5. (35A) Update on 2017 Legislative Matters City Manager Nick Marano and Mr. Stokes will provide an update on Legislative matters. 6. (35B) Presentation on Current Development Trends and Growth Projection for Carson City

City and School District staff will present information regarding City growth projections and Carson City School District planning activities. Carson City manages the pace of residential development by allocating residential building permits in accordance with the City’s Growth Management Ordinance. The Growth Management Ordinance was originally implemented in the late 1970’s to address the City’s ability to provide the necessary water and sanitary sewer infrastructure to keep pace with growth at that time. In recent years, additional city services have been added to those resources that the Board of Supervisors must consider in establishing limits on the number of residential permits that may be allocated in a given year, including school enrollment and capacity. For most of the Growth Management program’s more recent history, the total number of building permit entitlements in a given year has been roughly based upon a maximum growth rate of 3%. Building permits for up to 640 residential units have been allocated for 2017. The Planning Commission reviewed the Growth Management annual report on May 31, 2017, and recommended an allocation of building for up to 658 residential units for 2018. The Board of Supervisors will consider residential allocations for 2018 in July. Included in your packet are charts that identify historic trends of available residential allocations versus actual permits issued, along with the copy of the power point presentation presented on May 31, 2017 at the Carson City Growth Management Commission meeting.

7. (35C) Informational Update and Discussion on the Mobile Makerspace at the Carson City

Library The Carson City Library created a Mobile Makerspace with its Maker Van that established flexible

learning places for hands-on learning outside the library’s walls. The result has been collaborative and innovative learning opportunities in existing afterschool and other programs. Connections with Carson City Parks and Recreation Department afterschool Kid’s Club, Carson City Juvenile Probation and the Boys and Girls Club have developed youth learning experiences to increase knowledge and enjoyment of Science, Technology, Engineering and Math (STEM) activities.

8. (35D) Informational Update on the Carson City School District Pre-Kindergarten Program

Partnership with the Boys and Girls Club of Western Nevada In order to maintain and increase the number of young children served in Carson City, the District

has partnered with the Boys and Girls Club of Western Nevada to open a full-day, Pre-K satellite site. Staff will provide a brief summary of the partnership.

9. (35E) Report on the 2017 Western Nevada College Jump Start Program in Carson City Mr. John Kinkella, Dean of Students Services, WNC will provide a brief presentation on the Jump
