138 A PERMANENT CENSUS BUREAU.

It is quite possible therefore, that these changes in population obtained, to agreater or lesser extent, several years before the census of 1890 was taken or theapportionment of Representatives among the several States had been eifected.Hence, during the large proportion of the dlcennial period, intervening between1880 and 1890, an inequality of representation obtained in Congress, and in theelectoral college, which under a sextennial or shorter period census, mighthave been corrected and adjusted atan earlier date, since such apportionment cannot, in the order of things, take effect until two years shall have passed afterthe enumeration is reported. The apportionment under the census of 1890 wasmade by the Fifty-first Congress, but the election thereunder can not be helduntil the Fifty-third Congress shall be chosen in 1892, and meantime the changesand mutations in population are steadily passing through the processes of localaugmentation riionoriminuion.
