technology Professional Development
A number of technology-based workshops are routinely offered during Professional Development days. Some workshops are also offered
occasionally after school. The Technology Department collaborates with the Mentoring Program to provide technology based workshops to
new teachers in August.
A new “Technology Discovery Center” (TDC) was created this year to provide a facility for High School and Middle School teachers to
explore and become acquainted with new technology resources. Teachers can work independently, with peers, or with Technology
Department staff to demonstrate and share ideas for integrating technology in their classrooms. The TDC is located in room 500 in the High
School, across from the Technology Department office.

New England Common Assessment
Program (NECAP)
The No Child Left Behind Act of 2001 (NCLB), a reauthorization of the Elementary
and Secondary Education Act (ESEA), required states to create assessments in basic
skills. In New Hampshire, Rhode Island and Vermont the New England Common
Assessment Program (NECAP) is utilized for this purpose.
Every year in the month of October grades 3-8 and 11 take this assessment, the
NECAP, in both Math and Reading. Writing is also administered in grades 5, 8 and 11.
Every year in the month of May grades 4,8 and 11 take this assessment, the NECAP,
in Science.
Once taken and scored the state determines if each school and district has made
Adequate Yearly Progress (AYP). AYP is defined by NCLB and determined by a
number of factors including scores of the disaggregated as well as aggregated student
cohort and the progression of the scores in each cohort. Two consecutive years of not
making AYP and a school and/or district will be classified as “In Need of Improvement.”
Two years of making AYP are required to shed this classification. Every two years the
requirements for making AYP are increased with the goal that all children are deemed
“proficient.”
All NECAP test results in this Report Card are from the “Teaching Year” data set.
What this means is that only the students who were instructed the year before in a
Timberlane school are compiled into these results. Students taking the test at
Timberlane who were not enrolled at a Timberlane school the prior year are excluded.
This allows us to focus only on Timberlane instruction from the prior year.

Advanced Placement Exams
The Advanced Placement (AP) Exams are administered by the College Board in the
spring of each year. Scores on the exam range between 1 and 5. A student who
scores a 3, 4 or 5 may be granted placement, credit and/or exemption from specific
courses by the college or university they attend.
Every AP course offered at high schools across the country are identical and they
are designed by the College Board. The AP exam for each respective AP course is
now required of all students taking an AP course at Timberlane.
