    of its ratification, if it can he brought beforethe Senate. There w ill lie an extra session ofthe Senate, as will be seen by President Grant's

    proclamation, to commence on the 5th ofMarch. The following is the only item relat-

    ing to the trerity that we can find, and is takenfrom the S. F. Call of February 14. It showsa disposition Ui remove all objections, and

    guard against all complaints arising from itspassage :

    " Action on the Hawaiian Reciprocity Treatyhas been delayed by the Senate Foreign Rela-tions Committee in order to consult with Sec-retary Fish about the possibility of other Gov-ernments claiming the right to take advantageof its rirovisions. With a view to obviatingall difficulty or controversy on this jsoint, Sen-ator Hagar lias suggested to Mr. Fish that -c.

    might le included in the list of articlesof American production which the SandwiohIslands shall admit froeof duty. If this weredone, it is lielievcd no other nation would haveany desire to le .placed on the same footing.Fish will submit the matter to the Cabinet. Itis also suggested that the treaty would gainstrength by an amendment made by the Senate,pledging the Hawaiian Government againstmaking any foreign allowance, or allowing anyother nation to acipiire naval stations or otherfootholds on flag islands. If thus amended bythe Senate, no complaint could lie made br-other nations against the ratification of Ha-waii, the latter not proposing it."

    Artillery Ke iew.A review of the artillery of the T. S. war

    vessels in Port took place on the 20th of lastmonth, before His Majesty, on the Esplanade.As we were not present on the occasion, wcarc indebted to the officers in command for theparticulars of the review, which by those whowitnessed it arc said to have been very in-

    teresting.On the 2Cth nit., the eighth battery of ar-

    tillery, from the I". S. ships in harW, was re-viewed by His Majesty the King, on the Es-planade. The battery, consisting of five fieldhowitzers and one Gatling gun, was landed atone o'clock, and drawn up in line awaiting thearrival of the King and mi, upon whose ap-proach a salute of twenty-on- e guns was fired,the band playing the Hawaiian Anthem. Thebattery was then prepared for inspection, andHis Majesty and suite, accompanied by Capt.Gherardi and staff, passesd through the ranks,receiving the usual salutes from officers andmen. After tliis the battery passed in review,marching loth in quick, and in double time,with a precision which did great credit, bothto the officers commanding, and to the men inranks, and which showed that the instructionsof Lieut. Mason, under whose supervision thedrill took place, were carefully carried out.

    After the review, with which, His Majestyexpressed himself highly pleased, severalrounds of cartridges were fired from the Gat-ling gun, in order to exhibit the rapidity of itsfire. This, to a stranger, was the moat interesting part of the exercise. By the simpleturning of a crank, this wonderful piece scat-tered its shot with extraordinary rapidity. Atfirst the iron buoy at the left of the Lighthousewas the mark, and the shots fell on it for atime like hailstones. Then the rotary motionwas given to the pioce, and it moved over aradius of perhaps twenty-fiv- e degrees, scat-tering the shots into the water, which was dis-turbed as if a shoal of fishes was movingthrough it. Some months ago, the Friend hadan item about this gun, from which we clipthe following :

    " Having occasion to visit the Portsmouth wcmade enquiry for the "Gatling gun." Much toour surprise. Captain Skcrrett remarked, tbat therewas a possibility of its discharging 400 charges perminute. He furthermore sta'ed upon the anlhorityof the First Lieutenant, Mr. Clark, who witnessedthe experiment, that a "Gatling" bad been foundcapable of hitting a target at 800 yards, SOS) timesont of 400 shots. Alter the first shot, the gun wascarefully adjusted, aud this result lollowed. Suchare the facilities tbat the gun can be worked bythree men, and in its working the gun moves backaud forward so tbat the bulk-t-s will mow down aregiment of soldiers, when In line, at a. half miledistance. Not being skillful at manrruvcring agonor describing tbc working of a "Gatling," Wc maynot have conveyed a very Intelligible Idea to thereader, but wc must add, that we hope " Gatllngs"and other kinds of gunnery will become so perfectand destructive tbat nations will be afiaid to go towar, and will resort to Geneva to settle their diffi-culties rather than to tbe battle-field- .     one o'clock, r. at. a very pretty ceremonyof presenting a flag was enacted on the Es-planade at the foot of Fort Street. A beauti-ful American regulation flag, six feet in lengthand made of fine silk, was presented to theofficers and men forming the battalion of theNorth Pacific Station. This handsome emblemand stand of colors, was made by Mrs. Dr. I,S. McGrew and Miss Bennett, and was present-ed through Paymaster Caswell, who acted asproxy to the ladies, at the foot of Fort Street,soon after the troops landed. On receivingthe elegant gift, Capt. Gherardi, in response,addressed in true soldierly spirit and bearing,the fair givers in the following words :

    "LiDixa : lu my own name and that of tbe of-ficers aad men of tbe Battalion ot tbe North PacificStation, I return you heartfelt thanks for tbe beantiful Sag which you have entrusted to our keeping.You may rest assured tbat on all occasions we willuphold Its honor, and try to follow tbe bright ex-amples set us in the past, by Decatur, Ball, Stewart,Farragut, Cashing, and Longs haw; and whenever,or wherever. It becomes oar duty to carry it, wewill remember the fair bands tbat made It."

    The men forming the battalion, were drawnup into line for the occasion and after tbe com-pletion of the ceremony the battalion proceeded on to King Street in front of the Palacegrounds to be reviewed in presence of HisMajesty the King.

    Review or V. S. Troop.The dress parade of the troops belonging to

    the three U. 8. ships of war in port, on Wed-

    nesday of last week, afforded quite an unusualmilitary display, for this quiet little town.

    There were eight companies in all, comprising151 men from the Pensacola, 113 from thoPortsmouth, and 3S from the Tuscarora, ex-

    clusive of the officers, band-me- n, and firebrigade, nunuVring 42, in all 347. After thepresentation of a beautiful flag, the ceremonyof which took place upon tlie Esplanade, (be-fore the review and not after it, as stated byour cotomporary,) the battalion, headed by the

    land of the Pensacola, marched in a bodyalong Fort and King Streets, until arriving in

    front of the Government Building and oppo-site the Palace grounds, where they weredrawn up into line a numerous audiencehaving assembled to witness the reviewShortly after 2 o'clock p, v. His Majesty theKins and Staff, accompanied by H. E. H.Prince Lelciohoku, His Ex. H. A. Pierce, U.S. Minister Besident, and Admiral Almy andStaff, arrived upon the scene, upon which theusual military salutations were given and returned. His Majesty having duly inspectedthe ranks, the general review and marchinglook place in presence of the spectators; afterwhich the baltalion marched along Richardand Hotel Streets, halting in front of the residence of Dr. J. S. McGrew, where, in honor ofthe ladies who had before presented the flag,

    a niiliLary salutation was given, arms presented, nnd the colore lowered. After this neatcourtesy they moved along Fort Street to theEsplanade, and enilntrked for their resiectiveships, a numerous crowd following them to

    the landing. All the movements of this bodyof men showed good practice in the militarydrill and when it is renieniUTeil tliev weremerely sailors under arms, it reflects creditupon that system which has so well preparedone set of men to perform the duties of an-other set, once considered entirely distinct.Of the distinguished personages present at thereview, on King Street, besides those beforementioned, were Her Majesty the Queen ; thePrincesses Liliu Dominis and Likelike Cleghorn ; also, the ladies of the Court.

    The Amerioitxt Centennial.Among the officers on the flagship Pensacola

    is Brevet Lieut. Col. James Forney, who is incommand of the marine forces of this vessel.He is authorized to receive and forward anyarticles destined for the Exposition at Phila-delphia, and is prepared to give nuy informa-tion relative to it which contributors desire toknow. So far as we can learn there is n strongdesire among Hawaiians and foreign residentshere to prepare specimens of their handiwork,but there does not yet exist the incentive tospur them to action. We have a committee ofthree already appointed, and it has issued anotice inviting all to participate and send intheir contributions. This is well as far as itgoes ; but something more needs to lie dono toinsure success. We would snggest that theCommittee be increased to five members, theadditional two to include such as are willingto labor for the object in view ; that each havehis duties allotted to him, and that spoiial ef-forts lie made to disseminate the fullest infor-mation on the subject and to enlist a moregeneral interest in this great national exhibi-tion. There remain but a few months beforeall articles designed for it should be on theway to Philadelphia, and whatever is donewell, must be done soon, nis Majesty feels astrong desire to see every branch of Hawaiianindustry fully represented on this occasion,and with this object in view has recommendedthai a national appropriation lie made to assistin providing for a display that will do honorto the people an 1 nation. In accordance withthis recommendation, the sum of four thousanddollars has lieen placed at the disposal of theCentennial Committee. It is understood thatall articles sent to tin Exposition will belongto the contributors, and may be sold for theirbenefit or withdrawn by them at its close.

    In a late exchange we find the following re-- Ilating to the preparations for the Centennial ;

    " A scries of documents recently Issued showstbat the Centennial enterprise at Philadelphia tsmaking very satisfactory progress. After tbe failureof tbc first efforts to secure a Congressional appro--jprlation, the managers wisely determined to cuttbelr coat according to tbclr cloth, and thereforematerially reduced the elaborateness and coat oftheir building plana The expense of the mainexhibition building alone was cut down from t3,00Q,-00-

    to (1,500,000. Slill the five structure proposedseem to be on a aufflclently comprehensive scale,namely: Tbe main building covering 21.47 acres,art gallery covering 1.5 acres, machinery hall cover-ing 14 acres, and agricultural ball covering 10.15acres. By these areas are meant, of course, not theground floors, but the entire available space forexhibition purposes. It comprises about liny acresIn all, whereas the great Vienna Eiositlon had butabout forty-five- .

    "The foundations of tbc main boildlneare alreadyIn, and work upon tbc superstructure will aoon becommenced. Tbe Directors say that they haveevery reason to believe tbat In a year from this timethe building and grounds will be ready for tbeExhibition, four months belore tbc dsy of opening.In view of the almost uniform experience in suchundertakings hitherto, if the preparations are com-plete by tbe time set for tbe Exhibition to open itwill be sll tbe public will expect. Twenty-fou- rforeign governments bave signified tbelr intentionto take part In tbe Kxpoeltion -- eight hundredapplications from Austria alone having already beenfiled. There seems to be no question tbst all tbcspace allotted will be taken up. Indeed, theDirectors do not see bow the room tbat is asked forby the different departments of our Governmentcan be conceded, and they sugrest that the Govern-ment onght to construct a separate building lor Itaown wants.

    " In the matter o( finances, it Is estimated that(5,330,000 will be needed, outside ol tbe (2,500,008appropriated by tbc Stale of Pennsylvania and tbecity or Philadelphia. Of this sum havebeen secured by subscription to tbc Centennialstock, and It Is estimated that $2,330,000 more willbe obtained in this way, leaving a million and a halfunprovided for. This last sum, covering theexpenses ol tbe United States Commission, tbeawards and police service. It is thought ought to beappropriated by tbe Government. Tbe Governmentplaus lor the exhibition to be made by tbc depart-ments will require about (V71.000, and PresidentGrant in bis message, on toe subject, recommendstbe appropriation ol this sum. On tbe whole, then,allowing for tbe success in some way of this financial pan of the matter, the Centennial appears to begoing on very well."

    On presenting the resolutions, Mr. Lawrence

    McCully read a few remarks on liehalf of tho

    Attorney General, and was followed by Hon.W. 0. Jones, Police Magistrate of Honolulu,who said :

    In moving tbe adoption of tbc resolutions jnstintroduced, I cannot forbear expressing my high ap-

    preciation of tbe merits of tbe deceased, and mydeep sympathy with the relatives who mourn blauntimely loss. From the time of my arrival la thiskingdom, I was so frequently in tbe company of tbelamented F. II. Harris, in busincaa relationa and inthe practice of the law on the various circuits of tbcIslands, tbat I kuew him intimately. In whateversituation be was placed, I have always found himgenerous, courteous and upright in his conductwarm, genial and sociable in bis intercourse withthe members of the bar eoverned by strict integri-ty In sll his professional practice Arm and energeticin the discharge of his duty, and honorable In allbis transaction. Well may we deplore and mournhis loss, and express our sincere and heartfelt sym-pathy with those who are bound to him by the ticsof kludred.

    Mr. Hartwell then spoke as follows :" As the occasion of entering these resolves on

    record at tbe opening ol the next term of this Courtwill, I suppose, be pnrely formal, I cannot omit anexpression of feeling now, while tbe immediate

    of this sad event is upon ns. 8o few Innumber as we are, the loss of one from our midst ismore directly lelt than might be the esse In a largeBar. But I can say nothing to add to the imprcs-sivencs- s

    of the remarks already made by others.Nothing can be more eloquent than the silence withwhich the Attorney General presented these resolves.Nothing indeed can add to tbe culm diirnity andsolemnity of death Itself. We may express as wefeel deep sympathy for the living, and grief for thedead, but outward lorms and observances cannotadd to the lmpressvencss.'wbich death always has.

    Our young friend was full of energy and health,and of high and renewed hope In the final successof bis enterprises. It rasy seem to us to be a sud-den taking away. We pray to bo spared from sud-den death, which In our minds means, I suppose,from death for which wc are unprepared ; but whoshall say that it ever came before lis best and ap-pointed time ?

    I knew the deceased well, having made his ac-quaintance among tbe first whom I met In thiscountry. As deputy and clerk of a former AttorneyGeneral, al a practitioner at this liar, and as a fre-quent companion on circuits, I knew him Inti-mately. 1 can recall in all onr acquaintance no un-kind or ungenerous word or act of bis a great dealto say of Impetuous youth. His impulses were tineand generous, I could only hope to be as well pre-pared in all kind feelings towards those about mr,as be was. I fully concur In the resolutions.

    Mr. Dole added a few remarks, as follows :Your Honor and Gentlemen of the Bar: Ab one

    of the Junior members of the Bar, my associationswith onr deceased brother, also a Junior member,have been from a eomcwhat dint-ren- t standpointfrom those of the senior members. Very pleasanthave been my professional relations with Mr. FrankHarris during iny life In Honolulu ; I have foundhim a helpful and sympathetic fellowpractitioner; I confess the start lim; newt of hisdeatli came to me with the weight of a great shock,and has deeply impressed mc. There is one circum-stance of his death which Is pleasant to think of;he riled in the performance of bla duty. In oo pos-sible professions! post could such an emergencybave come more timely, than It did come In thedifficult and responsible position fur mhich he hadgiven up bis professional work. In no other waycould wc preler to meet death. Fully endorsingthe simple and touching sentiments of the resolu-tions, I feel that the friends of onr brother need andhave our deepest sympathy not only aa hia proles-siona- l

    associates, but aa his friends.Remarks were also made by Messrs. O'Hal-lora- n,

    Montgomery and Preston.The resolutions were unanimously adopted

    and placed on record.
