ESTABLISHMENT OF AGRICULTURAL RESEARCH CENTER (1993)

• Research has been done in the Agricultural Research Center with an aim to determine cultivars, efficiency, adaptation and agricultural techniques suitable to the conditions of Turkmenistan in order to grow potatoes, maize, wheat and soybeans.

• The project was completed in 1997, and as such was tranferred to the International Turkmenbashi Foundation.

RESTORATION OF THE MAUSOLEUM OF SULTAN SANCAR (2004)

• Sultan Sancar (1086-1157), son of the fameous sultan Meliksah, was the last sultan of the Seljukid Dynasty. His mausoleum is located near the historical town of Merv. The mausoleum survived the Mongol invasion that annihilated the entire city of Merv in 1221.

• Due to the historical and cultural significance it possesses and due also to its architectural characteristics, the mausoleum has been added to the UNESCO’s World Heritage List in 1999.

• TIKA, in the name of the Republic of Turkey, has undertaken the restoration of the mausoleum.

• The task of restoration began with the removal of multiple restorations which were carried out without taking into account due technical and artistic rules. Subsequently, the restoration of the mausoleum was completed on May 31, 2004.

PISTACHIO CULTIVATION IN TURKMENISTAN (2009) Turkmenistan is an important genetic center for the cultivation of

pistachios where undomesticated cultivars are found. Therefore, Turkmenistan has not reaped the economic benefits of pistachio cultivation. The project of “Development of Pistachio Cultivation in Turkmenistan” has been planned as a three-year long project with a 67.000 US Dollar budget.

PISTACHIO CULTIVATION IN TURKMENISTAN (2009)

• Within the project that started in 2006 Turkish experts have visited Turkmenistan and trained their Turkmen counterparts in inoculation, selection, trimming and other subjects. TIKA has also donated Turkmenistan equipment for pistachio cultivation.• The next stage of the project comprises establishment of a training center and preparation of training materials. The restoration and furnishing of the said center was undertaken by TIKA.

PROJECT OF BREEDING LAYING HYBRID POULTRY IN TURKMENISTAN (2009)

• 22.500 eggs brought from Turkey have been

laid to incubation under the control of a Turkish expert. 20.000 chicks have hatched. 5 Turkmen experts have been trained in Turkey.

• The project has been completed in 2010. upon completion, it has been selected by the UN as a “Best Practice” of the year 2010.

THE PROJECT OF COOPERATION IN THE FIELD OF TOURISM (2005-2010)• TIKA has contributed to the development of tourism in Turkmenistan

through its activities in cooperation with the Methodological Education Center of Turkmenistan.

• Students from the said center have received since 2001 on the job training at the tourism training centers in Turkey.

• In line with the aspiration and enthusiasm of Turkmenistan for development of tourism sector, TIKA has implemented programs towards theoretical, linguisitic and practical training of Turkmen experts and staff.

Within the context of the “International Police Training Program” which is carried out in cooperation with Turkish Police Force, 74 Turkmen policemen were trained in various subjects.

PROBLEMS RELATED TO THE PLANNING AND IMPLEMENTATION OF PROJECTS

• TIKA office in Ashgabat carries out all correspondence regarding its activities in Turkmenistan via the Turkmen Ministry of Foreign Affairs.

• As per laws and regulations of Turkmenistan, all projects in plan must be registered at Turkmenistan Ministry of Economy and Development and Turkmenistan Stock Exchange. TIKA carries out its projects in Turkmenistan solely on a basis of demand from Turkmen officials. As such, TIKA signs protocols with the relevant ministries or institutions of Turkmenistan for the implementation of the projects in question. The procedures required for the signing of the protocols and registration take months; which causes inefficiency and loss of time.

PROBLEMS RELATED TO THE PLANNING AND IMPLEMENTATION OF PROJECTS

• Official procedures regarding the departures from Turkmenistan of the Turkmen experts to be sent and trained in Turkey in accordance with the projects carried out are too time-consuming. As such, training programs may suffer from delays and even cancellations.

• As per the corps-diplomatique status of the TIKA office in Ashgabat, equipments and goods purchased by TIKA from outside and delivered to Turkmenistan are exempt from customs taxes and other tax payments. However, the amount of bureaucracy and correspondence incurring in the customs consume long time.
