Obama beat Republican MittRomney soundly in Novem-ber's election to win a secondfour year term, despite pre-siding over a chronic eco-nomic slump.

"In 2012, he found andforged a new majority, turnedweakness into opportunityand sought, amid great adver-sity, to create a more perfectunion," said Time, which hadnamed Obama person of theyear back in 2008 when hewon his historic first presi-dential election.

Perhaps the most poignantalternative to Obama onTime's shortlist wasYousafzai, the 14-year-oldPakistani girl who continuedto campaign for the right toeducation after being shotand nearly killed by the Tal-iban.

The others were AppleCEO Tim Cook, Egypt'spost-revolutionary President

Mohamed Morsi, and atomicphysicist Fabiola Gianotti.

Person of the year, or whatwas long called "man of theyear," acknowledges what themagazine considers to be theworld's biggest newsmaker,or influential mover.

Since the tradition startedin 1927, US presidents havesystematically featured, ashave big names like Mi-crosoft's Bill Gates, but alsomore symbolic winners like"the protester" last year or"US scientists" in 1960.

In the past Time hasshowed its editorial teeth bynaming sinister figures _Adolf Hitler in 1938 andJoseph Stalin both in 1939and 1942.

But since the leader ofIran's Islamist revolution, Ay-atollah Khomeini, graced thecover in 1979, the magazinehas tended to shy from picksthat might upset its mostlyAmerican readership. A no-table absence was al-Qaedafounder Osama bin Laden inthe wake of the September11, 2001 terror attacks.

Obama could not be a lesscontroversial choice.

Time said he swept to thehead of the pack because ofhis ability to grasp the demo-graphic and social changesshifting the United States.

"The truth is," Obama toldTime, "that we have steadilybecome a more diverse andtolerant country that em-braces people's differencesand respects people who arenot like us. That's a pro-foundly good thing. That'sone of the strengths of Amer-ica."

Time said Obama wasabout "convergence of pastand future" and said his sec-ond term would see himbeing "more assertive, morepersonal, more willing to riskhis political capital for whathe truly believes."

prosecutors announced newguidelines on Wednesdaymaking it less likely thatTwitter and Facebook userswill face criminal chargesfor offensive messages theypost online.

The guidelines, intendedto draw a line between gen-uine threats and misjudgedjokes, have been publishedfollowing a sharp rise in thenumber of prosecutions overthe past two years, and re-sulting concerns over free-dom of speech.

In one high-profile case,a man was convicted in2010 for joking on Twitterabout blowing up RobinHood airport in central Eng-land after his flight was can-celled due to a snow storm. The conviction was quashedin July.

Under the new rules, In-ternet trolls who persecuteindividuals, make crediblethreats of violence or breachcourt orders -- for exampleon victim anonymity -- willstill face charges, Director ofPublic Prosecutions KeirStarmer said.

But he said prosecutorsshould question whether totake action against thosewho post online messagesthat may be considered"grossly offensive, indecent, obscene or false", which arecurrently crimes.

If the message is swiftlyremoved, blocked, intendedonly for a small audience ornot obviously somethingthat would be tolerated in anormal social situation, or ifthe person responsible apol-ogises, prosecution is notrecommended.

"These interim guidelinesare intended to strike theright balance between free-dom of expression and theneed to uphold the criminallaw," Starmer said.

UN leader Ban Ki-moonand the UN envoys from sev-eral European Union coun-tries, Russia and Chinawarned Israel against build-ing thousands of new settlerhomes approved in recentweeks.

US ambassador SusanRice did not join their publicattack on Israel, but slammedthe "provocative" act of theUnited States' major ally dur-ing closed UN SecurityCouncil consultations.

Israel has approved thou-sands of new homes in theWest Bank and occupied EastJerusalem since the UN Gen-eral Assembly voted on No-vember 29 to recognizePalestine as a non-memberstate.

Israel gave the green lightto plans for 2,610 homes inEast Jerusalem and tendersfor 1,048 units in the WestBank just before the UNmeeting.

UN secretary general Ban

said the Israel-Palestinianpeace process was in "deepfreeze," worsened by the set-tlement approvals.

"I call on Israel to refrainfrom continuing on this dan-gerous path, which will under-mine the prospects for aresumption of dialogue and apeaceful future for Palestini-ans and Israelis alike," he said.

The United Nations alsocalled on Israel to end itsfreeze on transferring cus-toms and tax payments that itcollects for the cash-strappedPalestinian Authority.

UN ambassadors fromBritain, France, Germany andPortugal highlighted Europeanfears over the peace stalemateand stressed that their govern-ments "strongly oppose" theIsraeli construction.

"Israel's announcements toaccelerate the construction ofsettlements send a negativemessage and are underminingfaith in its willingness to nego-tiate," they said in a statementread by British ambassadorMark Lyall Grant.

"The viability of the two-state solution, that is key forIsrael's long-term security, isthreatened by the systematicexpansion of settlements,"Lyall Grant added.

Three centuries later, duringSpanish colonization, theMayas were dispossessed oftheir lands and reduced topoverty as well as servitude.

Today, there are currently anestimated 20 to 30 million di-rect descendants of the ancientcivilization living in southernMexico, Belize, Honduras, ElSalvador and Guatemala, where the indigenous group ismost prevalent.

In Guatemala, ethnic Mayasoften find themselves on themargins of society, with lim-ited access to education, healthcare and other basic services.Their native languages are not

officially recognized.Within the indigenous com-

munity, which accounts for 42percent of Guatemala's 14.3-million-strong population, thepoverty rate is 80 percent.

Nearly six in 10 indigenouschildren suffer from chronicmalnutrition, and the infantmortality rate has hit an alarm-ing rate of 40 per 1,000 livebirths, according to the UnitedNations Development Program(UNDP).

But ethnic Mayas paid per-haps the heaviest price duringGuatemala's civil war that pit-ted the army against leftistguerrillas from 1960 to 1996.

More than 600 massacres of in-digenous communities wererecorded during that period andtens of thousands of Indianssought refuge in southern Mexico.

And once again, Mayan de-scendants are being expelledfrom their lands -- this time, tomake way for hydro-electric,mining or farming projects.

In Honduras, the growing de-mand for African palm oil, akey ingredient in cosmetics andprocessed foods, is fuelingdeadly land disputes, pittinglarge landowners against land-less peasants.

But the plight of indigenousMayas in the region will likelygo undiscussed.

"They are seen as a tool and arenot the focus of public policies."

WASHINGTON (AFP) - USregulators unveiled new regu-lations Wednesday aimed atstrengthening online privacyprotections for children, to re-flect the growing use of mobileapps and soial networks.

The Federal Trade Commis-sion said its updated rules re-quire websites or onlineservices to get consent fromparents if they are directed tochildren under 13 or if theyhave knowledge that they arecollecting personal informa-tion from young children.

But FTC chairman Jon Lei-bowitz said the final rules inthe Children's Online PrivacyProtection Act stepped backfrom some earlier proposals, which would have made com-panies liable for most "plug-ins" such as the Facebook"like" button or Twitter's"tweet" button.

"I am confident that theamendments to the COPPARule strike the right balancebetween protecting innovationthat will provide rich and en-gaging content for children,

and ensuring that parents areinformed and involved in theirchildren's online activities."said Leibowitz.

Liebowitz told reportersthat websites will still be ableto direct ads to children, andthat "the only limit we place ison behavioral advertising,"which is based on a person'sbrowsing activity.

The rules close some loop-holes on online operators whocan be liable for violations ofthe law, which was passed byCongress in 1998.

But the regulations notedthat in light of comments re-ceived on draft proposals, theFTC decided that the rulesshould not encompass plat-forms, such as Google Play orthe App Store, that offer accessto "someone else's child-di-rected content."

Third-party plug-ins wouldbe responsible only where theyhave "actual knowledge thatthey are collecting personal in-formation from users of achild-directed site," the FTCrules state.
