The information contained in this Customer Guide to Electric Service Requirements is intended to serve as a guide for electrical contractors, architects, building contractors, engineers, and other customers; to provide information needed for determining acceptable methods of receiving electric service from Tillamook PUD; and is intended to promote a safe, efficient method for receiving electrical service.

These requirements are based on Tillamook PUD policies and standards in effect at the time of publication. Tillamook PUD reserves the right to change the requirements, specifications, and policies without prior notice. Contact Tillamook PUD for the most current requirements.

This handbook does not include all possible standards and specifications required by Tillamook PUD or by state, federal, or local codes. It is the customer’s responsibility to conform to Tillamook PUD policies and standards, as well as all applicable state, federal, and local codes.

Section 1 General Requirements

1.1 Introduction

The information in this handbook applies to Tillamook People’s Utility District (Tillamook PUD) customers requiring electrical service. This handbook provides the majority of the information and requirements that will be needed by the customer. It does not include all possible standards, specifications, and policies required by Tillamook PUD or by state, federal, and local requirements. It is the customer’s responsibility to adhere to existing policies or future changes. Please contact the Tillamook PUD Engineering Department to determine the requirements of the project.

The customer is responsible for:

Completing the appropriate Request for Electrical Services form. (See samples in Appendix A.)

Completing the Application for Service card. (See sample in Appendix A.)

Signing Tillamook PUD’s Line Extension Agreement or a Reimbursable Work Order Form. (See samples in Appendix A).

Providing payment, obtaining an approved loan application for the Line Extension Agreement, or signing a Reimbursable Work Order Form. (For information regarding the loan program, contact the Energy Services Department at 503-815-8646).

Signing or obtaining required notarized signatures for easement(s) (if required). Easements will be prepared on Tillamook PUD forms for the installation, operation, and maintenance of Tillamook PUD facilities.

Obtaining applicable permits and inspections from appropriate public agencies.

Notifying Tillamook PUD when the meter base(s) has (have) passed electrical inspection ("green tagged").

Providing and installing all equipment to meet Tillamook PUD specifications and policies.

Keeping the meter base(s) visible and accessible per Tillamook PUD specifications and policies.

Providing and clearing a right-of-way for overhead and underground installations in accordance with Tillamook PUD specifications. (Refer to Section 8, Right-of-Way Clearing.)

Meeting or exceeding all applicable provisions of the National Electric Code (NEC); National Electrical Safety Code (NESC); State of Oregon Electrical Specialty Code; and state, federal, and local applicable requirements.

1.2 Request for Electrical Services Form

Each prospective customer desiring electrical service must complete a Request for Electrical Services form and an Application for Service card (See samples in Appendix A). The Request for Electrical Services form initiates the new service process and provides Tillamook PUD personnel with critical information needed to design the service.

The customer shall provide Tillamook PUD with accurate load data and plot plan. The plot plan shall show the location of property corners, property lines, and location of existing and proposed facilities (drain fields, home site, outbuildings, or well).

It is recommended that customers contact Tillamook PUD early in the project to ensure the successful design and installation of electric service in a timely manner.

1.3 Types of Service

Tillamook PUD provides both overhead and underground temporary and permanent service. It is strongly recommended that permanent service be underground. The service, whether single- or three-phase, will be 60 hertz alternating current.

1.4 Line Extension Policy

It is the policy of Tillamook PUD to extend service to all customers within its exclusive service territory provided that the service extensions comply with Tillamook PUD policies and with all applicable provisions of the NEC; NESC; State of Oregon Electrical Specialty Code; and other state, federal, and local requirements.

The applicant for an electric line extension must own, have a contract to purchase, or have a lease of sufficient duration (as determined by Tillamook PUD) to the property or premises before Tillamook PUD will provide the line extension.

To obtain a line extension, the applicant or their representative shall complete the Request for Electrical Service form.

Tillamook PUD may require the applicant to supply evidence of approval for construction by the city, county, or other governing agencies. Such evidence of approval to construct is to provide assurance of the applicant's intent to proceed with construction.

Tillamook PUD requires notification by the applicant of any property deed restrictions or zoning requirements that may affect the installation of Tillamook PUD electrical facilities.

1.5 Cost Estimate

Tillamook PUD will prepare a cost estimate for each line extension. The cost estimate shall include all anticipated Tillamook PUD costs for the line extension. All cost estimates are valid for 180 days and the construction of the line extension must be completed within 180 days from the date of the cost estimate letter.

If the construction is not completed within 180 days of the date of the estimate letter, a new cost estimate and Line Extension Agreement will be prepared.

1.6 Reimbursable Work Order Form Policy (Form T-8)

When the customer requests Tillamook PUD to relocate or modify Tillamook PUD facilities for their convenience, Tillamook PUD will prepare a cost estimate based on standard billing rates for man-hours, materials, equipment, associated overhead expenses, and a 10 percent contingency.

The cost estimate is valid for 180 days and construction must be completed during the 180-day period. The estimated cost shall be paid by the customer prior to the start of construction. A refund, if greater than $100, will be made to the customer in the event the actual cost of construction is less than the estimated cost.

1.7 Easements

Tillamook PUD requires easements prepared on Tillamook PUD easement forms providing for the installation, operation, and maintenance of all primary voltage power lines and where necessary for secondary and service lines. Prior to installation of facilities, it is the customer's responsibility to provide a legal property description to Tillamook PUD for easement preparation. The customer is responsible for signing or obtaining all necessary notarized signatures on Tillamook PUD-prepared easements.

For parcels owned by corporations, limited liability corporations, or family trusts, documentation will be required indicating all parties legally authorized to sign on behalf of the entity.

For land development(s), parcels being developed as subdivisions or partition plats will require a metes and bounds description as well as a copy of the most recently registered partition plat or subdivision plat. Documentation will be required specifying all parties legally authorized to sign on behalf of the entity.

1.8 Standard Service Voltages

The following table shows the standard services provided by Tillamook PUD.

1.9 Service Entrance Equipment

The customer is responsible for providing, installing, and wiring service entrance equipment to conform to or exceed all provisions of the NEC; NESC; State of Oregon Specialty Code; and other state, federal, and local applicable requirements.

The customer or their contractor shall connect their equipment to keep the load, under normal operating conditions, balanced within plus or minus 10 percent of the average load across the phase wires.

The customer is responsible for maintaining service entrance equipment; therefore, Tillamook PUD strongly recommends stainless steel (meter bases and current transformer enclosures) to mitigate rust and equipment deterioration.

All individual three-phase service installations require a neutral (fourth) wire to be provided and installed in the service mast. The neutral must meet the minimum size as set out in the NEC and shall be color-coded white.

When aluminum conductors are used, the service panel must be Underwriters Laboratory (UL) listed or approved and clearly marked by the manufacturer that it is acceptable for aluminum conductors.

Parallel conductors shall be uniquely identified with the appropriate-colored tape.

1.9.1 UL Listed Equipment

Only UL listed or approved service entrance equipment of the proper rating may be installed.

1.9.2 Grounding Service Equipment

All service equipment shall be grounded in compliance with all provisions of the NEC; NESC; State of Oregon Specialty Code; and other state, federal, and local applicable requirements.

1.9.3 Service Panels and Disconnect Switches

Service panels and disconnect switches with associated equipment exposed to the weather shall be of a rain-tight type (NEMA 3R) and shall be manufactured for that purpose.

1.9.4 Service Entrance Wires and Cables

Service entrance wires and cables shall be sized in accordance with the NEC and extend from the weatherhead a minimum of 18 inches.

1.10 Quality of Service

A customer shall not interfere with the quality of their own service or that of another customer.

In situations where the customer desires voltage control within unusually close limits, Tillamook PUD may require the customer to provide, at their own expense, special or additional power-conditioning equipment.

Loads greater than 100 kilowatts three-phase or 30 kilowatts single-phase from Tillamook PUD’s secondary system shall not be switched on and off more frequently than once each hour. The maximum increased load shall not be greater unless authorized by the Tillamook PUD Engineering Department.

The customer may be required to furnish and install special switching equipment to reduce the magnitude of load which will be cycled on and off. Inquiries as to the necessity of special equipment should be directed to the Tillamook PUD Engineering Department.

Tillamook PUD requires the customer’s electrical facility to meet the power quality standards presented in Section 10 of the latest IEEE Std. 519, IEEE Recommended Practices and Requirements for Harmonic Control in Electrical Power Systems, entitled “Recommended Practices for Individual Customers.”

1.10.1 Motors

Single-phase motors, up to and including 10 horsepower (HP), may be served by single-phase at 240 volts. Motors larger than 10 HP shall be three-phase, unless written approval is obtained from the Tillamook PUD Engineering Department.

All single-phase motors shall not exceed the maximum locked rotor amps listed in the National Electrical Manufacturers Association (NEMA) Standards, unless approved in writing by the Tillamook PUD Engineering Department.

1.11 Protective Devices

It shall be the sole responsibility of the customer to provide adequate protection on all installations against single-phasing on three-phase motors.

1.12 Modifying Existing Electrical Service

Customers modifying an existing service will be required to make repairs and changes in order to conform to or exceed all provisions of the NEC; NESC; State of Oregon Specialty Code; and other state, federal, and local applicable requirements.

Notify the Tillamook PUD’s Operations Department (503-842-2122 or 800-842-2122) as soon as possible for all situations requiring disconnecting and reconnecting of service.

Capacity increases to existing residential, commercial, farm, industrial, irrigation, pumping, lighting, and indeterminate electrical facilities shall be treated as though the increased capacity requirements were a new load.

1.13 Flood Areas

Areas within Tillamook PUD’s service area that Tillamook PUD determines are subject to flooding will require special consideration. Tillamook PUD will not install its equipment or provide service to customer-owned equipment that Tillamook PUD does not consider suitable for such locations.

1.14 Hazardous Electrical Service

The customer’s service entrance equipment must be in accordance with Tillamook PUD’s electrical service specifications and policies. If the equipment is in such a condition to be dangerous to life or property, the customer will be required to make the necessary repairs and changes in order to conform to or exceed all provisions of the NEC; NESC; State of Oregon Specialty Code; and other state, federal, and local applicable requirements.

If a customer creates a violation of the NEC; NESC; State of Oregon Specialty Code; or other state, federal, and local applicable requirements, the customer will be required to take corrective action.

Tillamook PUD reserves the right to discontinue service to any customer who fails to make repairs and/or changes required to remove the danger to life or property.

The service will remain disconnected until hazardous conditions and/or equipment are restored to a safe and secure condition. The service will not be reconnected until there is an inspection and approval by the state electrical inspector.

1.15 Service beyond the Meter

Customers requiring more than one overhead service beyond the metering point may have such services installed by Tillamook PUD at the customer's expense. Ownership of these services remains with the customer. Underground services beyond the metering point will be owned, installed, and maintained by the customer.

1.16 Fault Current

Upon request, Tillamook PUD will supply the available fault current at the customer's service entrance. It is the customer's responsibility to install equipment with sufficient fault current interrupting capability.

1.17 Location of Meter (Point of Delivery)

It is in the mutual interest of the customer and Tillamook PUD to locate meters where reading, testing, and replacement can easily occur. See Section 6 for guidelines.

The point of delivery, specified by Tillamook PUD, is that point where Tillamook PUD-owned facilities connect to the customer-owned facilities.

Only one point of delivery to any dwelling or building is allowed except by written permission by Tillamook PUD and the electrical inspector.

Customers desiring service must obtain Tillamook PUD's approval of the meter location(s) prior to wiring the premises. For specific information about meter location(s), refer to Section 6, Meter Locations.

1.18 Meter Seals

Meter seals or locks are placed on meters and associated service equipment to prevent injury or tampering. Seals or locks are not to be removed except by Tillamook PUD personnel. Broken seals or locks are justification for Tillamook PUD to initiate a theft of service investigation.

1.19 Location of Pad-mounted Transformers

Tillamook PUD requires that transformers be located at least ten feet from a combustible structure (including a building with metal siding on wood framing) to comply with applicable fire codes. A minimum of 3 feet is required between non-combustible surfaces and pad-mounted transformers.

1.20 Power Factor

The customer will maintain 100 percent power factor. A charge for power factor less than 95 percent is specified in Tillamook PUD’s current rate schedule. It is recommended that the customer install corrective shunt capacitors to make the most effective use of the electrical system.

1.21 Clearance to Existing Lines

Tillamook PUD’s goal is to ensure your project worksite is as safe as possible for both the public and its employees. The High Voltage Overhead Line Safety Act in part states the following:

1.21.1 Restricted Space

“For lines rated between 600 volts and 50 kV, the restricted space extends 10 feet in all directions from the surface of the line or equipment.

For lines rated over 50 kV, the restricted space extends 10 feet plus 0.4 inch for each 1 kV over 50 kV, or twice the length of the insulator (but never less than 10 feet) in all directions from the surface of the line or equipment.”

1.21.2 General Requirements

Do not enter or perform any function or activity (such as handling, erecting, operating, transporting, and storing tools, equipment, materials, and moving a building or structure) within the restricted space surrounding an overhead high-voltage line or equipment unless proper notification is provided to Tillamook PUD and the line and/or equipment is de-energized and visibly grounded by Tillamook PUD.

If a violation occurs, Tillamook PUD will request a stop work order from the Tillamook County Community Development Department. Work will not be allowed to resume until an agreement is reached for construction to resume safely.

Section 2 Temporary Service

Section 2 Temporary Service Overhead and Underground

2.1 General

Temporary services for construction work shall conform to Tillamook PUD requirements and shall be located to provide protection to the meter and situated to be usable throughout the construction period. Location of the temporary service is to be approved by Tillamook PUD’s Engineering Department prior to placement.

Customer installations shall meet or exceed all provisions of the NEC; NESC; State of Oregon Specialty Code; and other state, federal, and local applicable requirements. Temporary services will be disconnected upon expiration of the building permit or when permanent service is installed.

Once the customer has completed the Request for Electrical Services Form and Application for Service Card (see samples in Appendix A), an Engineering Field Representative will visit the site to determine the location of the temporary meter base and the route for the service lines.

The following items must be completed before temporary service can be energized:

Request for Electrical Services form. (See samples in Appendix A.)

Signed Line Extension Agreement, if applicable. (See sample in Appendix A.)

2.2 Temporary Overhead Service—Figure 2-1

The customer shall install the temporary post, bracing, and associated meter base. Temporary services may not be placed on trees or Tillamook PUD poles. The meter base shall be UL listed, meeting NEC, NESC, and Tillamook PUD’s specifications and policies as shown in Figure 2-1.

Two-hundred amperes temporary service assemblies shall use galvanized rigid steel or rigid electrical conduit or Schedule 40 conduit. The placement of an overhead temporary meter base should be within 10 feet of a power pole where secondary voltage is available.

Temporary services shall be placed to avoid crossing overhead conductors, streets, and driveways. Taller temporary posts may be required if crossings cannot be avoided.

2.3 Temporary Underground Service—Figure 2-2

Underground temporary services are available in those areas where existing electric facilities are underground. Placement of underground temporaries should be within 10 feet of a secondary pedestal (see Figure 2-2).

Conductor to serve a temporary WILL NOT be installed in the permanent conduit.

The customer shall install the temporary post bracing with conduit, meter base, and ground rod. All trenching and backfilling shall meet Tillamook PUD specifications and is the responsibility of the customer. Conduits may or may not be required from the temporary post to Tillamook PUD’s point of connection.

The location of the temporary post must be approved by the Tillamook PUD Engineering Department.

3.2 Service Arrangements—Figure 3-1

3.2.1 Service Mast

The service mast for overhead 200- and 400-ampere services, whether flush- or surface-mounted, must extend through the roof a minimum of 36 inches. Service masts that extend more than 36 inches shall be guyed. Two-hundred amperes service assemblies shall be a minimum of 2-inch galvanized rigid steel. Four-hundred ampere services shall use a minimum of 3-inch galvanized rigid steel. Service conductors shall protrude a minimum of 18 inches out of the weatherhead. The center of the meter socket shall be located between 5½- and 6½-feet above final grade.

The customer shall be required to supply, install, and maintain meter-mounting equipment in accordance with Tillamook PUD’s specifications and policies. All meter bases, masts, and weatherheads remain the property of the customer.

3.2.2 Meter Location

The meter shall be located on the front or side of the structure closest to utility facilities unless an alternate location is approved by the Tillamook PUD Engineering Department. If a meter is located on the side of a structure, it shall be placed within 10 feet of the front corner.

3.3 Service on Gable End of Building—Figure 3-2

Where conditions permit and upon approval of Tillamook PUD's Engineering Department, a service mast may be installed on the gable end of a building.

The minimum requirements are:

The overhead service wire shall strike the building not less than 13 feet above the finish grade.

A 5/8-inch eye bolt with 2¼-inch square washers is to be installed by the customer through a secure 2-by-4 or larger wooden member.

The center of the meter is to be installed at 5½ to 6½ feet above the final grade.

The eye bolt shall be positioned 22 inches to the side of and 8 inches below the weatherhead. The eye bolt may be furnished by Tillamook PUD. (See Figure 3-2.)

Standard duty pipe straps shall be installed every 3 feet along the length of the service mast.

Service mast must be galvanized rigid steel or Schedule 40 PVC electrical conduit.

Minimum clearances around windows, above decks, etc., shall be three feet and meet or exceed all applicable provisions of the National Electric Code (NEC); National Electrical Safety Code (NESC); State of Oregon Electrical Specialty Code; and state, federal, and local applicable requirements.

3.4 200- and 400-Ampere Services to Mobile or Manufactured Home Service

All efforts should be made to mount meter sockets on the structure. Exceptions may be approved by the Tillamook PUD Engineering Department on a case-by-case basis.

3.5 Service Locations—Manufactured Home

A meter pole shall be located not more than 30 feet from the exterior wall of the manufactured home it serves. When exceptions are approved for meter poles, they shall be located along the front or along the side of the structure within 10 feet from the front corner.

3.6 Minimum Service Drop Clearances

For minimum service drop clearances, contact the Tillamook PUD Engineering Department.

3.7 Travel Trailer Service

Installations should be on post-mounted meter socket or a mobile home pedestal. Exceptions may be granted by the Tillamook PUD Engineering Department.

The 2-inch Schedule 40 PVC in the case of 200-ampere service or the 3-inch Schedule 40 PVC in the case of a 400-ampere service shall be installed with either surface- or flush-mounted meter bases. The center of the meter socket is to be located 5½ to 6½ feet above final grade. The conduit must be placed through the footing wall for flush-mounted or on the building exterior for surface-mounted, with a 90-degree sweep, buried to a depth of 36 inches from final grade level to the top of the conduit.

The location of the meter on the building and route of the trench shall be approved by the Tillamook PUD Engineering Department. (For specific information, refer to Section 6, Metering for Specific Information.)

All service conduit will be installed by the customer. The customer shall install Tillamook PUD-provided warning tape from the meter base to the secondary pedestal, pad-mount transformer, or pole 12 inches above the conduit. A ½ inch mule tape with a tensile strength of 600 pounds or greater shall be installed into the conduit.

4.3 Meter Pedestal Arrangements—Figure 4-3

Location of the meter pedestal shall be approved by the Tillamook PUD Engineering Department. The meter pedestal may be a manufactured meter pedestal or a customer-assembled meter pedestal. (See Figure 4-2 for specifications and requirements and Section 6, Meter Locations, for additional information.)

Compacted gravel or concrete backfill is required around the pedestal. The customer is responsible for trenching to meet Tillamook PUD specifications and requirements, installing Tillamook PUD-provided warning tape and a ½ inch mule tape pull rope or equivalent with a tensile strength of 600 pounds or greater and backfilling.

When a meter pedestal is located in a parking area, it must be located so that parked vehicles will not restrict meter accessibility or be damaged by vehicular traffic.

The customer is responsible for all underground services beyond the metering point.

Conduit installation must be inspected and approved by the Tillamook PUD Engineering Department prior to backfilling.

4.4 Manufactured or Mobile Homes

Manufactured or mobile home meter pedestals shall be located within 30 feet of the manufactured or mobile homes and within 10 feet of the front corner.

4.5 Locating Underground Facilities

Before beginning to dig on any project, contact the locating service. There is no charge to the customer for this service. All underground utilities in the area will be located and identified.

4.6 Three-Phase Services

For all three-phase services larger than 100 kVA, the point of delivery from a pad-mounted transformer shall be the secondary bushings of the serving transformer, unless a better point of delivery is designated by the Tillamook PUD’s Engineering Department.

The customer shall provide secondary compression lugs at the transformer. If Tillamook PUD determines installation of a pad-mounted transformer is not feasible, the installation of the underground service will be from an overhead assembly (including conductor) to a splice vault or pedestal near the base of the pole, unless a better point of delivery is designated by the Tillamook PUD Engineering Department.

5.6 Vault Installation

The customer provides and installs all vaults, trenching, Tillamook PUD-provided warning tape, ½ inch mule tape with a tensile strength of 600 pounds or greater. All backfilling must comply with Tillamook PUD's specifications.

Vaults shall be leveled upon installation. A minimum of a 6-inch gravel base below the vault is required to provide drainage for the vault. Vault lids shall not be sealed to the vault. Tillamook PUD will require customers to remedy any deviations from Tillamook PUD specifications. Deviations may delay scheduling of installation. Refer to applicable figures for individual specifications.

Vault lids shall not be sealed to the vault.

Conduits shall extend through the vault walls a distance of 4 inches with a minimum of 2-inch separation between conduits. Conduit is to be sealed from the outside. Tillamook PUD will indicate appropriate knockouts to be used prior to installation. Grout shall be used to patch and seal the holes in the vault created for the installation of the conduits. Conduits shall be perpendicular to the wall.

It is best for the conduit installer to remove the “knockouts” from the inside of the vault.

5.7 Vault Purchase

Vaults may be purchased from Oldcastle Precast / Utility Vault or other suppliers of vaults that meet Tillamook PUD vault specification requirements.

6.1 General

The information contained in this section is intended to serve as a guide for customers and is not intended to address all metering requirements. Prior to beginning any work, contact the Tillamook PUD Engineering Department for the requirements of your project and to obtain approval of your metering equipment.

The customer shall supply, install, and maintain all meter equipment and facilities to meet or exceed Tillamook PUD specifications except the following:

Section 6 Metering

Meter

Current transformers (CTs). (In most cases, the customer will install Tillamook PUD-supplied CTs.)

Test switches

All meter bases, masts, CT enclosures, and weatherheads are the property of the customer. Metering shall not be mounted on Tillamook PUD pad-mount transformers or transclosures.

Meter bases shall be mounted plumb and be securely fastened to the structure or wall to withstand forces of installation or removal of the meter.

Tillamook PUD requires ring-type meter bases. Link style, manual bypass devices shall be required for services with meter base capacity in excess of 200 amperes.

Conduit runs from CT enclosures to the meter base shall be galvanized, rigid conduit and be limited to 50 feet. The minimum conduit size will be 1 inch.

Meter bases with automatic circuit-closing devices are prohibited.

The line supply conductors to a meter base shall be connected to the top terminals and the load supply conductors shall be connected to the bottom terminals.

The customer shall provide sufficient access at all times in an area free of stored materials and exercise proper care to protect Tillamook PUD property on customer premises. In the event of loss or damage to Tillamook PUD property on the customer’s premises arising from neglect, carelessness, or misuse the cost of necessary repairs or replacement will be billed to the customer.

6.2 Energizing the Service

When a Tillamook PUD representative arrives to initially connect a new service, access is required to the main electrical panel in order for the service to be energized.

Service will not be connected until the following criteria have been met:

An approval sticker ("green tag") issued by the state electrical inspector is attached to the meter base.

The main breaker is turned off.

The panel cover is installed.

6.3 Meter Locations

The customer must comply with the following items regarding meter location:

Customers desiring service must obtain Tillamook PUD's approval of the meter locations prior to wiring the premises.

Residential and small commercial meters shall be installed outdoors at a location readily accessible for reading, testing, and replacement.

The meter shall be located on the front or side of the structure closest to utility facilities unless an alternate location is approved by the Tillamook PUD Engineering Department.

If the meter is located on the side of the structure, it shall be placed within 10 feet of the front corner.

A meter installed in an alley or driveway shall be recessed in the wall or protected adequately to prevent damage from vehicular traffic. Refer to Figure 6-9.

Meters shall not be located on porches, in carports, garages, dog runs, kennels, over window wells, steps in stairways or stairwells, or other unsafe locations.

The meter must be free from vibration.

The meter location shall not be within a corrosive atmosphere.

The meter shall not be located in an area with abnormal temperatures.

The equipment shall be protected from damage.

Permanent walking access to meters and equipment shall be provided and maintained by the customer.

When a meter pedestal is located in a parking area, it must be located so that parked vehicles will not restrict meter accessibility or be damaged by vehicular traffic.

Multiple unit buildings shall use grouped or ganged meters and shall permanently install engraved placards for meter-to-apartment identification.

When county regulations specify the meter base be located above the flood plain (more than 6½ feet above the ground) a permanent step or landing (a minimum of 4 feet by 4 feet) must be installed below the meter base for accessibility of reading and routine maintenance. The platform must be accessible by a permanent stairway, which conforms to OSHA regulations.

Exceptions to any of the above requirements must be approved by the Tillamook PUD Engineering Department.

6.3.1 Grouped Meter Locations Installation of six meters or less shall be on the outside wall of a building and shall be grouped in such a manner that a single-service run will serve all meters. Meter bases shall have permanently engraved placards on each meter base for meter-to-unit identification.

6.3.2 Metering Rooms The installation of seven or more meters may be located in a dedicated metering room with 24-hour accessibility by Tillamook PUD. Meter bases shall have permanently engraved placards on each meter base for meter-to-unit identification.

When a metering room is to be used, a floor plan showing the location of all proposed and existing equipment shall be submitted to Tillamook PUD for approval prior to any wiring. All meters shall be grouped on a common wall. The metering room shall be dedicated and secured for electrical equipment and never used for storage.

The only access to the metering room shall be from the exterior of the building via a solid core door with minimum dimensions of 2-foot 8-inch by 6-foot 8-inch. The access door shall be installed such that it will not make contact with the meters or other electrical equipment. Doors must open outward and be equipped with a "panic bar."

The locking system shall not allow common access to unauthorized individuals. The customer shall install a sign on the exterior of the door stating "Metering Room." For complexes which have multiple buildings, the building number or name shall be permanently engraved on the placard with

lettering a minimum of 2 inches in size.

Telephone and cable television terminal equipment may occupy this metering room provided they do not interfere with the electrical equipment; each may have its own provision for access.

The metering room shall be illuminated by permanent fixture(s) providing a minimum of 10 foot candles per square foot with a switch located inside the door next to the latch side of the door.

Water, gas, sewer, and drain pipes shall not terminate or pass through the metering room. Proper drainage will be required when there is a possibility of standing water.

6.4 Sealing and Locking Requirements

At the time of installation, the meter base and/or raceways containing unmetered conductors or busbars shall be sealed. Unused threaded openings and knockouts in enclosures must be fitted with an approved plug locked in place from the inside. Meter seals are placed on meters and associated service equipment to prevent injury and tampering. Seals are not to be removed except by Tillamook PUD personnel. Broken seals are justification for Tillamook PUD to initiate a theft of service investigation.

All Tillamook PUD seals shall be readily visible without having to open or remove any covers or panels.

Seal tabs designed to accommodate lead meter seals are not acceptable.

CT enclosures shall have padlocking provisions that are an integral part of the door.

Service entrance equipment shall be arranged such that metered circuit conductors or busbars do not enter or pass through raceways, enclosures, or conduits containing unmetered circuit conductors or busbars. Refer to Figure Nos. 6-4, 6-5, 6-6, and 6-7.

EXCEPTION:

That portion of service load-side conductors or busbars exiting the meter base or current transformer enclosure.

6.5 Clearances

All meters shall be readily accessible. Working space in front of meters or metering equipment shall not be less than 36 inches, measured from the front of the meter glass. The height in this area shall not be less than 8 feet above the finished grade, floor, or working platform. The platform must be accessible by a permanent stairway which conforms to OSHA regulations.

Working space behind freestanding switchboards shall not be less than 36 inches from the panels or the rear wall with a provision for safe exit.

Electric meters shall be installed a minimum of 3 feet from natural gas meters and 10 feet from propane regulators (NFPA 58). Measurement shall be from edge to edge in accordance with the requirements from the following references:

National Electrical Safety Code (NESC), IEEEC2-2007.

National Electrical Code (NEC), NFPA 70-2002.

Flammable & Combustible Liquids Code, NFPA 30-1996.

Standard for the Production, Storage & Handling of Liquefied Natural Gas, NFPA 59A-1994.

6.6 Meter Base Requirements

6.6.1 Self-contained meter bases Minimum self-contained meter base dimensions shall be:

Depth: 4 inches Width: 10½ inches Height: 14 inches

Exceptions must be approved by the Tillamook PUD Engineering Department prior to installation.

Conduits entering underground meterbases shall not enter the center of the bottom of the meter base, but shall be located to one side to provide conductor clearance unless prior written permission is received from the Tillamook PUD Engineering Department.

6.6.2 CT meter bases

Minimum CT meter base dimensions shall be:

Exceptions must be approved by the Tillamook PUD Engineering Department prior to installation.

CT metering arrangements require ring-type meterbases with test switch provisions. The test switch shall be located behind a sealable panel. See Figure 6-11.

When aluminum conductors are used, the meter base must be UL-listed or approved and clearly marked by the manufacturer that it is acceptable for aluminum conductor.

The neutral service conductor shall be bonded to the meter base using the grounding screw or bonding terminal. The neutral service conductor may be continuous from the weatherhead through the meter base to the service panel or disconnect.

6.8 Current Transformer Enclosures

A CT enclosure is a separate enclosure, furnished and installed by the customer, which contains a prefabricated bracket to terminate the supply and load conductors and for mounting the CTs.

CT enclosures shall be UL-approved. CT enclosures in wet locations shall be rain-tight (NEMA 3R) and stainless steel is recommended. The CT enclosure door shall be lockable with a padlock and utilize factory-installed side hinges for side opening. Locking provisions shall be an integral part of the door for installation of Tillamook PUD locks.

The door on CT enclosures shall not be used for mounting meter(s) or other equipment. Refer to Figure 6-10.

Prefabricated brackets shall be installed in CT enclosures for terminating conductors and mounting CTs. The brackets shall meet the requirements specified in Figure 6-8 specifically for (Single phase CTs: Equipment Utility Service Requirements Committee [EUSERC] Drawing No. 328A and for three-phase CTs: EUSERC Drawing No. 329A).

CT enclosures shall be grounded.

The mounting height of CT enclosures shall be limited such that the top of the enclosure shall not be more than 8 feet above the floor or working platform of same unless exception is specifically permitted by Tillamook PUD. The minimum height shall be 6 inches above the floor or working platform level. Enclosures shall not be mounted in or under floor crawl spaces.

CT enclosures shall be mounted on the outside walls of buildings. Other locations require prior written approval by the Tillamook PUD Engineering Department.

The CT enclosures shall contain only the CTs and associated equipment. The CT enclosure shall not be used as a junction box for other wires or conduits.

6.9 Current Transformer Installation

Tillamook PUD will provide bar or perch-type CTs. The customer shall connect the load side service conductors to the load side of the CT mounting brackets using customer-supplied connectors. Refer to Figure Nos. 6-4, 6-5, 6-6, and 6-7.

The customer shall install the CT enclosures, CTs, CT wires, and related equipment. Tillamook PUD will provide the CTs and Tillamook PUD’s Engineering Department personnel will connect the metering wires at the CT enclosures and the meter base.

Customers are responsible to install Tillamook PUD-furnished current transformers.

CTs are available for pickup at the Tillamook PUD District Office.

CT polarity mark shall be installed on the supply side connection.

Customers shall furnish and install the CT wires specified in Table 6-1 from the CTs to the meterbase.

Tillamook PUD will connect the CT wires at the meterbase and the CTs.

6.10 Current Transformer Conduit

Only CT wires shall be allowed in CT conduit.

The customer shall provide and install conduit for the metering conductors between the meter base and the CTs. A minimum of 1-inch rigid steel conduit is required; no opening condulets or flex will be permitted.

CT enclosures must be connected to the meter base or meter enclosure with conduit and shall be bonded by approved methods. A minimum of 1-inch rigid steel conduit is required; no opening conduit bodies or flex is permitted.

The customer is to provide the meter base, conduit, and CT enclosures with wiring, in accordance with the Instrument Transformer Rated Meter Worksheet (See Appendix). No automatic circuit-closing devices are allowed on any services.

6.12 Current Transformer Switchboard Metering

On all services 801 amps and above, the CTs shall be installed in switchboards.

All services installed in switchboards shall be metered with large window CTs for installation on removable bus sections in the customer’s switchboards. This compartment shall be lockable using a padlock.

The customer shall submit two copies of switchgear drawings to Tillamook PUD for approval and determination of the type of meter or meters that will be used, type, and size of CTs, and arrangements for mounting prior to the manufacture of the switchgear. Switchboards shall conform to EUSERC standards.

6.13 Pulse Initiator Output

When requested by the customer, Tillamook PUD will furnish pulse initiator outputs from kilowatt hour or kilovar hour meters.

The pulse initiator's operation, benefit, and use are highly variable, subject to the use to which the customer puts it. Therefore, the pulse initiator's output is provided without statement or liability as to its usefulness in any application that the customer may choose to pursue. Tillamook PUD assumes no responsibility or liability in any way related to the pulse initiator or related facilities or other operation, except direct Tillamook PUD negligence in the installation or maintenance of the pulse initiator.

Tillamook PUD shall design, own, install, maintain, and repair all facilities necessary for the pulse initiator output including, but not limited to the meter, pulse initiator, isolation relays, test switches, and equipment cabinets. Maintenance and repair will only be performed during normal working hours.

The customer shall be responsible for all Tillamook PUD incurred equipment and labor costs. Cost of purchase and installation must be in accordance with Tillamook PUD’s Policy 4-15. The customer is also responsible for the design, installation, and maintenance of all customer-owned equipment on the customer's side of the isolation relay.

Section 7 Area Lights

7.1 General

Tillamook PUD provides area lighting and public street lighting for customers located within the Tillamook PUD service territory.

Lights provided are high-pressure sodium-type in the 100- and 200-watt sizes. Wide-angle, high-pressure sodium lights are available in 200- and 400-watt sizes. Lighting provided by developers must meet Tillamook PUD specifications and policies.

To request area lighting, contact the Tillamook PUD Engineering Department. Once the necessary information is received, a Tillamook PUD Engineering Field Representative will visit the proposed location to determine if existing facilities are adequate or if additional facilities will be required to serve the light (poles, conductor, or transformers).

If additional facilities are required to serve the light installation, costs will be at the customer’s expense as specified in Tillamook PUD Policy Bulletin 4-2.

Tillamook PUD requires the customer sign a one-year contract obligating payment of a monthly service fee. The customer shall allow Tillamook PUD free access to the customer’s property to inspect and maintain the equipment or to remove the installation upon termination of service.

The customer shall exercise care to prevent damage to lighting fixtures. Every effort shall be made to minimize the impact of light pollution on neighboring properties.

The customer shall not place customer-owned area lighting on Tillamook PUD-owned poles. The customer has the option of providing and installing an area lighting system, provided service to these electrical facilities is connected behind an approved disconnect.

The monthly billing of customer-owned area lighting will be a flat rate schedule based on the connected load. Ownership and maintenance of the complete lighting system behind the approved disconnect will remain the responsibility of the owner.

Section 9 Generation— Permanent and Temporary

9.1 Generator Safety

When any of the types of generation systems defined below are used, they must be isolated from Tillamook PUD facilities to prevent serious danger to Tillamook PUD personnel and damage to customer property. To assure the safety of TPUD personnel and to avoid potential damage to customer property when portable generators are used, all electrically-operated devices shall be connected directly to the portable generator or approved transfer switch.

Never overload the generator. Always operate the generator in accordance with the manufacturer’s recommendations.

Never try to power the house wiring by plugging the generator into a wall outlet, a practice known as “backfeeding.” This is an extremely dangerous practice that presents an electrocution risk to utility workers and neighbors served by the same utility transformer. Backfeeding also presents a serious risk of damaging the generator, owner’s property, and neighboring properties. It also bypasses some of the built-in household protection devices.

Never operate the generator inside your home. Good ventilation is important. Generators produce carbon monoxide, a colorless, odorless, toxic gas that can result in serious injuries, or even death, if levels become too high.

9.2 Portable Generators

The simplest way to use a portable generator is to plug appliances directly into the generator. A heavy-duty, outdoor-rated extension cord can be used but it should be rated (in watts or amps) at least equal to the sum of the connected appliance loads.

9.3 Fixed Generators

The only approved method to connect a generator to building wiring is by having a qualified electrician install a transfer switch. The transfer switch is installed between the generator and the electrical panel. It allows power to be fed from only one source at a time.

TILLAMOOK PEOPLE'S UTILITY DISTRICT LINE EXTENSION AGREEMENT

The Tillamook People's Utility District, hereinafter referred to as "District", and the Undersigned mutually agree to the terms and conditions set forth below: District hereby agrees to construct and maintain all electric lines, facilities, machinery, and apparatus which the District determines to be required for the delivery of electricity to the point of delivery, approved by the District. Installation, construction, and maintenance of the above shall be under the complete control of the District. The undersigned acknowledges that all electric lines, machinery, and facilities on the source side of the point of delivery which may be required shall become the sole property of District. Before completion of construction and all connections, Undersigned shall not assign any rights hereunder without District's prior written consent. The covenants, conditions, and terms of this agreement shall be binding upon Undersigned, Undersigned's assigns, successors, heirs, and personal representatives. This connection may require service be provided undersigned by way of a temporary connection. For this connection, as well as for the permanent connection, undersigned hereby grants District an easement and, in this regard, undersigned shall sign such additional documents as District may reasonably require. The District estimates that the cost for 1 connection(s) to be served under this Agreement shall be $ dollars to be paid prior to the commencement of construction.
